Media reports of a 30 storey Bihar Bhavan worth Rs 314 crore in South Mumbai’s prime Mumbai Port Trust area of Elephant estate have drawn flack and concern from Marathi speakers in the Maharashtrian capital of Mumbai.

Reports in Prahaar and India today both have broken news of this union government decision, also seen as a clear assertion of Hindi over Marathi, a sensitive issue. The construction of Bihar Bhavan in Mumbai after a decision taken on similar lines in Delhi is also seen as part of the Rashtriya Swayamsevak Sangh (RSS)-Bharatiya Janata Party (BJP)’s plant of a proto fascist, “Hind-Hindi-Hindustan.” One language, One Faith, One Nation.

Dr Deepak Pawar, head of the department of Marathi in the Mumbai University and a vocal proponent of the Marathi language. He is also active in Marathi Abhyas Kendra.

The Bihar government wants to build a 30-storey Bihar Bhavan on land belonging to the Mumbai Port Trust. The Bihar government took this decision during the Mumbai Municipal Corporation elections. The process has been underway since 2022.

To make all this happen, non-Marathi officers are required in the Port Trust. The Koli community living on Port Trust land is not acceptable to them. Yet, land has been given to the Bihar government at the rate of ₹1 per square metre. The land has been leased out for 60 years!

By then, there will be so many people from the cow-belt living in Mumbai that the city will become unrecognisable. Perhaps it may even become a separate state.

At the final stage of the struggle for a united Maharashtra, Congress leaders had suggested naming this state “Mumbai State,” but the Samyukta Maharashtra Samiti thwarted that conspiracy. Today, by the grace of those wielding brute majorities (read BJP, SS (Eknath Shinde) the dream of Morarji Desai and S. K. Patil is on the verge of being fulfilled.

We must take to the streets to demand that the Port Trust return the money taken from the Bihar government, cancel the agreement, and ensure that no other states are allowed to build their bhavans anywhere in the MMR region.

Today, people in Palghar have come out onto the streets against projects like Vadhvan, Murbe, and the so-called Third and Fourth Mumbai.

On the basis of two weapons—population from the cow-belt and the capital of Gujaratis and Marwaris—a conspiracy has been hatched to push Marathi people out of their rightful state and reduce them to a minority. Breaking this conspiracy is the true Marathi cause; it is the true dharma of Maharashtra.”

According to the India Today and Prahaar, a detailed plan for the project has been prepared. The “Building Construction Department Secretary Kumar Ravi” told the publication that the department will construct the Bihar Bhawan at Elephant Estate in the Mumbai Port Trust area. The proposed building will be around 30 storeys high, including a basement, and will be equipped with modern facilities.

Who will pay?

Bihar’s tax payers! The state cabinet under Ntish Kumar has granted administrative approval of Rs 314.20 crore for the project, which will help speed up the construction process. Kumar Ravi said the proposed Bihar Bhawan will provide facilities for government work, meetings and accommodation.

Special arrangements will also be made for patients from Bihar who come to Mumbai for the treatment of cancer and other serious diseases, along with their family members. He said the construction of Bihar Bhavan in Mumbai is an important step towards the state’s progress and public welfare.

As per the plan, the Bihar Bhawan will be built on about 0.68 acre of land and will have a height of nearly 69 metres from ground level. The building will have a total of 178 rooms. A dormitory with a capacity of 240 beds will be developed for patients and their attendants.

The project will also include sensor-based smart triple and double-decker parking facilities with space for parking 233 vehicles at a time. Other proposed facilities include a 72-seat conference hall, a cafeteria, a medical room and other essential amenities.

It is to be seen whether recently galvanised Maharashtrian sentiments will halt this over-extended project on prime land in Mumbai, all built at the cost of the Maharashtrian tax payer.
