भगतसिंह, सुखदेव और राजगुरू की शहादत पर डा अम्बेडकर

भगतसिंह, सुखदेव और राजगुरू इन तीनों को अन्ततः फांसी पर लटका दिया गया। इन तीनों पर यह आरोप लगाया गया कि उन्होंने सान्डर्स नामक अंग्रेजी अफसर और चमनसिंह नामक सिख पुलिस अधिकारी की लाहौर में हत्या की। इसके अलावा बनारस में किसी पुलिस अधिकारी की हत्या का आरोप, असेम्ब्ली में बम फेंकने का आरोप और मौलमिया नामक गांव में एक मकान पर डकैती डाल कर वहां लूटपाट एवं मकानमालिक की हत्या करने जैसे तीन चार आरोप भी उन पर लगे। इनमें से असेम्ब्ली में बम फेंकने का आरोप भगतसिंह ने खुद कबूल किया था और इसके लिए उसे और बटुकेश्वर दत्त नामक उनके एक सहायक दोस्त को उमर कैद के तौर पर काला पानी की सज़ा सुनायी गयी। सांडर्स की हत्या भगतसिंह जैसे क्रांतिकारियों ने की ऐसी स्वीकारोक्ति जयगोपाल नामक भगतसिंह के दूसरे सहयोगी ने भी की थी और उसी बुनियाद पर सरकार ने भगतसिंह के खिलाफ मुकदमा कायम किया था। इस मुकदमें में तीनों ने भाग नहीं लिया था। हाईकोर्ट के तीन न्यायाधीशों के स्पेशल ट्रीब्युनल का गठन करके  उनके सामने यह मुकदमा चला और उन तीनों ने इन्हें दोषी घोषित किया और उन्हें फांसी की सज़ा सुना दी। इस सज़ा पर अमल न हो और फांसी के बजाय उन्हें अधिक से अधिक काला पानी की सज़ा सुनायी जाए ऐसी गुजारिश के साथ भगतसिंह के पिता ने राजा और वायसराय के यहां दरखास्त भी दी । अनेक बड़े बड़े नेताओं ने और तमाम अन्य लोगों ने भगतसिंह को इस तरह सज़ा न दी जाए इसे लेकर सरकार से अपील भी की। गांधीजी और लॉर्ड इरविन के बीच चली आपसी चर्चाओं में भी भगतसिंह की फांसी की सज़ा का मसला अवश्य उठा होगा और लार्ड इरविन ने भले ही मैं भगतसिंह की जान बचाउंगा ऐसा ठोस वायदा गांधीजी से न किया हो, मगर लार्ड इरविन इस सन्दर्भ में पूरी कोशिश करेंगे और अपने अधिकारों के दायरे में इन तीनों की जान बचाएंगे ऐसी उम्मीद गांधीजी के भाषण से पैदा हुई थी। मगर यह सभी उम्मीदें, अनुमान और गुजारिशें गलत साबित हुई और बीते 23 मार्च को शाम 7 बजे इन तीनांे को लाहौर सेन्ट्रल  जेल में फांसी दी गयी। ‘ हमारी जान बकश दें’ ऐसी दया की अपील इन तीनों में से किसी ने भी नहीं की थी; हां, फांसी की सूली पर चढ़ाने के बजाए हमें गोलियों से उड़ा दिया जाए ऐसी इच्छा भगतसिंह ने प्रगट की थी, ऐसी ख़बरें अवश्य आयी हैं। मगर उनकी इस आखरी इच्छा का भी सम्मान नहीं किया गया। न्यायाधीश के आदेश पर हुबहू अमल किया गया ! ‘अंतिम सांस तक फांसी पर लटका दें’ यही निर्णय जज ने सुनाया था। अगर गोलियों से उड़ा दिया जाता तो इस निर्णय पर शाब्दिक अमल नहीं माना जाता। न्यायदेवता के निर्णय पर बिल्कुल शाब्दिक अर्थों में हुबहू अमल किया गया और उसके कथनानुसार ही इन तीनों को शिकार बनाया गया।

 

यह बलिदान किसके लिए 
अगर सरकार को यह उम्मीद हो कि इस घटना से ‘अंग्रेजी सरकार बिल्कुल न्यायप्रिय है – न्यायपालिका के आदेश पर हुबहू अमल करती है’ ऐसी समझदारी लोगों के बीच मजबूत होगी और सरकार की इसी ‘न्यायप्रियता’ के चलते लोग उसका समर्थन करेंगे तो यह सरकार की नादानी समझी जा सकती है। क्योंकि यह बलिदान ब्रिटिश न्यायदेवता की शोहरत को अधिक धवल और पारदर्शी बनाने के इरादे से किया गया है, इस बात पर किसी का भी यकीन नहीं है। खुद सरकार भी इसी समझदारी के आधार पर अपने आप को सन्तुष्ट नहीं कर सकती है। फिर बाकियों को भी इसी  न्यायप्रियता के आवरण में वह किस तरह सन्तुष्ट कर सकती है ? न्यायदेवता की भक्ति के तौर पर नहीं बल्कि विलायत के कान्जर्वेटिव (राजनीतिक रूढिवादी) पार्टी और जनमत के डर से इस बलिदान को अंजाम दिया गया है, इस बात को सरकार के साथ साथ तमाम दुनिया भी जानती है। गांधी जैसे राजनीतिक बन्दियों को बिनाशर्त रिहा करने और गांधी खेमे से समझौता करने से ब्रिटिश साम्राज्य की बदनामी हुई है और जिसके लिए लेबर पार्टी की मौजूदा सरकार और उनके इशारे पर चलनेवाला वायसरॉय है, ऐसा शोरगुल विलायत के राजनीतिक रूढिवादी  पार्टी के कुछ कटटरपंथी नेताओं ने चला रखा है। और ऐसे समय में एक अंग्रेज व्यक्ति और अधिकारी की हत्या करने का आरोप जिस पर लगा हो और वह साबित भी हो चुका हो, ऐसे राजनीतिक क्रांतिकारी अपराधी को अगर इरविन ने मुआफी दी होती तो इन राजनीतिक रूढिवादियों के हाथों बना बनाया मुददा मिल जाता। पहले से ही ब्रिेटेन में लेबर पार्टी की सरकार डांवाडोल चल रही है और उसी परिस्थिति में अगर यह मसला राजनीतिक रूढिवादियों को मिलता कि वह अंग्रेज व्यक्ति और अधिकारी के हिन्दुस्थानी हत्यारे को भी माफ करती है तो यह अच्छा बहाना वहां के राजनीतिक रूढिवादियों को मिलता और इंग्लैण्ड का लोकमत लेबर पार्टी के खिलाफ बनाने में उन्हें सहूलियत प्रदान होती। इस संकट से बचने के लिए और रूढिवादियों के गुस्से की आग न भड़के इसलिए फांसी की इन सज़ा को अंजाम दिया गया है। यह कदम ब्रिटिश न्यायपालिका को खुश करने के लिए नहीं बल्कि ब्रिटिश लोकमत को खुश करने के लिए उठाया गया है। अगर निजी तौर पर यह मामला लार्ड इरविन की पसंदगी -नापसंदगी से जुड़ा होता तो उन्होंने अपने अधिकारों का इस्तेमाल करके फांसी की सज़ा रदद करके उसके स्थान पर उमर कैद की सज़ा भगत सिंह आदि को सुनायी होती। विलायत की लेबर पार्टी के मंत्रिमंडल ने भी लार्ड इरविन को इसके लिए समर्थन प्रदान किया होता, गांधी इरविन करार के बहाने से इसे अंजाम देकर भारत के जनमत को राजी करना जरूरी था। जाते जाते लार्ड इरविन भी जनता का दिल जीत लेते। मगर इंग्लेण्ड की अपने रूढिवादी बिरादरों और यहां के उसी मनोव्रत्ती की नौकरशाही के गुस्से का वह शिकार होते। इसलिए जनमत की पर्वा किए बगैर लार्ड इरविन की सरकार ने भगतसिंह आदि को फांसी पर चढ़ा दिया और वह भी कराची कांग्रेस के तीन चार दिन पहले। गांधी-इरविन करार को मटियामेट करने व समझौते की गांधी की कोशिशों को विफल करने के लिए भगतसिंह को फांसी और फांसी के लिए मुकरर किया समय , यह दोनों बातें काफी थी। अगर इस समझौते को समाप्त करने का ही इरादा लार्ड इरविन सरकार का था तो इस कार्रवाई के अलावा और कोई मजबूत मसला उसे ढंूढने से भी नहीं मिलता। इस नज़रिये से भी देखें तो गांधीजी के कथनानुसार सरकार ने यह बड़ी भूल /ब्लंडर/ की है, यह कहना अनुचित नहीं होगा। लुब्बेलुआब यही कि जनमत की परवाह किए बगैर, गांधी-इरविन समझौते का क्या होगा इसकी चिन्ता किए बिना विलायत के रूढिवादियों के गुस्से का शिकार होने से अपने आप को बचाने के लिए, भगतसिंह आदि को बली चढ़ाया गया यह बात अब छिप नहीं सकेगी यह बात सरकार को पक्के तौर पर मान लेनी चाहिए।

Brussels attacks show just how desperate Islamic State has become

Islamic State (IS) was quick to claim responsibility for bombings at two major transportation hubs in Brussels on Tuesday that left at least 30 people dead.

With attacks like these, the group is seeking to sow fear among its enemies, maintain itself as the forerunner in the global jihadi brand war with al-Qaeda, and maintain the veneer of organisational vigour and vitalism it established with its stunning victories in Syria and Iraq in 2014.
But while the Brussels bombings may have wreaked carnage, they have failed to replicate IS’s triumphalism of 2014. Although not an intuitive conclusion, the attacks are in reality indicative of the group’s growing decline and desperation.

The imperative of now

Motivations behind the bombings are likely to be found in the tactical and strategic strains currently being exerted on IS and its wider global network.

The recent arrest of Paris terror attack suspect Salah Abdeslam in Brussels was likely seen as an existential threat to IS-linked cells inside Belgium. The perception of a breach may have driven planners to accelerate operations, for fear that the European authorities could employ critical intelligence gained from Abdeslam to disrupt future attacks.

Such a ticking clock may explain why the terrorists opted for a crude dual-bombing in place of a more sophisticated and co-ordinated hybrid assault similar to that undertaken in Paris in late 2015.
At a broader level, the attacks may also be linked to the immense pressures placed on IS by an array of local, regional and international actors. Collectively, the actions of Russia, the US, Iran, Turkey and many other players have translated into a loss of around one-quarter of the group’s territory over the last year.

Kurdish and Iranian-backed Shi'a militias have, in many cases, actively routed the group from its territorial holdings over the last year. Thanks to Iranian and Russian backing, the Syrian army is also exerting increasing pressure on IS. The Syrian army has made recent advances in areas such as Tabqa and Palmyra, signalling a significant shift in the regime’s willingness and capacity to combat IS.

All this has served to dispel much of IS’s mystique and the viability of its mission. In 2014, the group’s emir, Abu Bakr al-Baghdadi, could point to IS’s many and exceptional successes to make the case that it was clearly on track to establishing its Islamist utopian ideal. Such apparent evidence in turn allowed the group to garner legitimacy, support, and recruit new members.

Today, such successes are few and far between. Some are now questioning whether IS will even be a significant insurgent player in the Syrian conflict by 2017.

Terror, weakness and desperation

As IS stunned the world with its blitzkrieg across eastern Iraq in 2014, there was little need for it to conduct attacks outside the Middle East. Its apparent success and superiority over its local rivals was more than enough to draw large amounts of external support and recruits for its cause.

But as IS has weakened over the past two years, its popularity and freedom of action have become increasingly constrained within its immediacy. In such circumstances, insurgent groups often seek to strike outside their own borders as both a punitive measure and a demonstration of strength to potential supporters.

This was precisely Somalian terrorist group al-Shabaab’s logic when it assaulted Kenya’s Westgate mall in 2013. This story echoes much of what IS is experiencing now.

Under increasing pressure from an African Union occupation force that included large contingents from the Kenyan army, al-Shabaab found itself pushed from its seat of power in Mogadishu into Somalia’s south. Unable to mount a serious offensive on the occupiers, the group opted to strike in Kenya itself.

This sent a message that Kenya could not expect to safeguard its own territory as long as it engaged in such perilous dalliances abroad.

As pressure has grown on IS, it has become increasingly inclined toward this strategy – from Saudi Arabia to Lebanon to Turkey to France, and now Belgium.

We can only expect more such attacks as IS continues to decline and lash out. Some will invariably foil the various security establishments arrayed against them.

But, it is crucial to remember that this type of terrorism is aimed at sowing discord, chaos, suspicion and divisiveness among the multicultural societies it targets. In doing so, IS is seeking to create the conditions in which its message finds more willing supporters among those disenfranchised by such division.

HCU Erupts: Plan to attack Unsuspecting protesting Students?

Hydearabad Central University (HCU) Campus errupted with brute violence today, March 22, 2016 when unsuspecting students protesting the resumption of duties of Vice Chancellor Appa Rao were set upon by helmet adorned, lathi wielding police and also some members allegedly of the life sciences students and faculty. Late in the evening Sabrangindia spoke to some students who were still nursing injuries. At least 20 students had been held at the police station and another 20 were nursing injuries at the Health Centre. A simple peaceful protest against a Vice Chancellor perceived widely to be the callous of Rohith Vemula's suicide on January 17, 2016 was thus sought to be brutally silenced. . Two faculty members, who were backing the students, were taken into custody. At the time of publishing, Sabrangindia was told by some students that a total 36 persons have been detained, two of which are faculty, the rest students. Dr KY Ratnam and Tattaghatta Sengupta are the names of the faculty member illegally detained. Apart from that there are 34 students. The Telanagana police is reportedly changing police stations of the detainees making it impossible to track the condition of the students and faculties detained.

Appa Rao went on a long leave on January 24 when students protested against the administration saying it was responsible for the scholar's death. Students alleged that VC Rao was responsible for the action against Rohith , which ultimately forced him to commit suicide. Appa Rao then proceeded on long leave. Prof. Vipin Srivatsav took over as in-charge vice chancellor.On Tuesday morning, Appa Rao joined duties after the leave. A section of the students, specially those from the sciences, and a large number of faculty members were present when Appa Rao took charge again. The Ambedkarite Students Association and AISF activists opposed this and launched a protest

VC Appa Rao was returning to occupy his seat after two months of absence. Senior journalist and commentator Dilip Mandal observes this move as a clear signal from the Centre: MHRD Minister Smruti Irani standing by a VC perceived to be at a complete distance from his students.

President of the JNU Students Union Union was scheduled to visit Hyderabad tomorrow. This is what he posted on Facebook at about 9.45 p.m.

Kanhaiya Kumar, JNUSU President will be visiting Rohith Vemula;s mother tomorrow after which he will meet the Joint Action Committee (JAC) at Hyderabad and also address the press at Vijayawada the day after.

Meanwhile at the Jawaharlal Nehru University (JNU) Campous in Delhi, the Birsa-Ambedkar-Phule Students Association (BAPSA) has organised a protest burning the effigy of Vice Chancellor, HCU, Appa Rao.

Late night, some students of HCU have shared this "agenda for action" reportedly circulated by the Vcice Chancellor Appa Rao to prepare for today's resumption of duries as also the possible break up of the students' peaceful protest.

 

Hindu seer accused of inciting followers to target cow traders in Latehar Jharkand

A prominent Hindu seer associated with a cow protection vigilante group is accused of fomenting hatred against cattle traders and directing his followers to target and kill them in Jharkhand’s communally sensitive Latehar district that saw two cattle traders murdered on
Friday.

Family members of the victims, Muslim villagers, political leaders and rights activists of Latehar on Monday unanimously held Acharya Gopal Maniji Maharaj, a katha vachak (preacher) of the Bharatiya Gau Kranti Manch, responsible for the gruesome killing of Mazlum Ansari, 32, and Imteyaz Khan, 13.The Hindustan Times  reported that Latehar police have arrested five suspects, including a member of a local cow protection vigilante group, for the murders. Police superintendent Anup Birtharay declared it a criminal incident aimed at looting cash and cattle. But ruling parties are crying foul over the police probe.. “We have concrete information that a few Bajrang Dal activists from Balumath block had recently gone to Delhi to meet the seer,” said Madan Pal, member of a prominent human rights group Jharkhand Jansangram Morcha. He alleged the activists returned on February 28 and carried out the killings.

“The seer in his religious sermons at Latehar used to be highly vocal against cattle trade and cow slaughter. Post his sermons, his followers would paint walls exhorting people to hang beef-eaters,” said Ramchander Singh, ex-RJD legislator from Manika.Sanjeev Kumar Sinha, state member of Gau Kranti Manch, declined the allegations as baseless. “Politicians are hell bent in giving political colour to the cattle traders’ murders. We are confident that the law will bring the facts to fore,” he said.

Meanwhile The Times of India  has reported that several individuals and community organisations of the majority Hindu community have decided not to celebrate Holi because of gloom over the lynching of the two Muslim traders. Instead, the peace vigilantes will take out a march without using gulal or colours. The family of the victims have welcomed this sensitive decision.

Reuters reported around midnight on March 19 that the police have arrested five suspects in the hanging to death of two Muslims herding cattle in India, in an incident that led to violent protests in the eastern state of Jharkhand amid reports the attackers were Hindu vigilantes. 

"Police have arrested five persons and are looking for others involved in the incident," Latehar police chief Anoop Birtharay said by telephone.

"So far we have not found any affiliation of these persons with any Hindu radical group. We are still examining," he said.

Opponents have accused Modi's Bharatiya Janata Party (BJP) of seeking to stoke religious tensions in order to polarise voters ahead of crucial state assembly elections in five states in next two months.

In an incident shockingly reminiscent of the Dadri lynching, a 12-year-old Muslim boy and a Muslim man herding eight buffaloes on their way to a Friday market were beaten up and hanged to death from a tree by suspected cattle-protection vigilantes. The initial report and photographers were pasted on facebook by Ashif Nawaz. The double murders  of the two Muslims [Mazlum Ansari, 32, and Imteyaz Khan] took place in Balumath, Latehar district of Jharkhand yesterday.

Reportedly, these young men were cattle traders and were on their way to a market when they were killed. The incident happened within 100 kms of the state capital of Ranchi and is closely reminiscent of the Dadri lynching in early September 2015. It is reported that it is not the first time that Muslim cattle traders in the area have been targeted. Despite several by the local people, the police and the BJP state government have failed in protecting the minorities engaged in this trade.

The Communist Party of India (Marxist) has issued a statement condemning the incident. This horrible incident is a result of the sustained communal campaign conducted by the Hindutva outfits, the statement says. It demanded that the Jharkhand police must immediately arrest the culprits and bring them to book. The BJP government in Jharkhand is duty bound to crack down against all those indulging in such criminal activities and also ensure protection of the minorities, the statement added.

The Times of India reports that, "The manner of their hanging showed that the assailants were led by extreme hatred," said Latehar SP Anoop Birthary. Local MLA from the Jharkhand Vikas Morcha (Prajatantrik), Prakash Ram claimed that Hindu radicals were behind the killings. Reports said villagers who protested the deaths claimed the victims were targeted as they were cattle traders. Birthary, however, did not identify the assailants. "We are gathering leads to verify whether personal or business enmity led to the murder or it was due to some other motive. The buffaloes were freed. It is yet to be known if the buffaloes were taken away by the assailants or they strayed into the forest," Birthary said.

The hanging sparked protests by people in Jhabbar village that turned violent when police tried to take down the bodies. The situation poses a serious political and law and order challenge for the BJP government in Jharkhand. In the case of Dadri case when a Muslim man was killed over rumours of beef eating, BJP had said law and order was under the SP government.

But in the Jharkhand incident, the buck stops with the state and central leadership. SDO Kamleshwar Narayan and six cops were injured when villagers threw stones at officials who arrived in the morning to manage the situation and ensure that it did not take a communal turn. Injuries to senior officials forced police to fire in the air and lathi charge the villagers.

Sources said protesting villagers have periodically claimed that assailants have targeted them in the past because they are engaged in cattle trade. "Four months ago, a group of men tried to kill a cattle trader in Gomia village of Balumath. The man managed to escape," Latehar MLA Prakash Ram said.

Local MLA Prakash Ram from the Jharkhand Vikas Morcha (Prajatantrik) party led by former BJP member Babulal Marandi alleged a group of Hindu radicals was responsible for the attack on the cattle traders. "They are supported by the police who do not act against them," Ram said.

The MLA's claims appeared to tally with statements of villagers who blocked Latehar-Chatra National Highway after the killings. An FIR was lodged against unknown persons for the murder and another FIR was lodged against unknown persons.

Police pick up one more journalist in Bastar, Repression Continues

Prabhat Singh, a fearless and independent local journalist from Dantewada has been picked up by the police last evening. According to media reports, Prabhat Singh was picked up by police on Monday at around 5 PM and hours later the reports of his arrest went viral on social media. However, Dantewada Police has ruled out their role in Prabhat's arrest and hinted Jagdalpur police connection in the case. Pavan Dahat of The Hindu told Sabrangindia that Superintendant of Police (SP) Dantewada, Kamlochan Kashyap who said that the Jagdalpur police had detained Prabhat Singh for some 'IT act related'. Later, SP, Bastar RN told Mr Dahat that "questioning" was of Prabhat Singh was afoot. ​

Prabhat Singh has been writing consistently on the allegations of atrocities by IG Kalluri in the Dantewada district. As an active, local journalist, Prabhat Singh accompanie indepdent Adivasi adcitivists and community workers into villages like Rewali and Nahadi. He also indepdently recorded the details of extra-judicial killings made against the police. Prabhat Singh was also active in organising journalists in support of the Patrakar Suraksha Kanoon, In short, Prabhat Singh has played a vital role in ensuring some space for independent reporting from this conflict-torn area. He had been with Patrika for some time, and had recently started working with E-TV. Reportedly, E-TV summarily terminated his services just a day before his arrest. Here is a copy of the termination letter. Sources told Sabrangindia that the development came days after ETV bureau head of Chhattisgarh Ms Priyanka Kaushal's helicopter trip to Sukma with Mr.SRP Kalluri. Apparently, the ETV bureau head was told clearly to remove Prabhat.

There have been a string of all out attempts to suppress independent media reportage in the Bastar region over past months. Within a time span of 12 months, after Somaru Nag, Santosh Yadav ( Patrika), Malini Subramaniam (Scroll.in), Alok Putul (BBC), Prabhat (Patrika, ex-ETV news correspondent) was the fifth journalist on record who was in hit list of police for raising the real issues of atrocities carried out by security forces.Several National Media journalists including Hindu correspondent also complained that they were threatened for carrying out reports on Bastar.

Pavan Dahat, correspondent of The Hindu in Chhattisgarh and eastern Maharashtra told Sabrangindia, "I was on leave and returned to find these developments afoot. Prabhat has been a close associate of mine. Our information is that Prabhat has been implicated in a case related to cyber law. The police have not said anything on record but when asked about his arrest Dantewada SP Kamlochan Kashyap told local contacts that he has been arrested by the Jagdalpur police i.e Bastar district police. Prabhat Singh's wife and two children are being brought to Jagdalpur. Prabhat Singh is a native of Barsoor, a town eight kilometres from Dantewada."

The immediate concern is to  get immediate legal aid. Two lawyers are reportedly travelling from Bilaspur are travelling from Bilaspur to Jagdalpur today. Pavan Dahat further said, "The cyber case against Prabhat Singh him is new, but he has already been slapped with two previous cases. Both the cases were slapped on him after Mr.SRP Kalluri had openly told him at a press conference in Dantewada that he had "Kundali of Prabhat" and he should mend his ways. There are two more journalists from Bastar Tameshwar Sinha and Kamal Shukla who could also be targeted in the near future. Both of them were active in anti-police protest after the arrest of Santosh Yadav and Somaru Nag. The way the Bastar police head  is going, the time is not far when people like me from The Hindu, The Indian Express, Times of India and other national dailies would face the heat."

National and local journalists, especially Kamal Shukla have already swung into action and a protest march is being planned. Pavan Dhat further said that "There are senior police officers in Chhattisgarh, who are furious over what is happening but are sitting silently because the ruling dispensation has turned a blind eye towards Bastar. A single person can not be allowed to act as a dictator in a democracy. I urge every pro-democracy voice to come forward to help Prabhat Singh. Prabhat Singh has been a close associate and friend of mine. He was only doing his job, which is impartial reporting from Bastar and his biggest crime was to provide a voice to the exploited masses."

The State President of the People’s Union for Civil Liberties (PUCL), Lakhan Singh condemned the action taken by police and said, police cannot miff the voice of fourth estate by carrying out brutalities or framing them into false cases. Leader of Opposition TS Baba said, threatening journalists or terrorising them is very unfortunate. We will raise the issue in Assembly during budget session, he added.
