Cagey parrot In the last few years of the corruption-tainted United Progressive Alliance government, it was not uncommon to hear complaints from Bharatiya Janata Party leaders about the ruling Congress’ willingness to use the Central Bureau of Investigation as a political tool. Congress Bureau of Investigation they called it. This impression was given additional ballast during Supreme Court hearings, in which Justice RM Lodha referred to the CBI as a “caged parrot”, forced to speak in its master’s voice.
Ironically, the same allegations are being leveled at the BJP government today. Just as West Bengal Chief Minister Mamata Banerjee raises the anti-demonetisation pitch, the agency has moved in to arrest her ministers in the alleged Rose Valley chit fund scam in which thousands are said to have been cheated. As Delhi Chief Minister Arvind Kejriwal’s battle with the Centre got louder, it was the CBI that shut down his office building and raided the Delhi Secretariat.
As former CBI director Joginder Singh told the Hindustan Times after Prime Minister Narendra Modi came to power, “All governments work towards keeping CBI and other investigative agencies under their control.”
In the Rose Valley scam, as in numerous cases against political leaders during the UPA regime, it was not the legitimacy of the investigations themselves that came into question. Many of those seemed like genuine matters that needed looking into. Instead it was the timing of CBI actions, with not much movement on files for months until it became politically expedient for the investigation to move forward.
Under BJP rule, another trend seems to have emerged. The role of the CBI, already under much pressure because of a lack of officers and far too many cases, has expanded to cover any investigation that the Centre deems important – like the matter of cheating PayTM customers. Why else would former Delhi Lt Governor Najeev Jung have to transfer several cases from Delhi Police to the CBI before his departure?
The agency, political tool as it may be, remains one of the more reliable investigating bodies in India and, as a result, it is important that its independence and image be protected. After all its complaints about the “Congress Bureau of Investigation”, the BJP has done little to address this question or that other worrisome matter of whether the agency even has legal sanction to exist.
Responsible governments don’t just govern responsibly, they also create the structures to build integrity into the system. If the BJP truly meant its criticism about the pliability of the CBI and the recognises the need for an independent agency, it needs to do much more to ensure the body does not continue to sing the tune of whoever is in power in Delhi.
नई दिल्ली। हाल ही में आई एनसीआरबी की एक रिपोर्ट ने बताया था कि मोदी सरकार बनने के बाद एक साल में देश से किसानों और कृषि मजदूरों की आत्महत्या दर में 42 फीसदी की बढ़ोत्तरी हुई है। रिपोर्ट ने किसानों और कृषि मजदूरों की आत्महत्या के पीछे का कारण कंगाली, कर्ज, खेती से जुड़ी दिक्कतें और सरकारी मशीनरी का सही से काम न करना बताया था। लेकिन इन सभी आत्महत्याओं से अनजान मोदी सरकार 148 करोड़ के प्रोजेक्ट के साथ गाय और भैंसों के लिए आधार कार्ड जारी करेगी।
खबर के अनुसार मोदी सरकार ने ऐलान किया है कि आने वाले वक्त में गाय और भैंसों को भी आधार जैसा यूनीक आईडेंटिफिकेशन नंबर (UID) मिलेगा। इसके लिए नए साल से काम भी शुरू कर दिया गया है। इसके लिए लगभग एक लाख लोग पूरे देश के कोने-कोने में घूमकर पशुओं पर टैग लगाएंगे। यही नहीं उन लोगों को 50 हजार टैबलेट भी सौंप दिए गए हैं। सरकार का प्लान है कि इस साल लगभग 88 मिलियन गाय और भैंसों के कान में यूआईडी नंबर सेट कर दिया जाएगा।
सरकार इस टैगिंग के पूरे काम पर 148 करोड़ रुपए खर्च करेगी। सरकार ने 2017 के लिए कुछ टारगेट भी तय किए हैं। जैसे 2017 में सिर्फ यूपी के ही 14 लाख पशुओं की टैगिंग की जाएगी, वहीं मध्य प्रदेश में महीनेभर में 7.5 लाख पशुओं की टैगिंग की जानी है।
खबर के मुताबिक, सबसे ज्यादा पशु यूपी में है। जहां उनकी संख्या 16 मिलियन है। दूसरे नंबर पर 9 मिलियन के साथ मध्यप्रदेश है। तीसरे नंबर पर राजस्थान (8.4 मिलियन), चौथे पर गुजरात (6.2 मिलियन) और पांचवे पर आंध्र प्रदेश (5.4 मिलियन) है।
आपको बता दें कि यह काम प्रधानमंत्री नरेंद्र मोदी के कहने पर ही किया जा रहा है। पशुओं के कान के अंदर एक पीले रंग का टैग डाला जाएगा। प्रत्येग टैग सरकार को आठ रुपए का पड़ेगा। उस टैग को ऐसे मेटेरियल से बनाया जा रहा है जिससे पशु को कोई नुकसान नहीं होगा।
टैग लगाने गया शख्स उसे लगाकर टैग के नंबर को अपने टैबलेट के ऑनलाइन डाटाबेस में ऐड कर लेगा। इसके साथ ही पशु के मालिक को उससे जुड़ा एक हेल्थ कार्ड दिया जाएगा। उसमें भी पशु का UID नंबर होगा। उससे पशु से जुड़ी सारी जानकारी ऑनलाइन देखी जाएगी।
A day after activists of a right wing group ransacked the Jan Chetna book store run by the leftist organisation Naujawan Bharat Sabha at Punjabi Bhawan here and manhandling the volunteers at the store, several Leftist organisations today laid a siege to the Division No. 5 police station and demanded action against the assailants.
It all began when a group of Hindutva goons ransacked Janchetna — an institution dedicated to promote and propagate progressive literature — in Ludhiana on January 2, 2017. They also abused and misbehaved with the book shop manager Binny and manhandled other activists who came to her rescue. They even threatened to put the books on fire. More disturbing, however, was the fact that all this happened in the presence of police which remained a mute spectator to this fascist attack which lasted for two hours.
Later, Anand of the Jan Chetana book store alleged that, instead of arresting the goons, the police took the activists present there — Binny, Janchetna book shop manager, Lakhwinder , President of Textiles Hosiery Kamgar Union, Gurjeet (Samar), an activist of Karkhana Mazdoor Union and Satbir Naujawan Bharat Sabha activists — into custody and sealed the shop. However, due to people’s pressure the activists were soon released and a demonstration of various mass organisations and trade unions compelled the police to let the book shop reopen.
Media reports claimed that 21-year-old Shivani had been visiting the store to read literature pertaining to Shaheed Bhagat Singh and other freedom fighters. The literature had influenced her so much that she had left her home. Her parents, along with right wing people, yesterday reached the store and complained that their daughter had left home because the Jan Chetna volunteers were inculcating revolutionary ideology in her, thus making her to leave her home.
There were vociferous protests by trade unions and people’s organisations. Today’s protest was led by Lakhwinder, president of the Textile Hosiery Kamgar Union. Members of several other unions took part in the protest. He alleged that the Jan Chetna store was selling revolutionary, democratic and freedom struggle literature which was already available in the market. “Instead of taking action against the right wing members, we were rounded up by the police and kept at the police station for more than two hours. We have been assured by the ACP-West that an inquiry into the case has been marked. If no action is taken by the police within 24 hours, we will again gherao the police station,” he added.
The chief spokesperson for right wing organisation Shri Hindu Takht, Rohit Sahni, told the media that they were approached by the girl’s parents with a complaint that the Jan Chetna store was providing revolutionary literature to her daughter due to which she wanted to leave home. ”We immediately went to the store along with the parents. The police also seized the banned revolutionary literature, forcing revolutionary thoughts on the youth and making them anti-Hindu. Our complaint has been sent to the DA (Legal) by the police. An FIR under section 295-A of the IPC could be registered against the Jan Chetna store,” he added.
He also alleged that the case of Shivani was not an isolated one and there could be several other youngsters who were being forced by Jan Chetna to adopt revolutionary ideology and leave home.
The ACP-West, Varinderjit Singh, said both parties had submitted their respective complaints and an inquiry into both complaints would be conducted by the SHO.
Goons owing allegiance to the ideology of Hindutva lodged a complaint to the police that Janchetna was “brainwashing the youth” by promoting “Anti-Hindu literature” and “propagating anti-India ideology among youth”. They also submitted some literature such as “Why I am an Atheist” by Bhagat Singh and “Ishwar ka Bahishkar” by Radha Mohan Gokulji to the police and demanded that an FIR be lodged against Janchetna for “promoting atheism” and “hurting religious sentiments”.
It was after this incident, some mass organisations had given a call to protest. On January 3, hundreds of youth, students, workers and democratic rights activists took out a rally and laid a siege to the police station division number 5 Ludhiana to protest against the attack by the Hindutva goons and the police inaction. The protestors demanded that strict action be taken against the goons and also the policemen who were present at the spot.
The siege ended after the ACP asked for 24 hours of time to take action against the attackers. The protest demonstration forced the police to return the keys of bookshop to the Janchetna representatives.
The organisation which took part in the demonstration included Textile Hosiery Kamgar Union, Punjab Students Union, Naujawan Bharat Sabha, Inquilabi Kender Punjab, Democratic Employees Front, Tarksheel Society Punjab, Lok Ekta Sangathan, Molder and steel Workers Union, Democratic Lawyers Association etc.
This incident is in continuation of the increasing attack on the rational thoughts and freedom of expression being carried out by the forces of Hindutva with increasing regularity ever since the Modi government has come to power. It is particularly dangerous because the Hindu fundamentalists have had little support base in Punjab compared to other parts of the country. As this incident shows, they are spreading their tentacles in Punjab as well. Clearly, grass root mobilisation against such tends is the need of the hour. This incident shows yet again that the fascist forces are afraid of revolutionary, democratic and rational ideas. Janchetna will carry on the task of promoting and propagating the literature containing such ideas.

The video also shows them in authoritarian roles such as government officials guarding a cutout of Donald Trump on a podium.
Saudi activist Manal al-Sharif, who fights for women’s rights, shared the video on Twitter and praised it for cleverly mocking the archaic patriarchal society.

नई दिल्ली। सोमवार को रमाबाई अंबेडकर मैदान लखनऊ में बीजेपी की परिवर्तन रैली को संबोधित करते हुए प्रधानमंत्री नरेंद्र मोदी ने कहा कि मेरी सरकार बनने के बाद यूपी को प्रति साल एक लाख करोड़ के हिसाब से ढाई सालों में यूपी को ढाई लाख करोड़ रुपया दिया गया, लेकिन यूपी की सपा सरकार ने उन रुपयों को जनता के काम में नहीं लगाया। अब इस भाषण की वजह से ही पीएम मोदी फंसते नजर आ रहे हैं। लोग उनके इस बयान पर सवाल उठा रहे हैं।

लोकसभा चुनावों के प्रचार के समय पीएम मोदी कहते थे कि हिंदुस्तान की तिजोरी पर जनता का हक है ये पैसा किसी दल का या किसी सरकार का नहीं है यह जनता जनार्दन का पैसा है। एक एक पाई पर जनता का हक है। वो कहते थे कि हिंदुस्तान की तिजोरी में जनता जनार्दन का पैसा जमा है।

नई दिल्ली। देशभक्ति का ढिंढोरा पीटने वाले राष्ट्रीय स्वयंसेवक संघ यानि आरएसएस की दुखती रग पर जब इतिहासकार प्रोफेसर इरफान हबीब ने हाथ रखा तो उनके खिलाफ एफआईआर दर्ज करा दी गई। लेकिन इसके बावजूद भी इरफान हबीब आजादी की लड़ाई में आरएसएस की भूमिका पर उठाए सवालों पर कायम हैं। उनका कहना है कि मैं लोकतंत्र में जीने वाला इंसान हूं, इसलिए जो सही था मैंने वही कहा। अगर मैं गलत हूं तो संघ सबूतों के साथ हकीकत को पेश कर दे। अब तो मामला कोर्ट में है। वो बताए कि आजादी की लड़ाई में कब, कहां और कितने स्वयंसेवक शहीद हुए? रहा सवाल मुकदमे का तो कुछ लोग ओछी पब्लिसिटी के लिए इस तरह की हरकत करते रहते हैं।
हाल ही में प्रकाशित हुए अपने एक लेख में इतिहासकार इरफान हबीब ने कहा था कि आजादी की लड़ाई में आरएसएस की कोई भूमिका नहीं रही। इस लेख के बाद लखनऊ के एक व्यक्ति ने अलीगढ़ की कोर्ट में एक याचिका लगाई है। याची का कहना है कि मैं संघ का सदस्य हूं। इरफान हबीब के इस लेख को पढ़कर मुझे पीड़ा हुई है। मुझे मानसिक आघात पहुंचा है। इस बारे में जब इरफान हबीब से बात की गई तो उनका कहना था कि इस देश में सबको बोलने का हक है।
मैंने जो कहा है वो कागजों में दर्ज है। मेरे पास मेरे बयान से संबंधित सबूत हैं और मैं उस पर कायम हूं। अगर किसी को ये लगता है कि मेरा बयान गलत है तो उसे साबित करे। ऐसे लोग सबूत पेश करें कि इस तारीख में इस जगह संघ से जुड़े फलां स्वयंसेवक ने लड़ाई लड़ी थी और इस लडाई में उन पर कार्रवाई हुई थी या फिर वो शहीद हुए थे।
हबीब ने न्यूज 18 इंडिया डॉटकॉम से बातचीत में कहा कि कई बार ये मामला कोर्ट में गया है। आज भी किसी शख्स ने कोर्ट में अर्जी दाखिल की है। जिसको शिकायत है वो कोर्ट में सबूत देकर मेरी बात को खारिज कर सकता है। वर्ना तो जब कोर्ट मांगेगा तो मैं अपने बयान से संबंधित सबूत पेश कर दूंगा। बाकी में इस बारे में ज्यादा कुछ नहीं कहना चाहूंगा। मैं जानता हूं कि ये पब्लिसिटी पाने के लिए की गई ओछी हरकत है।
जयपुर। राजस्थान देश का एकमात्र राज्य है जिसके उच्च न्यायालय में मनुस्मृति के रचयिता मनु की मूर्ति लगी हुई है। मनुस्मृति स्त्री व शूद्रों के बारे में बेहद अपमानजनक और अन्यायकारी व्यवस्थाओं का लिखित विधान है। डॉ. अम्बेडकर के मुताबिक मनुस्मृति वर्ण तथा जाति की ऊंच-नीच भरी व्यवस्था को शास्त्रीय आधार प्रदान करती है। इसलिए बाबासाहेब ने 25 दिसम्बर 1927 को सार्वजनिक रूप से मनुस्मृति का दहन किया था। मगर यह अत्यंत दुखद बात है की स्त्री व दलित विरोधी और मानव की समानता के शत्रु मनु की प्रतिमा न्यायालय में लगी हुई है, जबकि उसी न्यायालय के बाहर अम्बेडकर की प्रतिमा लगाई गई है जो एक चौराहे पर उपेक्षित सी खड़ी है।
इसी मनु की प्रतिमा को लेकर राज्य में 28 साल बाद एक बार फिर से बवाल शुरु हो गया है। राज्य के महिला और दलित संगठनों ने मनु की प्रतिमा को हाईकोर्ट से हटाने के लिए राज्यभर में आंदोलन का ऐलान कर दिया है। इस बीच राजस्थान सरकार ने हाईकोर्ट में मनु की प्रतिमा के बाहर भारी फोर्स तैनात कर दी है। सुरक्षा में दो सौ से ज्यादा पुलिसकर्मी तैनात किए गए हैं।
राज्य के 20 से ज्यादा दलित और महिला संगठनों ने ऐलान किया है कि राजस्थान हाईकोर्ट के अंदर लगे इस मनु की प्रतिमा को हटाने के लिए राज्यभर में आंदोलन शुरू किया जाएगा। इनका कहना है कि जिस मनु ने महिला और जाति व्यवस्था के बारे में आपत्तिजनक बातें कही हैं उसकी प्रतिमा की छाया में हाईकोर्ट निष्पक्ष फैसले कैसे दे सकता है।
आपको बता दें कि मनु की इस प्रतिमा को हटाने को लेकर पिछले 28 सालों से राजस्थान हाईकोर्ट में मामला चल रहा है लेकिन अभी तक कोई भी सुनवाई ठीक से नहीं हो पा रही है। इसलिए सभी महिला और दलित संगठनों ने राजस्थान के चीफ जस्टिस से मिलने का भी समय मांगा है। सामाजिक कार्यकर्ता कविता श्रीवास्तव का कहना है इस मामले को 28 साल से जानबूझकर कोर्ट में टाला जा रहा है। हम मांग करते हैं कि जो फैसला लेना है कोर्ट उसे जल्दी ले ताकि या तो मनु की प्रतिमा हटे या फिर हम सुप्रीम कोर्ट जाएं।
दरअसल, 1989 में न्यायिक सेवा संगठन के अध्यक्ष पदम कुमार जैन ने राजस्थान हाईकोर्ट के कार्यवाहक चीफ जस्टिस एमएम कासलीवाल की इजाजत से मनु की इस बड़ी प्रतिमा को लगवाया था। तब राज्यभर में हंगामा मचा और राजस्थान हाईकोर्ट के संपूर्ण प्रशासनिक पीठ ने इसे हटाने के लिए रजिस्ट्रार के माध्यम से न्यायिक सेवा संगठन को कहा। लेकिन तभी हिंदू महासभा की तरफ से आचार्य धर्मेंद्र ने मनु की प्रतिमा हटाने के खिलाफ हाईकोर्ट में स्टे की याचिका लगा दी कि एक बार स्थापित मूर्ति हटाई नहीं जा सकती। तब से लेकर आज तक केवल दो बार मामले की सुनवाई हुई है। जब भी सुनवाई होती है कोर्ट परिसर में टकराव का वातावरण बन जाता है और मामला बंद कर दिया जाता है।
वहीं हिंदू संगठन मनु की प्रतिमा को हटाने का विरोध कर रहे हैं। याचिकाकर्ता आचार्य धर्मेंद्र का कहना है कि प्रतिमा किसी भी तरह से हटाना अनुचित है। मनु को भगवान का दर्जा धर्मग्रंथों में दिया गया है। इस मामले में कोर्ट ने गृह विभाग के सचिव के जरिये नोटिस भेजकर भारत सरकार को भी पक्षकार बनाने को कहा था लेकिन मामले की संवेदनशीलता को देखते हुए सरकार खुद को इस विवाद से दूर रखे हुए है। महिला और दलित संगठनों के इस मनुवाद हटाओ आंदोलन के बाद सरकार ने प्रतिमा और राजस्थान हाईकोर्ट की सुरक्षा बढ़ा दी है।
