MHA bureaucrat sends media invite for Rajnath Singh’s election rally

KS Dhatwalia, the Additional Director General of PIB in MHA, was once again in news on Sunday after his invitation to media persons for Home Minister Rajnath Singh’s election rally raised plenty of eyebrows.

The senior civil servant texted the media invite through mobile text, which read, “Shri Rajnath Singh will address meetings in Uttarakhand today, 05 February, at Badshahpur, Haridwar Rural at 3.30 PM at Bahadrabad. FYIP. KS Dhatwalia. ADG PIB.”

The invite left several media representatives stumped as they found it in violation of election code of conduct.

A serving bureaucrat is not expected to work to promote the election campaign of the ruling political party as the action severely undermines of integrity of fair election process thereby causing disadvantages for the rival parties.

When contacted, Dhatwalia, told Janta Ka Reporter that he had sent the media invite in his personal capacity after some journalists contacted him to inquire about Singh’s movement.

 

He said, “Few journalists contacted me to inquire about the programme to which I replied to in a personal group. It was not at all an official message. I am well aware of my responsibilities.”

This is not the first time Dhatwalia has been accused of throwing the service rules out of the window while allegedly serving as a political representative for the ruling party.

In January, journalists were left shocked to see the invite from him for an RSS event.

The function in question was the event organised by the Muslim Rashtriya Manch belonging to the RSS. The outfit, loosely termed as the Muslim wing of the RSS is headed by the senior Sangh functionary Indresh Kumar.

Promoting political event is not one of the core responsibilities of the PIB.

On its website, the PIB extensively dwells upon its roles and functions but nowhere does the website states promoting the events organised by either the ruling party or its ideological mentor as one of its defined duties.

The PIB’s website states, “…In any case, there is a crying need for an agency to inform and interpret the policies and actions of the Government to the people who are the ultimate masters. In the absence of a better agency, the Press Information Bureau (PIB), is the best suited to perform that task through the media. One cannot visualise a better link than the PIB between the Government and the media.”

उत्तर प्रदेश में विधानसभा चुनाव के नजदीक आते ही विवादित और भड़काऊ बयानबाजियों का दौर शुरू हो गया है। इस क्रम में भाजपा के फायर-ब्रांड नेता विनय कटियार ने एक बार फिर विवादित बयान देकर प्रदेश के सियासी गलियारे में नए विवाद को जन्म दे दिया है।

कटियार ने अयोध्या के फैजाबाद में एक चुनावी रैली को संबोधित करते हुए कहा कि जैसे बाबरी मस्जिद को गिराया गया था, ठीक वैसे ही ये सरकार राम मंदिर भी बनवाएगी। इस दौरान कटियार ने जनता से अपील करते हुए कहा कि आप भाजपा को वोट देकर सत्ता में लाइए।

 

मीडिया रिपोर्ट के मुताबिक, कटियार ने कहा कि राम मंदिर बनाना है तो यूपी में बीजेपी की सरकार बनाना जरूरी है। तभी राज्यसभा में बीजेपी का बहुमत होगा और पूरी ताकत से राम मंदिर का निर्माण हो सकेगा। उन्होंने कहा कि राम मंदिर तीन तरीके से बन सकता है। पहला अदालत के माध्यम से, दूसरा बातचीत और तीसरा संसद में कानून बनाकर।

साथ ही बीजेपी नेता ने दावा किया कि मोदी के कार्यकाल में ही मंदिर बनेगा। आपको बता दें कि कटियार से पहले गोरखपुर से बीजेपी सांसद और फायरब्रांड नेता योगी आदित्यनाथ ने भी रायपुर में एक समारोह के दौरान कहा था कि अयोध्या में राम मंदिर का निर्माण कार्य जल्द शुरू होगा।

उत्तराखंड चुनाव से पहले भाजपा में खलबली , 33 नेता पार्टी से बाहर

नई दिल्ली। उत्तराखंड भाजपा में इन दिनों खलबली मची हुयी है। भाजपा के अंदरखाने की खलबली अब दिखने लगी है। उत्तराखंड में नेतृत्व के संकट से जूझ रही भाजपा इन दिनों अतंर्कलह से जूझ रही है।  उत्तराखंड में विधानसभा चुनाव से ठीक 10 दिन पहले बीजेपी ने अपने 33 नेताओं को पार्टी से निकाल दिया है।
 
पार्टी विरोधी गतिविधियों में शामिल होने के आरोप में बीजेपी ने इन नेताओं को छह साल के लिए पार्टी से बाहर कर दिया है।बीजेपी के प्रदेश महासचिव नरेश बंसल ने इस खबर की पुष्टि की है। पार्टी के प्रदेश अध्यक्ष अजय भट्ट ने इन नेताओं को अति महत्वाकांक्षी बताते हुए कहा कि इन नेताओं के जाने से आने वाले चुनाव में कोई फर्क नहीं पड़ेगा।


 
उल्लेखनीय है कि 17  नेताओं को पहले निकाला गया था। अब तक 50 नेताओं को निकाला गया है। कई सीटों पर बीजेपी के बागी उम्मीदवार चुनाव मैदान में हैं, उन्हें मनाने की कोशिशें नाकाम हो गई थीं। कांग्रेस से लाकर नेताओं को चुनाव लड़ाने से 13 सीटों पर बगावत भड़क गई थी, क्योंकि बीजेपी ने कांग्रेस नेताओं को टिकट दे दिए थे।
 
गौरतलब है कि पीएम मोदी की उत्तराखंड में 4 रैलियां हैं। 10 फरवरी को हरिद्वार में, 11 फरवरी को पिथौरागढ़ में, 12 फरवरी श्रीनगर, गढ़वाल और रूद्रपुर में। पीएम मोदी ही बीजेपी का सबसे बड़ा चेहरा हैं। उत्तराखंड में कोई सीएम उम्मीदवार नहीं है।

मंदिर में मिला कारतूसः महंत के पास बंदूक

नई दिल्ली। राजस्थान के पुष्कर स्थित विश्वविख्यात ब्रह्मा मंदिर के महंत सोमपुरी के बक्सों में लाखों रुपये, चांदी के बर्तन, आभूषण के साथ कारतूस और कुछ जमीनों के कागजात निकले हैं। सोमपुरी की सड़क दुर्घटना में मौत के बाद प्रशासन द्वारा सील किए गए तीनों कमरों को अब खोला गया है।


 
इनमें एक से लेकर दस रुपये के लाखों रुपए के सिक्के, आठ लाख रुपये से अधिक के नोट, तीन लाख से अधिक रुपये के चांदी के बर्तन व आभूषण, बंदूक के 18 कारतूस व लाखों रुपए की जमीनों के कागजात निकले हैं।  मंदिर में चर्चा है कि महंत के कक्षों से इतना सब कुछ निकला है, तो जरूर देवस्थान विभाग की मिलीभगत के साथ चढ़ावे में हेराफेरी हो रही थी। देवस्थान विभाग के अधिकारी चढ़ावे पर निगरानी करते हैं।

जानकारी के अनुसार प्रशासन ने शुक्रवार को तीसरा मुख्य कक्ष भी खोल दिया, जिसमें लाखों रुपए की रेजगारी मिली। महंत सोमपुरी के कमरों में रखे सभी लोहे के बक्से खोले दिए गए हैं। वर्तमान में ब्रह्मा मंदिर का प्रबंधन जिला कलेक्टर की अध्यक्षता वाली पांच सदस्य समिति कर रही है। इस बीच प्रबंधन कमेटी के अध्यक्ष कलेक्टर गौरव गोयल ने सभी श्रद्धालुओं से अपील की है कि वे दान पेटियों में ही चढ़ावा डालें। प्राप्त चढ़ावे का इस्तेमाल मंदिर के विकास के लिए किया जाएगा।
 
नकारों ने बताया कि सोमपुरी से पहले के महंत लहरपुरी के पास बंदूक थी। ये उसी समय के कारतूस हैं। अब जांच होगी कि लहरपुरी के निधन के बाद सोमपुरी ने इन कारतूसों की जानकारी थाने में क्यों नहीं दी। जमीन के कागजातों में एक प्लाट सोमपुरी ने श्रीमती सीमा रांकावत से खरीदा है।

“Communalisation” of Indian history around Padmavati, a fictitious character, has colonial roots: Irfan Habib

Strongly intervening in the “violent controversy" raging around the legend of Padmini, veteran Indian historian Prof Irfan Habib has said that this is just “the latest example of our fixation with the medieval past”, underlining, “We seem to have completely, and deliberately, blurred the distinction between what is history and what is only lore or fiction.”

Professor-emeritus of the Aligarh Muslim University, Habib asserts in a strongly-worded commentary, “Padmini was not a historical character, and the story around her is a fictional legend, no more.” He adds, “It is a known fact that the character of Padmini was conceived and created by Malik Mohammad Jayasi in 1540.”

The character appears in his “famous poem called Padmavat, written in Awadhi but in Persian script”, says Habib, adding, “Jayasi's Padmini was a princess from Simhala-dvipa (Sri Lanka). In modern terminology, it was a historical fiction, which had historical characters like Alauddin Khilji and Rana Rattan Singh.”

Pointing out that “no medieval historical record alludes to her existence before Jayasi's Padmavat”, Habib says, “Amir Khusrau, who accompanied Alauddin Khilji in his expedition against Chittor, does not refer to it. Even Jayasi never claimed that he is chronicling history.”

Habib says, “No contemporary historian, including the most authoritative ones on Rajasthan like Gauri Shankar Ojha, mention anything about Padmini.” He quotes well-known conservative historian RC Majumdar as saying about Padmini that "it is impossible, at the present state of our knowledge, to regard it as a historical fact".

Habib, adding, “Getting into the academic debate on the issue means no insult to either Rajput or Hindu psyche. It is also not a glorification of the medieval despot Alauddin Khilji. His depredations from Rajputana to Deccan are no fiction, they are all well documented in historical records.”
 

Commenting on the assault on Sanjay Leela Bhansali for his proposed film on Padmavati, Habib says, “I am more appalled at the communalisation of the entire issue. The whole episode reiterates how the present draws on the past not necessarily always to better comprehend the past but to use the past to legitimise the present.”

He insists, “This is not the first time that we have outraged on filmmaking about the past. We have done that earlier several times and, given the direction some of us are traversing, will surely do that again. It is one thing to study and learn from the past but to live in the past is a dangerous game. It is immaterial whether that past is historical or fictional.”

Habib believes that the root of this “dangerous game” could be found in the way the British colonialists looked at Indian history – starting with James Mill 200 years ago, they divided Indian history into three periods: Hindu civilisation, Muslim civilisation and the British period.

Sarcastically calling it “one of the many gifts the colonial British left behind for us”, Habib says, “They projected 2,000 years of golden age for the first, 800 years of despotic tyranny for the second, and a supposed modernisation under the British”.

He adds, “This division also assumed Indian society as made up of separate religious monoliths – Hindu and Muslim – who were always mutually hostile. This periodisation and characterisation became axiomatic to the interpretation of Indian history. It worsened from the early 20th century onwards, with the emergence of communalism and the final Partition of the country in the name of religion.”

On 2nd February, IG SRP Kalluri wrote on a Whatsapp group, “Bela Bhatia wins.” He has been asked to go on “long leave” by the Chhattisgarh State government. It appears that the reign of Kalluri may be coming to a belated, but surely ignominious, end. In light of this, it is important to look at the hallmarks of his career as a police officer who embodied blanket impunity, and flaunted it. At a time when police officers across the country are bent on imitating the reign of terror unleashed by the likes of Kalluri and his cohorts, we need to remind ourselves of what the decade long career in Bastar entailed.

Ledha Bai's statement  against SRP Kalluri in 2007. Ledha Bai is an adivasi woman who was raped in police custody and threatened with death after the police killed her husband in front of her for, alleging he was a Maoist.

"When I reached the Shankargarh police station, I saw Kalluri sahib who, upon seeing me, asked if I knew who he was. Then I said, “You are Kalluri Sahib. I made my husband surrender before you and you got him shot.” Then Kalluri slapped me twice. I was carrying my daughter. I fell on the ground with my daughter. Kalluri asked me to take off my clothes. When I refused, two policemen twisted my father’s arms and made him stand up, and started beating him. They beat my father mercilessly. Then Brijesh Tiwari unfastened my saree and took off all the other garments. When I was resisting the taking off of my clothes, they started hitting my father forcefully. I took off my clothes. They completely stripped me. They stripped me. My child was wailing uncontrollably on the ground. Then Kalluri said, “Take her inside the room, I will interrogate her.” In my nude condition, they took me inside the room in the police station. Then Kalluri raped me inside the police station."

“On Republic Day, officer Ankit Garwas awarded the Police Medal for Gallantry for his role in a counterinsurgency operation in October 9, 2010, in which about 250 members of the State's Special Task Force and district police ambushed Maoist guerrillas in Mahasamund district […] Mr. Garg was subsequently appointed Superintendent of Police of Dantewada when Ms. Sori was arrested in October 2011 and accused of acting as a Maoist courier.”

According to an article  in the Tribune in April 2015, Home Minister Rajnath Singh said:

“We have decided to give them [security personnel] the gallantry award. We have also finalised other facilities to be given (to their family members).” 

Shreya, an activist interviewed by Scroll  in January:

“Why is it that it is talking only about compensation and not about disciplinary actions for allowing these crimes to happen?” said Shreya, who was a part of one of the civil society fact-finding teams that brought to light the rapes, which occured in 2015 and 2016.

The Action Group of National Integration (AGNI) on “white-collared Naxals”, quoted in Scroll :

While Kalluri was speaking to the media, in another part of the city, a civil vigilante group called AGNI said it would step up its actions to stop “white-collared Naxals” from creating hurdles to Bastar’s development. They were referring to human rights activists and others who have criticised violations by the security forces in the region.

Kalluri, in an interview  with NDTV last year:

“Activists are enemies because they incite people against democracy, and question the sovereignty and universality of India. We oppose their anti-national brigade.”

In an article  from the National Herald on Mission 2017:

“[Kalyani Menon] Sen had earlier pointed out that “Defying strictures by the Supreme Court and the NHRC, Kalluri publicly announced the launch of “Mission 2017”, an all-out vendetta against all those who were calling the state to account.”

The following response  from Kalluri is one of a series of abuses and threats hurled at activists and human rights defenders via text messages when they expressed their concern about the hounding of activist Bela Bhatia:

“Maoists and their dogs like you will be stoned out of Bastar. Beware.”

In 2013, SRP Kalluri was conferred the President’s Police Medal for Meritorious Service, just like Ankit Garg, another officer who was given the Gallantry Award despite being accused of rape in Soni Sori’s case. These instances of abuse of power under Kalluri's regime in Dantewada, and other districts in the Bastar division, paints a picture of callous disregard for law and order and zero accountability for his actions. Let us not forget that the Kalluri model of policing was supported by the structures of the state and had allowances from the highest corridors of power. Today, when we dare to rejoice his removal from positions of authority in Bastar, we need to simultaneously demand that each instance of abuse of power be investigated and the guilty held accountable. Else, several such Kalluris are bound follow the model and enjoy the impunity that the system permits in the name of democracy.
