Bittu Bajrangi, notorious in the news for his allegedly vigilante activities against Muslims has again made the news – this time for beating a Hindu man in front of the police. As per news reports, Bajrangi beat the man, saying he thought he was a Muslim. Bajrangi is reportedly the former head of Faridabad division of Gau Raksha Bajrang Force.

The incident took place on April 1, 2024, when a video recording was uploaded online where Bajrangi can be seen beating a man on the pretext of him being a Muslim. The incident was caught on camera following which the police registered an FIR based on the complaint of the man named Shyam. The man, according to the complaint, was going to buy some chocolates when Bajrangi, along with some men from the Goraksha Bajrang Force, dragged the man to his house and beat him, ‘accusing’ him of being Muslim. The victim has claimed that Bajrangi threatened to kill him.

Bajrangi and the men with him have been booked under the Indian Penal Code sections of 323 (causing hurt), 341 (wrongful restraint), 506 (criminal intimidation), and 34 (acts done by several persons with common intention).

In 2023, despite trying to flee his arrest, Bajrangi was also arrested last year on August 15 on charges of instigating communal violence in the Muslim-majority Mewat region of Haryana.

The resulting communal turmoil led to targeted attacks against Muslims in various districts of Haryana and Delhi-NCR. These anti-Muslim assaults persisted for four days, resulting in six deaths and leaving over 88 people injured.

However, he was soon released on bail on August 30 2023 by Nuh Session Court by additional district and sessions judge Sandeep Kumar. The sessions court had issued conditions on his bail, one of which included that he would not make any public statements after his release, especially on social media.

However, he had reportedly violated these bail conditions soon. On November 4 in Faridabad, Bajrangi had given a hate speech calling for the economic boycott of Muslims. In his speech, he asked Hindus to boycott Muslim sellers while shopping during the Diwali festival.

He was reportedly recorded making the following statements, “During the festival of Diwali, I would urge our sisters and brothers to not buy from demons. I want us to identify the sellers before buying so that we only buy from our Hindu brothers because if Muslims earn, they use that money to cut our holy cows, our mothers and our sisters. In the regions where these people are present in less numbers, there they talk about brotherhood. But in the regions that they are present in majority, they subject our mothers and sisters to torture. You all remember what happened in Mewat. This is why I am requesting all my sisters and brothers to only buy Diwali material from their Hindu brothers. We are not concerned with anyone else. I also want to remind all my sisters and daughters that their brother Bittu Bajrangi will be available for them at all hours of the day. I want to dedicate my life to saving my daughters and sisters from these demons.”

Similarly, this is not an isolated incident of hate in which Bajrangi has been reportedly involved after his bail was granted. In Faridabad, Haryana, Bittu Bajrangi had also reportedly disrupted the wedding of a couple who belonged to two different faiths. Bajrangi was seen in a video shared on X, formerly Twitter, encircling the young couple with his group of men.

On November 10, 2023, Citizens for Justice and Peace, noting that his actions violated his bail conditions, filed a complaint in the Nuh Police Station against his speech made in Faridabad on November 4, 2023 where he had targeted the Muslim community and encouraged calls for boycotting them economically. CJP argued that Bajrangi was creating fear around the Muslim community which could lead to an atmosphere of fear and hatred against them. CJP had urged for the cancellation of his bail application after highlighting that he had violated his bail conditions, citing Section 437 (5) and Section 439(2) Code of Criminal Procedure (CrPC).

On November 10, Citizens for Justice and Peace (CJP) wrote a complaint to the Nuh police station against the contentious acts being committed by Bittu Bajrangi in defiance of his bail conditions. In August, Bittu Bajrangi had been booked by the Nuh Police in connection with the communal violence that had taken place in Nuh district during a religious procession on July 31. He had been arrested on August 15 and was granted bail by Nuh Session Court on August 30. While granting him bail, the additional district and sessions judge Sandeep Kumar had imposed conditions on his bail which included obtaining prior permission from the superintendent of police to visit Nuh district and refraining from making public statements, especially on social media.

Through the complaint, CJP highlighted the hate speech delivered by Bajrangi in Faridabad on November 4, 2023 wherein he targeted the Muslim community and raised calls for their economic boycott. Through his speech, he asked for the Hindus to boycott Muslim sellers while buying anything for Diwali festivals. By creating the fear of Muslims using their earning to slaughter cows and harass Hindu women, the serial hate offender indulged in spreading anti-Muslim sentiments and raising calls for economic boycott of Muslims. In the other instance provided in the complaint, Bajrangi stopped an interfaith couple from getting married in Faridabad.

The complaint provides that “these incidents are pure intimidation and a violation of the Indian Constitution that assures under Article, 19, 21, 14 and 25, the inalienable right to every Indian, who has attained legal majority, to choose a life partner of their choosing regardless of faith, caste, class or gender. These guarantee every Indian the right to equality before the law, a life without discrimination, right to life itself and the freedom to associate and perform economic activity and business apart from the freedom of faith, belief and worship.”

The complaint then provides the legal provision pertaining to cancellation of bail, which are mainly contained in Section 437 (5) and Section 439(2) Code of Criminal Procedure (CrPC).  The complaint urges the Nuh police to approach the Nuh Session court in regards to the offences highlighted and violation of bail condition and urge the court to cancel the bail granted to Bittu Bajrangi.

The complaint also pointed out that the offences of hate speech and moral policing committed by Bajrangi are crimes punishable under the Indian Penal Code itself. Therefore, the complaint urges the Nuh police to take fresh cognizance of the post-bail offences mentioned and to investigate the matter thoroughly and register FIRs.

Bittu Bajrangi, who was granted bail on August 30 in relation to a case related to the communal violence that took place in Nuh, Haryana has been making the headlines yet again. In the past week, incidents of Bittu Bajrangi indulging in hate speech and moral policing have surfaced. These incidents stand in violation of the conditions imposed on his bail by the Nuh Sessions Court which had asked Bajrangi to stay away from making any public statements, particularly on social media. Notably, he had been released on bail after spending two weeks in jail.

1. Hate speech- calls for economic boycott of Muslims

Addressing a crowd on November 4 in Faridabad, Bajrangi gave a hate speech targeting the Muslim community.

Speech:

“During the festival of Diwali, I would urge our sisters and brothers to not buy from demons. I want us to identify the sellers before buying so that we only buy from our Hindu brothers because if Muslims earn, they use that money to cut our holy cows, our mothers and our sisters.”

“In the regions that these people are present in less numbers, there they talk about brotherhood. But in the regions that they are present in majority, they subject our mothers and sisters to torture. You all remember what happened in Mewat. This is why I am requesting all my sisters and brothers to only buy Diwali material from their Hindu brothers. We are not concerned with anyone else.”

I also want to remind all my sisters and daughters that their brother Bittu Bajrangi will be available for them at all hours of the day. I want to dedicate my life to saving my daughters and sisters from these demons.”

2. Moral policing- prohibiting an interfaith couple from getting married

In Faridabad, Haryana, Bittu Bajrangi stopped an inter-faith couple from getting married. A video was uploaded on ‘X’ (formerly Twitter) showed Bajrangi donning a saffron kurta and circling a young couple with his mob of men. He can be heard saying that the family members had complained to him regarding the marriage and that is why he was taking action. He deemed the marriage between the two to be illegal and accused the man of being a father of four children. He also blamed the man of brain washing the girl.

The video also shows the girl stating that she is 25-years-old. She can be clearly heard saying that she knows about the children and is willing to marry the man out of her own accord.

Blatant contempt of court?

Bittu Bajrangi had been booked in connection with the communal violence that had taken place in Nuh district during a religious procession on July 31. Bajrangi, who had released a provocative video a day before the Jal Abhishek Yatra was taken out by Vishwa Hindu Parishad and Bajrang Dal, was arrested for allegedly brandishing weapons during the rally when violence erupted on July 31, the police had said. The said communal violence had resulted into targeting of Muslims in other districts of Haryana and Delhi-NCR. The anti-Muslim attacks had gone on for 4 days and had resulted in the death of six people and over 88 injured.

Bajrangi had been arrested on August 15 following a massive outage against Haryana BJP government. The Hindutva activist was apprehended after a team of over 20 officers in civilian clothes, armed with lathis, chased Bajrangi from his home. He had attempted to flee but is nabbed by the team, as per Maktoob Media report.  As per the police, Bajrangi had also been booked for obstructing the police from performing duty, assaulting them and fleeing after snatching weapons seized by the police from the spot.

He was released on bail by additional district and sessions judge Sandeep Kumar on August 30. His bail conditions included obtaining prior permission from the superintendent of police to visit Nuh district and refraining from making public statements, especially on social media. It is also crucial to highlight here that as per a report of Hindustan Times, the major grounds on which Bajrangi was granted bail by the court included the delay of a fortnight in registering an FIR against him, improbable allegations of snatching seized weapons like swords from police, and lack of evidence to ascertain whether the weapons Bajrangi carried were meant to inflict injury on policemen or to members of a particular community.

Bittu Bajrangi is the Faridabad head of Gau Raksha Bajrang Force and has found a mention in multiple FIRs related to hate speech against Muslims.

GURGAON: The Bajrang Dal member Raj Kumar alias Bittu Bajrangi, whose video, exhorting provocations, for the communal tension that blew up into a clash in Nuh on July 31, was booked in an FIR filed in Faridabad on August 1. He was taken into custody the next day and released on bail the day after, August 3.

Faridabad police sources however told The Times of India that Bittu (45), however, remained “under house arrest” with a team from the crime deployed at his residence.
The FIR is the latest in a long list of cases filed against Bittu in a month – 4 in Dabua, Mujesar and Saran police stations of Faridabad for controversial statements and social media posts, according to police sources. He has obtained bail in all of them.

The July 31 Facebook video, in which he is heard saying “phool mala taiyyar rakho (keep flowers and garlands ready)” and “tumhara jija aa raha hai (your brother-in-law is coming)” was, in a communally charged atmosphere, perceived as a dare and a reference to cow vigilante leader Mohit Yadav alias Monu Manesar.

All these hate posts that flowed online from members of two communities largely centred around the speculated presence of Monu at the religious yatra in Nuh. Bittu’s video was uploaded around an hour before the yatra on Monday and was widely circulated.

The day before, on July 30, Monu had also posted a video on his Instagram account, urging people to join the religious yatra in Nuh. Monu is one of the accused in the murder case registered in Rajasthan after the bodies of two men, Nasir and Junaid, were found inside a burnt Bolero in Bhiwani in February this year.

According to police sources, 22 FIRs for alleged hate speeches have been registered in Gurgaon, Nuh and Faridabad since the July 31 clashes. TOI had reported on three of these FIRs on Friday that have been filed against Shahid, Aadil Khan Mannaka alias Birjubhai and a Facebook page called ‘Shayar Guru Ghantal’. Another FIR was registered on Friday against Faridabad resident Sajid Qassar and two others for a video. The complaint was filed by a resident of Jawahar Colony who said he got the Facebook clip as a WhatsApp forward.

A Faridabad police spokesperson Sube Singh told TOI the FIR against Bittu was filed at Dabua police station on August 1 on the basis of a complaint by a cop under IPC section 295A (deliberate and malicious acts intended to outrage religious feelings of any class by insulting its religion or religious belief).

In the complaint, sub-inspector Satish Kumar said Bittu and others were “inciting religious animosity” and made statements “to hurt religious sentiments” of a community.
“He was arrested for questioning and at present he is ‘nazar band’. He has been asked not to leave the city while the investigation is under way,” the police spokesperson said.
A senior police officer said Bittu was granted bail because the offence has a jail term of less than seven years.

The 45-year-old, a bachelor, is involved in wholesale trading of vegetables at the Faridabad mandi and rents carts to vendors there. On his social media account, Bittu claims to run a ‘Bajrang Force’ that works for “cow protection”. He has earlier posted photos with Monu Manesar as well.

Speaking to TOI over a phone call on Friday, august 4, Bittu reportedly said that he posted the video on Facebook at 11.30am and had reached a temple in Nuh around 12.30pm on July 31. “How is it possible that in less than an hour of my video, thousands of people armed with deadly weapons assembled in Nuh and started rioting?” he asked, referring to the mob that attacked the yatra in Nuh.

He said his statements in the video were “answers” to clips on social media that threatened to teach him a lesson. “Many objectionable videos were uploaded from Nuh, but no one is talking about them,” he claimed.
