The last days of October saw hate speeches being delivered in the state of Bihar and Uttar Pradesh. Three instances of hate speech targeting the Muslim community in Bihar were reported by Hindutva Watch on ‘X’ (formerly Twitter) while one stance was from UP. The speakers in each reported instance have peddled false conspiracy theories, justified as well as raised calls for violence against Muslims and spread a hateful divisive ideology. The details of the speeches delivered are as follows:

  1. Location: Patna, Bihar

Date: October 29

A hate speech targeting the Muslim community was delivered by Hindu supremacist monk Yati Narsinghanand Saraswati at an event in Patna. In his speech, he demonized the Muslim community and justified the use of violence against Indian Muslims while using disinformation from the Israeli-Hamas war. In addition to this, he weaponised violence against women to create fear in the mind of his target Hindu audience and raised calls for taking up arms against Muslims.

Extracts from the speech:

“How many people want a similar situation for us where, just like in Israel, these thieves chopped off the heads of small children and play football with it? How many people want these wild thieves want these to rape their daughters and their sisters, kill them and rape their dead bodies? How many people want these people to kill us and eat our hearts? None of us want this. This is why we have to be ready to fight and stand up against these people.”

“For the number of sons we have, we should have more number of weapons ready for them. We have to ensure that our sons are ready for the day these wild animals reach our home. We have to start preparing from now only as this is a long fight. It is your duty to ensure that the day these jihadis reach your house, no one should be left alive.”

“The threat that looms over Sanatam Dharam today is unprecedented.”

“Today, the whole world is ready to fight them. What are we Hindus doing? All of us are siting today hoping that a minister will do some magic trick and save us.”

“Today, India is on the verge being controlled by these jihadis. And, to reach this situation, it is not only the fault of these jihadis as they are just doing what they are taught in their books, we are also at fault. We have gone crazy licking the boots of the ministers. We do not have any ministers of any religious gurus who are willing to fight against these jihadis. We have to fight on our own to save our homes, our daughters, our temples and our religion.”

“If our population keeps on decreasing like this, then in 2029 itself, a Muslim will become the Prime Minister of India. They are also taking over our lands and our temples.”

At a separate venue, in the state of Patna, Yati Narsinghanand Saraswati delivered another hate speech. In line with the problematic claims made by Yati Narsinghanand in the previous speech, he peddled unsubstantiated conspiracies related to the Israel-Hamas-Palestine conflict to give fire to the anti-Muslim sentiments prevalent in India. He raised calls for violence against Muslims and also spread conspiracy theories using the bogey of ‘Love-Jihad’.

Extracts from the speech:

“Love-jihad is nothing but jihad itself. Jihad takes place every second of every day. Prophet Mohammad has said that even if Jihad is not taking place, it should be on the mind of a Muslim all the time.”

“These thieves do not have any strength of their own, they are only pretending to have power due to our helplessness.”

“If you want to continue living and wish to stay alive, you will have to start preparing for a fight.”

“When these people were killing and raping innocents in Israel, the demons related to them who have spread out through the world started bursting crackers and celebrating it. But the Jews did not let this slide by. All the Jews stood up against these wild animals and took up arms. They responded to their attack on such a massive scale that all these wild animals started crying.”

“We pick up our newspapers and read about our army dying on the borders on a daily basis but we do nothing about it because we are all cowards and impotent. We need to return to our Sanatana Dharama and take action again.”

Harishankar Jain, the President of the Hindu Front for Justice, delivered a hate speech targeting Muslim places of worship and made unsubstantiated claims of temples being captured by the Muslim community in India.

Extracts from the speech:

“We have taken a resolution that we need to free the birth place of Lord Krishna and destroy that symbol of slavery. The common people of India cannot bear with that symbol of slavery for much longer.”

“I went to Goshala recently. I was surprised at the Hindus living there as they were living at a place that removed a 1000 years old temple. It became a mosque after that and Muslims used to offer Namaz there every Friday. I filed a petition on the same at the High Court which had been admitted.”

“There is a Laxman fort here. People have been referring to it as the fort with the mosque. I had filed a case against the same in the year 2013. It is the duty of every individual in Lucknow to get the Laxman fort free from every mosque.”

“It is own our choice to verify who we are going to buy vegetables from and who is our barber. We need to read the names before going to the shops. We can’t rely on Modi ji and Yogi ji for everything, we have to do this ourselves.”

Pankaj Singh, leader of the extremist organisation Vishwa Hindu Parishad, delivered a hate speech targeting the Muslim community and making misleading statements on Muslims entrapping Hindu women with the aim of promoting enmity towards Muslims.

Extracts from the speech:

“A very big syndicate is being operated in India through which Muslim men are entrapping Hindu women. They trap these women in Love and keep thinking that their ‘Abdul’ or ‘Salim’ will not be the same as they others. One day, knowing that their families will not allow them to marry a Muslim, the Hindu woman take their clothes and run away with the Muslim man. These women then convert to Islam and then marry them. These men then stay with the woman for 1 or 2 years and then move on to entrapping other Hindu women.”

“They have fixed rates for converting Hindu women based on their castes. The Masjid committee in their district will give them the promised money. After getting the money, they sell them at a red-light area or in some other country. In some cases, if they don’t sell the girl, they end up killing them and discarding them in suitcases. Since many years, our Hindu girls are becoming victims of Love-Jihad.”

On October 26, 2023, the Election Commission of India (ECI) has taken steps against Assam Chief Minister and BJP leader Himanta Biswa Sarma for his controversial remarks that targeted Chhattisgarh’s minister, “for allegedly making communally charged statements and making unverified and distorted statements against a Congress leader in Chhattisgarh.” The Congress minister in question was Mohammad Akbar. Mohammed Akbar is a politician from the Indian National Congress and is supposedly the sole Muslim minister in the state and he represents Kawardha which is where Sarma was giving his speech. The EC issued a show-cause notice to Sarma and has asserted that he had violated the Model Code of Conduct which came into effect on October 9.

During his speech in Kawardha, Sarma took a seemingly communal and disrespectful dig at Akbar, stating, “When one Akbar arrives in a particular location, he brings along a hundred Akbars. Therefore, it’s crucial to remove him swiftly, or else the sanctity of Mata Kaushalya’s land will be compromised.” These remarks led to swift backlash and condemnation, with the Congress filing a complaint against Assam Chief Minister Sarma for his comments. The poll panel, in its notice to Sarma has reminded him of the specific provision in the poll code, especially the point that says, “No party or candidate shall include in any activity which may aggravate existing differences or create mutual hatred or cause tension between different castes and communities, religious or linguistic.”

However, a day after receiving the notice, Sarma defended his speech and argued that it was a “legitimate criticism” of the Chhattisgarh Minister Mohammed Akbar, “Congress has withheld the material information from the Hon’ble Election Commission that Mohammed Akbar is their candidate from Kawardha Constituency. Therefore legitimate criticism of a candidate does not amount to communal politics.”

The EC had asked Sarma to provide a response to the show-cause notice by 5 pm on October 30, and if there was failure to do so, the EC would be inclined to take further steps.

The upcoming Chhattisgarh assembly elections are scheduled to be held in two phases on November 7 and 17 respectively have become the backdrop for this controversy and the CM of Assam has visited the state often, and has often made statements regarding the Muslim community with reportedly communal undertone. Similarly, in Bilaspur, on October 26, he gave the following speech.

“The people asked me, did you feel good after shutting Madrasas in Assam? I told them I have not done any better work in my life than this. What is happening today in Chhattisgarh? Everywhere the politics of conversion is taking place….Christians have given lump sum to Hindus and made them convert!”

Another Congress complaint against the CM

Furthermore, on September 20, Senior Assam Congress MLA Debabrata Saikia had filed an FIR against Himanta Biswa Sarma at the Nazira Model Police Station in eastern Assam’s Sivasagar district. The FIR was based on the allegation that the Chief Minister’s speech was inciting violence and arson against former Congress president Sonia Gandhi and her family.

Mr. Saikia asserted that during the BJP’s Jan Ashirwad Rally in Vidisha district of Madhya Pradesh on September 19, Assam’s Chief Minister employed “derogatory and inflammatory” language and further stated, “In a country governed by the rule of law, Himanta Sarma has taken electoral rhetoric to its ugliest form” and gave a “clear instigation towards violence and arson.”

More recently, in Haflong Assam, Assam Chief Minister Himanta Biswa Sarma, during an interaction with the public, singled out from the crowd one Muslim man, making gestures as if he was about to slap him, which the CM seemed to do with a smile on his face, following which he took a selfie with the man and proceeded to instruct him to go off quickly to Karimganj.

The Assam Chief Minister Himanta Biswa Sarma was earlier also in the news for having made an announcement about his government’s new directive which is aimed at curbing polygamy among government employees. He has stated that second marriages while the first spouse is still alive would not be permitted without the state’s explicit permission, irrespective of what any religious injunctions may deem permissible for the government employee who wants to marry again. Sarma further clarified that these directives are aligned with existing rules which haven’t been properly enforced previously.

Bharatiya Janata Party (BJP) politicians are working overtime to stay in the limelight by spewing communal speeches that make them sound more like heads of right-wing groups. As many state elections loom on the horizon, BJP politicians, have been echoing anti-Muslim and anti-Christian hate speeches like the ones made at Haridwar recently. Even though they have made the headlines for their extreme views, however as they are yet to be censured by the BJP’s senior leadership, it may be seen as an ‘encouragement’ and thus inspire many more.

Just recently, the BJP-led Uttarakhand government headed by Chief Minister Pushakr Dhami, had been ‘oblivious’ to a Hindutva conclave held in Haridwar between December 17 and 19, where hate speech after hate speech made by religious leaders, right-wing activists, hardline fundamentalist speakers called for a Muslim genocide. It was called the ‘Dharma Sansad’ or ‘Religious Parliament’, and was attended by BJP man Ashwini Upadhyay.  Upadhyay and reportedly the BJP Mahila Morcha leader, Udita Tyagi.

Close on the heels of right wing politicians are sangh parivar affiliates who seem to be at the core of such hate scripts. Here are a few who are speaking the loudest at the moment, and communal groups active on the ground are soaking it in: 

Will “not hesitate to kill more Afzal Gurus”: Pradipsinh Vaghela
Pradipsinh Vaghela, a General secretary of the BJP in Gujarat, has said he would “not hesitate to kill more Afzal Gurus”. Vaghela was referring to Kashmiri separatist leader Mohammed Afzal Guru, who was hanged to death for his role in the 2001 Parliament attacks. But the message he intended seems to be aimed at a larger target. Vaghela, reported Indian Express, was addressing members of the BJP Youth wing in Gujarat on Saturday and said, “Congressmen say that if one Afzal Guru is killed, more will be born. But I am saying that if more are born, we will kill them all.” 

Set “yearly targets to convert people” to Sanatan Dharma: Tejasvi Surya
Tejasvi Surya has implored temples and mutts to set “yearly targets to convert people” to Sanatan Dharma. According to the MP, the “only option left for Hindus is re-convert all those who left the Hindu faith and that includesMuslims of Pakistan. And yearly targets should be given to Mutts and temples to do this job.” Tejasvi proudly tweeted the speech and told his 1 million followers that he “Spoke on ‘Hindu Revival’ at Sri Krishna Math.”

He added that it was “after 2014, Bharat is finally decolonising itself after 70+ years of colonial hangover. Following centuries of being ruled by foreign invaders, Bharat is re-emerging as ‘Vishwaguru’,” and called for the conversion of Muslims and Christians to Hinduism. He reportedly called Islam and Christianity not religions but “political imperial ideologies”. He reportedly claimed that these faiths were “propagated by wielding swords.” 

According to him, “Hindu has been taken out from his mother religion. There is only one possible solution to address this anomaly. Those people who have left their mother religion and have for various socio-political, economic reasons over the course of India’s history have gone out of the Hindu fold must be brought back in whole, into the Hindu fold, brought back to the mother faith.” 

New ‘Madhuban Mein Radhika Naache’ video hurt Hindus: Narottam Mishra 
Narottam Mishra home minister Madhya Pradesh has threatened to take official action against actor Sunny Leone and composer Saqib Toshi if they do not remove a music video from social media within three days. Indian Express reported Mishra has threatened the two with an FIR and seeks an apology from the actor for her performance of the song ‘Madhuban Mein Radhika Naache’. The song was a super hit in the 60s and was sung by the legendary  Mohammed Rafi for the film Kohinoor. The new rendition, ‘Madhuban’, which has upset Mishra was released by Saregama Music on December 24 and is sung by Kanika Kapoor and Arindam Chakraborty, stated news reports.

Mishra reportedly said, “Some people who continuously hurt Hindu sentiments. There are temples for Radha in India, we pray for her. Saqib Toshi can make songs concerning his religion, but such songs offend us. I will take legal advice and action will be taken against them (Toshi and Leone) if the video is not taken down in three days.” According to the IE, Mathura-based priests have demanded a ban on the video, accusing the actor of hurting their religious sentiments by performing an “obscene” dance on the iconic song. Sant Naval Giri Maharaj of Vrindavan said, “We will go to court if the government does not act against the actress and ban her video album,” and that “ she should not be allowed to remain in India.” Akhil Bhartiya Tirth Purohit Mahasabha’s national president Mahesh Pathak added that the actor “has maligned the prestige of Brijbhumi” by presenting the song in a “derogatory manner” stated the news report.

I salute Nathuram Godse that he killed Gandhi: Kalicharan Maharaj 
Hindu Religious Leader Kalicharan Maharaj hailed Nathuram Godse for killing Mahatma  Gandhi. Kalicharan abused Gandhi in his speech at a ‘dharma sansad’ held at Chhattisgarh’s capital Raipur, reported Outlook. He also said, “The target of Islam is to capture nation through politics. In front of our eyes they had captured in 1947 (referring to partition)…They had earlier captured Iran, Iraq and Afghanistan…” He asked people to elect a “staunch Hindu king (leader) in the government irrespective of any party (he/she) belongs to…The women of our houses are very good and civilised and they do not go to vote (in election). When there will be gang-rapes then what will happen to women of your houses (families)…(Mahamurkho) Idiots! The target of Islam is to capture nation through politics. In front of our eyes they had captured in 1947 (referring to partition)…They had earlier captured Iran, Iraq and Afghanistan. They captured Bangladesh and Pakistan through politics.”

Exclude tribals who converted to other religions from the list of tribes: VHP 
On Saturday December 25, the Central Board of Trustees of the Vishwa Hindu Parishad (VHP) passed a resolution demanding that the central government amend the Constitution to ‘exclude tribals who converted to other religions’ from the list of tribes. According to an India Today report, VHP’s working president Alok Kumar said, “According to the Constitution of India, people who convert to Christianity and Islam should not be eligible to get the reservation and other benefits given to the Scheduled Tribes. But, even after getting converted, they are availing both types of benefits,” He further said, “In the case of Kerala vs. Mohan, the Supreme Court had made it clear that if a person of a tribe renounces his original religion and adopts another religion and leaves his traditions, customs, rituals and rites, then he will not be considered a tribe.”

Offer Rs 1 Crore award to ‘Hindu Prabhakaran’: Yati Narsinghanand 
Yati Narsinghanand Giri who was one of  the organisers of the Haridwar Dharam Sansad on December 19, interrupted a speaker who was mid-way through a anti-Muslim hate speech and announced, “If any youth worker is prepared to become the Hindu Prabhakaran, then before anyone else, I will give him Rs 1 crore… if anyone takes on the responsibility to become the Prabhakaran of the Hindus, I will give Rs 1 crore, and if he continues for one year, I will raise at least Rs 100 crore to give.” He was referring to Velupillai Prabhakaran, the founder and leader of the Liberation Tigers of Tamil Eelam (LTTE), an armed organisation, banned in India,who have been held responsible for the death of former Indian prime minister Rajiv Gandhi.
