Each one of us can take meaningful action to end the scourge of gender-based violence

To all fathers, sons, and husbands:

Every daughter has a father; every son has a mother; every husband, a wife. As daughters, mothers, and wives, we call upon the men of Bangladesh to stand with the girls and women they love.

Domestic violence is a problem in every country, but Bangladesh has one of the world’s highest rates. One in three women around the world will experience gender-based violence in her lifetime, but in Bangladesh, more than 80% of currently-married Bangladeshi women are abused at least once during their marriage, be it physical, sexual, emotional, or financial abuse, or controlling behaviour.

More than half of married women reported having experienced violence from a spouse within the past year. The victims are not strangers — they are the women in your family, the co-worker you have lunch with, the woman who serves you at the bank. And it is your duty as a father or son or husband or brother to help end the devastating cycle of violence.

We can all be Ambassadors for Change, but as a man, you have a key role to play. Ending gender-based violence is about more than refraining from violence yourself. It is offering an alternative model of masculinity that can inspire Bangladeshi youth. As the famous Bengali poet Rabindranath Tagore said: “Men are cruel, but man is kind.”

Stand apart from the crowd and be your own kind man. As a man, you impart traditions and beliefs to younger generations. You are a role model, be it as a father, brother, husband, friend, father-in-law, uncle, teacher, employer, or religious leader. You can teach boys across Bangladesh to grow into men who will condemn violence against girls and women, and promote a culture of respect and of healthy relationships.

Decide that you will not tolerate any gender-based violence. At work, speak up if a male colleague jests about abusing his wife. If you have children, tell your son to treat his wife with respect — and show him, every day, how you respect his mother.

If you are a student, stand beside your female classmate on the bus and speak against efforts to harass her. Silence in the face of violence condones this violation of human dignity and sends the message that it is acceptable. Break that silence.

Likewise, we ask you to offer support to survivors of violence and treat them with the dignity and respect they deserve. This means holding perpetrators accountable: Please work to overcome the indifference to gender-based violence that allows it to flourish.

We are writing to you as part of the international campaign of “16 days of activism against gender-based violence.” Though this campaign is observed each year during the 16 days from November 25 to December 10, girls and women are abused every day of the year.

Each one of us can take meaningful action to end the scourge of gender-based violence. Whether you are reading this letter over your morning tea, on your mobile phone as you sit in traffic, or at your computer at work, look up — look up at the girls and women around you and ask what you can do to help keep them safe. अगर नोटबंदी सफल नहीं हुई तो बरबाद हो जाएंगे मोदी- पूर्व पीएम एचडी देवगौड़ा

नई दिल्ली। पीएम मोदी के नोटबंदी के फैसले पर पूर्व पीएम एचडी देवगौड़ा ने हाल ही में दिए अपने एक भाषण में सवाल उठाया था। अपने शासन काल में 'स्वैच्छिक घोषणा योजना' लागू करने वाले पूर्व प्रधानमंत्री एचडी देवगौड़ा ने कहा था कि सरकार ने अव्यवस्थित तरीके से नोटबंदी लागू की जिसके कारण लोगों को अकल्पनीय परेशानियों का सामना करना पड़ रहा है।

एचडी देवगौड़ा ने कहा था, "हम काले धन के खिलाफ किए गए प्रयासों के खिलाफ नहीं हैं, लेकिन मेरे विचार में प्रधानमंत्री नरेंद्र मोदी ने बिना किसी तैयारी के नोटबंदी की घोषणा की। यह अव्यवस्थित तरीके से लागू किया गया।" इसी मुद्दे पर उनसे बात की है 'द हिन्दू' की वरिष्ठ पत्रकार स्मिता गुप्ता ने-

अपने भाषण में पीएम मोदी के नोटबंदी की तुलना पूर्व पीएम इंदिरा गांधी के आपातकाल से करने के सवाल पर उन्होंने कहा कि, "जब देश के बैंकों का राष्ट्रीयकरण किया गया था और प्रिवी पर्स समाप्त कर दिया गया था तब लोगों ने सोचा था कि देश की प्रधानमंत्री इंदिरा गांधी द्वारा उठाए गए इस बड़े कदम से गरीबों को लाभ होगा और देश में बेरोजगारी की समस्या का समाधान हो जाएगा। उसके बाद 1971 के हुए आम चुनावों में देश की जनता ने कांग्रेस पार्टी को भर-भरकर वोट दिया और दो-तिहाई बहुमत से देश की सत्ता पर काबिज करा दिया।"

उन्होंने कहा कि, "यही नहीं सन् 1972 को हुए देश के विभिन्न राज्यों के विधानसभा चुनावों में लगभग सभी राज्यों में कांग्रेस की जीत हुई थी। यहां तक की देश में विपक्ष का अभाव हो गया था। लोग इंदिरा गांधी के नारों पर आंख बंद करके विश्वास करते थे.. गरीबी हटाओ, बेरोजगारी हटाओ।

लगभग तीन साल तक इंदिरा गांधी की लोकप्रियता चरम पर थी लेकिन इसके बाद जब उन्होंने एक जनसभा में खपत पर अंकुश लगाने की बात कही थी तो लोगों ने उनके खिलाफ नारे लगाने शुरु कर दिए थे, यहां तक कि उस रैली से उन्हें निकालने के लिए पुलिस बल का प्रयोग करना पड़ा था।"

नोटबंदी के खिलाफ आपत्ति पर सवाल पूछने पर उन्होंने कहा कि, "17 नवंबर को मैने पीएम मोदी को इसके लिए एक पत्र लिखकर उनके इस फैसले का स्वागत किया था, लेकिन मैनें उनसे यह भी कहा था कि स्थिति का सही आकलन नहीं किया गया है। उन्होंने कहा 8 नवंबर को नोटबंदी के बाद से खातों से नकदी निकालने की सीमा और अन्य पहलुओं में लगातार बदलाव किए जा रहे हैं, रोजाना कितने संशोधन, सुधार और बदलाव किए जा रहे हैं? बदलाव अभी भी जारी हैं।"

सरकार में खामियां निकालते हुए उन्होंने कहा कि उसने पहले गोल्ड बांड शुरू किए, जिसका कोई परिणाम नहीं निकला। फिर वह आय घोषणा योजना लेकर आए जिसके तहत 65,000 करोड़ रूपए घोषित किए गए। गौड़ा ने कहा, इसके बावजूद सरकार पूरी तरह से इस तथा-कथित कालाधन को निकालने में असफल रही है।

उन्होंने सवाल किया, अब अचानक प्रधानमंत्री के दिमाग में और एक विचार आया है… किसने उन्हें सलाह दी? क्या उन्होंने किसी सहकर्मी से सलाह ली? उन्होंने कहा, अब सरकार आयकर संशोधन विधेयक को भी आगे बढ़ा रही है।

लोगों की परेशानी पर बात करते हुए उन्होंने नकदी निकासी की अधिकतम सीमा की आलोचना करते हुए सवाल किया कि वेतनभोगी व्यक्ति भी अपनी इच्छानुसार नकदी क्यों नहीं निकाल सकता? देवगौड़ा ने कहा, मेरे पास वेतन-खाता है लेकिन मैं नकदी नहीं निकाल सकता क्योंकि प्रतिमाह निकासी की अधिकतम सीमा 24,000 रूपए है।

पिछले 70 वर्षों से जमा कालाधन को बाहर निकालने संबंधी मोदी की टिप्पणी पर पूर्व प्रधानमंत्री ने कहा कि बयान से उन्हें दुख पहुंचा है, इसने सभी पूर्व सरकारों की नकारात्मक छवि बना दी है।

उन्होंने कहा, यह कालाधन किसने बनाया? क्या हम सभी शामिल हैं? क्या अटल बिहारी वाजपेयी भी शामिल हैं? क्या हम सभी इस कालाधन के सृजन के लिए जिम्मेदार हैं? इस टिप्पणी ने मुझे दुख पहुंचाया है।

भारत को कैशलेस समाज बनाने संबंधी मोदी के अभियान पर पूर्व पीएम ने कहा, "मुझे नहीं पता कि प्रधानमंत्री मोदी का सपना पूरा होगा या नहीं। लेकिन मैं इतना कह सकता हूं कि पीएम मोदी की नोटबंदी का फैसला सफल नहीं हुआ तो वह बरबाद हो जाएंगे।"

भारतीय अर्थव्यवस्था पर नोटबंदी का लंबी अवधि के प्रभाव के बाबत सवाल पूछने पर उन्होंने कहा कि जीडीपी पर इसका बुरा प्रभाव पड़ेगा और जीडीपी काफी समय के लिए नीचे चली जाएगी। यही नहीं रुपया दिनोदिन कमजोर होता जाएगा। गरीबों की समस्याएं बढ़ती जाएंगी, बेरोजगारी बढ़ेगी। प्राइवेट सेक्टर के लोगों की नौकरी जाने का खतरा पैदा हो जाएगा।

Five-pound history lesson: animal fat and the British empire’s biggest revolt

On first reading about the protests because the new plastic British five-pound note contains animal fat – and the mass petition to have it withdrawn – I immediately thought of the protests in 1857 that led up to the Indian Mutiny rebellion. “You’d have thought we’d have learned the lesson since then,” I said to myself.

Of course, the introduction – for use by the British army and its Indian troops – of a new cartridge for the 1853 Enfield rifle which had allegedly been greased in pig and cow fat, was not the key trigger for the British Empire’s biggest revolt. Its power lay more in its force as a rumour than it leading to actual cases of Hindus or Muslims being directly polluted via contact with animal products.

But this is in some ways beside the point – as is the case with the petition started by Doug Maw, a hotel worker from Cumbria. The 120,000-odd petitioners – including vegetarian and vegan cafés across the UK and a range of religious groups – are probably aware of the fact that plastic bags, crayons, cosmetics, soaps and detergents, latex, toothpaste, and candles contain animal fats, too. But the tangibility and exchangeability of a banknote – its symbolic and material power – brings a greater social significance to the contaminated fiver.

Cartridges and chapatis

Like the greased cartridge affair of 1857, then, these symbolic campaigns suggest that the state’s relationship with consumer groups is fragile and the nature of political communication is ebullient. Key aspects of the £5 protest are its forms of rapid transmission. In 2016, social media allowed Maw’s greased fiver petition to quickly gather momentum. Similarly, the mysterious appearance of thousands of chapatis being passed from hand to hand among sepoy soldiers across northern India in February and March 1857, led British officials to surmise that the spread of this odd secret message, which outpaced the mail service, might be the harbinger of something serious.

The chapati wave had no proven link to the rebellion of May 1857 – despite official beliefs to the contrary. Nevertheless, government disconnection and security paranoia – as well as the enormous possibilities of mass communication via objects – characterise these moments of symbolic token distribution at both times.

So it is worth pausing to consider the historical signs running through these bendy notes, both religious and secular. In calling people to join the fiver ban, the National Council for Hindu Temples in the UK made explicit reference to 1857, and the use of pig and cow grease in its statement of 1 December 2016.

The ensuing revolution has been called the First Indian Revolution … and helped to focus such a sense of national identity that many remark that it created the wave of anti British rhetoric which coalesced in the expulsion of the colonialists and ultimately the demise of the British Empire. Could an adharmic £5.00 be an equally expensive mistake? Time will tell.

Claiming that the “devout Brahmin” Mangal Pandey’s discovery of the contamination sparked the ultimate “demise of the British Empire” is hyperbole, but Hindu organisations in particular draw on a deeper history of anti-colonial protest rooted in animal product taboos. From the 1880s through to the 1930s, for example, protests against the slaughter of cows and the use of cow products in manufactured goods served as a mobilising (albeit religiously divisive) symbol across north India.

Ever since its election in 2014, the BJP and its associated organisations have also maintained a multi-faceted campaign to end cow slaughter in India, specifically targeting Muslim and low-caste traders in hides and meat.

Moral dilemma

In other ways, though, these reactions are predominantly secular and illustrate how minority groups perceive or articulate their political rights. Hindu, Sikh and Jain temples have pointed to the importance of “charitable donations” to their sustenance and the moral dilemma posed by the £5 note. Likewise, cafes in the UK banning the note have pointed out that they make a living by not having animal products anywhere near their establishments.

The twitter storm around the dirty fiver made references to the “rights” of vegans, vegetarians and religious communities, whose ire was raised against Professor David Solomon, inventor of the note for Innovia, for describing protesters as “stupid”.

But we might also consider here the significant moral purchase of vegetarianism in relative terms. There have been no protests yet against the inclusion of Winston Churchill’s image on the note – a diehard opponent of Indian independence and a man widely believed in India to have been responsible for the deaths of more than 3m during the Bengal Famine of 1943.

It may be that the UK Treasury will bite the bullet and consider new forms of manufacture before it releases the planned polymer £10 note featuring the image of Jane Austen in 2017. And in that year of the 70th anniversary of India’s independence, we might also consider anew – like Austen’s Colonel Brandon with his East India fortune, or the Austens’ friendship with Warren Hastings – the many difficult and ambivalent relationships between Britain and India.

Stories of love and hope: Scenes from Chaityabhoomi on BR Ambedkar’s death anniversary

Hundreds of thousands of Dalits gathered in Mumbai on Tuesday to pay their respects to the scholar-reformer.

The last time Lalitabai Kamble travelled to Mumbai, it was 1972 and she was a young teenager. Of all the sites she visited in the city, BR Ambedkar’s memorial in Dadar was not one of them.

“Back then, my family had no consciousness about Babasaheb Ambedkar, so we didn’t come to Chaityabhoomi,” said Kamble, now a 60-year-old farm labourer from Maharashtra’s Osmanabad district. “But for more than 20 years now, it has been my dream to visit Mumbai again and pay my respects to Babasaheb.”

At 2 pm on December 6, after eight hours of bus travel and 17 hours of camping in a queue in Dadar, Kamble’s dream finally came true. With tears streaming down her eyes, she stepped into Chaityabhoomi – a circular Buddhist shrine in memory of Ambedkar – and bowed her head before the small garlanded bust of India’s pioneering Dalit rights champion.

“I have spent Rs 600 to make this trip possible and don’t know if I will be able to afford it again,” she said. “But I am at peace now that I have come here once.”

On Ambedkar’s 60th death anniversary on Tuesday, Kamble was one of the few pilgrims making a first-time visit to the memorial. For lakhs of other pilgrims around her, journeying to Chaitya Bhoomi on December 6 is an annual event that often involves taking special trains and buses from across India to Mumbai, camping on the grounds of Shivaji Park, wearing white and blue saris and kurtas and placing flowers at Ambedkar’s shrine.

Overcoming caste discrimination

As an “untouchable” who defied caste to become a lawyer, as a reformer who enshrined the equality of castes in the Constitution and as a leader who led thousands of Dalits out of Hinduism towards Buddhism, Bhimrao “Babasaheb” Ambedkar is particularly revered by India’s lower castes.
For many of the older pilgrims visiting his memorial on December 6, the proof of Ambedkar’s success at social reform is evident in their personal experiences itself.

“When I was younger, I remember being treated like an untouchable, but that doesn’t happen anymore,” said Girijabai Hawle, a labourer in her 60s who came to Mumbai from Osmanabad with Kamble. “Now my children and upper caste children eat food together, and that has happened only because of Babasaheb.”

Ganesh Dabholkar, a retired cardio-technician from Panvel, has a similar story. “While growing up in my village, Dalits were not allowed touch the public water taps, and we had to drink water out of our hands,” said Dabholkar, whose parents converted from Hinduism to Buddhism in 1956, the year that Ambedkar died. “But if things are different today, it is because of Ambedkar’s hard work.”

Ganesh Dabholkar remembers being treated like an untouchable.

Prabhakar Gavai, a volunteer on the organising team of the Ambedkar Jayanti event, cannot help bring up the current demands for caste-based reservations by the land-owning Maratha caste of Maharashtra. “Years ago when Babasaheb had himself offered to list the Marathas as a caste eligible for reservations, the Marathas refused, because they saw themselves as zamindars,” said Gavai. “Now they’re asking for reservations too, because they are seeing how much we Dalits have progressed as a community.”

Inadequate consiousness

Despite the multitude of Dalits converging in Mumbai on December 6, there was little talk of two of the biggest incidents that sparked Dalit fury across the nation this year – the suicide of Rohith Vemula in Hyderabad Central University in January, and the assault on four Dalit youths by cow vigilantes in Una, Gujarat.

Instead, several pilgrims seemed concerned that the younger generation of the community is not adequately aware of Ambedkarite philosophy. “We come to Chaityabhoomi every year and teach our children the little we know about Babsaheb at home,” said Gautam Shriram, a rickshaw driver from Barabanki, Uttar Pradesh, who travelled 36 hours to get to Mumbai. “But my 10-year-old son is not being taught anything about Ambedkar in school. When some of us brought it up, the school simply said they would not do so.”

Gavai, who is a member of the Buddhist organisation Bharatiya Baudh Sabha, believes that the electronic media is the only solution to the problem of diminishing Ambedkarite consciousness. “Today, thousands of Dalits in rural India have a deep love for Babasaheb, but they don’t know much about his beliefs. This is because the media is owned by the upper castes and does not even reach the people in every village,” said Gavai. “Unfortunately, the only solution is the expansion of the electronic media to these remote areas, because people do watch TV if nothing else.”

More than half of US aid ‘to entire world’ goes to Israel and it ignores our warnings on settlements — Kerry

John Kerry offered yet another tough-love talk to Israel at the pro-Israel Saban Forum yesterday. The United States gives Israel more than half of the aid that we give “to the entire world,” and Israel simply ignores us when we warn it about new settlements.

Kerry: Every president, Republican and Democrat, has been opposed to settlements – we issue a warning today when we see a new settlement announced. Nothing happens. It’s ignored, a new settlement goes up. New units, new sales. So the issue —
Journalist Jeffrey Goldberg: You’re describing a situation in which you have zero leverage.

Kerry: I think we do – I think we do have leverage —

Goldberg: But they never listen to you.
Kerry: No, they don’t, and they haven’t listened on settlements, that’s correct.

Here’s how much money we give Israel to ignore us.

I’ve watched while we, the Obama Administration, have put $23.5 billion on the line for foreign military financing. More than 50 percent of the total that we give to the entire world has gone to Israel. We have just signed an agreement for $38 billion over 10 years, $3.8 billion a year, up from 3.1.

Goldberg, the new editor-in-chief of the Atlantic, played the innocent. He knows damn well why the U.S. government has no leverage over Israel; because of Israel-loving journalists like himself and Israel-loving donors like Haim Saban. He ventured that the two-state solution (which he did as much as anyone to kill) is dead because there are now so many settlers in the West Bank there can never be a Palestinian state:

MR GOLDBERG: Have we not passed the tipping point already?
SECRETARY KERRY: No, no.

MR GOLDBERG: Why have we not passed the tipping point? It seems like it.
SECRETARY KERRY: No, we haven’t, but we’re getting very – we’re getting – I’ll tell you why we haven’t. Because this is a function of leadership. It’s a function of belief. It’s a function of what choices are being put to the people of Israel. So let me —

MR GOLDBERG: You know how hard it is to move 10,000, 8,000 settlers from Gaza. You’re talking about 90,000 —

(This is further evidence for my prediction that Goldberg in his new incarnation as liberal American editor in the footsteps of the abolitionists will become an anti-Zionist.)
Kerry also protested that he has spoken to Benjamin Netanyahu 375 times as Secretary of State, to the point that his wife says he talks to Netanyahu more than to her. He hinted that the Obama administration may get the last word with Netanyahu at the UN Security Council:

Kerry: Because of this building frustration, you need to know they are any number of countries talking about bringing resolutions to the United Nations.
Goldberg: Will you try to stop the French if they do it?

Kerry: If it’s a biased and unfair and a resolution calculated to delegitimize Israel, we’ll oppose it. Obviously, we will. We always have. But it’s getting more complicated now because there is a building sense of what I’ve been saying to you today, which some people can shake their heads, say, well, it’s unfair.

Another innocent observes:

Whatever the UN or the US or Martin Indyk wants to do for the Palestinians, I don’t know why the Palestinians would want it. Here’s how Kerry outlined his vision of a Palestinian state:

this small little city state, which is what effectively the West Bank would be, demilitarized as it would be

That’s reminiscent of the famous line on the vice presidency: it’s not worth a bucket of warm piss.

Kerry also warned that Israel is “heading to a place of danger,” because of its own decisions.

But I do believe that Israel, because of decisions that are being made on a daily basis quietly and without a lot of people seeing them or fully processing the consequences, is heading to a place of danger.

And just as he had researched the 375-conversations-with-Netanyahu number for the occasion, Kerry itemized the number of settlers, and reminded the audience that Israel built the wall on stolen land:

But back then in 1993 [when Oslo principles were signed], there were 110,000 settlers in the West Bank. Today there are 385,500 or so. There is an increase – there is about 90,000 settlers living outside of the barrier. And the barrier, I want to remind everybody here, was established by Israel.

That’s a line that was drawn by Israel – not necessarily a border, but it’s a line. It’s a reflection of a security line. Outside of that line drawn by Israel there are now 90,000 Israelis living in these patchworks of settlements. There are 129 settlements. There are about 100 outposts, and outposts, as you all know, are illegal. …

Now, these outposts begin as one building, two buildings, then they become a scattering of 10 or 15, then they become a, quote, “settlement.” And what’s really concerning about what is about to happen is that many of these outposts, most of them, are built on what is considered to be Palestinian private land. Now, since Obama became president, the population outside of the barrier in the West Bank has increased by 20,00 people.

Message, you’re on your own. You made your bed. But we might flip you the bird back before we go.

यह ट्वीट एबीपी नयूज़ के ऐंकर अनुराग मुस्कान का है। 5 दिसंबर को तमिलनाडु की मुख्यमंत्री जयललिता के निधन के लगभग पौन घंटे पहले उन्होंने लिखा कि ऊपरवाले को किसी मुख्यमंत्री की ज़रूरत है तो तमिलनाडु जाने की क्या ज़रूरत है…आशय यह कि आसपास ही है वह जिसे भगवान के पास जाना चाहिए। कौन है..? क्या अरविंद केजरीवाल ? अनुराग ने नाम तो नहीं लिखा, लेकिन केजरीवाल के ख़िलाफ़ उनकी लगातार टिप्पणियों को देखते हुए कम से कम आम आदमी पार्टी समर्थकोें को कोई शक नहीं रहा कि निशाने पर कौन हैं। उन्होंने अनुराग की लानत मलामत की जिसके बाद यह ट्वीट हटा लिया गया। लेकिन मसला गंभीर था तो इसका स्क्रीन शॉट मौजूद था और ख़ुद उप मुख्यमंत्री मनीष सिसोदिया ने ऐसे ही एक जवाब को रीट्वीट किया।

आम आदमी पार्टी की नाराज़गी स्वाभाविक है। अनुराग पहले भी एक ट्वीट में केजरीवाल और मौत का रिश्ता जोड़ चुके हैं ।

नोटबंदी के ख़िलाफ़ केजरीवाल के अभियान को अनुराग किस तरह निशाना बनाते रहे, वह भी सामने है। यही नहीं वह सोशल मीडिया में एक विकट मोदीभक्ति की हैसियत पा चुके हैं..

अनुराग के पुराने ट्वीट भी उनकी दिमाग़ी हालत बताने के लिए काफ़ी हैं। उन्हें प्रथम प्रधानमंत्री जवाहरलाल नेहरू के दुष्चरित्र होने पर कोई शक़ नहीं है और मोदी विरोधी नेताओं के लिए उनके पास एक से बढ़कर एक तीर हैं-

सवाल यह नहीं है कि मोदी का समर्थन या केजरीवाल का विरोध करना गुनाह है। लेकिन एक बड़े चैनल के ऐंकर से इतनी तो उम्मीद की ही जानी चाहिए कि वह विरोध नीतियों का करेगा और उसके तर्क भी देगा। विपक्ष के तर्क भी समझने की कोशिश करेगा। भाषा की मर्यादा का हमेशा ख़्याल रखेगा और कम से कम किसी की मृत्यु की कामना से ख़ुद को नहीं जोड़ेगा। वैसे, अनुराग मुस्कान ख़ुद को ऐंकर के साथ ऐक्टर भी बताते हैं…ऐसे में सवाल यह भी उठता है कि वे किस की लिखी स्क्रिप्ट पढ़ रहे हैं..संपादकों की या फिर राजनेताओं की..!

The Demonetisation driven cash crunch may paralyse the economic activity.

Demonetisation has adversely impacted manufacturing and agricultural growth. The disruption to the economy will be such that there will be possibly, no growth in this last quarter of the year and actually a shrinking of the economy.

Most active segments of the population who constitute the ‘base of the pyramid’ use currency to meet their transactions. For instance the daily wage earners, other labourers, and small traders, who reside out of the formal economy, use cash frequently. These sections will lose income due to demonetisation. Cash stringency will compel firms to reduce labour cost and thus reduce income to the poor working class. There will be a trickle up effect of the liquidity chaos to the higher income people with time. When liquidity shortage strikes, it is consumption that is going to be adversely affected first. Reduced consumption, income and investment may bring down India’s GDP growths as the liquidity impact itself will last three – four months at the least.

6 दिसंबरः मैने इतिहास को नंग धड़ंग देखा !

…अयोध्या आंदोलन के नेताओं के लिए न्यायपालिका नौटंकी कंपनी थी, उनका नारा था “बंद करो यह न्याय का नाटक जन्मभूमि का खोलो फाटक”. बाद में साबित हुआ कि उनकी आस्था भी सत्ता पाने के मंचित की गई नौटंकी थी जिसमें बच्चा बच्चा राम का मंत्र और शंख फूंकने, श्राप देने वाले, बाबर की औलादों को पाकिस्तान भेजने वाले धर्माचार्य-साधु- साध्वियां कलाकार थे, जिसमें जितना अभिनय था वह उतना पद, सम्मान, मेहनताना वगैरा लेकर किनारे लगा.

कारसेवकों को भारत में मुगल साम्राज्य की नींव डालने वाले बाबर से एतिहासिक प्रतिशोध का सुख भव्य राममंदिर के रूप में पाना था जिसे भुला दिया गया, फिर भी उनकी हिंसक आस्था का प्रेत भटकता रहा तो उन्हें भ्रष्टाचार का झंखाड़ काटकर विकास की सड़क बनाने में झोंक दिया गया. तब हिंदू खून को खौलाकर जवानी को रामकाज में लगाया गया था, अब उस जवानी की अगली पीढ़ी को एक आदमी की भक्ति में लगा दिया गया है. कमाल ये है- भगवान की जगह आदमी ले चुका है लेकिन खून का उबाल वही है.

इस बीच चौथाई सदी बीत चुकी है जो आदमी की छोटी सी जिंदगी में इतना लंबा समय है कि उसे या तो अपने अनुभवों से कोई पक्का नतीजा निकाल लेना चाहिए या मान लेना चाहिए कि उसके दिमाग का पर्याप्त विकास नहीं हुआ है.

...तब मैं लखनऊ में दैनिक जागरण का शावक रिपोर्टर था जिसे एक प्रेसकार्ड दिया गया था, पर्ची दिखाने पर पंद्रह सौ रूपए तनख्वाह मिलती थी.

अखबार के मालिक नरेंद्र मोहन का जितना विस्तृत परिवार था उतने ही फैले धंधे थे. पत्रकारिता की ढाल के पीछे चीनी मिल, पेट्रोल पंप, शिक्षण संस्थान, रूपया सूद पर चलाने समेत कई कारोबार चल रहे थे. उनकी चालक शक्ति मुनाफा थी, नीति अवसरवाद और महत्वाकांक्षा थी तत्कालीन चढ़ती हुई राजनीतिक पार्टी भाजपा के पक्ष में जनमत का व्यापार करके धन कमाना और जल्दी से जल्दी शासक प्रजाति में शामिल होना जिसका अगला दिखता मुकाम राज्यसभा की मेंबरी थी. इसके लिए उन्होंने एक हार्ड टास्क मास्टर यानि गुंडा संपादक तैनात किया था जो सुबह चपरासी, सर्कुलेशन मैनेजर और पत्रकार किसी को भी पीट सकता था, दोपहर में किसी मजबूर महिला पत्रकार का रखैल की तरह इस्तेमाल कर सकता था लेकिन शाम को वह मालिक का ब्रीफकेस थाम कर विनम्र भाव से किसी मंत्री या अफसर से मुलाकात कराने चल देता था, आधी रात को एडिटोरियल मीटिंग बुलाकर पत्रकारिता के आदर्शों की भावभीनी निराई-गुड़ाई करने लगता था (फिर भी वह रीढ़विहीन बौद्धिक नक्काल संपादकों से बेहतर था. उसे मालिकों ने बूढ़े और बीमार हो जाने पर इस्तेमाल हो चुके टिशूपेपर की तरह फेंक दिया).

ऐसे सीनियर थे जो शावकों को संपादक के पैर छूकर उर्जा पाने की शास्त्रीय विधि सिखाते थे, एक हेडलाइन गलत लग जाने पर डरकर रोने लगते थे, रिटायरमेंट के एक दिन पहले जिंदगी का पहला स्कूटर खरीदने की मिठाई बांटते थे, एक प्रूफरीडर करपात्री जी भी थे जो दफ्तर में ही रहते थे, उनके कपड़े होली पर बदले जाते थे और वह दोनों वक्त सिर्फ पूड़ी खाते थे. (इन विचित्र किंतु सत्य कारनामों को मेरे स्वीडिश दोस्त पॉयर स्टालबर्ग ने तीन साल रिसर्च के बाद अपनी किताब लखनऊ डेली-हाऊ ए न्यूजपेपर कंस्ट्रक्ट्स सोसाइटी, प्रकाशक-स्टाकहोम स्टडीज इन सोशल एंथ्रोपोलॉजी, में बेबाकी से लिखा है).

मैं छात्र राजनीति से पत्रकारिता में आया था. इस माहौल में भी मुझे यकीन था कि अपने वक्त का सच लिखने और अन्याय के शिकार लोगों की मदद करने का मौका मिल जाएगा. इसकी बुनियाद यह थी कि जब अखबार संकट में आता था तो संपादक को सर्कुलेशन दुरूस्त करने के लिए पत्रकारिता के सरोकारों को साथ ऐसे रिपोर्टर याद आने लगते थे जिनके पास भाषा, कॉमनसेंस और राजनीति की समझ थी.

दिसंबर 1992 के पहले हफ्ते में ऐसा ही एक मौका आया जब भरेपूरे व्यूरो को दरकिनार कर भाऊ राघवेंद्र दुबे, मुझे और दिनेश चंद्र मिश्र को अयोध्या कवर करने भेज दिया गया. चलते समय जो निर्देश दिए गए उन्हें मैने एक कान से सुना दूसरे से निकाल दिया क्योंकि पिछले ही साल मैने बनारस का दंगा एक लोकल इवनिंगर के लिए कवर किया था तब मैने दैनिक जागरण, आज, स्वतंत्र भारत जैसे अखबारों की अफवाह फैलाने और एतिहासिक तथ्यों को तोड़मरोड़ कर सांप्रदायिक उन्माद फैलाने की कलाकारी और प्रेस काउंसिल आफ इंडिया की लाचारी का मजाक बनाते देखा था.

अयोध्या के मठों और अखाड़ों में आरएसएस, भाजपा, विश्व हिंदू परिषद, बजरंग दल, शिवसेना और भांति भांति के धर्माचार्यों के संयुक्त कारखाने चल रहे थे जिनमें या तो सांप्रदायिक उन्माद का उत्पादन हो रहा था या विराट भ्रम का. लालकृष्ण आडवाणी, अशोक सिंघल, महंत रामचंद्रदास समेत मंदिर आंदोलन के सभी नेता लीलाधर हो चुके थे. वे एक ही सांस में सुनियोजित रणनीति के तहत दो या अधिक बातें कह रहे थे- हम अदालत का सम्मान करते हैं लेकिन मंदिर आस्था का प्रश्न है जिसका फैसला अदालत नहीं कर सकती. राममंदिर चुनावी मुद्दा नहीं है लेकिन धर्म का राजनीति पर अंकुश नहीं रहा तो वह पतित हो जाएगी. कारसेवा प्रतीकात्मक होगी लेकिन मंदिर का निर्माण किए बिना कारसेवक वापस नहीं जाएंगे.

दूसरी ओर साध्वी ऋतंभरा, उमा भारती और विनय कटियार समेत बीसियों हाथों में दिन रात गरजते माइक थे जो पाकिस्तान में तोड़े गए मंदिरों की तस्वीरकशी करते हुए कारसेवकों को लगातार बानर सेना में बदल कर बाबर की औलादों को सबक सिखाने का अंतिम अवसर न चूकने देने की कसम दिला रहे थे. उन्माद इस स्तर पर पहुंचा दिया गया था कि अस्सी साल की बुढ़िया औरतें भी जो घरों में अपने हाथ से एक गिलास पानी भी न लेती होंगी “जिस हिंदू का खून न खौला खून नहीं वह पानी है” की धुन पर अपने कपड़ों से बेखबर नाचने लगीं लेकिन भ्रम भी ऐसा था कि कारसेवक रातों में अधीर होकर चंदा वापस मांगने लगते थे और ईंटे गठरी में लेकर वापस घर जाने की तैयारी करने लगते थे. मैने अपनी रिपोर्टों को इसी भ्रम और उन्माद के तथ्यों के सहारे नेताओं की कथनी-करनी के अंतर पर केंद्रित किया जो काफी एडिट करने के बाद बिल्कुल निरापद बनाकर छापी जाती थीं या रद्दी की टोकरी में डाल दी जाती थीं.

एक दिन सुबह का अखबार देखकर मेरे होश उड़ गए हम लोगों की संयुक्त बाईलाइन के साथ जाने किसकी लिखी एक काल्पनिक खबर बैनर के रूप में छपी थी- अयोध्या में मंदिर का अबाध निर्माण शुरू. मुझे उसी समय इंट्यूशन की तरह लगा कि इन भ्रमों के पीछे जिस छापामार योजना को छिपाने की कोशिश की जा रही है उसका पता मेरे अखबार को है और अंततः इस बार संविधान, न्यायपालिका वगैरह सबके सम्मान का स्वांग करते हुए विवादित ढांचे को ढहा दिया जाएगा. (एक से छह दिसंबर के बीच क्या हुआ यह लिखने की जरूरत नहीं है क्योंकि इसी साइट पर भाऊ राघवेंद्र दुबे लिख चुके हैं)

छह दिसंबर की दोपहर बाबरी मस्जिद के गुम्बदों के गिरने का समय दर्ज करते हुए, सन्निपात में चिघ्घाड़ते, बड़बड़ाते पागल हो गए लोगों के चेहरे देखते हुए, दंगे में जलते हुए घरों के बीच फैजाबाद की ओर किसी से उधार ली गई मोटरसाइकिल पर भागते हुए, खबर लिखते हुए, कारसेवकों की पिटाई के दर्द के सुन्न हो जाने तक पीते हुए मैं यही अपने मन में बिठाता रहा कि लोकतंत्र एक नाटक है, आदमी अब भी पत्थर युग जितना ही बर्बर है, देश में कुछ निर्णायक रूप से बदल चुका है, असल मुद्दों को दफन कर की जाने वाली शार्टकट धार्मिक जहालत की कुर्सी दिलाऊ राजनीति को सदियों लंबा नया मैदान मिल गया है…मैं हैरान था क्योंकि इसी से जुड़ा एक व्यक्तिगत उपलब्धि जैसा भाव भी उमड़ रहा था- मैने सभ्यता का दूध नहीं खून पीते लंबे दांतो और टपकते पंजों वाले इतिहास को नंगधड़ंग अट्टहास करते देख लिया है.

उस छह दिसंबर को दुनिया पर गिरती चटक ऐसी ही धूप थी और मैं भी वहीं था. बाबरी मस्जिद गिरने से ज्यादा दंगे के बीच फैजाबाद पहुंच कर अपनी खबर भेजने के लिए परेशान. अकेला अनप्रोफेशनल काम यह किया जब कारसेवक मुझ पर झपटे तो मैने भी जवाब में एक दो को मारा। इसके बाद मैं कितने पैरो के नीचे कुचला गया नहीं पता अगर राघवेन्द्र दुबे (भाऊ) नहीं होते तो शायद मर जाता। आज सोच रहा हूं कि बीते बीस सालों की प्रोफेशनल तटस्थता का क्या हासिल रहा। मेरे भीतर का कितना बड़ा हिस्सा ये पत्तरकारिता लकवाग्रस्त कर गई है. उस समय भी जिनके लिए (अखबार था दैनिक जागरण) तटस्थ हुआ जा रहा था वे मंदिर बनवा रहे थे और राज्यसभा जा रहे थे। तब से तमाम चावला, चौधरी और अहलूवालिया बेशुमार बढ़े हैं जो प्रोफेशनल एथिक्स सिखाते हुए डकैतों की तरह माल बटोर रहे हैं.

तटस्थता पत्तरकारिता की सजावट है उससे भी अधिक पाखंड है.
