With chants of “Jai Shri Ram” and “Bharat Mata ki Jai”, that many Hindutva groups have adopted as war cry, mobs once again set off to disrupt Friday namaz in Gurugram. According to media reports, the group of locals, supported by some right-wing groups, have done this for almost the fourth week in a row. On Friday, October 29, Gurugram police reportedly detained around 30 people. 

Gurugram has designated spots where Muslims offer namaz. Of late, right-wing groups have been protesting this wherever Muslims have gathered for prayers. According to news reports, last week, Muslims offering prayer on a private property in Gurgaon’s Sector 12-A “had to deal with a massive crowd that gathered shouting ‘Jai Shri Ram’ slogans” This week too the right-wing crowds of “protesters” chanted their slogans, taunting the local administration, to “wake up.”

According to news reports, there was heavy police deployment in Sector 12-A and around 30 protesters were detained. This area had seen such right-wing protests earlier as well. According to NDTV, SDM Anita Chaudhary said, “Everything is peaceful here. We have detained people who were here to disrupt namaz. We tried to negotiate with them over the last few weeks (but) have taken swift action today,” adding  “People have offered namaz in 37 designated places (and) full protection will be given to people who are offering namaz.”

However, no amount of official action and warning seems to have dissuaded the goons who continue to land up at namaz sites. According to reports, some residents of Sector 47 claim “mischievous elements” or “Rohingya refugees, use the prayers as an excuse to commit crimes in the area.”   

These residents in sector 47 chant “stop namaz in open spaces” and “offer namaz in mosque” and compelled the Police to ask the Muslims to offer namaz away from the designated site earlier this month. That incident marked the third consecutive week where such protests were carried out by the residents, reeking of communal disharmony and intention to disturb public order and peace.

The residents have even written to the deputy commissioner raising their concerns. The spot in Sector 47 is a designated site for offering namaz, and is among the 37 such sites where prayers can be offered in the open. Such arrangements were made in 2018 and have been followed since then, as some disturbances had taken place and Muslim and Hindu communities had then reached an agreement. Yet, these residents refuse to accept this and demand written proof of such agreement and argue that they were not consulted for the same.

Three junior doctors were detained and allegedly manhandled by Jhansi police for attempting to meet Uttar Pradesh Chief Minister Yogi Adityanath during his visit to Maharani Laxmi Bai medical college on May 23, 2021.

The three doctors including JUDA President Hardeep Jogi wanted to submit a memorandum listing demands such as: provision of a new hostel, gymnasium in college campus; 24 hours central library services for medical students; availability of required quantity of medicines in medical colleges; better treatment of healthcare workers, nursing staff and cleaning staff by government officials.

However, to the surprise of the doctors, a few police personnel detained them at Premnagar police station. A video of the incident became viral via Jogi’s social media, organisations like Federation of All India Medical Association (FAIMA) condemned the incident.

Jhansi District Magistrate Andra Vamsi arranged a meeting with the college principal and the concerned doctors. During the meeting, Vamsi promised to personally look into the students’ demands regarding improvisation of existing facilities.

Regarding misinformation of the doctors being arrested told Indian Express that there was “a slight miscommunication” when the three people were trying to hand over the memorandum as the Chief Minister was about to board his car. However, he stressed there was no arrest although the doctors were detained.

Further, as per a FAIMA statement, he assured the doctors that they will take strict action against the officials who manhandled them.

In their letter, the medical professionals appealed to the administration to look into the unavailability of services for resident doctors in medical colleges, nursing staff, sanitation workers and medical healthcare workers, working under the guidance of the principal.

Uttar Pradesh recently reported many instances of a struggling health infrastructure. The Allahabad High Court on May 18 called the entire rural medical system ‘Ram Bharose’ (at the mercy of God).

At such a time, Adityanath said that the first two Covid waves were “markedly different”, and his government is preparing to face the third wave, said the Indian Express. He further said that 15 new oxygen plants are to be set up in Bundelkhand region with six plants to be established in Jhansi.

Detained over the weekend, nearly 170 Rohingya refugees face deportation. They were detained by Jammu Police who will reportedly hold them for verification. According to news reports many more Rohingya refugees have now left their camps in Jammu, fearing deportation.

According to a news report in the Indian Express, around 170 Rohingya refugees were detained by Jammu Police on Saturday. These people reportedly did not have “valid documents”. According to  the IE, the police action was carried out while collecting biometric details of the refugees from Myanmar. Hindustan Times quoted Inspector General of Police (Jammu) Mukesh Singh as saying, “These immigrants were not holding valid travel documents required in terms of Section (3) of the Passports Act.” Those detained are now lodged at the Hiranagar sub-jail under Section 3 (2) (e) of the Foreigners Act. According to IGP Singh, “Their nationality verification will be done as per the prescribed norms,” adding that “the process to deport these illegal immigrants will be initiated.” 

According to the IE, around 5,000-6,000 Rohingya have set up camps at various sites on the outskirts of Jammu over the past decade. They have all arrived here citing “extreme persecution” back home in Myanmar, and the latest detetions have “triggered despair and anger.” On Sunday, stated the news report, a large number of Rohingyas marched from Narwal towards Mecca Masjid in the Bhatindi area, accusing police of asking them to step out of their homes again for verification. “If the Indian government tells us to leave, we will return to our native land,” Abu Ahmed, a Rohingya, told The Indian Express, adding, “But there should be no harassment there as we had fled Myanmar due to extreme persecution.”

According to the Hindustan Times, the verification process, which began at MA Stadium in Jammu on Saturday, and those who underwent it reported that the police collected personal information from them. “The officials sought details like my name, parentage, where I lived in Myanmar,” a woman identified Sabina told the HT

Another man, Mohammad Haroon, another Rohingya refugee, was quoted saying, they were all asked to reach MA Stadium with their families, and then “They took our details from the UNHCR [United Nations High Commissioner for Refugees] cards and also conducted Covid tests.”

The Print reported that “hundreds of refugees started leaving the relief camps fearing detention”. Abdul Rohim, who had been staying in a camp since 2014, told ThePrint, “We left the camps and started walking on the highway. We don’t know where to. We have nowhere to go. We can’t go back to our country [Myanmar].” According to the HT, journalists have been denied access to the stadium.   

As reported by SabrangIndia in January this year, 10 Rohingya migrants including five minors and two women were detained on board the Delhi-bound Rajdhani special train. They had boarded the train from Agartala in Tripura and were deboarded at the next station that is New Jalpaiguri station in West Bengal, where they were arrested and handed over to the Government Railway Police. According to Northeast Frontier Railways (NFR) Chief Public Relations Officer Subhanan Chanda, “The foreign nationals crossed over to India’s Tripura on January 10 from Comilla in Bangladesh and boarded a train from Agartala with the help of an agent. They had come from Kutupalong refugee camp located in Cox’s Bazar in Bangladesh.”  These  arrests came after a few days of the arrest of two refugees identified as Hamid Hussain (23) and Nabi Hussain (22) in New Delhi. They were caught along with a man named Muhammed Umo who claims to be a “refugee coordinator”. These two refugees allegedly entered India from Bangladesh on November 1, 2020, and were working as daily-wage labourers. All the arrested illegal migrants and refugees have been booked under various provisions of the Foreigners Act.

On Sunday March 7, Bharatiya Janata Party’s Jammu and Kashmir unit chief Ravinder Raina was quoted by the IE, saying that the police action was taken following a request from Myanmar’s External Affairs Ministry to deport the Rohingya back for resettlement. According to Raina, “Anyone who has to leave his native land will certainly be happy to return home.”

However, at Kiryani Talab in Narwal on the outskirts of Jammu city, there are family members of those detained who are still waiting. The IE reported a heartbreaking story of four young children who do not know where their parents are. “We cried and fell asleep without having food. I still don’t know where they are or when they will return,’’ says Mohammad-ul-Hassan, 11, who is suddenly “in charge” of his siblings Jaibullah (8), Noor Hassan (7) and Asma Jan (4).

While farmers’ leaders began their discussion with government officials regarding the three agriculture laws on December 1, 2020, Delhi police detained Shaheen Bagh activist Bilkis or ‘Bilkis daadi’ who reached Singhu border to show her solidarity with the farmers movement.

Speaking to ANI reporters, the 82-year-old woman said, “We are daughters of farmers. We will go to support farmers’ protest today. We will raise our voice. The government should listen to us.”

Hours before reaching the border, the iconic daadi had sent out a message stating that she would support her farmer brothers who demanded the withdrawal of the three anti-farmer-dubbed laws – the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020, the Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020, as well as the Essential Commodities (Amendment) Act 2020 and the Electricity Bill 2020. She said that she would support farmers just as they had supported Shaheen Bagh protests.

Earlier, the aged activist had attracted undue attention during the farmers’ protest as the right-wing IT cell began circulating a month-old image of Daadi supposedly marching in solidarity with farmers. Actress Kangana Ranaut and the Bharatiya Janata Party’s (BJP) top IT person Amit Malviya shared the fake news for which they received heavy criticism. However, after the incident, Bilkis resolved to join her voice with the farmers’ movement.

The Time magazine dubbed “global icon” Bilkis daadi is known across India for her influential role in Shaheen Bagh protests against the Citizenship Amendment Act (CAA) and similar discriminatory laws passed by the ruling regime.

It has begun. After the crackdown on the people, especially the students in Bharatiya Janata Party (BJP) ruled states who are protesting the Citizenship Amendment Act (CAA) and the impending National Register of Citizens (NRC), journalists covering the protests have now come in to the firing line of the government.

Just the way journalists were detained in Kashmir after the abrogation of Article 370, they are now being targeted and wrongly accused of violence by the state in the wake of the CAA protests.

Omar Rashid, a correspondent with The Hindu who was in Lucknow, Uttar Pradesh, to cover the agitation taking place against the CAA and NRC, narrated in his report the horror he was subjected to after the police picked him and local activist Robin Verma from a dhaba outside the Uttar Pradesh BJP office where they were peacefully having a meal.

“Around 6:45 pm on Friday evening, I was trying to grab a quick meal at a dhaba outside the Uttar Pradesh BJP office, waiting to hear about a press conference to be held by the UP government a few blocks away, when at least four men in plainclothes barged in. I was accompanied by Robin Verma, a local activist and friend, and two others, both journalists. The men did not identify themselves and inquired about us using strong and aggressive language. They told me they wanted to question me about something. At the very first instance, I revealed my identity as a journalist and asked them what the matter was all about. However, they packed the two of us, Robin Verma and me, into a police jeep, snatched my mobile phone and asked me to not call or inform anyone or I would regret it. They refused to explain anything to me and asked me to talk only when they asked.”

They were then taken to the Hazratganj police station where Robin was beaten up.

“They drove us to the Hazratganj police station a km away, where we were told a senior police officer wanted to talk to us. We were then escorted to a room — it looked like a cyber-cell — where within seconds of entering, cops, already stationed there, started thrashing Robin with a thick leather belt and slapped him many times.”

Rashid was locked in a room, threatened, intimidated and questioned about whether or not he was part of the group of people who vandalized police property. His Kashmiri heritage was questioned and he was threatened of being booked under Section 120B of the Indian Penal Code which deals with charges of criminal conspiracy.

“They locked the room and asked me to keep silent when I protested why I was brought there. The policemen threatened me they would book me under 120B of the Indian Penal Code if I didn’t keep quiet and also said they had evidence to show I was part of the arsonists who vandalized police property and engaged in violence during the protest against the Citizenship Amendment Act. I again clarified that I am a journalist and showed them my identity cards. One of them knew me as a journalist but that obviously was not considered”, he said.

“They responded by abusing me and said I should keep my journalism to myself, in abusive Hindi. My Kashmiri background was referred to several times and despite informing them about my newspaper, they continued with their questions and threats. “You are a suspect,” I was told and asked to shut up, he added.

Robin was still being beaten up by the police and he too was threatened of being booked under charges of criminal conspiracy. Both Rashid and Robin were then packed into a jeep and taken to the Sultanpuri police outpost and questioned by officers.

“Here too, we were taken into a tiny room and questioned. The cops repeatedly asked me about the whereabouts of some “Kashmiris” and where I was hiding them. I replied to all their questions in the negative as I had no clue why I was brought there in the first place. A few minutes later, two policemen, of the rank of CO, came in. I was told to stand up. The police officer, whose name I don’t know, told me he would set me right. He was wearing protective gear. I was then taken to another room in the quarters of a constable, where I was also photographed like a suspect.”

Once again Rashid was questioned about being Kashmiri, hurled expletives at and was bullied by the officials who claimed to ‘put him in place’ and ‘tear his beard’ if he didn’t answer questions as per the officials’ liking.

“The same cop who threatened to put me in place, again asked me about the “Kashmiris” and said he would tear out all my beard and thrash me if I didn’t answer his questions as per his liking. Since I didn’t have my phone, I could not note down the long list of expletives used against me. He left after some time and I was kept in the room till around 8:30 pm. I was then called to the office of the Circle Officer of Hazratganj who questioned me for a few more minutes. I was asked the same questions I was asked earlier: if I was a part of the protest, if I knew certain individuals, especially Kashmiris and about my professional and background. I informed them that I was indeed present during the protests, as a journalist covering it. The CO asked me if I felt regret at the violence during the protests and refused to believe me when I did. He also lectured me on the “hypocrisy” of Leftist ideology and heavily criticised China and its clampdown on citizens.”

Rashid, in his account said that the information had reached the Chief Minister’s office (CMO) by then and the cops who had arbitrarily detained and abused him earlier, suddenly let him go.

“The same cops who abused and intimidated me earlier now apologised to me and tried to explain that I was picked up due to a “confusion.” This was despite the fact that I had identified myself as a journalist from the very first moment. The police then let me off.”

Though Rashid was not a part of the protests that took place and repeated time and again that he was only there to cover the proceedings and do his duty as a journalist, the UP police did not stop to consider that at all. They used communal slurs against him and pressurized him to confirm to their views. They arbitrarily beat up Robin without even knowing the truth behind the matter. Detaining journalists, arresting them and muzzling the voice of the media has been an old tactic of the ruling government.

The detention of Rashid and Robin is just another example of the police and the state using force against innocent citizens and arm-wresting them into succumbing to pressure to give up their fight. Although Robin wasn’t so lucky, Rashid bore a better fate. However, the incident has raised a question.

After Rashid, will there be more journalists suffering a similar clampdown at the hands of the state and the police?

29 men, 22 women and nine girls were picked up during a raid in Marathahalli, Bellandur and Ramamurthy Nagar areas

The Karnataka police have picked up at least 60 persons, including nine children on the charge of being undocumented Bangladeshi immigrants during a raid in three shanties across the city, The Deccan Herald reported.

The detainees, 29 men, 22 woman and the nine girls were rounded up from Marathahalli, Bellandur and Ramamurthy Nagar areas of the city on Saturday on October 26.

The move has come after the Indian government announced to extend its plans to implement the National Register of Citizens (NRC) in Karnataka after it being implemented in Assam on August 31, 2019.

Just like the six detention centers to house illegal immigrants in Assam have been created, the government has already begun constructing a detention center in Sondekoppa in Nelamangala, around 40 km from Bengaluru.

Home Minister BasavarajBommai told the Deccan Herald that he had already ordered poloce to start collecting data on those living in the state illegally, without documents or fake documents.

A police team from the Central Crime Branch (CCB) has been collecting information about the illegal immigrants in the city following instructions from the Intelligence Bureau (IB) officials, who have been camping in the city ever since the talk of NRC began.

The people detained in this exercise are mostly daily wage workers earning their living as construction labourers, garbage collectors and doing menial jobs under contractors. Some of them are also employed by the contractors of the Bruhat Bengaluru MahanagaraPalike (BBMP).

“All the arrested will be deported to Bangladesh. There is information about some foreign nationals who are overstaying in KR Puram, Bagalur and other areas. Efforts are being made to arrest them. The passport and visa documents of all foreigners staying in the city are being checked,” Bangalore Mirror quoted one official as saying.

Speaking to The Federal, BhaskarRao, Police Commissioner said that the detainees would be handed over to the Foreigners Regional Registration Office (FRRO) who will conduct a screening and hand them over to the Border Security Force (BSF). He also said that no case had been registered against the detainees under the Foreigner Act as he did not want to delay their exit from the country.

He said he wanted to follow a similar procedure to what the Delhi Police had followed when it detained and deported almost 500 Bangladeshis out of the country.

The raid conducted by officials of the Central Crime Branch came about by the inputs from the Intelligence Bureau. Though the detainees did produce valid nationality documents like the Aadhaar Card, Voter ID card, etc. the police dismissed them citing them to be ‘fake’. According to reports, the police identified the people to be illegal due to their ‘Bengali dialects’ which were different from the ones spoken in West Bengal.

On October 23, on the behest of a Public Interest Litigation (PIL) filed by city advocate KB Vijayakumar seeking to identify and deport illegal Bangladesh immigrants, the Karnataka High Court directed both the state and central governments to file their response in the matter.

The implementation of the NRC in Assam has left behind 19 lakh ‘stateless citizens’. During this process, the country has witnessed around more than 35 deaths, suicides and some due to ill health induced by deplorable detention camp conditions.

There has been recorded proof of officials declaring Indian nationals as doubtful voters (d voters) or foreigners even with all of their documents being in place. While this citizenship and humanitarian crisis unleashed on Assam has shown us the futility of the exercise – what will the fate of Karnataka in the hands of a right-wing reveal?

Dalit Rights activist Pradeep Narwal has alleged that he was illegally detained by personnel of the UP police on Sunday who also threatened to conduct an ‘encounter’ against him. Narwal who is the convener of the Defense Committee for the Bhim Army says the incident took place near the Faridabad-Delhi border at about 2pm. “We were stopped by UP police personnel, none of whom were wearing name tags. One of them put a gun to my head and threatened to do an encounter,” he recalls. “I was made to sit in a police vehicle, while a policeman got into my vehicle. I was then driven around and taken to Muradnagar, but not into the police station. I was questioned by these policemen about my links with the Bhim Army,” says Narwal. He was allowed to leave after four and a half hours. Narwal who is a student of JNU has now filed a written complaint (DD No. 22B) that was lodged at the Vasant Kunj police station. Vasant Kunj police confirmed that an entry of the complaint had been made.

Jignesh Mewani has been detained by Gujarat Police late om the evening of Friday, September 16 as he returned to Ahmedabad. Just two days before he had declared on Facebook, ""I had a Dream that Tables were Flung at PM Modi’s Rally". Jignesh Mevani had vowed to protest at Modi’s Rally in Gujarat on September 17. Clearly the detention is to try and de-rail this protest. Sabrangindia has been tracking developments in Gujarat since July 11. Read: Badbu Gujarat Ki, Greetings to Amitabh Bachchan.

Reactions to this detention have been widespread:

Brinda Karat, Polit Bureau Member, CPIM – "Strongly condemn. Modi proxy can not tolerate criticism of Gujarat model. It will invite anger. Voices for Justice can't be suppressed."

Subhasini Ali, Senior Leader, CPIM – "This is a shocking display of intolerance and it will be resisted all over the country."

Teesta Setalvad, Sabrangindia.in – "Days ago Jignesh challenged Prime Minister Narendra Modi openly. There is no doubt that the Government of Gujarat is trying to silence this challenge. Jignesh had said, 'I dreamt that tables were flung at Modi's rally on his birthday, September 17;' Detaining him is the greatest act of repression."

Umar Khalid, JNU- "I strongly condemn the illegal detention of Jignesh Mewani by the Gujarat Police, which is nothing short of a kidnapping. The fact that it comes on the eve of the PM's birthday, for which he is going to Gujarat, shows the morbid fear of the present ruling dispensation to the oppressed people's struggle for justice and dignity. The una movement in the den of the Hindutva forces had shaken them immensely, and these are just desperate measures to break that movement which is spreading like wildfire across the country. But little do they realize that through such actions the end of their oppressive regime comes near. In complete solidarity with Jignesh Mewani. "

On Friday, Jignesh Mevani had addressed a rally in Delhi, sharing a stage with senior leaders of the left parties.Taking part in the rally, Jignesh Mevani, who floated the Dalit Atyachar Ladhai Samiti following flogging of Dalits in Gujarat’s Una, seconded Yechury and said his front will struggle for self-respect of community members in the light of the alleged attacks and also for ensuring “roti, kapada aur makan” for them. He also sought to pick holes in the Gujarat model of development, accusing the BJP-led state government of not keeping electoral promises on providing housing facilities and employment. “We will expose this hollow development model…besides protesting casteism, we want to expose this hollow Gujarat model of development,” he added.

लखनऊ 16 सितम्बर 2016। रिहाई मंच ने ऊना दलित अत्याचार लड़त समिति के संयोजक जिग्नेश मेवाणी को दिल्ली से लौटते हुए गुजरात पुलिस द्वारा अवैध हिरासत में लिए जाने को लोकतंत्र की हत्या करार देते हुए तत्काल दलित आंदोलन के नेता की रिहाई की मांग की है।
 

जारी प्रेस विज्ञप्ति में रिहाई मंच प्रवक्ता शाहनवाज आलम ने कहा कि दिल्ली में दलित स्वाभिमान संघर्ष रैली में जिग्नेश मेवाणी के 1 अक्टूबर को रेल रोको के ऐलान से घबराई मोदी सरकार ने मेवाणी को गिरफ्तार करवाकर अपनी दलित विरोधी राजनीति को एक बार फिर से उजागर किया। उन्होंने कहा कि आज जब गुजरात के दलित अपने हक-हुकूक और अधिकार के लिए खड़े होकर मोदी के गुजरात माॅडल का पोस्टमार्टम कर रहे है जिसने संघी ताकतों का मंसूबा ध्वस्त कर दिया है। मंच प्रवक्ता ने कहा कि जिग्नेश की गिरफ्तारी ने साफ किया है कि ‘गाय की पूंछ तुम रखो, हमको हमारी जमीन दो’ के नारे से आक्रोशित दलित चेतना से मोदी सरकार कितनी भयभीत है। यह गिरफ्तारी जहां पूरे देश को आंदोलित करेगी वहीं यह मोदी सरकार की ताबूत में आखिरी कील साबित होगी।

3) Pradeep Sharma's Facebook post- The Dalit Swabhiman Sangharsh Rally saw massive participation of Dalits and toiling masses from across the country. It reaffirmed the commitment to fight caste oppression and RSS brand of cultural nationalism. The Rally also points to the possibility of building broadest Issue-Based Unity on these issues while also retaining differences on certain issues. In the course of the united Struggles the issues of differences should be addressed with continuous engagement and in a genuine manner. That will help build a unity that can resist reactionary forces and achieve historic victories.
