New Delhi, June 18 : As the number of children dying from Encephalitis in Muzaffarpur district of Bihar continues to rise, there is a national outrage against the lackadaisical attitude and complete collapse of the health system in Bihar. Several social movements, community organisations, children’s and women groups, students gathered at Bihar Bhawan on June 17th afternoon condemning the inaction and incompetence of Bihar and Union government.

The protest was jointly organized by National Federation of Indian Women, National Alliance of People’s Movements (NAPM), Delhi Solidarity Group, Dait Adivasi Shakti Adhikar Mancha (DASAM), Right to Food Campaign, #NineIsMine childrens campaign among others. The protest also witnessed presence of students from IIT Delhi, Panjab University and general public who sympathized with the cause. The protesters raised slogans against the government, demanding Nitish Kumar’s resignation, timely action and handed over their demands in a memorandum addressed to Shri Nitish Kumar. Two officials from Bihar Bhawan accepted the memorandum on behalf of the Bihar government but refused to reveal their designations or full names.

In the past two weeks, more than 100 children in Muzaffarpur alone have died due to Acute Encephalitis Syndrome (AES). The relatives of the deceased and the admitted children have complained about the lack of basic facilities, absence of doctors at night and low nurse: patient ratio. The Health Minister of state, Mangal Pandey, took 12 days to even pay a visit to the hospital and when he did he passed an irresponsible remark blaming the weather and destiny for these deaths, rather than the incompetence of the health system.

The memorandum to the officials of Bihar Bhawan demanded immediate action like setting up an inquiry committee and punishing the culprits, free medical treatments and diagnostic tests for suspected cases at both private and government hospitals, increasing the number of beds and a separate research division to prevent such tragedy in future.

We are shocked that fasting for the cause of conservation and preservation of Ganga-Himalayan basin since 24th of June, 2018, Sant Gopal Das ji has disappeared from AIIMS, hospital, New Delhi under mysterious circumstances and is missing since 4th of December.

The government never tried to have a conversation with the saint in the last 171 days of his fasting and instead insensibly kept transporting him from one hospital to another and kept pressurizing him for giving up his fast rather than understanding his demands and addressing them responsibly. The same was happened with Swami Sanand (Dr. G.D.Agrawal) who had to sacrifice his life after 112 days of fasting .

On 4th of December Sant Gopaldas was forcibly taken from AIIMS New Delhi. We the concerned citizens are appalled and shocked by the absolute lack of empathy displayed by the central and the state government of Uttarakhand as no efforts has been made to search for the Saint. In a country that owes its independence to non-violence fasts, such animosity displayed by the government towards a person who is sitting on fast for a noble cause, a seer, is highly deplorable and unacceptable.

We have resolved to stand in unison, in support of the cause of Sant Gopal Das ji and urge and demand the government to initiate investigation into this issue of his disappearance with utmost diligence and promptness. As Sant Gopal Das was brought in police custody to AIIMS, New Delhi by Uttarakhand police we hold the Governments of Uttarakhand and India directly responsible for his disappearance. We also demand that Government should enter into dialogue with fasting Saints. Right now Brahmachari Atmabodhanand is also sitting on fast at Matre Sadan, Haridwar.

Multiple Power Project along the coastline, rapid urbanization, industrial pollution driving away fish population from the coasts in Andhra Pradesh; Sagarmala and Industrial Corridor responsible for the devastation

Amravati, Andhra Pradesh: On 25th day of Samvidhan Samman Yatra, activists reached Amravati, the capital city of Andhra Pradesh. On the way to first village, Kiran Kumar Vissa from Rythu Swaraj Vedika briefed the team about the issues.

The whole vision of making a Capital City by the CM Chandrababu Naidu has devastated the agriculture in more than 29 villages in the name of development. The Shivram Committee recommended to set up Capital either in decentralized manner or in Rayalseema. However, Chandrababu Naidu, rejected the report and decided to go ahead with Amaravati Plan with a promise to make the city like Singapore. This obsession with western model of development have threatened the indigeneity of the area.

Acquisition of more than 50 thousand acres of land for the Capital City through coercive “Voluntary Land Pooling” left little option with the cultivators of the region. The benefits of Consent and SIA provisions of central land acquisition act, 2013 remained distant for the people. From transparency to public hearing, everything was just bypassed to silence any voice raised against the acquisition. After Land pooling, no farmers are allowed to cultivate the land even when no work started on the land.

Not learning from the devastation of Chennai flood, Amravati also seems to be following the foot steps of Chennai and encroaching on water bodies. It is the irony in the country that Real Estate sector and businesses are being given priority on top of environment and people of the largest democracy.

Yatra reached Undavalli, the first village in the Yatra route. Activists taken out rally starting from the fields of Undavalli, where a large number of farmers joined them. This shows the discontent which is suppressed since long by the state government. According to representatives of Rythu Swaraj Vedika, there are 120 documented different crops being cultivated in the region. The area is famous for its rich fertile soil which supports 4 or more crops at the same time.

Nidamarru was the second village visited by the Yatra. “On one acre of land, fifty people are dependent on an average ranging from the families of cultivators to small scale traders. An agricultural worker can earn Rs 200 – 400 on a daily basis in the region. What will we do when dispossessed our land and livelihood. The Govt. gave us false promises like providing free education and health services in the name of development but we cannot see anything till now”, said Naji Reddy, a farmer from the village.

“We are farmers and we only know how to cultivate our land. No amount can compensate loss of our life long livelihood and basis of Right to Life. Money will be finished and we all will be left with no choice but to work as a worker in the factories where industries will rule our lives. If government and chief minister of Andhra Pradesh wants us to give up our land and livelihood, they should also be ready to give up their seats. They don’t deserve to represent us anymore.”, said Jayamma, a woman farmer from the village. Activists expressed strong solidarity to their struggles and moved towards third village, Lingyapalem.

Public meeting was organised in Lingyapalem village by local community leaders and villagers. They shared that the state government is hell bent on acquiring land and driving out everyone including original inhabitants of the land. It is nothing but an injustice with adivasi, dalits, and landless workers.

Bhupendra Rawat from Jan Sangharsh Vahini said that the NAPM rejects the Land Pooling Scheme which encourages land mafia to grab more and more land and transfer all to industries and rich. Government is aware about it and they are equally hand in gloves with them.
“Women need to be at the fore front of the struggle to push back the government and continue their struggles for protecting their land and livelihood”, said Kamla Yadav from Narmada Bachao Andolan.

“Monetizing such fertile land is a blunder by the government which is being done through Voluntary Land Pooling Scheme. It is an inter-generational resource and cannot be compensated by any means”, said Sudha from Sangatin Mazdoor Kisan Sangathan, Uttar Pradesh
Representatives from Dalit Community said that they have been living here for more than centuries. But the government have not been able to extend any benefits as they are providing to other farmers. The police continue to harass them and use coercion to part away from the land. Chandrababu Naidu pretend to stand against the Central Government on Dalits issues but fails people from the same community in his own state.

The rehabilitation policy framed cannot be more castiest and unconstitutional. People from dominant castes are receiving higher compensation while dalits are getting lower. Even among dalits, there is hierarchy. It stems more from the discrimation at policy level between the Assigned Land and Patta Land which is prohibited in the central land acquisition act of 2013.

After Amravati, Yatra reached to the public meeting in Ongole which was organized by Democratic Traditional Fishworkers Forum, APVVU, and State Yanadi Union.

Bhupendra Singh Rawat introduced the activists travelling with yatra to the people of the public meeting and said that now the ministers in the Government have come openly in public against the Constitution and we cannot let them destroy it. We resolved to fight against this and are travelling across the country making people aware about the intentions of BJP Government.

“The foremost problem of Andhra Pradesh is the proposed construction of 18 new ports and large number of power plants being commissioned around ports on the 760 kms long coastline of the state. All this is being done under Sagarmala and Industrial Corridor projects.”, said Pal from DTFF. The access to the coast is being systemically restricted for the fisherpeople. They are being forced to abandon their fishing practices and become migrant workers in their own state.

“We are unable to go for fishing as the rising urban population due to rapid urbanization around coasts and urban pollution are killing the fish population”, said A. Subharav, a fisherman.

Kati Padma and Vijayamma from Yana Community reflected on issues faced by their community due to social boycott and lack of basic housing facilities. They demanded one acre of land for each family under the land reform initiatives.

“The CRZ norms are being violated. The police officials brutally treat protesting fisher people. People are being killed and their bodies were taken away by the police forces.”, said K. Subharao, a teacher from the community.

Madhuresh Kumar from National Alliance of People’s Movements expressed solidarity with the protest against shipping corridor organised by National Fishworkers Forum along the coastline.

Parth from Paryavaran Suraksha Samiti, Gujarat described Sagaramala as an attack on fisher community across India and said that we need to stand together and fight against their attempt of selling off land, forests, rivers and coasts to industries and corporates.

We are standing at crossroads and passing through a critical juncture in India’s history and have a historical responsibility to save and salvage the ethos of this country, to fulfill the dreams of social, economic and political justice that Dr. Baba Saheb Ambedkar envisioned. There is an overwhelming urgency to come together, beyond diversity of perspectives, to safeguard the constitutional values and principles of humanity, based on social justice, liberty, equality, fraternity, scientific and rational thinking in the social psyche to deal with all these political, economic, social, cultural challenges. The need of the hour is to create understanding and tolerance in society, by peaceful, democratic and constitutional means. It is equally vital to aim for economic equity, social parity, environmental protection, sustainable development, establishment of people’s rights over access of resources and annihilation of caste and patriarchy.

It is with this urgency and spirit that National Alliance of People’s Movements (NAPM) has, after numerous discussions, planned to embark on a Samvidhan Samman Yatra – a nationwide tour to restore and protect the core values of our Constitution and democracy, at a time when there is an all-out attack on the Constitution, people’s rights, livelihoods, environment and the spirit of diversity in the country, even as massive scams, resource loot and dilution of laws are taking place and farmers, workers, students, employees, women, dalits, adivasis, muslims all are on the streets asserting their rights, spaces and freedoms.

Yatra shall travel more than 25000 Kms through 26 states in 65 days holding meetings, discussions, public events, supporting struggles, sharing grief of victims of the violence and hate and spreading message of plurality, love, peace and social justice. The Yatra shall culminate in a Manvadhikar Rally and Jan Sansad in Delhi on 10th December, 2018, the International Human Rights Day.

Bhatkal, Karnataka: The Samvidhan Samman Yatra travelled through the magnificent Konkan Coast and witnessed the large-scale ecological devastation in the name of so-called economic Development. It was clearly evident that how Madhav Gadgil has rightly alerted the Government long ago through his report on Western Ghats. The pristine beauty of western ghats is being destroyed by widening of roads and railway tracks that has caused felling of thousands of old trees and cutting of hills to make the ground of urbanization.

The forest cover of the districts along the western ghats like Karwar and Uttara Kannada have been significantly reduced yet the flawed model of development keeps destroying nature and communities living symbiotically in the region.

In the morning, Samvidhan Samman Yatra reached Bhatkal where organisations like Social Democratic Party of India, Welfare Party of India, JDS, Popular Front of India, Student Islamic Organisation and many others welcomed the Yatra on its 19th day. People joined the rally rejecting of anti-constitutional forces who are hell bent on subverting rights conferred to people of the country.

People in large number joined the public meeting organised after the rally in Bhatkal. Sister Celia from Domestic Workers Union and NAPM graced the meeting with her presence. “Samvidhan Samman Yatra is mobilizing voices from all over the country and rejecting anti-constitutional, anti-people, communal forces”, said Himshi Singh from NAPM. She also introduced the travelers with the people of Uttara Kannada who joined the public meeting.

Inayatullah from JDS welcomed everyone on behalf of all the participating organisations and emphasized on the need to get together and protect the western ghats when the country has started facing the consequences of ignoring the importance of nature and indigenous communities.
“Recently, the country is witnessing the garlanding of people accused of mob lynching and atrocities on dalits”, said Bhupendra Singh Rawat from Jan Sangharsh Vahini. He emphasized that the violence is being praised continuously by state machineries in various ways. Even institutions with constitutional powers are tried to be used for political benefits, be it CVC, CBI, Election Commission, or the Judiciary. Nothing remained democratic and aloof from corrupt and unbiased practices. Member of Parliaments are openly threatening the judiciary to refrain from interfering in executives functioning.

Ashish Ranjan from Jan Jagran Shakti Sangathan, Bihar said Bhagat Singh, Chandrashekhar Azad, Mahatma Gandhi, and many others fought tirelessly for the freedom struggle and the Idea of India. Baba Saheb Ambedkar shaped the Constitution of India after rigorous discussions and deliberations. The Preamble shows us the way to remain peaceful and prosperous. But now again right-wing extremists are posing threat to the cultural integrity and peace of the nation as they did before the independence of India.

Mohammad Toufeek from Socialist Democratic Party applauded the ongoing Yatra and urged people to spread the message to fight against the communal forces with all its strength. The demolition of Babri Masjid was a major blow to the secular fabric of the nation and we cannot let such forces to rise again in a country known for peace and harmony. It was a clear attack on our constitution violating the principles laid in our preamble, the soul of our Constitution.

“Travelling from North to South, People can easily witness the diversity in culture, traditions, language, food, etc. This is our real strength and beauty which unites us and makes us different from other democracy in the world”, said Richa Singh from Sangatin Mazdoor Kisan Sangathan, Uttar Pradesh.

Asad from Student Islamic Organisation extended the views of Richa Singh and said that now the aforesaid unity is under threat. Student Najeeb is still missing. Members of different groups affiliated to ruling party rallying in support of rapists, and killers. He also opined that the yatra is in a direction to restore the lost values which we as a nation and people had before. On behalf of people of Bhatkal, he expressed full support to the yatra and pledged to fight against communal divisive forces that are trying to polarize Bhatkal, Karnataka and the nation.

The Yatra shall culminate in a Manvadhikar Rally and Jan Sansad in Delhi on 10th December, 2018, the International Human Rights Day.

Mumbai | 29th June 2018: Ghar Bachao Ghar Banao Andolan, Mumbai organized a rally and dharna of residnents of Mahul and Tansa Pipeline Project Affected People to demand better rehabilitation. The rally was organized on Friday 29 June demanding the Relocation of residents of Mahul to a better place, to stop of sending more people to Mahul, comprehensive rehabilitation plan​ and no demolition without rehabilitation. Rally started ​from​ Carnac Bunder​ ​and culminated at Azad Maidan. The rally was led by renowned social worker and activist Medha Patkar.

Government assured action within seven days

Thousands o people from Mahul, Bhimchaya basti, students and various social organizations were present in the rally.

After rally the delegates of 10 people went to meet Chief minister Devendra Fadanavis. The delegations had successful meeting with Education Minister Vinod Tawade who was representing Chief minister in his absence. Municipal commissioner Ajay Mehta was also present in the meeting. Three main demands were discussed in the meeting. The delegation demanded to stop demolition of basti especially in rainy season and to rehabilitate project affected people of Tansa pipeline area who are currently given houses in Mahul, in the flats which are constructed for rehabilitation of such people in various parts of Mumbai. Minister Vinod Tawade gave assurance that he will discuss this with chief minister and will give reply within next seven days.

​​Given high level of pollution, residents of Mahul are dying and suffering from serious diseases. ​Mahul was declared inhabitable by the NGT in 2015 still the Maharashtra government decided to send poor citizens to Mahul where the atmosphere is toxic and lack all the basic amenities-hospital, schools, transport. Life has become miserable after poor residents are shifted here. Government wants to shift more and more people to Mahul by ignoring all the health and environmental issues. Residents of Mahul and all those who are living near the Tansa Pipeline and now being forced to shift to Mahul,

In 2009 the Bombay High Court ordered the forcible eviction and clearance of all  Big rally and dharna of residnents of Mahul and Tansa Pipeline Project Affected Persons to demand better rehabilitation.

By 2017, 20,000 homes had been cleared, and 30,000 Project Affected People were relocated to the Mahul complex in M-East ward, nearly 12 km away from their original settlement. Alongside the Eastern Expressway, 72 seven-storey apartment buildings are located in close proximity to major industrial factories including the Hindustan Petroleum and Bharat Petroleum refineries, Sea Lord Containers, Aegis Logistics Ltd, Tata Power, Rashtriya Chemical and Fertilizers.

Majority of the population displaced from Tasna pipeline region to Mahul area are from Dalit, religious minorities, tribal groups.

The primary concern of residents of Mahul is the inhospitable environment and air quality that has contributed to serious health problems, including the death of 23 people. A survey conducted by KEM Hospital and cited by the National Green Tribunal (Western Zone) petition filed by residents of Mahul,  reports that “67.1% of the population had complaints of breathlessness more than 3 times a month.” Other common ailments include skin and eye irritation, choking, vomiting and hair loss. Sources for the various illnesses include high levels of toluene diisocyanate, nickel and benzopyrene and other volatile organics. The poor drainage systems, solid waste removal, and contaminated water supply all exacerbate the negative health effects of the poor environmental standards.

There is no official policy that clearly defines the levels of ambient air quality acceptable for areas where people are relocated. Furthermore, there is no guidance for the duration and frequency of sampling that must be conducted prior to relocation of persons. The Courts have yet to issue the judgement on the culpability of the nearby industrial polluters, but the lack of accountability by the BMC to provide an adequate standard of living for these forcibly displaced people is obvious.

In fact, the National Green Tribunal had directed the Maharashtra Pollution Control Board (MPCB) to define a buffer zone between an industrial and residential area. The direction was given in the year 2015 whereby MPCB was asked to define the buffer zone in a four months’ time. To our shock, no buffer zone has been defined till date and instead the government decided to dump poor residents in an industrial area.

A woman living Ashok Nagar area whose family is one of the affected families of this eviction said, “I have all the legal documents and proof of our house in that area, even then it was declared illegal and demolished. Our house was bigger than the house we got in Mahur area. Now we have to live in this small one-room kitchen without any basic facilities such as water, health and education for our children. When we shift here in Mahur, all the four members of my family fell ill. We saw the situation of people living here and now when we thought of going to the doctor, we are in continuous fear that we should not get affected with the diseases like skin cancer, with which other people in the region are struggling. We are fighting for our rights and court gave us the date for next hearing. We don’t understand for how much time we have to fight for justice. So many people are dying in this region due to this polluted air, will we get justice after our death?

In addition to concerns in healthcare access, families are now affected by barriers to education. The continuity of studies is impaired, as the current commute to school has been greatly extended by the relocation.

Due to the isolated nature of the new relocation site, travel time and travel costs for work have been greatly extended. The nearest railway stations are Chembur station (8 km away) and Kurla station (12 km away). Travel to the train stations requires an expensive rickshaw ride, a treacherous bicycle journey or a public bus that comes extremely infrequently.

The negative impact of relocation often falls most heavily on women. The long journey on (infrequent) public transportation is typically marked by harassment. Many women had to resign from their jobs which were predominantly in service industries, as the longer commute prevented them from caring for their families and they were now removed from their employment networks. People living in Tansa water pipeline area were locally employed or self-employed. This displacement affected their livelihood neagtively.
The current efforts of the Maharashtra government to relocate slum residents ignore critical determinants of citizen’s livelihoods, especially the environmental quality, access to health services, education opportunities, and access to functioning transport networks. Thus far, the lack of policy guiding such relocations has resulted in the subjugation of residents of Mahul to horrid conditions.

In the rehabilitation and resettlement act 2013, there is the provision of social impact assessment under which the public hearing should be conducted at the affected area. Also according to this act government should publish the report of social impact assessment and rehabilitation should be carried out on the basis of that report which should take care of all the basic facilities such as food security, education, livelihood etc. Rehabilitation does not mean only to relocate it should ensure the restoration of livelihood and education opportunities. But the ongoing rehabilitation practices of this government shows that it is only displacing people without taking into consideration any basic amenities.
