जेएनयू में अनशन पर बैठे दिलीप यादव को दिल्ली पुलिस ने किया गिरफ्तार कर लिया है। अभी कुछ देर पहले सादी वर्दी में कुछ पुलिस वाले आए और पिछले 4 दिनों से अनिश्चितकालीन भूखहड़ताल पर बैठे बहुजन छात्र दिलीप यादव को उठाकर ले गए। जब पुलिस वाले उन्हें ले जा रहे थे तो उस वक्त अनशन स्थल पर छात्रों की संख्या अत्यंत ही कम थी। इसी का फायदा उठाते हुए दिल्ली पुलिस ने उन्हें ले गई। उन्हें कहाँ ले जाया गया है, यह किसी को भी पुलिस ने नहीं बताया है। इस बात को लेकर जेएनयू के छात्रों में काफी आक्रोश व्याप्त है।

बताते चलें कि दलित-पिछड़ों के छात्रों पर जारी भेदभाव को रोकने हेतु नामांकन में वायवा अंक घटाकर तीस से दस करने, अब्दुल नाफे कमेटी की सिफ़ारिशों को लागू करने, लापता छात्र नजीब अहमद की वापसी सहित कई अन्य मांगों को लेकर दलित-वंचित समूहों के छात्र पिछले दिसंबर माह से ही आंदोलन कर रहे हैं।
 
जेएनयू वीसी द्वारा छात्रों की जायज मांगों को अनसूना करते हुए 15 छात्र नेताओं को ही निलंबित कर दिया है, जिनमें सारे के सारे दलित, पिछड़े, आदिवासी व अल्पसंख्यक समुदाय के छात्र हैं। अनशनकारी छात्र नेता दिलीप यादव को भी निलंबित कर दिया गया था। छात्रों का आरोप है कि विश्वविद्यालय प्रशासन जेएनयू में भी एचसीयू की भांति दूसरा रोहित बेमुला बनाने पर आमादा है।

1 Taxpayer Owes 11% of India’s Individual Income Tax (2014-15)

An unnamed taxpayer owed the government Rs 21,870 crore for the assessment year 2014-15, which was 11% of income tax to be paid by all Indians, according to 2016 data, the latest available, from the Income Tax department.

Taxpayers fill up forms before submitting their income tax returns in New Delhi. In 2014-15, over 36 million Indians declared a salary income of nearly $144 billion, followed by business income of $82 billion and income from other sources at $35 billion.
 
While three individual taxpayers declared business income of over Rs 500 crore, two individual taxpayers declared long-term capital gains of over Rs 500 crore in 2014-15 (for the year 2013-14). The names of these taxpayers are not made public.
 
The richest 1% Indians own 58% of India’s wealth, and 57 billionaires have the same wealth as the bottom 70% of India, according to data published by Oxfam India, a think tank.
 
In comparison, the top 1% in the USA accounted for 19% of income and 38% of taxes paid, US government data show. It is not possible to say what proportion of income and taxes are similarly paid by Indians because the government does not release such data.
 
The wealth of 388 people equalled that of the poorest half of the world’s population in 2010, and this has narrowed to only 62 in 2015, according to recent data from Oxfam, a global confederation of non-government organisations fighting poverty.
 

 
India had 36.5 million individual taxpayers who declared taxable income of Rs 16.5 lakh crore and were liable to pay Rs 1.91 lakh crore as income tax–an increase of 23% and 37%, respectively, over assessment year 2013-14.
 

In 2014-15, over 36 million Indians declared a salary income of nearly Rs 9.8 lakh crore ($144 billion), the equivalent of 7% of gross national income of Rs 134.2 lakh crore in 2015-16, followed by business income of Rs 5.6 lakh crore ($82 billion) and income from other sources at Rs 2.4 lakh crore ($35 billion).
 
The maximum tax payable (Rs 43,964 crore) was in relation to income below Rs 150,000 annually, followed by a tax payable of Rs 17,926 crore in the tax slab of Rs 550,000-950,000.
 
The tax liability of individuals, Hindu undivided families (HUF), companies and other entities in assessment year 2014-15 was Rs 446,719 crore, an increase of 13% from the previous year.   
 
There were 64 taxpayers with a tax liability of over Rs 500 crore in 2014-15 with a total tax payable of Rs 113,068 crore, which was 25% of the total tax payable of Rs 446,719 crore.
 
The collection of income tax (including securities transaction tax) increased nine times to Rs 2.9 lakh crore in 2015-16 from Rs 31,764 crore in 2000-01, Income Tax department data show.
 

 
Just two states–Maharashtra and Delhi–accounted for 53% of all direct taxes collected in 2015-16, IndiaSpend reported in May 2016.

Delhi University moves HC against CIC order to make Modi’s degree public

Delhi University has moved the High Court in the national capital challenging the order of the Central Information Commission on making Prime Minister Narendra Modi’s degree public.

The university, according to India Today, has argued that the degree of a student was a private document adding that its details could not be made public.

Reacting to the news, Delhi chief minister, Arvind Kejriwal, said that he was now convinced that Modi’s degree was fake.

He tweeted, ” Modi’s degree is surely fake. He’s trying his best to conceal it.”

The Central Information Commission, on 7 January, had directed Delhi University to allow inspection of records related to all the students who had passed BA degree in 1978, the year in which, according to the University, Prime Minister Narendra Modi had also cleared the examination.

The Commission rejected the contention of the Central Public Information Officer of the University that it was a third party personal information, saying it finds “neither merit nor legality” in it.

 

It directed the university “to facilitate inspection of relevant register where complete information about result of all students who passed in Bachelor of Arts, in year 1978 along with roll number, names of the students, father’s name and marks obtained as available with the University and provide certified copy of the extract of relevant pages from the register, free of cost….”

Days later, the Central Information Commissioner, Sridhar Acharyulu, who had issued the order was unceremoniously deprived of HRD responsibility.

RTI applicant Neeraj Sharma had sought to know from the University the total number of students who appeared in Bachelor of Arts, Year 1978, besides result of all students who appeared in the examination along with their roll number, name of the students with father’s name, marks and result pass or failed.

Denying the information, the Central Public Information Officer of the University had responded that the information requested is treated as “personal information of the students concerned, the disclosure of which has no relationship to any public activity or interest”.

Information Commissioner Sridhar Acharyulu, however, said, “With regard to question whether disclosure of such identification related information causes invasion of privacy, or is that unwarranted invasion of privacy, the PIO has not put forward any evidence or explained possibility to show that disclosure of degree related information infringes the privacy or causes unwarranted invasion of privacy”.
