Himanta Biswa Sarma transfers several top IAS, IPS officers

IPS brother back to being SP; several key postings in Chief Ministers Office as well as major switch in postings of over 40 cops in statewide reshuffle

Within days of taking charge in Assam, Chief Minister Himanta Biswa Sarma, has ordered the transfer of over 40 officers from the Indian Police Service (IPS) and the Indian Administrative Services (IAS). One of the key people to be transferred is the CM’s brother.

Chief Minister’s brother back as SP

Himanta Biswa Sarma’s IPS officer brother Sushanta, who was previously removed from his post as Goalpara Superintendent of Police (SP) by the Election Commission of India (ECI) via an order dated April 2, and posted to the Police Headquarters, was on May 14 transferred and posted as Superintendent of Police, Darrang. Sushanta’s transfer had come a day after the ECI had barred Himanta from campaigning for 48 hours following threats to Bodo leader Hagrama Molihary.

Chief Minister’s Office

When it comes to the Chief Minister’s office 1994-batch Assam-Meghalaya cadre IAS officer Samir Sinha has been appointed Principal Secretary to the CM. He has previously served as District Collector of Kamrup and Tinsukia. Sinha was appointed to the post the same day as Sarma was sworn in as CM. Meanwhile, Ghanshyam Das, a 2012 -batch Assam-Meghalaya cadre IAS officer, has been named Secretary to the CM. He has previously served as Secretary in the Agriculture Department as well as Labour Commissioner. Deba Prasad Misra has been appointed as Principal Private Secretary to CM. This 1992-batch Assam Civil Services (ACS) officer has previously served in the Tourism, Food and Civil Supplies departments.

Top cops shunted, reshuffled

In two separate announcements made on May 14 and on May 18, postings of over 40 cops were switched around. Key among them are as follows:

Longnit Terang, Superintendent of Police, Lakhimpur is transferred and posted as Assistant Inspector General of Police (Law & Order), Guwahati where he replaces Gaurav Upadhyay, who is now transferred and posted as Superintendent of Police, Chirang. Meanwhile, Sudhakar Singh, Superintendent of Police, Chirang is transferred and posted as Superintendent of Police, Charideo.

Mohan Lal Meena, Commandant, 3rd A.P.T.F. Bn., Khajuabeel, Udalguri is transferred and posted as Deputy Commissioner of Police (Crime), Guwahati where he replaces Barun Purkayastha, who is now transferred and posted as Superintendent of Police, Hojai

Thube Prateek Vijaykumar, Superintendent of Police, Dibrugarh is transferred and posted as Superintendent of Police, Kokrajhar replacing Rakesh Raushan, who is now transferred and posted as Superintendent of Police, Sibsagar

Meanwhile, Kangkan Jyoti Saikia, Superintendent of Police, South Salmara was on May 14 transferred and attached to Assam Police Headquarters. But on May 18, Saikia was posted as Superintendent of Police (CID), Guwahati. Similarly, Shiladitya Chetia, who was previously attached to the Assam Police Headquarters was on May 14 transferred and posted at SP Sonitpur, but on May 18 was transferred and posted as Commandant 10th APBn, Kahilipara, Guwahati. Meanwhile, Dr. Dhananjay Parashuram Ghanawat, IPS, Superintendent of Police, Dhemaji is transferred and posted as Superintendent of Police, Sonitpur.

There are many others who were transferred and retransferred across the state. This isn’t very different from what’s happening in Bengal after Mamata Banerjee returned to power and brought back all top policemen who were transferred by the ECI.
