The central government has just issued a notification permitting inter-state travel for migrant workers, pilgrims, tourists, students and other persons are stranded at different places in the country by road. This travel of course is subject to consultation between concerned states and union territories.
The Ministry of Home Affairs (MHA) has issued an order to this effect that requires all states and UTs to designate nodal authorities and develop standard protocols for sending and receiving such stranded persons. Buses shall be used for this purpose and will have to be sanitized periodically. Moreover, all social distancing measures will have to be followed during travel.

A press release by the government says, “on arrival at their destination, such person(s) would be assessed by the local health authorities, and kept in home quarantine, unless the assessment requires keeping the person in institutional quarantine. They would be kept under watch with periodic health check-ups.”
