The building of Ram temple in Ayodhya which was brought up by BJP in its manifesto for the Uttar Pradesh Assembly elections has drew sharp criticism from the political opponents in Mathura district with Congress alleging that the party is “cashing in” on the issue.

“BJP recollects temple issue only during elections, since it wants to cash in on it in the Assembly polls,” Pradeep Mathur, the Congress candidate from Mathura Assembly constituency said.
He also questioned BJP that who had stopped it to construct the temple since the party in power at the Centre.
Mathur said that people would not be misguided anymore as they have figured out that it is a “jumlewali” party.
The BSP candidate Yogesh Dwivedi accused BJP of using the Ram temple issue as a trump card in the Assembly polls, starting from February 11.
“Why BJP has not raised the temple issue in over two and a half years, even though the party is having its government at the Centre….BJP considers Ram temple as a trump card to win the elections,” he said.
Whereas, BJP national spokesperson Shrikant Sharma slammed the opposition over the issue, saying it is incorrect that the party only remembers Ram temple during elections and that “it is a matter of faith, away from politics”.
“It was an issue for BJP, and would continue to remain so till the magnificent temple is constructed in Ayodhya,” he asserted, adding that the temple will be constructed withing the framework of the Constitution RLD candidate from Goverdhan Assembly constituency Kunvar Narendra Singh said, “The temple issue has been raised again through election manifesto by BJP simply to cash in on religious feelings of the people through votes.”
Another RLD candidate, Ashok Agrawal who is contesting from the Mathura constituency said the temple should only be constructed with the conscientious of Muslims.
“I am also in favour of the temple in Ayodhya, however it should not be constructed hurting feelings of a sect and it should be constructed only with the conscientious of Muslims,” he said, alleging that BJP wants polarise the votes by raking up the issue.

Let me tell you two stories that happened to two different people. Both concern religion in North America.
Register how you feel about each of them.
Story one: “Why are you not Christian?” a man asks you.
Story two: You wake up to find someone has left a Bible on your doorstep.
Which of these sounds more violent, more threatening to you? Or neither?
Now, imagine yourself a Muslim woman wearing a headscarf in a Western country and repeat the two stories to yourself again. How would you feel?
Now let me complete each story and give you some context.
Story one
“Why are you not Christian?” the man asked, kindly, in broken English.
“We believe in Jesus and the Bible,” I said, wanting to comfort him, “and we have a lot of Christians in Egypt where I come from.”
This happened to me in Houston, Texas around 2007 or 2008. The man was a plumber coming in to fix my sink. He found it difficult to express himself in English but seemed to care about saving my soul, however misguided that was.
It didn’t occur to me to be offended or afraid. This was a time when America was on the cusp of electing either a black president, a female president or at least a female vice president. Houston, despite what all my American friends had told me before I left Egypt, was not a generally racist place to live.
Half of the surgery fellows working with my husband at the Texas Heart Institute were Muslim. Some strangers said “Assalamu Alaikum” (peace be upon you) to me on the streets, or stopped me and my friends to comment on the beauty of our colourful headscarves.
Story two
You wake up to find someone has left a Bible on your doorstep. This happened to a friend in North America, soon after Donald Trump was elected president. She felt it was a threat or a subtle act of violence. She wondered how her neighbours would feel if she placed a Qur’an on their doorsteps.
When I heard my friend’s story, it got me thinking about the possible intentions of the person who placed that Bible on her doorstep.
I trust that my friend’s feeling of being threatened was real in that context. But I wondered if the story might have been different. What if the story had included a note inside the Bible, showing who had left it, or giving an invitation to exchange holy books?
What if the Bible on the doorstep had been the beginning of a dialogue rather than a way to scare someone away? And if the person who left the Bible on my friend’s doorstep didn’t have bad intentions, why didn’t they do it in person and look her in the eye?
What does a Bible on a doorstep mean?
Context and power
There are differences between story one and two, chief among them are context and power. The political context and who the actors are make a difference to the story. An elderly, Hispanic plumber fixing my sink? Not a threat to my 20-something self in Houston, accompanying my surgeon husband doing a fellowship at a prestigious nearby hospital.
Had I been asked the same question by a white man, in an angry voice, in another context, my reaction would probably have been very different.
I am telling this story in the era where we are lamenting the rise of fake news and exploring our roles as educators to respond to it, as if a technical solution to figuring out if something is a lie will fix our problems. It won’t. Because it’s not a technical problem.
Education and understanding
Donald Trump’s executive order banning people from seven Muslim-majority countries from entering the US is not fake news. It’s real news. And as a community, we have to deal with it.
Power is the ability not just to tell the story of another person, but to make it the definitive story of that person. The Palestinian poet Mourid Barghouti writes that if you want to dispossess a people, the simplest way to do it is to tell their story and to start with, ‘secondly’. Start the story with the arrows of the Native Americans, and not with the arrival of the British, and you have an entirely different story. Start the story with the failure of the African state, and not with the colonial creation of the African state, and you have an entirely different story.
The media does this all the time. So do politicians – we see Donald Trump right now, talking about banning Iraqi refugees and immigrants from entering the US, without mentioning the role of his country in causing the instability that motivated the immigration in the first place.
Adichie also says:
The single story creates stereotypes, and the problem with stereotypes is not that they are untrue, but that they are incomplete. They make one story become the only story.
In my view, the best way to ensure that we and our children see more than the stereotypical story about people who are different from us is to expose them and ourselves to multiple stories. The bare minimum is to expose ourselves to other cultures on their own terms.
So, for example, we don’t learn about Native Americans from Pocahontas or from Western films. We learn from Native Americans themselves. If we don’t have direct access to them (I live a long way away in Egypt), find them online. Read or listen or even, if you’re lucky, converse.
I know what you’re thinking. I’m Muslim, talking about Muslims in America. What brought this on? But in the midst of my concern over Muslims in America, I also noticed Trump’s presidential memo to advance approval of the Dakota Access Pipeline, I can see the injustice in this, and the irony: on the one hand, a “nation of immigrants” that is neither honouring immigrants, nor honouring the original residents of this land.
We will always have blind spots towards cultures that are unfamiliar to us. But the more deeply we establish understanding of the “other”, the more we try to empathise, with social justice as our underlying value, the more likely we are to become empathetic, critical, global citizens. As educators, we must expand and diversify the people in our in-groups, and help students do this too.
Education expert Sean Michael Morris, on the day of Trump’s inauguration, urged us to change the way we teach. He wrote:
An education that convinces us of what needs to be known, what is important versus what is frivolous, is not an education. It’s training at best, conscription at worst. And all it prepares us to do is to believe what we’re told.
This goes for parents and mentors as well as those of us in more formal teaching roles.
Building empathy
The best way not to believe what we’re told is not to go fact-checking each and every thing we hear. Instead, I propose we start building our ability to understand people who are different from us, in context, rather than relying on harmful stereotypes. To know them as individuals, as they would like to be known, not as some dominant power (or US president) has decided we shall know them.
This is not quick or simple. But it can allow us to form a view of the world that rises above deception and to see what’s important in our humanity. And it will change the way we vote. When we empathise with others, we imagine how our decisions can impact them.
Remember those two stories I mentioned earlier? Back in 2007 and 2008, I felt comfortable and safe praying in a mosque in Houston. Now, I would not, given the latest news of Islamophobic violence in mosques coming from North America, most recently the terrorist attack on a mosque in Quebec City that left six people dead.
My friend with the Bible on her doorstep, a dual citizen, was unable to attend a conference in the US a few days ago.
But that isn’t the biggest tragedy. The tragic stories are those of families torn apart by this executive order. Parents who cannot reach their children. What we need now, more than ever, is empathy.
Opposition had feared the BJP would announce populist measures that could sway voters in the five states going to the polls this month.
When the Modi government decided to advance the presentation of the Union Budget to February 1, there were serious apprehensions in the Opposition camp which felt that the Bharatiya Janata Party would use this platform to make populist announcements to woo the voters before the coming assembly elections in five states.
It was widely expected that finance minister would announce specific sops for the rural poor, farmers, scheduled castes and the middle classes to offset the adverse impact of demonetisation. There was talk of a loan waiver for farmers, the transfer of payments to Jan Dhan accounts and the possible introduction of Universal Basic Income under which people below the poverty line would receive a sum of money to boost their incomes.
Fearing that this would place them at a disadvantage, Opposition parties, including the Congress, Samajwadi Party and the Left parties, asked the Election Commission to direct the government to defer the presentation of the Budget till after the elections to ensure a level playing field for all stakeholders. Their plea was rejected by the Election Commission, though it did ask the government to refrain from announcing any specific schemes for the poll-bound states. In fact, Congress vice-president Rahul Gandhi pre-empted the announcement of any sops for the poor when he presented Prime Minister Narendra Modi with a charter of demands in December asking the government to deposit Rs 25,000 in the account of one woman in each family that is below the poverty line.
As it turns out, the Opposition’s fears were unfounded. There was palpable relief in the Opposition camp after Jaitley finished his Budget speech because it had no big bang announcements. Although Prime Minister Narendra Modi was quick to describe the budget as an “uttam budget” aimed at improving the lives of the poor, Dalits and farmers, the Opposition felt these that these announcements would have little impact in the coming elections as the Budget had nothing specific to offer for the vulnerable sections that have been hit by demonetisation.
BJP leaders worried
While the Opposition was predictably comforted by Jaitley’s Budget, there was despair in the BJP, which had hoped that he would announce special financial packages for the rural poor and the farm sector to boost the party’s prospects in the upcoming assembly polls. BJP ministers may be gushing over the Budget but party leaders privately admit that it had failed to generate the necessary excitement for their voters. Undoubtedly, the government made a valiant attempt to shed the tag of a “suit boot ki sarkar” with Jaitley underlining that while preparing the Budget, he had focused on spending more on rural areas, infrastructure and poverty alleviation. The finance minister announced that the total allocation for rural, agriculture and allied sectors had been raised by 24% over last year’s outlays. In addition, the Budget provided for a Rs 5,000 crore micro-irrigation fund and higher targets for farm credit and crop insurance. Jaitley also sought to pacify the unhappy middle classes by halving the tax liability for those having an annual income between Rs.2.5 lakh-Rs 5 lakh from 10% to 5%.
But the Opposition was not too concerned with these announcements. “ We have no reasons to worry,” remarked a senior Congress leader. “People had such high expectations from the Budget that these announcements will not cut much ice with them.”
Opposition leaders maintained that they would have been worried if the finance minister had announced immediate bailout packages for the underprivileged. The provisions contained in this Budget are too general and will have a long-term impact and that too, if these are implemented efficiently. “Raising farm credit is fine but only the farmer knows the problems he encounters in accessing that cash,” remarked a Samajwadi Party leader.
Missed opportunity
Describing the Budget as a missed opportunity, former Maharashtra chief minister Prithviraj Chavan maintained that the finance minister was constrained from going too far on populist schemes because he had to keep an eye on the fiscal deficit. “If the government wanted to go down that road, it would either have to tax more or borrow more….it is not in a position to do either,” Chavan said. “I doubt if it will impact the assembly elections in any major way.”
With the finance minister making none of the expected announcements, the reactions of opposition leaders to the budget were on predictable lines. Rahul Gandhi said the Budget had promised fireworks but it had turned out to be a damp squib. “The Budget had nothing to offer to the farmers or the youth..it also failed to keep its promise on job creation,” he said. West Bengal chief minister Mamata Banerjee described the budget as “misleading and baseless.”
While Opposition leaders were undoubtedly reassured by the 2017 budget, they also admit that their relief may prove to be short-lived. The Modi government, they believe, can be expected to come up with special schemes like the Universal Basic Income or a farm loan waiver in next year’s Budget with an eye on the 2019 Lok Sabha polls. “The next budget has to be a populist one,” remarked a senior Congress office bearer. “It will be this government’s last budget before the general election.”

Justice Mahadevan directed the government pleader that people who have been charged for the violence can be enquired but not their family members, reported The Times of India.
Selvam had asked the court to direct the police not to harass him for making enquiries and also restrain the police from summoning family members of other protesters.
He said that police came in search of his son and when he told them that he had gone to college and was part of an NCC camp, they did not believe him.
They also contacted the college principal to check if his son had actually participated in the NCC camp.
Several thousands of students had come together recently for a protest against jallikattu ban.
After the protests were called off, on January 23, police had asked the protesters to leave the area.
Later, police carried out lathi charge and arrested many youngsters for protesting and indulging in violence.

केंद्र सरकार पर तंज कसते हुए कहा टैक्स चुकाने वालों पर निकासी के लिए अभी पाबंदियां लगी हैं इन्हें तुरंत हटाए जाए उन्होंने कहा कि नोटबंदी के आंकड़ें कहां हैं? आंकड़ों के साथ खेला गया है और खोखली बातें कही गई हैं, जिनका कोई मतलब नहीं हैं।’ नोटबंदी के खिलाफ लगातार प्रदर्शन कर रहे टीएमसी ने संसद की पहले दो दिनों की कार्यवाही में हिस्सा नहीं लेने का फैसला किया है। टीएमसी मोदी सरकार के नोटबंदी के फैसले को लेकर लगातार विरोध जता रही है।

The National Human Rights Commission has taken suo motu cognizance of a media report that a class VI student of a state-run residential school for girls-Kasturba Gandhi Balika Vidayalaya in Garhwa district of Jharkhand became pregnant and was forced to consume abortion pills by the school administration to prevent the institution from falling into disrepute.

Shockingly as the medicine was given without consulting a doctor, the girl's condition worsened to an extent that she had to be rushed to the Garhwa Sadar Hospital where she was found two months' pregnant. Doctors carried out a proper abortion to save her life. The notice was served on January 30.
In this notice, the Commission has observed that the contents of the news report are not only shocking but painful. The rights of the victim girl to life, dignity and medical care have been violated due to the negligent and irrational act of the school authorities. Accordingly, it has issued a notice to the Chief Secretary, Government of Jharkhand calling for a detailed report in the matter within four weeks. He has also been asked to inform the Commission about the steps taken for relief, medical care and proper counseling of the victim girl.
According to the media report, published on the January 29, 2017, the incident took place on January 24, 2017 but the family of the girl was informed two days later. The school authorities remained tightlipped about the incident. Reportedly, the police authorities have said that punitive action will be taken if the victim's family lodges a complaint. However, the District Education Superintendent has stated that a probe is on and the truth will come out to the fore. The victim was in trauma and not in a position of speak.
A hijab-clad woman in the US was allegedly harassed and abused at a cafe by a man who asked her “do you have a green card”, the latest in a slew of incidents in which immigrants have been targeted following Donald Trump’s ‘visa ban’ on seven Muslim-majority nations.
A young Muslim-American woman filmed the moment she was harassed and called a b***h after a man took photos of her in an Atlanta coffee shop.
Asma Elhuni, 39, noticed the man, news outlets believe to be Rob Koehler, walk into Joe’s Coffee Shop and start taking pictures of her as shew worked on her laptop.
“I was just literally on my computer, minding my business, and I look up and see a guy with a camera pointing at me,” Elhuni told Atlanta’s Creative Loafing.
Elhuni, an American citizen who is a Georgia State University political science graduate student and a legislative intern for State Representative Brenda Lopez, said at first she tried to ignore the man who allegedly began photographing her with his phone.
“I’m like, are you taking a picture of me? And he goes: ‘Yeah.’ Just like that! And so I was like: ‘OK, ‘ll take a picture of you.’ And he smiled, and I was like, OK, I’m going to videotape him now,” Elhuni said. In the resulting video, Elhuni calmly asks the man, who is white, why he is taking pictures of her.
The man sits down close to Elhuni, claims he was taking pictures of the man behind her, and accuses her of being “uptight” and “acting like a b***h”.
He then asks “do you have a green card”, before another man who appears to be his friend ushers him away.
Elhuni posted the video on her Facebook page and it has since gone viral, with more than 90,000 views.
“Really what I wanted to show him was, one, what he did was inappropriate, and two, I’m not afraid of you. Because did you see how he sat down and got in my face? I knew my weapon was my camera,” she said. At the coffee shop, several patrons and employees who witnessed the event firsthand quickly rallied around Elhuni, sitting down next to her, hugging her and buying her tea.
“It was hard to tell what was happening from across the room, but it was clear the guy was harassing her,” a witness was quoted as saying.
The harassment incident comes close on the heels of President Donald Trump’s executive order banning all entry into the US of nationals from seven majority-Muslim countries, including Libya, where Elhuni is originally from.
An official statement posted on the Joe’s East Atlanta Facebook page in response to the incident reads, “There is a video floating around on Facebook of an encounter with one of our dear customers and a man saying horrible things to her. We do not condone such behaviour and are, frankly, disgusted by it.”

सरकार ने किसानों को गुंडा बना दिया
कानपुर से तकरीबन 55 किलोमीटर दूर घाटमपुर तहसील के लहुरीमऊ गाँव (थाना-सचेती) में नेवली पॉवर प्लांट के द्वारा अधिग्रहित की गयी ज़मीन के खिलाफ व उचित मुआवज़े के सवाल पर यहाँ के किसान पिछले 21 नवम्बर 2016 से लोकतांत्रित तरीके से धरना दे रहे थे. 15 दिसम्बर 2016 को मुख्यमंत्री अखिलेश यादव की एक सभा में उपद्रव करने के नाम पर यहाँ के किसानों पर मुकदमा दर्ज किया गया, फिर 18 दिसम्बर 2016 को पुलिस पर हमला करने के नाम पर विभिन्न धाराओं में किसानों पर मुक़दमे दर्ज किये गए. इन सबके बावजूद किसानों का धरना व प्रतिरोध ज़ारी रहा. मीडिया में आई ख़बरों के मुताबिक इसी 18 जनवरी को किसानों के आन्दोलन को ख़त्म करने के उद्देश्य से आन्दोलन के दो प्रमुख नेताओं को स्थानीय प्रशासन द्वारा गिरफ्तार कर लिया गया.
उचित मुआवज़े को लेकर चल रहे इस आन्दोलन के प्रति अपनी एकजुटता जाहिर करने के लिए व किसानों व आदोलन के प्रति सरकार की भूमिका पर मामले की हकीकत जानने के लिए पीपुल्स यूनियन फॉर सिविल लिबर्टीज (PUCL) का एक जांच दल 11 जनवरी 2017 को घाटमपुर तहसील के लहुरीमऊ गाँव में गया. जांच दल में पत्रकार व पीयूसीएल कानपुर इकाई के अध्यक्ष विजय चावला, पीयूसीएल कानपुर इकाई के उपाध्यक्ष राम शंकर, रिहाई मंच के महासचिव राजीव यादव व रिहाई मंच के नेता व स्वतंत्र पत्रकार शरद जायसवाल शामिल थे. जांच दल ने गाँव के किसानों से ज़मीन, मुआवज़े, पुलिस-प्रशासन की भूमिका, सरकार की भूमिका व आन्दोलन की स्थिति पर बात-चीत की. इसके साथ-साथ जांच दल ने नेवली पॉवर प्लांट के अधिकारियों से बात करने की कोशिश की लेकिन पॉवर प्लांट के सारे अधिकारी वहां से नदारद थे. एक अधिकारी वहां मौजूद भी थे पर उन्होंने जांच दल से बात-चीत करना मुनासिब नहीं समझा. किसानों से हुई बात-चीत के आधार पर तैयार की गयी संक्षिप्त रिपोर्ट इस प्रकार है.
यमुना के किनारे स्थित लहुरीमऊ गाँव के जानकी धर्मशाला में किसान पिछले साल के 21 नवम्बर से धरने में बैठे हैं. यहाँ के किसान जिस जानकी धर्मशाला में धरना दे रहे हैं, वहां से चंद मीटर के फासले पर निर्माणाधीन नेवली पॉवर प्लांट है जो किसानों से अधिग्रहित की गयी ज़मीन पर बनाया जा रहा है. नेवली पॉवर प्लांट के द्वारा अधिग्रहित भूमि को बिना मुआवजा दिए कब्ज़ा कर लेने के विरोध में यहाँ आठ गाँव के किसानों के द्वारा लगभग दो महीने से अनिश्चितकालीन धरना चल रहा है. उन आठ गाँव में सिंधौल, बगरिया, लहुरीमऊ, रामपुर, बाँध, धरछुआ, असवारमऊ, सिरसा, कासिमपुर हैं. इन आठ गाँव के तकरीबन 1850 किसानों से पॉवर प्लांट के लिए जमीन को कब्जे में लिया गया है. ज़मीन को अधिग्रहित करने का काम चार साल पहले ही सरकार के द्वारा किया जा चुका है जबकि मुआवज़े की रकम अभी कुछ ही लोगों को दी गयी है. पिछले चार सालों से यहाँ के अधिकाँश किसानों को न तो कोई मुवाज़ा मिला है और ज़मीन से बेदखल किये जाने के चलते ये अपने खेत में खेती भी नहीं कर पा रहे हैं. सरकार की इस करवाई ने इन किसानों को सड़क पर लाकर खड़ा कर दिया है. इस परियोजना की शुरुआत यूपीए 2 के कार्यकाल में हुई थी जब श्री प्रकाश जायसवाल कोयला मंत्री थे. उस समय ही किसानों से सरकार ने ये वायदा किया था की चार गुना मुआवजा दिया जाएगा. उसके बाद केंद्र में बीजेपी की सरकार बनी और पॉवर प्लांट के कार्यक्रम को केंद्र व राज्य सरकार के सहयोग से आगे बढ़ाने का काम जारी रहा. लेकिन किसानों के सवाल आज भी जस के तस बने हुए हैं. कासिमपुर लहुरीमऊ के किसान नेता अशरफ उर्फ़ दद्दू ने जांच दल को बताया कि कुल 1850 किसानों से पॉवर प्लांट के लिए ज़मीन ली गयी हैं यहाँ के किसान शुरू से यह कह रहे हैं कि उन्हें मुआवज़े के रूप में चार गुना रकम दी जाए, यह चार गुने से हमारा तात्पर्य सर्किल रेट और बाज़ार रेट में जो ज्यादा हो वह मुआवजा किसानों को दिया जाए. सर्किल रेट इस समय 18 लाख रूपए प्रति हैक्टयेर है. उस समय जो समझौता हुआ था, वह 4 लाख 30 हज़ार रूपए प्रति बीघा के हिसाब से मुआवजा दिया जाएगा. और अगर इस बीच ज़मीन की कीमत बढती है तो बढ़ी हुई कीमत के हिसाब से मुआवजा दिया जाएगा. 9 दिसम्बर 2013 को केवल कुछ किसानों (पांच किसानों को) को इस दर से मुआवज़े की रकम अदा की गयी थी. अशरफ उर्फ़ दद्दू आगे कहते हैं कि ये मुआवजा इसलिए दिया गया था क्योकि 2014 में जमीनों का रेट बढ़ना था. इसलिए कम्पनी ने जान बूझ कर कुछ लोगों को मुआवजा दे दिया था. जिसको आधार बनाकरपर आगे भी इसी दर से कंपनी के द्वारा भुगतान करने में कोई बाधा न खड़ी हो. शुरू में हमसे कहा गया था कि जब पॉवर प्लांट का काम शुरू होगा तो यहाँ के मजदूरों को ही काम पर रखा जाएगा लेकिन इन चार सालों में यहाँ के एक भी मजदूर को काम नहीं मिला है. इन लोगों ने ग्राम सभा की ज़मीन को भी नहीं बक्शा है. हमारे गाँव में लगभग 300 बीघा जमीन ग्राम सभा की है, उस पर भी जबरन कब्ज़ा कर लिया गया है. उसके लिए आज तक कोई नोटिस भी नहीं आया है.
जांच दल को भारतीय किसान यूनियन, हमीरपुर महिला प्रकोष्ठ की जिलाध्यक्ष विशेखा राजपूत ने बताया कि हमीरपुर में मुख्यमंत्री जी 15 दिसम्बर 2016 को आये थे. उनको हम ज्ञापन देने गए थे. दरअसल उससे दो दिन पहले ही सपा के पूर्व सांसद राकेश सचान यहाँ गाँव में आये थे और उन्होंने ही कहा था कि मुख्यमंत्री जी को ज्ञापन दे दो और हमें देखना है कि आप लोगों के साथ कितने किसान हैं. हम लोग अपनी भीड़ के साथ ही गए थे. वहां जाने से पहले हमें रोका गया लेकिन हम नहीं रुके आखिर हम अपनी समस्या किसे सुनायेंगे. जब हम वहां पहुचे तो एडीएम साहब ने कहा कि सिर्फ पांच लोग आईये. पांच की जगह हम सिर्फ चार ही लोग गए. हम चार लोगों को वे ले तो गए लेकिन हम लोगों को मंच के पीछे छुपा दिया और हमारे साथ जो किसान जनता थी, उन्हें लगा की पुलिस ने हमें पकड़ लिया है. लेकिन मुख्यमंत्री ने एक बार भी ये नहीं सोचा कि इन लोगों का जो भी मुखिया है उसको बुलाकर ज्ञापन ले लें. इस बीच वहां पर मौजूद सपा के लोगों ने अपनी टोपियाँ उतारकर जो किसान सभा में थे उनपर कुर्सियां फेंकना चालू कर दिया. जब उन लोगों ने कुर्सियां फेंकना चालू कर दिया. यह सब कुछ मुख्यमंत्री जी के सामने हो रहा था. मुख्यमंत्री जी जैसे ही मंच पर चढ़े वैसे ही ये कार्यक्रम चालू हो गया था. विशेखा राजपूत आगे बताती हैं कि पूरे कार्यक्रम के दौरान हमारा ज्ञापन भी नहीं लिया गया.
जब मुख्यमंत्री जी जाने लगे और जैसे ही गाड़ी का गेट बंद किया, मैं वहां पहुँची और मैंने अपना हाथ दिखाया और ज्ञापन दिखाया तो उन्होंने गाड़ी का गेट खोला और ज्ञापन भी लिया और हमसे जाते-जाते कहा की आप लोग हमारा कार्यक्रम बिगाड़ने के लिए आये थे. मैंने कहा की नहीं सर कार्यक्रम बिगाड़ने के लिए नहीं आये थे हम तो अपना ज्ञापन देने आये थे. हम अपनी समस्या आप से नहीं कहेंगे तो किससे कहेंगे. वो बोले हम देख लेंगे.
विशेखा राजपूत कहती हैं कि यहाँ पर किसान पिछले चार साल से मर रहा है और सरकार उनकी समस्या हल नहीं कर रही है ऊपर से मुख्यमंत्री जी मंच से बोल रहे थे की ये मुठ्ठी भर किसान हैं मैं इन्हें बंद करवा दूंगा. तब तुम लोगों के अच्छे दिन आयेंगे. बुआ जी ने तो तुम्हारे जो राष्ट्रीय पदाधिकारी हैं उन्हें बंद कराया था मैं तो मुक़दमे वापस ले रहा हूँ और मैं चाहूं तो अभी तुमको अरेस्ट करवा दूंगा. तुम मुट्टी भर हो.
इस घटना के तुरंत बाद 15 दिसम्बर 2016 को ही हमारे ऊपर हमीरपुर और सजेती थाने में गुंडा एक्ट के तहत मुक़दमे दर्ज हो गए. पुलिस ने हम किसानों को गुंडा बना दिया.
स्थानीय किसानों ने जांच दल को बताया कि 18 दिसम्बर को शाम 4 बजे के आस-पास लहुरीमऊ गाँव में कई थानों की पुलिस आ गयी. उस धर्मशाले का घेराव कर लिया जहाँ हमारा धरना चल रहा है. पुलिस वाले कम से कम 15 से 20 गाड़ियों में रहे होंगे. हम लोग शांतिपूर्ण तरीके से यहाँ बैठे हुए थे और हमारा धरना चल रहा था कि एकाएक पुलिस आ गयी. और आते ही लाठी चार्ज शुरू कर दिया. माइक को तोड़ दिया जो कोई भी मिला उसको मारना शुरू कर दिया. महिलाओं को भी नहीं छोड़ा गया. पुलिस वालों ने कोई भी बात-चीत नहीं की बस आते ही लाठी चलाना शुरू कर दिया. लगभग 13 थानों की पुलिस थी. घाटमपुर के सीओ व मौदहा थाने के सीओ भी थे. जैसे ही पुलिस ने लाठियां चलाना शुरू किया यहाँ की जनता ने भी उसका प्रतिकार किया. इतनी देर में यहाँ पर भगदड़ मच गयी. क्योंकि हम लोग भी यहाँ पर ठीक-ठाक संख्या में थे, इसलिए पुलिस वाले वहां से देख लेने की धमकी देते हुए चले गए. हम लोगों ने अपनी तरफ के लोगों को शांत कराया और पुलिस वालों को तुरंत यहाँ से जाने के लिए कहा.
इस घटना के बाद फिर से हम लोगों पर मुकदमा दर्ज हुआ. जिसमें कई लोगों पर नामजद और 400 अज्ञात लोगों पर मुकदमा दर्ज हुआ है.
ये पूरा इलाका लगातार सूखे की चपेट में रहता है इसलिए इसे भी डार्क जोन के अंतर्गत रखा गया है. इसलिए यहाँ पर ट्यूबबैल लगाने को प्रतिबंधित किया गया है. यहाँ पर कुछ लोगों के खेतों में बाँध और सुधौल के बीच में बालू निकली है. यहाँ से रोजाना पचासों ट्रक बालू अवैध तरीके से जाती है. यहाँ के थानों में उनका कमीशन बंधा हुआ है. एक ट्रक पर बीस हज़ार का दाम थाने से बंधा हुआ है. किसान आक्रोश के साथ कहते हैं कि ‘अब बालू के अवैध खनन से वाटर लेवल नीचे नहीं गिर रहा है क्या’ लेकिन जैसे ही कोई किसान अगर ट्यूबबैल खुदवाता है तुरंत उस पर मुकदमा दर्ज हो जाता है, क्योंकि इसे डार्क जोन घोषित कर दिया गया है. यहाँ के किसानों को न तो समय पर पानी मिलता है, न ही नहर की कोई सुविधा है. ट्यूबबैल, खाद का संकट अलग से बना ही रहता है. ऊपर से ओलावृष्टि, सूखा, आंधी, पानी व प्राकृतिक आपदाओं से किसान बेहद परेशान रहते हैं बिजली की भी स्थित बहुत ख़राब है. यहाँ पर कोई उद्योग धंधे नहीं हैं, इसलिए रोज़गार का भी संकट है. इसी के चलते बड़े पैमाने पर यहाँ से विस्थापन होता है.
पॉवर प्लांट लगाने के लिए इन लोगों ने पहले उबड़-खाबड़ जमीन को कब्जे में नहीं लिया, बल्कि उस ज़मीन को कब्जे में लिया जिसमें यहाँ के किसान खेती कर रहे थे. उन खेतों में फसल थी, इन लोगों ने सारी फसलों को नष्ट कर दिया. उसका कोई मुआवजा नहीं दिया गया. जो सरकारी ट्यूबबैल थे, उन्हें भी नष्ट कर दिया. खेतों में डस्ट डाल दिया तो कहीं गिट्टी डाल दी. उसके ऊपर रोलर चला दिया है. बिजली के खम्बे उखाड़ कर ले गए, ट्रांसफार्मर ले गए, सारा तार निकाल लिया. हमारे खेत में ही हैलीपैड बना दिया गया है केंद्रीय मंत्री पियूष गोयल उसी में उतरे थे. यानी किसान अपने खेतों में खेती भी न कर पाए इसका पूरा इंतजाम सरकार ने कर दिया है और हम किसानों को पूरी तरह से पंगु बना दिया है.
पॉवर प्लांट के निर्माण के लिए सारे मजदूरों को बाहर से लाया जा रहा है, इन आठों गाँव में से एक भी मजदूर को काम के लिए नहीं लिया गया, यहाँ के लोगों की समस्या तो जस की तस बनी हुई है. कहा जा रहा है कि गाँव के लोगों को कौशल विकास योजना के तहत नौकरी दी जायेगी, लेकिन आज तक इन आठों गाँव के किसी भी व्यक्ति को नौकरी नहीं दी गयी है.
जबसे यहाँ पर पॉवर प्लांट का काम शुरू हुआ है. यहाँ पर 4-5 ट्रक पीएसी पड़ी हुई है. बीच में यही पीएसी वाले रात के दस-ग्यारह बजे दारू पीकर गाँव में घुमते थे. महिलाओं और लड़कियों को घूर-घूर कर देखते थे. यहाँ पर सजेती थाने की एक चौकी भी बन गयी है और वही लोग अब यहाँ पर गुंडागर्दी भी करते हैं. गाँव के किसानों ने हमें बताया कि स्थानीय सपा विधायक घाटमपुर से इन्द्रजीत कोरी हैं और भाजपा सांसद अकबरपुर से देवेन्द्र सिंह भोले हैं लेकिन दोनों आज तक यहाँ झाँकने नहीं आये. चार साल से हम लोग भूखों मर रहे हैं लेकिन हमारे सांसद जी का हमने आज तक चेहरा भी नहीं देखा है.
हमारे ये पूछने पर कि चुनाव बिलकुल नज़दीक हैं इस बार आप लोग किस पार्टी को समर्थन देंगे? किसानों की नेता हमीरपुर महिला प्रकोष्ठ की जिलाध्यक्ष विशेखा राजपूत ने बताया कि इन आठों गाँव की आबादी लगभग 40 हज़ार के आस-पास है और लगभग 15000 के आस -पास यहाँ वोटर हैं. लेकिन इस बार हम गाँव वालों ने चुनाव बहिष्कार की योजना बनाई है. यहाँ के लोगों ने यह तय किया है कि यहाँ पर किसी भी पार्टी का बूथ नहीं लगने देंगे, गाँव के हर घर में काले झंडे टंग चुके हैं. किसी भी राजनीतिक पार्टी के लोगों को हम आठों गाँव में नहीं घुसने देंगे. कोई भी पार्टी आ जाए, हमारा सपोर्ट कर दे, हमें मुआवजा दिला दे हम उसका सपोर्ट कर देंगे.
जांच दल के सामने किसानों ने ये साफ कहा कि अगर उन्हें उचित मुआवजा मिले तो हम अपनी ज़मीन छोड़ने के लिए तैयार हैं. हमें उचित पैसा मिल जाए, नौकरी मिल जाए तो हम अपनी ज़मीन छोड़ देंगे. कुछ किसानों का ये भी कहना है कि जब हमारे पास पैसा होगा तो हम दूसरी जगह भी ज़मीन ले सकते हैं और उसमें खेती कर सकते हैं.
जांच दल को किसानों ने ये बताया कि जबसे उन्होंने शांतिपूर्ण तरीके से अपना धरना शुरू किया है उसी दिन से प्रशासन की तरफ से हमारे सामने मुश्किलें पैदा की जा रही हैं. पहले 15 दिसम्बर को मुकदमा दर्ज हुआ फिर 18 दिसम्बर को दूसरा मुकदमा दर्ज हुआ.
हाल ही में मीडिया में आयीं ख़बरों से यह मालूम पड़ा कि इन गाँव के आठ लोग इलाहाबाद में किसान यूनियन के एक कार्यक्रम में शरीक होने के लिए गए थे. 18 जनवरी की शाम को जब ये लोग वहां से लौट रहे थे तभी मूरतगंज के पास पुलिस ने इन्हें गिरफ्तार कर लिया. रात में ही पुलिस इन्हें कानपुर ले आई और पूरी रात इन्हें एसपी के ऑफिस में ही रखा गया. इस घटना को लेकर जब जांच दल ने रूपेंद्र सिंह से बात की तो उन्होंने बताया कि पूरी रात और अगले दिन हमें एसपी ऑफिस में ही रखा गया, जहाँ से रात के दस बजे हमें छोड़ा गया. हम सभी लोगों को सजेती एसओ ने जूतों से भी मारा. हमारे नेता निरंजन सिंह राजपूत और विशेखा सिंह को अगले ही दिन पुलिस यहाँ से ले गयी और उन्हें माती कोर्ट में पेश किया और उसके बाद उन्हें माती अकबरपुर जेल में डाल दिया गया है. पुलिस ने हमें धरना समाप्त करने की शर्त पर छोड़ा है. फिलहाल हम लोगों ने धरना समाप्त कर दिया है और धरना स्थल पर ताला लगा दिया गया है. हम लोग कोशिश करेंगे की समस्या का हल बात-चीत से निकला जाए.
मांग 1-जांच दल सरकार से यह मांग करता है कि किसान नेता निरंजन सिंह राजपूत व विशेखा राजपूत को अविलम्ब रिहा किया जाए व गाँव के तमाम किसानों पर जो फर्जी मुकदमें लगाये गए हैं उन्हें तत्काल वापस लिया जाए.
२-अधिग्रहण की गयी ज़मीन का पूर्व सर्किल रेट से जिन किसानों ने मुआवजा ले लिया है और जो किसान अभी बाकी हैं उन सभी किसानों को नए सर्किल रेट से चार गुना मुआवजा दिया जाए.
3- जिन किसानों की ज़मीन पॉवर प्लांट में गयी है, उन किसानों के परिवार के एक सदस्य को योग्यतानुसार नौकरी और बाकि सदस्यों को 5-5 लाख रूपए का मुआवजा दिया जाए.
4- भूमिहीन व मजदूर किसानों को पुनर्वास के तहत मुआवजा और योग्यतानुसार नौकरी दी जाए.
5-जिन किसानों के बोरवेल, तार ट्रांसफार्मर, खम्भे व जिन किसानों की फसल नष्ट की गयी है उनको मुआवजा दिया जाए.
6- सन 2011 से जिन किसानों की भूमि अधिग्रहण कर ली गयी थी और जिन्होंने पैसा नहीं लिया है, उन किसानों को सन 2011 से आज तक का फसल का मुआवजा दिया जाए.
7-आठ गावों के किसानों की जमीन के अलावा ग्राम सभा की भूमि का मुआवजा ग्राम सभा को दिया जाए या भूमिहीन किसानों या मजदूरों को इसके पट्टे दिए जाएं.
कानपुर 1 फरवरी 2017. पीपुल्स यूनियन फॉर सिविल लिबर्टीज (PUCL) ने घाटमपुर में नेवली पॉवर प्लांट के द्वारा अधिग्रहित की गयी ज़मीन के खिलाफ व उचित मुआवज़े के सवाल पर आंदोलनरत किसानों का समर्थन किया है. पीयूसीएल के जांच दल में शामिल नेताओं ने कहा कि सरकार तत्काल किसानों को उचित मुआवजा उपलब्ध कराये. अधिग्रहण की गयी ज़मीन का पूर्व सर्किल रेट से जिन किसानों ने मुआवजा ले लिया है और जो किसान अभी बाकी हैं उन सभी किसानों को सर्किल रेट का चार गुना मुआवजा दिया जाए.
पीयूसीएल कानपुर इकाई के अध्यक्ष विजय चावला ने कहा कि यहाँ से हुई गिरफ्तारियां मुख्यमंत्री के इशारे पर हुईं हैं किसान नेता निरंजन सिंह राजपूत व विशेखा राजपूत को अविलम्ब रिहा किया जाए व गाँव के तमाम किसानों पर जो फर्जी मुकदमें लगाये गए हैं उन्हें तत्काल वापस लिया जाए.
जांच दल में शामिल रिहाई मंच के शरद जायसवाल और राजीव यादव ने कहा कि जिन किसानों की ज़मीन पॉवर प्लांट में गयी है, उन किसानों के परिवार के एक सदस्य को योग्यतानुसार नौकरी और बाकी सदस्यों को 5-5 लाख रूपए का मुआवजा दिया जाए. भूमिहीन व मजदूर किसानों को पुनर्वास के तहत मुआवजा व योग्यतानुसार नौकरी दी जाए.
पीयूसीएल कानपुर इकाई के उपाध्यक्ष राम शंकर ने कहा कि घाटमपुर में हुआ किसानों का विस्थापन यह बताता है कि समाजवादी पार्टी के एजेंडे में यहाँ का किसान नहीं है. प्रदेश के बुंदेलखंड में बड़ी संख्या में किसानों ने आत्महत्या की है लेकिन इससे कोई सबक यहाँ की सरकार ने नहीं लिया, लाखों की संख्या में किसान बुंदेलखंड से पलायन कर गए. ठीक यही स्थिति यहाँ की भी है. अगर किसानों को पर्याप्त मुआवजा और रोज़गार का साधन नहीं उपलबद्ध कराया गए तो घाटमपुर का ये इलाका भी किसानों की आत्महत्या के हब के रूप में विकसित होगा. उन्होंने कहा कि किसानों को हमारा पूरा समर्थन है और हम आगे भी अपनी एकजुटता यहाँ के किसानों से बनाये रखेंगे.
