On October 20, the Allahabad High Court’s special bench constituted to address the Uttar Pradesh Government’s proposed demolition actions in Bahraich on Sunday (October 20), granted affected persons 15-days’ time to respond against the hasty three-day demolition notices issued by the Public Works Department (PWD) on October 17 and pasted on the night of October 18, 2024. The affected families hail from Maharajganj, Bahraich and are largely from the Muslim community. They include the family members of Bahraich Violence main accused Abdul Hameed.

In response to Public Interest Litigation (PIL) No. 909 of 2024 filed by the Association for Protection of Civil Rights (APCR), a division bench of Justices AR Masoodi and Subhash Vidyarthi also noted that the notices issued to occupants for proposed demolition did not indicate the number of houses situated on kilometre 38 of Kundasar-Mahasi-Nanpara-Maharajganj, District Road, that have been authorised for construction.

Though the court did not explicitly stay the demolition in its order and observed that the court have no reason to believe that order passed by the Supreme Court on September 17, 2024 (halting nationwide demolition) shall not be carried out by the State of Uttar Pradesh in the letter and spirit.

The bench observed that “Evidently, unauthorized structures in any public place such as roads, streets, footpath, abutting railway line or any river body or water bodies and also cases where there is an order for demolition made by a court of law are the exceptions to the general rule. In the present case, we find that on kilometer-38, of Kundasar-Mahasi-Nanpara-Maharajganj, District Road some notices have come to be issued to some persons for raising unauthorized constructions”

According to Live Law, the division bench, however, took strong exception an association’s filing of the PIL, saying that such petitions would have far-reaching consequences.

Background of the case

On October 13, 2024 (Sunday), a violent incident unfolded in Maharajganj, Bahraich, Uttar Pradesh, during a Durga Puja immersion procession. Tensions escalated when loud music was played near a mosque, leading to gunfire that tragically claimed the life of 22-year-old Ram Gopal Mishra, a local resident participating in the procession. This incident ignited widespread violence and communal unrest in the area. In the aftermath, mobs retaliated by vandalising and setting fire to numerous properties, including homes, shops, hospitals, and vehicles. Disturbingly, a video emerged showing Ram Gopal in a heated moment, removing a green flag from a rooftop and replacing it with a saffron flag, moments before he was shot. Authorities quickly responded, arresting five suspects linked to Mishra’s death following an encounter with Uttar Pradesh Police, during which two of the suspects sustained gunshot wounds. The suspects, identified as Mohammad Faheen, Mohammad Sarfaraz, Abdul Hameed, Mohammad Taleem (alias Sabloo), and Mohammad Afzal, were reportedly attempting to flee to Nepal. By October 18, the situation escalated further, with 87 individuals arrested in connection to the riots, and around 1,000 people booked after at least 11 FIRs were registered.

Following this, the families of the accused, along with 23 others, received notices from the Public Works Department (PWD) allowing them just three days to respond before proposed demolition actions against their properties. The Association for Protection of Civil Rights (APCR) challenged these notices, arguing they were served illegally and in violation of the Supreme Court’s earlier directive on September 17.

Simultaneously, a petition was also moved before the Supreme Court against the demolition issued by the Uttar Pradesh authorities Bahraich violence.

Unclear whether responded filed any reply or not: HC

While granting the time extension over the impugned demolition notices, the bench also commented on the uncertainty on whether the aggrieved individuals have filed any replies or sought recourse through other forums. Then bench observed that “The notices are issued to the persons concerned for participation in the proceedings through a reply to be submitted by them within three days. It is unclear in the pleadings as to whether the persons aggrieved have filed any reply or have approached any forum or not. In any case, notices issued against a limited number of persons who are to participate in the proceedings cannot be viewed to be a matter of general public importance, which may be taken cognizance of in a public interest litigation unless the vulnerability of an aggrieved person is such that he is established to be the one who is unable to approach the court for availing the remedy available under law”

High court granted 15 days’ time to affected families to file reply

The order is a significant intervention that emphasises the importance of direct involvement from those facing the notices in the proceedings. The bench stressed that those who have been served notices for demolition of the illegal structures on Kundasar-Mahsi-Nanapara-Maharajganj Road in Bahraich, have been directed to file their replies within 15 days and also ordered the State Authorities to consider the said replies and pass ‘speaking and reasoned’ orders on these replies..

“We expect the persons faced with the notices to participate with the proceedings in the meantime. We further provide that in case they file their reply to the notice within a period of 15 days from today, the competent authority shall consider and decide the same by passing a speaking and reasoned order which shall be communicated to the parties aggrieved” the bench directed.

The matter is listed for October 23, 2024 for next hearing.

Samajwadi Party (SP) chief Akhilesh Yadav has accused the Uttar Pradesh administration of deliberately orchestrating the recent communal violence in Bahraich. The clashes, which erupted in the Maharajganj area of Mahsi tehsil on October 13 during a Durga Puja idol immersion procession, led to the death of a 22-year-old man, Ram Gopal Mishra, who was killed by a gunshot. The violence escalated quickly, with mobs torching houses, shops, hospitals, and vehicles in retaliation.

Yadav, speaking to the media in Lucknow on the evening of October 17, questioned why there was no police presence at such a large event and whether the administration was truly unaware of the brewing tension. “This is a failure of the Bahraich administration and the government,” he said, adding that despite the government’s claims of zero tolerance, this incident points to a deeper malaise within law enforcement. As per the report of ThePrint, Yadav further alleged that the BJP was implementing a ‘divide and rule’ strategy reminiscent of British colonial tactics to stoke communal divisions for political gain.

Yadav also brought attention to reports that a journalist who captured the initial outbreak of violence was attacked by BJP workers, hinting at attempts to suppress coverage. “If they are beating journalists or sending them to jail under false pretences, one can only imagine what they are trying to hide,” he remarked, promising that his party would ensure justice for the victims’ families.

Rising threats to press freedom: Targeting of journalists in Bahraich and beyond

The violence in Bahraich also highlights a disturbing trend of attacks on journalists in Uttar Pradesh and across India. The National Alliance of Journalists (NAJ) and Delhi Union of Journalists (DUJ) recently voiced concerns about the increasing instances of threats and assaults on reporters. They specifically condemned the targeting of Muslim journalists in Bahraich by BJP MLA Shalabh Mani Tripathi, who inflamed tensions by questioning the impartiality of 13 Muslim reporters covering the violence. Tripathi, a former media advisor to Uttar Pradesh Chief Minister Yogi Adityanath, took to social media platform X to single out these journalists, insinuating that their religious identity affected their reporting. While journalists from various religious backgrounds were covering the same event, Tripathi’s selective targeting of Muslims has raised alarm about the rising communal rhetoric surrounding journalism. The NAJ and DUJ condemned this divisive labelling of journalists, asserting that professionals should not be judged by their religious affiliation but by their commitment to truthful reporting.

 Broader crackdown on journalists: Telangana arrest and The Caravan’s show-cause notice

The targeting of journalists is not limited to Bahraich, Utta Pradesh. The NAJ and DUJ also condemned the arrest of Telugu Scribe journalist Gowtham Pothagoni in Telangana. Pothagoni was arrested seven months after posting a video featuring a farmer praising former Chief Minister K. Chandrashekar Rao (KCR) and criticising the current administration. The journalist now faces multiple FIRs, including charges of attempting to incite public unrest. The media organisations have called for the immediate withdrawal of these charges, stating that Pothagoni was merely performing his journalistic duties by documenting public opinion.

Adding to these concerns is the recent action against The Caravan, a magazine known for its critical journalism. The Press Council of India (PCI) issued a show-cause notice to the magazine regarding its story titled “Screams from the Army Post”, which documented the alleged torture and deaths of civilians by Indian Army personnel in Jammu and Kashmir. Although the story had been taken down following an order from the Ministry of Information and Broadcasting (MIB), the PCI’s notice came seven months after the fact, raising concerns about the PCI’s role in enforcing government censorship rather than protecting press freedom.

Defending journalistic integrity: NAJ and DUJ’s call for unity

In response to these troubling developments, the NAJ and DUJ have called for greater solidarity among journalists to defend press freedom. They emphasised that journalism must remain a pillar of democracy and urged the Press Council of India to uphold its mandate to protect, not suppress, journalistic freedom. The organisations expressed concern that press freedom in India is increasingly under threat, as evidenced by the PCI’s overreach and the attacks on journalists in states like Uttar Pradesh and Telangana.

Days after the communal clashes in Uttar Pradesh’s Bahraich, where 22-year-old Gopal Mishra was killed, two of the five accused in the case were injured in a police encounter on Thursday, 17 October. Bahraich Superintendent of Police, Vrinda Shukla, stated that the accused, Sarfaraz and Taleem, were shot in the legs while allegedly attempting to escape near the Nanpara Police Station during the recovery of the murder weapon. Shukla explained that the weapon was found in a loaded state and that the accused opened fire on the police, prompting retaliatory action in self-defence. Both men are currently undergoing treatment at Bahraich’s civil hospital and are said to be in stable condition. Three other accused, Abdul Hameed, Fahim, and Abdul Afzal, were also arrested. Police have recovered the murder weapon, and further searches are underway for other suspects involved in the violence.

While the police encounter has led to the injuries of Sarfaraz and Taleem, this method of law enforcement is nothing new in Uttar Pradesh. The state police have frequently been criticised for their reliance on encounters as a tool to maintain law and order. In this instance, the injuries were limited to the legs, which stands in contrast to more fatal outcomes in past encounters, yet questions persist about the broader implications of such practices. He suggested that the government’s failure to control such a small event reflects poorly on its ability to uphold law and order across the state. Yadav further claimed that the ruling party is fostering a “divide and rule” policy, stating that the incident was not spontaneous but part of a larger, premeditated strategy.


Congress leaders also voiced their disapproval. UP Congress President Ajay Rai went a step further, accusing the government of staging “fake encounters” to deflect attention from its failures. Rai suggested that these encounters are a tactic to hide the administration’s incompetence in handling law and order.

The communal violence that gripped Mahsi tehsil in Uttar Pradesh’s Bahraich district, following the killing of a man during a Durga idol immersion procession, has led to widespread unrest. What began as a verbal spat over a request to lower the volume of music escalated into stone-pelting, gunfire, and the tragic death of 22-year-old Ram Gopal. As the situation deteriorated, protesters resorted to arson and vandalism on Monday, setting shops and a hospital on fire. In response, the local administration suspended internet services to control the unrest.

The Uttar Pradesh Director General of Police (DGP) swiftly suspended the Station House Officer of Hardi police station and the Mahsi outpost in-charge. Thirty individuals were arrested in connection with the violence, and a search for the main accused is underway. On Monday (October 14) morning, when protests over the killing turned violent, police resorted to baton charges and tear gas to disperse the crowd. Bahraich District Magistrate Monika Rani confirmed that efforts were being made to regain control of the situation.

The clash initially broke out on Sunday (October 13) evening, when a Durga idol procession passing through a Muslim-majority area was asked to lower its music. A verbal altercation quickly escalated into stone-pelting between two groups, and the situation worsened when gunshots were allegedly fired. Ram Gopal sustained a bullet injury and later succumbed to his wounds at the hospital.

A video that circulated widely on social media captured Gopal standing on the roof of a building, where he was seen tearing down a green flag before energetically waving a saffron flag. Below, a mob encouraged him, shouting slogans like “Jai Bajrang Bali” and “Jai Shree Ram.” In another video, which was shared by multiple journalists on social media, an individual was seen dragging Mishra’s lifeless body down from the rooftop while stones were being hurled at them.

A murder case has reportedly been registered against 10 individuals, including four unidentified persons, based on a complaint by Ram Gopal’s brother, Hari Milan. The complaint claimed that Ram Gopal was dragged into the home of an accused, Abdul Hameed, where he was shot and also attacked with swords. Meanwhile, police continued flag marches in the Maharajganj area, where streets remained deserted under heavy police presence and an ongoing internet blackout.

Tensions erupt in Bahraich: Violence and aftermath

As the situation deteriorated, gunfire was allegedly exchanged, and Ram Gopal sustained a gunshot wound. He was immediately rushed to the hospital, where he succumbed to his injuries. Despite efforts to save him, he died during treatment. This incident has left the region on edge, with the local administration working to restore peace and stability.

The case was registered at the Hardi police station, based on a complaint by Ram Gopal’s brother, Hari Milan. The complaint stated that Ram Gopal was dragged into the house of a man identified as Abdul Hameed, where he was beaten and shot. Hari Milan also alleged that his brother was attacked with swords during the assault.

Bahraich Superintendent of Police (SP) Vrinda Shukla confirmed that a member of the Hindu community lost his life after being shot during clashes in Maharajganj Bazaar. “The situation became tense following the shooting, and Visarjan (idol immersion) processions were halted in several areas, allowing mischievous elements to take advantage and create disturbances,” Shukla said.

As per media report, Shukla had also stated that 30 individuals had been detained in connection with the violence. Notably, the police has also launched an investigation, during which a man named Salman was arrested after evidence revealed gunfire originating from his home, which also functions as a shop. Reports from India Today suggest that a case has been registered against ten individuals involved in the violence, under the charge of murder. Six of the suspects have been identified as Abdul Hameed, Sarfaraz, Faheem, Sahir Khan, Nankau, and Marf Ali, with the identities of four others yet to be confirmed. According to India Today, SP Shukla had stated, “A case has been registered against Salman as gunshots were fired from his residence.”

Arson and escalation after Ram Gopal’s death

The unrest further intensified on October 14, a day after Ram Gopal was shot to death, following the release of Ram Gopal’s body to his family after a post-mortem. A large group of people, carrying the body, marched to Mahsi tehsil, where they staged a protest demanding capital punishment for those involved in his murder. The protesters initially refused to conduct the last rites until their demands were met.

Deceased Ram Gopal’s funeral was held on Monday under heavy security, following considerable tensions in the area. The funeral procession, attended by scores of people armed with sticks, was marked by cries for justice from the family and community members, as tensions escalated. Ram Gopal, who was 22 years old, was newly married and had been part of the procession when he was fatally shot. His video of removing the flag atop of a house, and replacing with a saffron flag had gone viral. His mother, speaking to PTI expressed her grief: “My son was going with the idol for immersion when he was dragged inside and shot to death.”

Pramod Kumar, a relative of the deceased, expressed frustration, blaming the police for negligence. “If we had received police protection, this tragedy would not have occurred. We demand justice for Ram Gopal and adequate compensation for his family,” he said, while another relative, Priti, demanded the accused be hanged and their houses demolished. She claimed Ram Gopal had been shot 15 times during the attack.

After the funeral, scores of people, some armed with sticks, walked around the district and indulged in violence and arson. Tensions escalated with shops and homes, particularly belonging to Muslims, being burnt down by the angry crowds out in the streets. During the clashes, homes, shops, and vehicles were damaged, with stone-pelting causing widespread destruction. A two-wheeler showroom in Hardi was also set ablaze. Several individuals, reportedly more than half a dozen were injured in the ensuing stone-pelting and gunfire, and the district administration suspended internet services to curb the spread of rumours and prevent further violence.

Police efforts and situation control

Referring to the violence and arson that gripped Bahraich on Monday, Director General of Police (DGP) Prashant Kumar later stated that the situation in Bahraich had been brought under control. He emphasised that Chief Minister Yogi Adityanath is closely monitoring the situation and has instructed the police to intensify their efforts to track down those responsible for the violence. The police chief also urged local residents to remain vigilant and not fall prey to misinformation or rumours circulating in the region.

Meanwhile, following the assurance of strict police action, the halted Durga idol immersion rituals resumed in the area, providing a semblance of normalcy amidst the heightened tensions. The police, equipped with drones, are reportedly continuing surveillance efforts and conducting raids to apprehend suspects. They are also reviewing video and photographic evidence to identify the attackers.

Despite the situation being largely under control, fresh reports of violence emerged from Nakawa village on Monday night, where several shops and homes were torched by unidentified assailants. The attackers also attempted to target a religious structure before police forces intervened and restored order.

Reactions by ministers and leaders from the BJP party

Yogi Adityanath responds to Bahraich violence, vows strict action: Uttar Pradesh Chief Minister Yogi Adityanath addressed the escalating tensions in Bahraich, particularly in Mahsi tehsil, and assured that those responsible for disturbing the peace would face strict action. “Anyone attempting to vitiate the atmosphere in Mahsi of Bahraich district will not be spared,” he declared in a post on X (formerly Twitter) on Sunday.

He emphasised that while safety would be ensured for everyone, the rioters and those whose negligence contributed to the incident would be held accountable. In his statement, Adityanath also confirmed that the idol immersion processions would continue uninterrupted. He added that police and administration officials had been instructed to be on the ground, communicating with religious groups to ensure the timely and peaceful completion of the immersion rituals.

Deputy Chief Minister Keshav Prasad Maurya calls for peace: Deputy Chief Minister Keshav Prasad Maurya echoed similar sentiments, urging the public to maintain peace and patience. “Any conspiracy to disrupt the peace and harmony in Uttar Pradesh will not succeed,” he said on Monday, warning that those providing shelter to rioters were becoming active again.

Maurya underscored that the state’s bright future would not be compromised and assured that the perpetrators would be brought to justice. He appealed to the public to stay vigilant and calm, reiterating the government’s commitment to ensuring justice for the victims.

Local Leaders express condolences and call for action: BJP MLA from Mahsi, Sureshwar Singh, expressed his condolences to the family of the deceased, Ram Gopal Mishra, and demanded swift action against those responsible for the violence. “We are proceeding with the last rites of the deceased, who was recently married just four months ago,” Singh told PTI.

He conveyed that the family was seeking legal action against the culprits, including the suspension of local police officials for their negligence.

Meanwhile, UP BJP President Bhupendra Singh Chaudhary described the incident as unfortunate and assured that the state government was fully alert. “The accused are being thoroughly investigated, and strict action will be taken against them,” he said. Chaudhary emphasised that CM Adityanath had taken immediate cognizance of the situation and vowed that not only the accused but anyone assisting them would also face consequences.

Security measures and administrative response: As per multiple media reports, CM Adityanath dispatched ADG, Law and Order, Amitabh Yash, and Home Secretary Sanjeev Gupta to Bahraich to oversee the situation. Additionally, four IPS officers and senior police officials were deployed to the region to restore order. In response to the violence, 12 companies of the Provincial Armed Constabulary (PAC), two companies of the Central Reserve Police Force (CRPF), and one company of the Rapid Action Force (RAF) were stationed in Bahraich to bring the situation under control.

As part of the immediate action taken, Station House Officer (SHO) of Hardi police station, Suresh Kumar Verma, along with a sub-inspector, were suspended for their failure to prevent the unrest.

BJP MLA’s actions amplify communal divisions amid unrest in Bahraich: According to a report of The Wire, a BJP MLA has further inflamed communal tensions on social media by sharing a list of Muslim journalists, questioning their impartiality in reporting on recent events. Shalabh Mani Tripathi, the BJP MLA from Deoria and former media advisor to Chief Minister Yogi Adityanath, took to X to state, “Just read the names of the journalists sending news from Bahraich, and you will understand how unbiased and true the news is. A group of YouTubers is also involved. The whole system is engaged in saving the rioters and spreading lies.”

In his post, Tripathi, who has a background as a television journalist before joining the BJP, included a list of 13 journalists—all of whom are Muslim—along with their respective media affiliations, which included outlets like NDTV, PTI, India TV, ANI, News 24, Bhaskar TV, and Bharat Samachar. Notably, while numerous journalists from the Hindu community are also covering the situation in Bahraich, Tripathi chose to single out only those from the Muslim community, thereby exacerbating communal divisions and raising concerns about bias in his own rhetoric.

Failure to implement orders led to Bahraich violence, says government official

The communal violence in Bahraich could have been avoided if the local administration had acted on the directives of Uttar Pradesh Chief Minister Yogi Adityanath, a senior state government official told Hindustan Times. The official pointed out that the Bahraich administration failed to deploy additional police forces in the communally sensitive Mahsi area and did not organise regular patrolling to monitor the activities of anti-social elements who later incited violence and disrupted communal harmony.

During a law-and-order review meeting held on October 1, the Chief Minister had instructed police and district administration officers to remain on high alert around the clock, particularly during festival seasons. Reportedly, CM Yogi had emphasised the importance of assessing even small incidents that had occurred during past festivals in the state to prevent any unrest. CM Adityanath had specifically directed the authorities to take necessary measures to prevent any untoward incidents during the upcoming festive period, which included Sharadiya Navratri through to Chhath Puja.

Bahraich Violence Sparks Political Reactions amid By-Election Concerns

Without directly referencing Bahraich, Samajwadi Party (SP) chief Akhilesh Yadav suggested that the “worsening of the communal atmosphere” just ahead of the upcoming by-elections was “not a coincidence.” Criticising the Uttar Pradesh government, Yadav remarked that the administration should have monitored what was being played on loudspeakers during the Durga idol immersion procession.

Appealing for calm from both communities, Yadav called the incident unfortunate and questioned the government’s approach. “The administration, government, and media know why this happened. The government should ensure justice. When the procession started, the administration should have checked its route and ensured sufficient police deployment. If I reveal what was being played on those loudspeakers, the government will offer a different narrative,” he said.

SP leader Fakhrul Hasan Chaand also criticised the BJP government, pointing to the failures in managing law and order. “In the Bahraich incident, the administration’s shortcomings were exposed. It was a failure of both the police and intelligence. This is evident not only in Bahraich but also in the ongoing tensions in Ghaziabad,” he said.

Congress General Secretary Priyanka Gandhi Vadra took to X, expressing deep concern over the violence and the administration’s response, calling it “extremely sad and unfortunate.” She urged the Chief Minister and state authorities to take immediate and strict action, involve the public to rebuild trust, and work to end the violence. “Strictest action should be taken against the culprits. I appeal to the public not to take the law into their own hands,” she wrote.

Meanwhile, SP leader ST Hasan emphasised the need for accountability. “We live in a peaceful country with a history of Hindu-Muslim harmony. Those attempting to disrupt peace, whether political figures or common citizens, should face action,” he said in an interview with ANI.

Bahujan Samaj Party (BSP) chief Mayawati also expressed concern over the law-and-order situation in Bahraich. In a Hindi post on X, she wrote, “It is worrying that law and order in Bahraich has deteriorated and is out of control. The government and administration must act without bias, strictly according to the law, so the situation does not worsen, and peace is maintained.”

सम्मेलन में खाली रह गई कुर्सियां, भाजपा नेता मंच पर हुए नाराज
मुरादाबाद। उत्तर प्रदेश में विधानसभा चुनावों से पहले अपने पक्ष में माहौल बनाने के लिए भाजपा कोई कसर नहीं छोड़ना चाहती। जिसको लेकर लगातार भाजपा कई तरह के कार्यक्रम प्रदेश भर में अलग-अलग स्थानों पर कर रही है। चाहे वह परिवर्तन यात्रा हो या अन्य रैली, वहीं भाजपा अब महिला सम्मेलन और इसी कड़ी में प्रदेश भर में पिछड़ी जातियों के समीकरण को भुनाने के लिए पिछड़ा वर्ग सम्मेलन आयोजित कर रही है।
 
शहर के कम्पनी बाग में आयोजित पिछड़ा वर्ग सम्मलेन में भाजपा के पिछड़ा वर्ग के प्रदेश उपाध्यक्ष जसवंत सैनी ने कार्यकर्ताओं का उत्साहवर्धन किया। वहीं सबसे बड़ी बात ये रही कि इस कार्यक्रम में कार्यकर्ता अपेक्षा के अनुरूप नहीं आ सके। जब जसवंत सैनी से पूछा गया कि क्या नोटबंदी की वजह से कार्यकर्त्ता नहीं पहुंचे तो वे सवाल को टाल गए।
 

 
रविवार को भाजपा द्वारा पिछड़ा वर्ग सम्मेलन किया गया लेकिन इस सम्मेलन में भाजपाई आधी कुर्सियां भी नहीं भर पाए, जिसकी चिंता खुद मंच पर विराजमान प्रदेश उपाध्यक्ष और अन्य नेताओं ने भी जतायी। दरअसल, पिछले दिनों पीएम मोदी की रैली में भीड़ जुटाने के बाद स्थानीय भाजपाई फूले नहीं समा रहे थे, लेकिन रविवार को पिछड़ा वर्ग सम्मलेन में ना के बराबर कार्यकर्त्ता पहुंचने से बड़े नेताओं की खासा किरकिरी हुई। क्योंकि सम्मेलन को लेकर गिनती की कुर्सियां बिछाई गयीं थी, वो भी खाली देखकर दूर दराज से आए नेता उखड़ भी गए और रस्म अदा कर कार्यक्रम समाप्त किया।
 
 
उधर जब प्रदेश उपाध्यक्ष जसवंत सैनी से भीड़ ना जुटने का कारण पूछा तो बोले कि अभी पीएम की रैली हो चुकी है और फिर मैं भी देर से पहुंचा। बता दें कि पार्टी में कार्यक्रम की जिम्मेदारी पदाधिकारियों को दी गई थी लेकिन पार्टी में जारी गुटबंदी की चर्चा कुर्सियों पर बैठे भाजपाई भी खूब कर रहे थे। फिलहाल इस कार्यक्रम की रिपोर्ट अब पार्टी हाईकमान को भी भेजी जाएगी। जिससे स्थानीय पदाधिकारी खासा बेचैन हैं।

पिछले तीन दिनों में उत्‍तर प्रदेश और बिहार में साम्‍प्रदायिक तनाव की खबरें बड़े पैमाने पर मिल रही हैं.

क्‍या हमें पता है कि पिछले तीन दिनों में कई जगहों पर हिन्‍दू और मुसलमान आमने-सामने आए हैं? दोनों समुदायों के टकराव की ये बातें हमें अलग-अलग माध्‍यमों से आ रही खबरों से पता चल रही हैं. खास तौर पर उत्‍तर प्रदेश और बिहार में साम्‍प्रदायिक तनाव की खबरें बड़े पैमाने पर मिल रही हैं. यूपी के पूर्वी इलाके में तनाव ज्‍यादा फैला है. वहीं बिहार में अरसे बाद इतनी सारी जगहों से तनाव की खबरें सामने आ रही हैं. यूपी में चुनाव होने हैं, इसलिए साम्‍प्रदायिक तनाव काफी अहम मायने रखते हैं. बिहार में चुनाव हो चुके हैं लेकिन सरकार का निजाम अब तक मजबूती से खड़ा नजर नहीं आ रहा है. या यों कहें, डिगा सा नजर आ रहा है. ध्‍यान रहे पिछले तीन दिन दशहरा, दुर्गा प्रतिमा विसर्जनऔर मुहर्रम की दसवीं का मौका था.

नीचे वे घटनाएं हैं जो हमें अलग-अलग जगहों से अलग-अलग माध्‍यमों से पता चल रही हैं. इनमें से कई घटनाएं आप कल इस साइट पर देख चुके हैं. मुमकिन है, ऐसी अनेक घटनाएं होंगी जो खबर के रूप में नहीं आ सकी हैं. जिन्‍हें सामान्‍य मान कर छोड़ दिया गया होगा.

उत्‍तर प्रदेश – 12 अक्‍टूबर

गोंडा के कोतवाली इलाके में दुर्गा प्रतिमा विसर्जन के दौरान गुड्डूमल चौराहे के पास दोपरहर दो बजे के करीब पथराव का आरोप. जुलूस रोक औरलोग धरने पर बैठ गए. थोड़ी दूर पर एक मस्जिद है. देर शाम में पुलिस के हस्‍तक्षेप करने पर हंगामा बढ़ गया. जिले के बाकि हिस्‍सों में साम्‍प्रदायिक हिंसा की अफवाह तेजी से फैली. हिन्‍दूवादी संगठनों ने कई जगह प्रदर्शन किया. दुकानें बंद हो गईं. बुधवार को कैसरगंज से भाजपा सांसद बृजभूषण सिंह और गोंडा के भाजपा सांसद कीर्तिवर्धन सिंह कोतवाली में धरने पर बैठे. प्रशासन के साथ बातचीत के बाद गिरफ्तार 17 में से तीन लोगों को छोड़ा गया.

ताजियादारान कमेटी गोंडा ने सुरक्षा का पुख्‍ता इंतजाम न होने का हवाला देकर दसवींमुहर्रम का जुलूस नहीं निकाला. शहरी इलाके में चौकियों पर ताजिए नहीं रखे गए. जुलूस भी नहीं निकाला. गुरुवार 13 अक्‍टूबर को गोंडा के एक भाजपा नेता को धार्मिक उन्‍माद भड़काने और दंगा फैलाने के आरोप में गिरफ्तार किया गया.

मऊ में पहले प्रतिमा और फिर ताजिया तोड़े जाने के आरोप प्रत्‍यारोप के बीच तनाव रहा.

अलीगढ़ के जलाली इलाक़े में क़ब्रिस्तान की ज़मीन पर रावण जलाने से पूरे इलाक़े में तनाव फैल गया. लोगों का आरोप है कि पुलिस की मौजूदगी में क़ब्रिस्तान के गेट का ताला तोड़ा गया और रावण दहन किया गया.

मुरादाबाद में बिलारी इलाके में मुहर्रम के दौरान एक खास जुलूस को निकालने के मुद्दे पर तनाव हो गया. मंगल की रात से शुरू हुआ तनाव बुधवार और गुरुवार को बढ़ गया. गुरुवार को दोनों पक्षों में मारपीट हुई. कई लोग घायल हैं.

मुरादाबाद के गोविन्द नगर इलाक़े में बजरंग दल कार्यकर्ताओं ने शस्‍त्र पूजन किया. इसके बाद हथियार लहराते हुए जमकर फायरिंग की. बजरंग दल के दो कार्यकर्ता गिरफ़्तार किए गए और बाद में इन्‍हें छोड़ दिया गया।

उत्‍तर प्रदेश-13/14/15 अक्‍टूबर

गोंडा के मोतीगंज में गुरुवार को ताजिया का जुलूस जा रहा था. ताजिया गिर गया. उसके बाद टकराव. हालात जल्‍दी काबू में पाया गया.

बहराइच के फखरपुर थाना इलाके में गुरुवार को बहेलिया इलाके की मूर्ति का जुलूस जा रहा था. एक इलाके गुम्‍मा खां पुरवा के पास एक मस्जिद है. वहां गाना बजाने के मुद्दे पर कुछ विवाद हुआ. आरोप है कि पत्‍थर चले. मूर्ति खंडित हुई. कुछ घायल हो गए. मकानों और झों‍पडि़यों में आग लगा दी गई. जलने से एक बच्‍ची की मौत हो गई. दो बच्‍चों के लापता होने की खबर है. प्रशासन के मुताबिक, 34 घर जले. गांव में दोनों समुदाय के लोग रहते हैं. गांव के लोगों का कहना है बाहरी लोग आए थे. उन्‍होंने ही आगजनी की. 34 लोग पुलिस हिरासत में. हर परिवार को 7900 का मुआवजा दिया गया. मरने वाली बच्‍ची के परिवारीजनों को सरकार की ओर से चार लाख दिया गया है.

बहराइच में नानापारा में गुरुवार को मूर्ति विसर्जन का जुलूस जा रहा था. किसी ने मांस का टुकड़ा फेंक दिया. जुलूस में जा रहे लोग मूर्ति के साथ धरने पर बैठ गए. दोनों समुदाय के कुछ लोग आगे आए तब जाकर मामला शांत हुआ. फिर मूर्ति विसर्जन के लिए निकली. मांस फेंकने के आरोप में एक शख्‍स गिरफ्तार भी हुआ है.

बहराइच के नवाबगंज इलाके में बुधवार को मोहर्रम के जुलूस के रास्‍ते को लेकर विवाद हुआ था. पथराव भी हुआ. इसके बाद शुक्रवार को इसी इलाके में एक दीवार तोड़ने के मुद्दे पर दोनों समुदाय के लोग आमने-सामने आ गए. पथराव और मारपीट में कई लोगों के जख्‍मी होने की खबर है. कुछ लोग इसे मोहर्रम के दिन हुए तनाव से जोड़ कर देख रहे हैं तो कुछ इसे आपसी विवाद मान रहे हैं.

महाराजगंज के नाथनगर इलाके में शाम में प्रतिमा विसर्जन के दौरान मारपीट, पथराव होने की खबर. विवाद की वजह-जुलूस को खास रास्‍ते से ले जाने की जिद. मारपीट की सूचना के बाद कई इलाकों के लोगों ने प्रतिमाओं को रखकर जाम लगा दिया. डीएम-एसपी के पहुंचने के बाद देर रात विसर्जन हो पाया. चार लोग गिरफ्तार किए गए.

देवरिया के लार कस्‍बे में जयकारा लगाने के मुद्दे पर विवाद हो गया. पुलिस ने भीड़ को खदेड़ा तो पुलिस पर पथराव हुआ. पूजा समितियां मूर्ति विसर्जन न करने पर अड़ीं.

कुशीनगर के कुबेरस्‍थान थाना के इलाके में प्रतिमा विसर्जन के जुलूस में शामिल हाथी और रास्‍ते के मुद्दे पर विवाद, पथराव, फायरिंग, मारपीट. कई लोग घायल. दो की हालत गंभीर. कई दुकान, गोदाम और एक स्‍कूल जलाया गया. तीन घंटे तक उपद्रवियों ने जमकर हंगामा किया. कुछ लोग हिरासत में लिए गए. डीएम-एसपी की मौजूदगी में जुमे की नमाज हुई. शुक्रवार को गांव जा रहे हिन्‍दू युवा वाहिनी के कार्यकर्ताओं को पुलिस ने गिरफ्तार किया.

बरेली के नवाबगंज में गुरुवार को मुहर्रम के मौके पर ताजिया का जुलूस कर्बला की तरफ जा रहा था. नवाबगंज के पास रास्‍ते के मुद्दे पर विवाद हो गया. स्‍थानीय लोगों ने रास्‍ता बदलने का दबाव बनाया. खबरों के मुताबिक, जब हजारों लोगों को नवाबगंज के पास कर्बला की ओर जाने से रोक दिया गया तो टकराव हो गया.

सीतापुर के हरगांव के पास मुहर्रम के जुलूस में ताजिया पर पथराव की खबर. लोग आमने-सामने आ गए. पथराव. कई घायल.यहां 14 अक्‍टूबर को भी मारपीट होने की खबर मिली है.

रायबरेली के डीह क्षेत्र में दुर्गा के प्रतिमा विसर्जन के रास्‍ते का विवाद में टकराव.

बलरामपुर में मूर्ति विसर्जन के दौरान भड़काने वाले नारे लगाने का आरोप. कुछ दुकानों और मस्जिद पर रंग डालने की खबर के बाद तनाव. अलग-अलग जगहों पर अलग-अलग तरीके से नफरत फैलाने की कोशिश. भरत मिलाप के दौरान भी आपत्तिजनक नारे के बाद तनाव हुआ.

बलरामपुर में मुहर्रम के जुलूस में एक झांकी पर एतराज करते हुए तनाव पैदा करने की कोशिश की गई. उस झांकी को राष्‍ट्रद्रोह की श्रेणी में रखा गया. बलरामपुर में शुक्रवार को भी सोशल मीडिया के जरिए नफरत फैलाने की कोशिश की खबरें आ रही हैं.

श्रावस्‍ती में गुरुवार, 13 अक्‍टूबर को मूर्ति विसर्जन के जुलूस के रास्‍ते के लिए तनाव हो गया. इसके बाद पथराव शुरू हो गया. पुलिस ने सख्‍ती की और 62 लोगों को गिरफ्तार किया. दूसरे दिन शुक्रवार को भाजपा सांसद दद्दन मिश्र भिनगा-बहराइच फोरलेन पर धरने पर बैठ गए. उनका इलजाम था कि पुलिस इकतरफा कार्रवाई कर रही है.

बलिया में मुहर्रम के जुलूस जिस रास्‍ते से निकलना था, उस रास्‍ते में दुर्गा पूजा की सजावट के झालर लगे थे. ताजिया निकालने वालों ने झालर हटाने को कहा. दुर्गा पूजा समिति नहींमानी. इसके बाद मुहर्रम का जुलूस नहीं निकला. दूसरे दिन प्रशासन के समझाने-बुझाने के बाद दोनों पक्ष माने तब ताजिया उठाया गया. इससे पहले बलिया के ही रेवती इलाके में मूर्ति विसर्जन के दौरान हंगामा और मारपीट की खबर है.

प्रतापगढ़ के कुंडा में ताजिया ले जाने के रास्‍ते का विवाद के बाद तनाव हुआ. इसी तरह पीलीभीत, चित्रकूट, बाराबंकी-फैजाबाद, इटावा, सहारनपुर के देवबंदसे भी तनाव की खबरें मिली हैं.

बिहार के कई जिलों से तनाव की खबर

पूर्वी चम्‍पारण के मोतिहारी के तिरकोलिया में पूजा पंडाल में 11 अक्‍टूबर की रात को तोड़फोड़ की खबर के बाद तनाव पैदा हो गया. लोगों ने मुख्‍य सड़क जाम कर दिया. जब लोग नहीं हटे तो पुलिस ने लाठीचार्ज किया. थाना इंचार्ज को निलम्बित कर दिया गया है. कई दुकानें जला दी गयीं. अफ़वाहों को रोकने के लिए पुलिस को इंटरनेट सेवा बंद करनी पड़ी. तुरकौलिया के साथ-साथ आस-पास के कई गांवों में तनाव है.

पूर्वी चम्‍पारण के सुगौली में शुक्रवार को विसर्जन के दौरान हिंसा हुई. खबरों के मुताबिक, डीजे पर नारे लग रहे थे. पटाखे फोड़े जा रहे थे. एक पटाखा किसी के मकान पर गिरा और इसके बाद हंगामा शुरू हो गया. एक और खबर के मुताबिक विसर्जन जुलूस पर पथराव के बाद हंगामा शुरू हुआ. दोनों समुदायों के बीच जमकर पथराव हुआ. फायरिंग की भी सूचना है. दुकान और घर जलाए जाने की खबर है. फोर्स तैनात कर दी गई है.

पश्चिमी चम्‍पारण के बेतिया के जमादार टोला के मुहर्रम के अखाड़े के दौरान टकराव हुआ. तनाव और मारपीट की खबर. कई घायल. एक शख्‍स की हार्ट अटैक से मौत हो गई. एक घायल के मौत की भी खबर है. इससे तनाव के और बढ़ने की आशंका बढ़ गई है. (चम्‍पारण में हिंसा पर विस्‍तृत रिपोर्ट यहां देखी जा सकती है.)

भोजपुर के पीरो में 12 अक्‍टूबर को मुहर्रम के जुलूस के दौरान तनाव और पथराव. 13 और 14 को भी हिंसा हुई. ट्रेन पर हमला और यात्रियों की पिटाई की खबर है. इसके बाद भी हालात नहीं सुधरे तो 15 को इंटरनेट बंद किया गया.

सीतामढ़ी के रीगा में मंगल 11 अक्‍टूबर को ताजिया चौकी के जुलूस के रास्‍ते के मुद्दे पर दो समुदायों में झड़प और मारपीट की खबर है. पुलिस के साथ भी बदसुलूकी हुई. सीतामढ़ी में शुक्रवार को हालात में सुधार की खबर है.

मधेपुरा के बिहारी गंज में मूर्ति विसर्जन के दौरान कुछ लड़कों में मारपीट हो गई है. खबरों के मुताबिक लड़के अलग-अलग सम्‍प्रदाय के थे. लोगों ने मूर्ति सड़क पर रख दी और प्रदर्शन शुरू कर दिया. प्रदर्शनकारियों ने दो सरकारी अफसरों की गाडि़यां जला दीं. इस मारपीट की शुरुआत एक दिन पहले सोमवार को हुई थी. यहां शुक्रवार तक तनाव बरकरार रहने की खबर है. शुक्रवार को पांचवें दिन डीएम ने खुद घूम घूमकर लोगों से दुकानें खोलने की अपील की. हालात सामान्‍य होने की तरफ.

गोपालगंज में 14 अक्‍टूबर को दुर्गा प्रतिमा विसर्जन के जुलूस पर पथराव और फायरिंग की खबर के बाद तनाव. आगजनी. इंटरनेट सेवा बंद की गई. 15 अक्‍टूबर को दुकानों में लूटपाट की खबर भी मिल रही है.
गया के मानपुर में गुरुवार को मुहर्रम के जुलूस के दौरान छेड़खानी के इलजाम के बाद तनाव पैदा हो गया. औरंगाबाद में भी तनाव की खबर है.

गया में शुक्रवार की देर मुफस्सिल इलाके में एक धर्मस्‍थल में पथराव और थोड़फोड़ की खबर के बाद शनिवार के दिन तनाव पैदा हो गया।

बंगाल भी पीछे नहीं

बंगाल के कई जिलों में भी साम्‍प्रदायिक तनाव की खबरें हैं. खासतौर पर खड़गपुर, हुगली, उत्‍तरी 24 परगनाजिलों में दुर्गा पूजा और मुहर्रम के दौरान 11 और 12 अक्‍टूबर को कई जगहों पर झड़प, आगजनी की खबरें हैं. खबरों के मुताबिक, खड़गपुर में 12 तारीख को अफवाह फैल गई कि किसी ने मुहर्रम के जुलूस पर बम फेंक दिया है. इसके बाद हालात बेकाबू हो गए. कुछ दुकानों में तोड़फोड़ की गई. कई घायल हुए हैं.

महाराष्‍ट्र
महाराष्‍ट्र के ठाणे के भिवंडी में मुहर्रम के जुलूस के दौरान साम्‍प्रदायिक टकराव. नवरात्र के दौरान कुछ गेट बने थे. खबर के मुताबिक, मुहर्रम के जुलूस के दौरान कुछ नुकसान हो गया. इसके बाद दोनों समुदायों के लोग आमने-सामने आ गए. पथराव हुआ. बाद में गेट के नुकसान का वीडियो सोशल मीडिया पर साझा हुआ तो तनाव और बढ़ गया. कुछ लोग घायल भी हुए हैं.

कर्नाटक

कर्नाटक के बेलगावी के शेट्टी गली में मंगलवार की रात एक जगह हरा झंडा फहराने के बाद विवाद हो गया. विवाद बढ़ते बढ़ते टकराव में बदल गया. दोनों समुदायों के लोगों ने एक-दूसरे पर पथराव किया.कई लोग घायल हुए.कई गाडि़यों को नुकसान पहुंचा.

ये घटनाएं शुभ संकेत नहीं दे रही हैं.
