The Hindustan Times reported that the people of Chhattisgarh have been protesting against the land acquisition and coal block allotment carried out by the government in the Hasdev Arand region in violation of the Panchyats Extension to Scheduled Area (PESA) Act, which mandates the government to take the Gram Sabha’s permission to acquire tribal land.Coming together under Hasdev Aranya Bachao Sangharsh Samiti (HABSS), people from twenty villages have written to Chief Minister Bhupesh Baghel in protest against these government actions.

In their letter, the protestors demanded that no mining project be allowed to proceed in the region, that land acquisition in the villages of Salhi, Hariharpur and Fathepur in the Parsa coal block be stopped, and that the forest clearance given to the project by Union Ministry Of Environment, Forest And Climate Change be cancelled.The protestors also demanded that the government must cancel the developer-cum-operator agreement as to the Paturia and Gidhmuri coal blockbetween the Chhattisgarh Power Generation Company (the contractor to which these areas have been allotted) and theAdani group.

The Forest

The Hasdeo Arand Coal field is spread over North Korba, south Surguja and Surajpur districts. At 170,000 hectares,Hasdeo Arand is one of the largest contiguous stretches of dense forest in central India.It is one of the largest contiguous forest areas in Central India outside of the protected area system. The catchment area of the Hasdeo Bango barrage irrigates 4 lakh hectares of prime agricultural land. The forest is extremely rich in bio-diversity reporting the presence of several endangered species. It is also part of a large elephant corridor stretching from supporting the migration of wild elephants from Gumla district in Jharkhand to Korba district of Chhattisgarh.

The Conflict

In 2010, the Ministry of Environment, Forest and Climate Change had declared the region a ‘no-go area’ for mining, meaning that the coalfield areas would never be opened to miners.A 2014 HABSS Report quotes the Forest Advisory Committee (FAC)which was setup in relation to Tara, Parsa, Parsa East &Kete Basan (PEKB) coal-fields in the Hasdeo Arandregion.On inspecting the forest land in Hasdeo-Arand coalfields, in a December 2009 statement, the FAC noted,“the major part of forest area is unsuitable for coal mining due to its high ecological and forest value and no fresh approvals should be granted to the blocks except the two ongoing mines.”

However, in June 2011, the Ministry granted forest clearance toTara and PEKB –three blocks within the area.The Hindu reported that the Environmental Minister of the time,Jairam Ramesh, had said this approval was contingent on the Chhattisgarh government not coming up with fresh applications for opening up the main Hasdeo Arand area, and on full compliance with the Forest Rights Act, which means that any dwellers in the area must have their forest land rights settled, and accept the mining projects.Jai nandan Singh Porte, a local tribal activist, said in 2017 that residents of the villages destroyed by the PEKB mine they have still not been rehabilitated properly in five years.

In 2015,twenty Gram Sabhas of Hasdeo Arand had passed a unanimous resolution to oppose all future auction/allotment of coal blocks and mining, and submitted it to the then chief minister and prime minister.They had raised concerns regarding the loss of their forest-based livelihoods, displacement, pending forest right claims and damage to local water bodies as a result of mining operations.

On March 21, 2019, the Union’s environment ministry gave environmental clearance for open cast coal mining in Parsa in Chhattisgarh’s dense HasdeoArand forests. This project required removing all the vegetation and soil from the area before they can begin digging for coal.

What’s At Stake

The Wire reported thatsince the diversion of forest lands for the various coal mines in the area, according to submitted proposals, would amount to 7,730.774 hectares, it would be nearly impossible to remediate the resultant loss from all the tree felling in the area.

Since the mining work started on the approved coal blocks, it has affected the migratory route of theelephants in the area and has resulted in an increase in the number of human-elephant conflicts in the region, to the detriment of the residents of Hasdeo Arand. Interestingly enough, the area had earlier been proposed for an elephant reserve, which would have prevented its use as a mining site, but the proposal never actually been notified by the state government. If these proposals are granted, the conflict will only increase.

Quartz reported that during the mine’s 34-year life span, around 3,70,000 trees will be felled. The damage caused to the region’s bio diversity as well as Hasdeo Arand’s tribal population will be irreparable.

Patna: Bihar’s Bharatiya Janata Party (BJP) – part of the coalition government in the state –is no longer comfortable with Chief Minister Nitish Kumar, who is also the president of Janata Dal (United) [JD(U)]. The saffron party has started directly targeting him and his agenda in public to embarrass him and damage his image ahead of the 2020 state Assembly polls.

Experts believe that this is a part of BJP’s well-planned strategy to project itself as more suitable for the top post – chief minister – in the state.
“Nitish Kumar has occupied the chief minister’s chair for quite a long time. As votes are now garnered for the NDA in the name of Prime Minister Narendra Modi, he should vacate the CM’s chair for the BJP,” senior BJP leader Sanjay Paswan recently said.

Similar demand was put forth by BJP MLC Sachidanand Rai soon after Lok Sabha polls this year.

By demanding the chief minister post for the BJP, Paswan, who is a BJP MLC and is considered close to RSS, seems to have sent a political message – “Nitish magic”, which might have worked in the previous elections, appears to have been faded now.

“Nitish Kumar should play national politics in Delhi and hand over the state power-politics to senior BJP leader and Deputy Chief Minister Sushil Kumar Modi,” Paswan said.

Several BJP leaders have privately said that the ‘Nitish factor’ is not visible any more in the state. JD-U itself is banking heavily on the ‘Modi factor’, as Nitish Kumar, too, had promoted ‘brand Modi’ during 2019 Lok Sabha polls. “It benefited JD-U that won 16 of the 17 seats contested this time as an ally of BJP, unlike 2014 polls when it had won only two of the 30 seats contested in Bihar by itself,” a BJP leader said.

A BJP leader told NewsClick that Nitish Kumar’s popularity has declined; he is no longer a reliable face. His claim of ‘sushahan’ (good governance) has been punctured on account of collapse of the law and order in the state and his political credibility is at an all-time low, said the leader.

“BJP cannot trust him, nor the opposition Rashtriya Janata Dal (RJD). Nitish Kumar’s political credibility was badly damaged after he dumped RJD and once again joined hands with the BJP to form the government in July 2017. He is with us, but opposes [abrogation of] Article 370, Triple Talaq and NRC,” said the BJP leader while speaking to NewsClick.

Giriraj Singh, a vocal champion of Hindutva politics, has publicly attacked JD-U and Nitish Kumar for opposing abrogation of Article 370,Triple Talaq and NRC. He also questioned Nitish Kumar on Monday for his statement that the mineral-rich Jharkhand, ruled by BJP, has failed to achieve desired development.

A fortnight after Lok Sabha polls, supporters of Singh, who had won from the Begusarai seat, raised slogans – demanding that he be the next chief minister of Bihar. It was alarming for the present CM ahead of next year state Assembly polls.

Additionally, what has hurt BJP is that JD-U will be contesting Jharkhand Assembly polls against the BJP and the party has already started targeting the saffron party. JD-U is also contesting Assembly polls in Haryana and in Delhi alone – which has not gone down well with the national leadership of the BJP.

On the other hand, JD-U leaders have strongly reacted to Paswan’s statement, saying that the CM did not need a certificate from Paswan. “Nitish Kumar is the chief minister and he will remain so after the 2020 polls. There is no vacancy. He enjoys support and blessings of the people. It is known to all,” claimed JD-U leader Nikhil Mandal.

JD-U spokesperson Sanjay Singh told NewsClick here that there is no alternative to Nitish Kumar. “BJP had tasted humiliating defeat in 2015 Bihar Assembly polls by contesting without Nitish Kumar. People have faith in the CM to deliver on promises made to them, unlike others,” he said.

The tussle between the two ruling parties was visibly fuelled in July when the BJP leaders including MLAs opposed the Nitish Kumar government’s order to gather detailed information on Rashtriya Swayamsevak Sangh (RSS) leaders and its subsidiary outfits.

It was reported earlier that the special branch of Bihar police was directed to gather detailed information about the state functionaries of the RSS and its 18 subsidiary outfits including Vishwa Hindu Parishad (VHP) and Bajrang Dal. This letter was issued by the special branch on May 28, two days before the swearing in of the Narendra Modi Cabinet. BJP leaders had expressed surprise over the order and had opposed this action.

However, in May, JD(U) had refused to join the Union Cabinet for being offered just symbolic representation. After being left high and dry by the top BJP leadership, Nitish Kumar had expanded his cabinet by inducting eight ministers from his party while not including any BJP leader. He later claimed that the BJP was offered a few positions on which the party was expected to take a decision later.

In the past three months, a few senior BJP leaders have questioned Nitish Kumar over deteriorating law and order situation in the state and had embarrassed him by pointing to the failure of the government in connection with the death of over 150 children reportedly from Acute Encephalitis Syndrome (AES) in Muzaffarpur.

In this backdrop, it is widely being discussed in the political circles that the BJP has had enough of Nitish Kumar. BJP leaders also claim that the party is stronger in the state and enjoys overwhelming support from the upper castes, OBCs and EBCs that were once loyal to Nitish Kumar.

According to political experts, BJP had used the ‘brand Nitish’ to fight against RJD since the mid-1990s till early 2000s.The BJP had projected a clean image of Nitish Kumar as a suitable face for the post of the chief minister in the 2005 Assembly polls and it had clicked.

It has become a thing of past now, and the saffron party seems eager to promote its own chief ministerial face during the upcoming elections.

Hidur village exposes Chattisgarh CM Raman Singh’s lies as no development of any kind has reached this village in the last 15 years. It has no clean drinking water, no electricity, no medical assistance and nobody in this village has ever voted or seen an EVM machine.

Raipur: The Modi government has spent crores of rupees on campaign advertisements till now. Chattisgarh’s CM Raman Singh has also spent quite a lot on his own publicity. He took out a ‘Vikas Yatra’, a development tour in the state a few months ago to showcase the work his govt has done. It being an election year, BJP president Amit Shah and PM Modi have also visited the state. All BJP leaders worth their salt never get tired in claiming that they have brought development to every village in the state. One newspaper has blown the lid off these claims by BJP.
 
In a news report by correspondent Dheeraj Bairagi in Patrika newspaper, it was surprising to learn that the development that these politicians talk about hasn’t reached the residents of Hidur village, which comes under Kandadi Gram Panchayat, just 60 kms away from Pankhajur headquarters in Kanker district. The ground realities are different from what the publicity campaigns might have us believe. Even after 15 years of BJP rule in the state, clean drinking water hasn’t reached the villagers who are forced to drink the waters of Jhiriya pond. The ruling state govt is publicising the claim that a Ganga of development is flowing in the state. It is nothing but lies. The villagers not only don’t know about these development claims, but they also don’t even know the names of their CM and the PM.
 
No politician has ever visited this village
 
The villagers said that not a single road was made in their village. They travel everywhere on foot. During monsoon, their contact with the headquarters is completely cut off. They said that many years ago, they received a single handpump for the entire village which is now defunct for a year. They said that they requested the district administration to help many times but the govt did not provide any facilities to the Adivasi families. They said that they don’t know any government and no politician has ever visited them.
 
The extent of the failure of the ruling BJP party and the neglect by the govt is so high that the residents of Hidur village have no idea who their MLA and MP are. The innocent villagers don’t even know the name of the Prime Minister of this country. The political leaders of Chattisgarh are anyway not interested in leaving their seats of power to meet people in their state, so how will a village that has no media, no TV, no internet, no free election mobile phone handouts, no roads, no election campaign rallies, no speeches, recognise the smiling face of Narendra Modi in advertisements and video conferences?
 
The state has had just one party’s rule for the last 15 years and has had the same CM since. One can still come to terms with not knowing the PM but how can one digest the fact that even after 15 years of Raman Singhs govt, there are people in his state who have not heard his development speeches and don’t even know his name.
 
No medical assistance in the village
 
There is no hospital, doctor or Aanganwadi in this village. There is no medical service available here. The villagers said that they are dependent on superstitions to cure big and small diseases. Many have lost their lives due to the absences of treatment. Electricity hasn’t reached this village and when the sun sets, the villagers fear attack by wild animals.
 
Nobody has voted in this village
 
According to the claims by the govt, development must have reached every house. In Chattisgarh, the reality is that there are some areas where people have never voted, forget the reach of development. In the highly sensitive coal belt development block of the state, 140 people of 26 families in Hidur village have never once exercised their voting rights. The residents of Hidur themselves have said it. According to a news report in Nai Duniya newspaper, the people here don’t know what sweep campaigns are. They have never seen a voter awareness rally or an EVM machine.
 
Modi and Rahul Gandhi to participate in election rallies
 
Unaware of these ground realities, PM Modi will once again come to the state for promotions and publicity. According to the plan, the PM will tour the state on Nov 9, 12, 16 and 18. He will hold meetings in the urban areas of Bastar, Bilaspur, Raigad, Ambikapur, Mahasamund and more.
 
Congress president Rahul Gandhi will hold a rally in Jagdalpur on Saturday. Rahul Gandhi’s four other rallies will be held in Kondagaon, Charma, Pakhanjur and Dongad. Nov 10, Monday, is the last date for the election campaign before the first phase of elections for 18 seats. Bastar and Sarguja divisions are very important regions for the elections.
 
Naxal attack before PM’s rally
 
RIght before PM Modi’s visit, there was news of an alleged Naxal attack in Dantewada. Senior police officials said that Naxalists blew up a minibus in an orchestrated blast on a route between Bacheli and Akash Nagar in the Bacheli police station area. The driver, conductor, helper of the minibus and a central industrial security personnel lost their lives in the blast. Two soldiers were injured. Authorities said that central forces were deployed in the area for the upcoming assembly elections.
 
Govt wants Naxalism to stay
 
Chattisgarh CM Raman Singh often says that the Naxal issue has almost died during his tenure. The continuous Naxal attacks in the state expose his lies time and again. It is the failure of this govt in dealing with the Naxal issue that is the reason behind this election happening in two phases. The first phase is being held in Naxal affected Bastar. In this first phase of elections for 18 seats, one and a half lakh security forces are being deployed. If the Naxal issue was eliminated, there was no need for such security and organisation.
It would seem that the govt wants to keep Naxalism alive so that it can hide its failures in Hidur village and continue its corporate loot of the state’s resources.
