Doctors Strike in Bengal: Calendar of Assaults on Docs across India

While the assaults on doctors in Kolkata has led to a ‘nationwide’ agitation, let’s look at multiple incidents of assaults on doctors that did not result in outrage: Tripura, Punjab, Chhatisgarh, Karnataka, Uttar Pradesh

Beginning with Bengal, spreading to Delhi, Mumbai and Thiruvantapuram doctors –backed by the Indian Medical Association—are agitating. Chief ministerWest Bengal Mamata Banerjee has invited to talks the agitating junior doctors who are expected to finalise their response on Saturday.If the junior doctors accept the invitation to “three to four representatives”, the talks are expected to take place at 5pm at Nabanna, the state secretariat.The junior doctors have been on strike since Tuesday morning after an assault following the death of a patient at NRS Medical College and Hospital. Among their key demands are an apology from the chief minister for her outburst at SSKM Hospital on Thursday afternoon and foolproof security.

The protesting junior doctors at NRS will meet on Saturday morning and consult their peers at all the state-run medical colleges in Bengal on whether they should go to Nabanna to meet the chief minister.Till late Friday night, there were two opinions: one favouring acceptance of the invitation and the other keen on the chief minister visiting NRS.

 “The chief minister wanted to hold talks with the junior doctors on Friday night itself but they needed time to decide whether to go and whom to send. So the meeting could not be held today. We sought a time from the chief minister and she told us we can meet again at 5pm tomorrow,” Sukumar Mukherjee, one of the five doctors who met Mamata, said while leaving Nabanna.

Asked whether the junior doctors would turn up for the meeting on Saturday, Mukherjee said: “I don’t know, but we will come.”

While it is Bengal that has led to the recent crisis given the assault on medical personnel, let’s look at other assaults on the medical fraternity by sections of the political class.

Agartala:  All Tripura Government Doctors’ Association (ATGDA) and Indian Medical Association (IMA) Tripura chapter issued 24 hours ultimatum to arrest BJP Mandal president of Sabroom in south Tripura Arjun Debnath who has been accused of assaulting an on-duty doctor and thrown shoes on him.Addressing media here today the doctor bodies’ alleged as many as nine attacks on medicos have been reported in past one year in Tripura but there was no exemplary punishment awarded to the perpetrators.
Despite there is an Act to prevent doctors from violence in hospitals and health institutions, there is no change in the situation and still, doctors were the main target.

“Since there is no strong action against the attackers of doctors, common psychology has developed in the society that patients in the hospital died only due to the failure of the doctors; hence assault on the doctor is the immediate remedy. Neither the government nor society took a strong stand against the notion. None of the offenders is punished so far in the state,” alleged an ATGDA official.

Medical Dialogues had recently reported about an assault incident at Delhi’ renowned RML hospital where a female resident doctor, who is a postgraduate trainee in medicine department Dr RML hospital, Delhi was allegedly beaten mercilessly by the relatives of the patient.
In response to the incident, the students and doctors from Dr RML hospital ensued protests. Federation Of Resident Doctors Association India (FORDA) has also extended support to the victim doctors and the protestors.


Indian Express: BJP leader booked for ‘threatening’ doctor

THE POLICE Tuesday booked a BJP leader, Parveen Bansal, former district president of the party in Ludhiana, for allegedly misbehaving with a doctor on duty at Civil Hospital. Doctors at the hospital, who were on strike since Monday inconveniencing patients, called off their strike Tuesday and resumed work. Emergency services were badly hit and patients had a harrowing time at Civil Hospital Monday.

Bansal was booked for allegedly misbehaving, threatening and using derogatory language with Dr HS Bains, who was on emergency duty Saturday evening. Bains said that a woman from Nawanshahr, who claimed to be a domestic violence victim, came to him to get a medical legal report (MLR) prepared. Also, as the alleged incident of domestic violence did not happen in Ludhiana district and was more than 24 hours old, she had to first get an affidavit, the doctor told her.
However, she called up BJP leader Parveen Bansal, who reached the spot. The doctor said Bansal started threatening him with dire consequences if the report was not prepared. He also allegedly instructed the doctor on what should be written in the report. When the doctor said he would write only what he will examine, Bansal allegedly threatened him to get transferred.

Dr Avinash Jindal, president, Indian Medical Association (IMA) Ludhiana unit said, “Dr Bains joined Ludhiana hospital just four months ago and he did not know Bansal. Still he talked to him respectfully but Bansal kept interfering even as he was busy with other patients. Then he told him to write in report that the woman was having multiple injuries even if that wasn’t the case. When the doctor refused, he said he will get him transferred, used derogatory language and said that he would show him his place. While leaving, he even tried to punch the doctor. He also announced during the brawl that he will put corruption charges on Dr Bains.” Bansal, meanwhile, in a statement claimed that Dr Bains demanded Rs 2,000 as bribe to prepare MLR report and he only went to the spot to “expose corruption.”
The division number 2 police station registered FIR under section 186 (obstructing public servant in discharge of public functions) and 189 (threat of injury to public servant) of IPC. The police sent a letter confirming registration of the FIR to Civil Hospital following which doctors ended the strike Tuesday noon. Inspector Ashok Kumar, SHO division number 2 police station said a probe was on and Bansal was yet to be arrested.


India Today: Bhopal: Doctors submit mass resignations after BJP leader Jaspal Arora threatens to strip doctor in public

Alarmed by the mass resignation of doctors at the government district hospital in Sehore, state BJP President Nand Kumar Chauhan has served a show cause notice to party leader Jaspal Arora asking him to explain his misbehavior with the doctors on Wednesday.
BJP leader Jaspal Arora abused and threatened to strip a doctor after he allegedly refused to medically examine a victim of sodomy.Arora also threatened the chief medical officer of the district hospital and his supporters created ruckus inside the premises after the victim alleged he was being neglected.

An onlooker recorded the incident, in which the BJP leader can be seen threatening and abusing doctors of the Sehore District Hospital.Speaking to India Today, the doctor who was allegedly threatened by Arora said that he was busy attending a patient who eventually died.

DOCTORS REFUSE TO WITHDRAW RESIGNATIONS
“I told the relatives of the victim to wait for sometime as I was dealing with an emergency case but they were adamant and wanted me to speak with Arora on the phone immediately. I did not do that and within five minutes, he reached the hospital and without listening to my side of the story started abusing me. He also threatened to strip me in public,” he said.

The doctors at the hospital reacted to Jaspal Arora’s threat by tendering a mass resignation.

On Thursday, work at the hospital came to a grinding halt as doctors left for Bhopal to bring the matter before the state health minister and other senior officials.

In an attempt to diffuse the situation, government officials directed the district police to register an FIR against the BJP leader.

Late on Thursday, police registered a case under Sections 294, 353 and 506 of the Indian Penal Code against BJP leader Jaspal Arora.

The doctors, however, have refused to withdraw their resignations, saying they need security at the hospital.

A senior doctor from Sehore said, “It has become a fashion to threaten and abuse doctors at the hospital. And this is not the first time that Jaspal Arora has misbehaved with doctors. All the doctors have decided not to withdraw their resignations till the time he is arrested and adequate security is provided at the hospital.”

Meanwhile the OPD at the hospital remained shut for the second consecutive day on Friday.


Indian Express: Pune: Police launch search for BJP corporator booked for ‘assaulting’ doctor at Sassoon hospital

As per the FIR, the corporator asked the doctor to examine a person she had brought with her. The doctor was, however, already treating another patient. The corporator then took out the phone and started video graphing what the doctor was doing and later allegedly beat her up.

A corporator of the Pune Municipal Corporation (PMC) allegedly assaulted a 26-year-old doctor at the Sassoon General Hospital in the early hours of Wednesday. An offence has been registered and police have launched a search for Aarti Kondhare, who is a BJP corporator in the PMC.
The incident took place at 1 am in ward no. 43 of Sassoon General Hospital, where the doctor, Snehal Khandagale, was treating a patient who had sustained serious injuries in an assault, said police. Khandagale, who was on night duty as an attending doctor in the ward, told
The Indian Express, “I was with a patient who had sustained serious injuries in an assault… suddenly, a woman barged inside the ward and started asking in a loud voice about two patients on other beds. When I went up to her and asked her what had happened, she asked me to treat the two persons. One person had bruises on his hand and face and the other had an injury on the forehead. I told her that preliminary treatment had been given to those patients and some further examinations were awaited. But she was not ready to listen to me and threatened that she would complain against me to the authorities.”

“… She took out her phone and started shooting a video. I asked her to not do that and at this point, she hit me on the face. We later got to know that the woman was Aarti Kondhare,” added Khandagale.

An FIR has been registered by Khandagale at the Bundgarden police station under IPC sections pertaining to assault on public servant and criminal intimidation. Kondhare has also been booked under sections of the Maharashtra Medicare Service Persons and Medicare Service Institutions (Prevention of Violence and Damage or Loss to Property) Act.

“After the registration of the FIR, we launched a search for Kondhare. She wasn’t at her house or her office. We have reasons to believe that she is evading arrest,” said Assistant Inspector Jayawant Patil of Bundgarden police station. “We will also conduct a probe into the accident involving the two persons she had gone to meet at Sassoon hospital.”

While Kondhare’s mobile phone was switched off, a person who identified himself as Dada Kumbharkar answered the phone number listed under her name on the PMC website. Kumbharkar said he was Kondhare’s personal assistant and told The Indian Express over the phone,
“Her (Kondhare’s) phone has been switched off since the afternoon. Last night, her son and his friend, who were riding on a motorcycle, had met with an accident after their bike slipped on the road. She was trying to ask the doctors at Sassoon to treat them, but they were not paying any attention. The two are now being treated at a private hospital.”


BJP MP Naran Kachhadiya sentenced to three years in doctor assault case

Naran Kachhadiya slapped Dr Bhimji Dabhi of Amreli Civil Hospital during an altercation over the latter’s failure to answer his phone call.

A DESIGNATED COURT in Amreli convicted sitting BJP MP from the region, Naran Kachhadiya, in a 2013 case of assaulting a doctor at a government hospital and committing atrocities against him and sentenced the politician to three years of imprisonment on Wednesday. Even though the court stayed execution of the sentence for a month, Kachhadiya faces disqualification as a Member of Parliament due to his conviction in the criminal case under new rules.

Atrocities act special court of judge Dilip Bhatt in Amreli found Kachhadiya guilty of assaulting Dr Dhanji Dabhi in Civil Hospital, Amreli on January 1, 2013 and thus also subjecting him to atrocities. The court also pronounced Kachhadiya’s driver Ramesh and three others—Kirit Vamja, Madhuben Joshi and her son Ravi Joshi guilty of illegal assembly and sentenced them to six months of imprisonment.

According to details of the case, Madhuben Joshi​, then president of the BJP women’s wing in Amreli, ​had gone to the government hospital on January 1, 2013 with ​her son Ravi​, who had been beaten up. Medical officer Dr Dabhi, who was on duty asked Joshi to wait for some time as he was attending another patient. However, Joshi called up Kachhadiya, who was a sitting BJP MP then also. Kachhadiya rang up Dr Dabhi but the latter did not respond to the phone call. Eventually, the MP rushed to the hospital and assaulted Dr Dabhi who belongs to Scheduled Caste.

When contacted Kachhadiya told The Indian Express, he was innocent and that he would challenge the verdict before a higher court.

“Madhuben Joshi was the chief of BJP women’s wing at that time. Her son Ravi was beaten up by somebody and she had taken him to the Civil Hospital. He was serious. As a representative of the public, I rushed to the hospital. I don’t know what had happened before I reached the hospital nor did I know Dr Dabhi. After the complaint was filed, Dr Dabhi had even stated before a magistrate that he had reached a compromise. I don’t know how this verdict has come about,” said the MP.

He said further said that the remaining accused were BJP workers and therefore it was his duty to help them.

​”The court was convinced that Dr Dabhi was on duty at the time of the incident and that Kachhadiya assaulted him and that other accused were part of the unlawful assembly. Therefore, the court pronounced Kachhadiya guilty under IPC Section 332 and sentenced him to three years of imprisonment and six months of imprisonment under IPC Section 143 read with the Atrocities Act. The remaining five were found guilty under IPC Section 143 and sentenced to six months of imprisonment,” Maganlal Solanki, district government pleader (DGP) of Amreli told The Indian Express.

The court also imposed a fine of Rs35,000 on the MP.

A farmer by profession, Kachhadiya (60) was serving his first term as MP of Amreli district at the time of the incident. The BJP had shown confidence in him again and had given him party ticket to seek reelection in 2014 Lok Sabha election. Kachhadiya had managed to retain his seat by emerging victorious in the poll.

Kachhadiya claimed that there was no threat to his membership in the Parliament. “The court has given me time to go into appeal. I shall seek regular bail and therefore, there is no threat to my membership in the Lok Sabha,” added Kachhadiya. ​


 

Dainik Jagran: मैनपुरी में भाजपा नेता ने चिकित्सक को पिटवाया

आगरा(जागरण संवाददाता): मैनपुरी जिला अस्पताल की इमरजेंसी में ड्यूटी कर रहे एक चिकित्सक से भाजपा नेता का विवाद हो गया। चिकित्सक ने भाजपा नेता पर मारपीट करने का आरोप लगाते हुए रिपोर्ट दर्ज कराई है। वहीं भाजपा नेता ने अपने ऊपर लगे आरोप को झूठा बताते हुए चिकित्सक पर गंभीर आरोप लगाए हैं।

जिला चिकित्सालय में तैनात नेत्र रोग विशेषज्ञ पीके झा को बुधवार की रात इमरजेंसी ड्यूटी पर तैनात किया गया था। रात करीब सवा नौ बजे चिकित्सक ड्यूटी पर थे तभी भाजपा जिला उपाध्यक्ष अनुराग पाडेय बुखार से पीड़ित अपने पुत्र को लेकर वहा पहुंचे। चिकित्सक का आरोप है कि अनुराग पाडेय ने अपना मरीज देखने की बात कहते हुए पहले उनके स्टाफ के साथ गाली गलौज की फिर गुंडे बुलाकर सीएमएस की मौजूदगी में उनके साथ मारपीट करवाई। जिससे सरकारी काम में बाधा पहुंची है। चिकित्सक की तहरीर पर पुलिस ने मामला दर्ज कर लिया है।

दूसरी ओर भाजपा नेता ने चिकित्सक पर गंभीर आरोप लगाए हैं। उनका कहना है कि चिकित्सक ने उनके बीमार पुत्र को टेबिल के दूसरी ओर से देखा। उन्होंने चिकित्सक से फिर से ठीक से जाच करने का अनुरोध किया तो वे बदसलूकी करने लगे। उनके स्टाफ के लोग गलबहिया डालकर बैठे थे। एक अन्य मरीज का उपचार नहीं कर रहे थे। उन्होंने घटना की शिकायत सीएमएस से की तो कुछ देर में सीएमएस आपातकालीन चिकित्सा कक्ष में पहुंच गए। उन्होंने चिकित्सक पर हमला नहीं करवाया है।

वहीं गुरुवार की सुबह घटना की जानकारी अन्य चिकित्सा कर्मियों को हुई तो आक्त्रोश फैल गया। उन्होंने काम न करने का फैसला लिया। बाद में अधिकारियों के समझाने पर डेढ़ घटे बाद काम पर लौट आए। सीएमएस डॉ. आरके सागर ने बताया कि चिकित्सक पर हमले को लेकर विभाग गंभीर है।
 


मथुरा में भाजपा नेता की दबंगई, साथियों संग चिकित्सक को बंदूक की बट से पीटा

मथुरा: उत्तर प्रदेश के मथुरा जिले में एक आवासीय इमारत में पार्किंग को लेकर हुए विवाद में भाजपा के एक तथाकथित नेता और उसके आधा दर्जन से अधिक साथियों ने एक चिकित्सक को बंदूक की बट से कथित रूप से बुरी तरह से पीट दिया और हवा में गोलियां चलाईं। चिकित्सक को घायल हालत में अस्पताल में भर्ती कराया गया है। घटना शुक्रवार रात करीब दस बजे की है लेकिन मामला सुर्खियों में तब आया जब शनिवार को पूरे प्रकरण का वीडियो स्थानीय स्तर पर वायरल हो गया।

वीडियो में भाजपा का एक तथाकथित नेता अपने साथियों के साथ मिलकर चिकित्सक को बुरी तरह से पीटता दिखता है। पुलिस ने पीड़ित डॉ. राहुल सारस्वत की तहरीर पर मामला दर्ज कर सात आरोपियों को गिरफ्तार कर लिया है। हाईवे थाने के प्रभारी निरीक्षक नितिन कसाना ने मामले की जानकारी दी।

कसाना ने बताया कि चिकित्सक की तहरीर पर सात नामजदों के खिलाफ रिपोर्ट दर्ज करने के बाद शनिवार को मंडी समिति क्षेत्र से सभी आरोपियों को गिरफ्तार कर लिया गया। इनके पास से दो राइफल, एक बंदूक और एक एयरगन बरामद की गई है। तीनों हथियार लाइसेंसी हैं। सभी के विरुद्ध विधि अनुसार कार्रवाई की जा रही है।

फतेहाबाद में बीजेपी नेता द्वारा एक ऐंबुलेंस को रोकने का मामला अभी ठंडा भी नहीं हुआ था कि इसी कड़ी में अब बीजेपी की हिसार लोकसभा निगरानी कमिटी के अध्यक्ष एवं वरिष्ठ सीनियर नेता मंदीप मलिक व उनकी पत्नी पर फतेहाबाद के एक डॉक्टर दंपती के साथ मारपीट करने का मामला सामने आया है।

फतेहाबाद के नवजीवन अस्पताल के संचालक डॉक्टर राकेश ने सदर थाना हिसार में दर्ज कराई शिकायत में कहा है कि वह अपने परिवार के साथ दिल्ली में बहन से राखी बंधवाने गए थे। वहां से रविवार देर रात वापस फतेहाबाद लौट रहे थे। उनके साथ कार में पत्नी डा. संगीता, भाई मुकेश, भतीजी दीक्षा भी मौजूद थी। रात 11.40 बजे गाड़ी से हिसार के निकट हिसार-दिल्ली नैशनल हाइवे पर रायपुर चौक पहुंचे तो लिंक रोड से कार ने डिवाइडर को क्रॉस करते हुए उनकी कार को टक्कर मार दी। इस दुर्घटना में डॉ. संगीता घायल हो गईं। डॉ. राकेश का आरोप है कि जब वे कार से नीचे उतरे तो दूसरी कार में सवार खुद को बीजेपी का नेता बताते हुए मंदीप मलिक नीचे उतरे। उनके साथ एक अन्य व्यक्ति व दो बच्चे थे। फिर गाड़ी चालक ने फोन करके अन्य व्यक्ति और एक महिला को मौके पर बुला लिया था।

आरोप है कि दूसरी गाड़ी में बीजेपी नेता मंदीप मलिक की पत्नी अनीता आईं और उन्होंने अपशब्द बोलने शुरू कर दिए। जब विरोध किया तो बेस बॉल के बैट से उसके भाई डॉ. मुकेश पर हमला करके घायल कर दिया। इसके बाद बीजेपी नेता व उसकी पत्नी ने उन्हें जान से मारने की धमकी दी।

सदर थाना के हेडकॉन्स्टेबल जयप्रकाश ने बताया कि डॉ. राकेश की शिकायत पर मंदीप मलिक और उनकी पत्नी अनीता के खिलाफ भारतीय दण्ड संहिता की धारा 279, 323, 337, 506 और 34 के तहत केस दर्ज कर लिया है। मामले की जांच की जा रही है।

बीजेपी नेता ने आरोपों को नकारा

बीजेपी नेता मंदीप मलिक ने अपने ऊपर लगे सभी आरोपी को निराधार बताते हुए कहा कि दुर्घटना के बाद डॉ. और उसके परिवार के लोगों ने उनकी पत्नी अनीता के साथ दुर्व्यवहार किया था और डॉ. राकेश द्वारा हाथापाई की गई और इसके बाद पर्स और 65 हजार रुपए भी चुरा लिए गए। मलिक ने बताया कि उनकी तरफ से सदर थाना पुलिस को शिकायत देकर आरोपियों के विरुद्ध कार्रवाई की गुहार लगाई गई है।


The News Minute: BJP MP Ananth Kumar Hegde caught on camera beating up doctor at Karnataka hospital

BJP has distanced itself from the MP, saying the party is not accountable for an individual’s actions.

In a shocking incident, unbecoming of a parliamentarian, BJP MP Ananth Kumar Hegde was captured on camera attacking a doctor at a private hospital in Karwar in Uttara Kannada district of Karnataka.

The CCTV video shows Hedge holding a doctor by his neck and pushing him into the corridor of the hospital, even as a nurse attempts to intervene. The MP then goes on to punch the doctor in the face. While the video footage showed the MP attacking one doctor, ANI reported that three doctors, Dr Madhukeshwara Jeevi, Dr Balachandra and Dr Rahul Marshakar, were attacked by Hegde for not taking proper care of his mother, who had been admitted to the hospital.

The incident took place at the TSS Hospital in Karwad on Monday. Visuals show the three doctors with injuries to their head, lip and neck.

No police complaint has yet been registered against Hegde.

Condemning the attack, BJP spokesperson Go Madhusudhan said the party had taken cognisance of the video. “It is an individual’s action for which the party is not accountable. It is definitely wrong on the part of the MP to do so,” he said. He also added that the BJP would seek an explanation from Hegde and would take action against him based on his side of the story.  

This is not the first complaint of wrongdoing against the MP. In March 2016, Hegde was booked for a hate speech after allegedly making derogatory remarks against Islam. The five-time MP’s comments allegedly equating Islam with terrorism drew protests from Muslim groups.
He has, in the past, also been booked for rioting, unlawful assembly and promoting enmity among groups when he was alleged to be a part of a mob during riots in Bhatkal in 1993.

भिलाई. भाजपा नेता के बेटे और उसके तीन साथियों के द्वारा सुपेला के एक डॉक्टर को कार में बैठाकर मारपीट करने का मामला सामने आया है। इसके बाद उन्हें छोड़कर फरार हो गए। बताया जाता है कि इस मामले में राजनीतिक दबाव के चलते सुपेला पुलिस ने मारपीट की मामूली धाराएं २९४, ३२३, ५०६, ३४ के तहत मामला दर्ज किया है।

इलाज करवाने पहुंचा था आरोपी
घटना शुक्रवार की शाम सुपेला चौक के पास की है। सुपेला पुलिस के मुताबिक दंत रोग विशेषज्ञ डॉ.सोहिल जैन का सुपेला में कमला मेडिकल के पास क्लिनिक है। जिला भाजपा में संगठन के बड़े नेता का बेटा मनोज तिवारी शुक्रवार को अपने तीन अन्य दोस्तों के साथ डॉ. जैन के क्लीनिक इलाज कराने पहुंचा था।

दहशत में डॉक्टर और परिजन
बाद में देर शाम डॉ. जैन को फोन कर सुपेला चौक के पास बुलवाया। मनोज और उसके साथी डॉ. जैन की कार में जबरन बैठ गए और उनसे मारपीट शुरू कर दी। इसके बाद डॉ. जैन को छोड़कर वे फरार हो गए। इस घटना से डॉ. जैन एवं उनके परिजन दहशत में हंै।

पुलिस नहीं लिख रही थी रिपोर्ट
अस्पताल में अपना इलाज कराने के बाद शनिवार की शााम सुपेला थाना पहुंचे। बताया गया कि पूरी घटना बताने के बाद भी पहले तो पुलिस भाजपा नेता के बेटे और उसके साथियों के खिलाफ रिपोर्ट लिखने में आनकानी करती रही। बाद

आरोपी के पिता का नाम बताने से किया इनकार
सुपेला पुलिस पहले तो ऐसी किसी घटना से साफ इनकार करती रही। पत्रिका ने जब थाना जाकर घटना की जानकरी मांगी तो पुलिस अधिकारी एक-दूसरे पर टालमटोल करते रहे। बड़ी मशक्कत के बाद घटना की जानकारी दी, लेकिन आरोपी के पिता का नाम बताने से इनकार कर दिया।
ड्यूटी अफसर ने कहा कि टीआई साहब से बात कर लो। टीआई अमित बेरिया ने फोन ही नहीं उठाया। पुलिस रोज दर्ज होने वाली एफआइआर को ऑनलाइन पोर्टल पर अपलोड करती है, लेकिन रात एक बजे तक भी यह मामला अपलोड नहीं हुआ था।
