The poster features a famous Arabic inscription, "Man Kunto Maula Fa Haza Aliun Maula," honoring Imam Ali; ACP Chauhan of the locality in Indore however later clarified that the poster in question related to Karbala and was not objectionable in any way

On November 3, a controversy erupted in Indore, Madhya Pradesh, after a Muharram poster displayed outside the Shia Imam Bargah in the Kagdipura area was falsely misrepresented online. Right-wing groups quickly seized on the imagery, claiming that the poster, which featured a saffron flag, was promoting the concept of “Ghazwa-e-Hind”—a term linked to extremist narratives of a supposed Islamic conquest of India. These claims, which spread rapidly on social media, falsely portrayed the saffron flag as a symbol of aggression aimed at the Hindu community. This sparked a heated political debate, fuelled by misleading allegations and widespread misinformation, despite the poster’s actual meaning being tied to religious observance and the commemoration of the Battle of Karbala.

Typically, such posters are displayed during Muharram and Arbaeen (in August) and remain up until they fade or are replaced by new ones. The poster in question was part of a longstanding tradition within the Shia Muslim community, serving as a tribute to Imam Hussain’s sacrifice, and was not meant to convey any political or sectarian message.

The situation escalated when BJP Indore Vice-President Aklavya Singh Gour (Convenor of Hindu Rakshak Sangathan), son of MLA Malini Gour, posted on X on November 3, 2024, accusing the Muharram poster of promoting terror and challenging the administration’s peacekeeping efforts. He called for immediate action, urging local authorities to identify and punish those responsible for displaying the poster.

He stated that “This poster depicting the terror of ‘Ghazwa-e-Hind’ put up on a mosque in Kagdipura area of Indore is mocking the administration’s peacekeeping system. The administration is requested to take immediate cognizance and take strictest action against the culprits.”

In his post, he also tagged the Madhya Pradesh Chief Minister Mohan Yadav.

The post quickly gained traction on social media, fuelling a larger debate and drawing attention to the religious symbolism in the poster, which some claimed could potentially inflame communal sentiments. However, this interpretation was contested by many locals, who pointed out that such posters are a common sight during Muharram, a significant religious observance for Shia Muslims, and are not associated with any political or militant agenda. As per Dainik Bhaskar.

https://www.bhaskar.com/local/mp/indore/video/poster-depicting-ghazwa-e-hind-terror-put-up-on-indore-mosque-133906177.html?type=video

Following the same and in an effort to avoid further escalation of tensions, members of the Shia community voluntarily removed the poster, recognising the potential for misunderstanding the context of the poster. This action came in the face of growing social media misinformation and the spreading of divisive narratives, ultimately defusing the situation before it could spiral into broader communal unrest.

Moreover, Additional Commissioner of Police, Indore, Hemant Chauhan stated that “We would like to inform you that after the Shia community meeting at Chatrikura police station, there was a discussion regarding a banner that had been raised concerning a specific issue. Some members of the Shia community also came to meet regarding this matter.” In the video, ACP Chauhan clarified that the poster in question was related to Karbala and was not objectionable in any way, as confirmed by members of the Shia community. ACP Chauhan further stated that, to prevent any misunderstandings, the members of the Shia community themselves voluntarily removed the poster.

BJP MLA Malini Gour’s son, Aklavya Singh Gour, took to his social media handle on X once again, this time claiming that the poster had been removed by the police administration. In his post, he tagged both Madhya Pradesh Chief Minister Mohan Yadav and the Rashtriya Swayamsevak Sangh (RSS), drawing further attention to the issue.

The poster’s actual meaning and context

The poster in question is a common sight during Muharram, particularly in Shia Muslim areas, and is part of a traditional display honoring the martyrdom of Imam Hussain and his family at the Battle of Karbala. The imagery often includes the presence of Imam Hussain’s sister, Zainab, and his daughter, Sakina, who are depicted witnessing the battlefield after the massacre of their family members. The Arabic inscription on the poster reads, “Man kunto maula fa haza Aliun maula” — a famous phrase meaning, “Whoever I am the leader of, Ali is their leader,” referencing Imam Ali, the first Imam in Shia Islam.

Notably, the saffron flag shown in the poster has been misinterpreted by some as a symbol of Hindu nationalism. However, the saffron flag is a common cultural symbol in many Muslim communities, particularly among Shia Muslims. It is associated with the remembrance of the martyrdom of Imam Hussain, symbolizing sacrifice and the struggle against tyranny. The saffron flag does not carry any sectarian or political message related to the “Ghazwa-e-Hind” or any challenge to Hinduism. It is instead a tribute to the spiritual and historical significance of the event.

BJP’s connection to Shia Muslims

Despite the BJP’s stronghold in Madhya Pradesh, the state government has shown little attention to issues affecting the Shia community, as evidenced by the recent controversy surrounding posters in the city. These posters, which were based on false and misunderstood claims, created tension in the community. Interestingly, many Shia Muslim leaders in India have historically aligned themselves with the BJP, especially during events like Muharram. Prime Minister Narendra Modi has even visited Shia religious sites, such as the Shia Majlis, where he recited Marsiya (elegiac poetry) alongside mourners during Muharram.

Additionally, during his state visit to Egypt in June 2023, Modi visited the historic Al-Hakim Mosque in Cairo, which was restored with the help of India’s Dawoodi Bohra community. The mosque, dating back to 1012, holds cultural and religious significance, particularly for the Bohra community, which traces its roots to the Fatimids. Modi praised the mosque’s intricate restoration, highlighting India’s strong ties with this sect.

On November 15, 2022, during the G20 Summit in Bali, Indonesia, Prime Minister Narendra Modi met with members of the Dawoodi Bohra community.

Image: https://www.thedawoodibohras.com/dawoodi-bohras-welcome-prime-minister-modi-to-indonesia/

It is also an important fact that Pro-BJP Shia leaders are increasingly being rejected by the broader Shia community in India. Their political affiliations are seen as conflicting with the community’s values, leading to a growing disconnect. Many Shias view these leaders as prioritizing political gain over religious unity and community interests.

The political attempt to target the Muslim community with such misguided, manipulated and potentially divisive allegations can be seen as part of a larger strategy to exploit religious divisions for electoral gain. However, it is important for leaders within the community, including pro-BJP Muslim leaders, to understand the dangers of allowing such misinterpretations to spread, as it undermines communal harmony and could eventually backfire, leading to greater polarization.

However, the recent events, including the incident at the Jaipur Shia Imambada, where BJP MLA Balmukund Acharya forcefully entered the premises and misbehaved with Muslim women, serve as a critical lesson for pro-Modi Shia leaders. Despite their support for the BJP, such rising incidents suggest that no one, not even those aligned with the party, may remain immune to its increasingly divisive tactics.

On Friday, the Supreme Court moved to quash an FIR and criminal charges against Indore Law college teacher and a publisher accused of promoting a “Hinduphobic” and anti-national book. The apex court was hearing the case after Dr Rahman, one of the accused, filed a Special Leave Petition against a judgement by the Madhya Pradesh High Court’s refusal to stay the FIR against him.

According to Bar and Bench,  Chief Justice of India DY Chandrachud, along with Justice PS Narasimha, heard the case, squashing the arrest and called upon the Madhya Pradesh government to respond within a four-week period.

The Indore police had filed an FIR against the professor after he was accused of discussing a “controversial” book that was discovered in the college library which allegedly promoted religious fundamentalism in December 2022. ABVP (Akhil Bharatiya Vidhyarthi Parishad), the BJP’s student wing, had also organised protests against the professor, who had alleged taht the “Muslim teachers” at the college were promoting fundamentalism.

As per Hindustan Times, an ABVP regional chief  Ghanshyam Singh even accused the teachers of speaking negatively about the Indian army and the government.

Dipendra Singh Thakur, President of ABVP’s college unit, had also given a memorandum at the time to the college stating that the college had ‘too many’ Muslim teachers, and had accused the teachers of “promoting Muslims and Islamic culture inside the campus.

However, as per reports, only four out of the 28 teachers in the college were from the Muslim community. After the incident, the principal, Inamur Rahma,  of the college had ordered an investigation and sent some of the Muslim teachers on leave for a few days. After the incident, several protests took place post which Principal Rehman himself resigned shortly after the incident.

The book in question was called “’Collective Violence and Criminal Justice System’ by author Farhat Khan from  Law College Indore, who was also subjected to an FIR after the incident, under sections under sections 153 A, 153B, 295A, 500, 504, 505, 505 (2) and 34 of the IPC, in response to the complaint by the ABVP.

There were three people accused in the FIR filed by one Lucky Adiwal of the ABVP, This included the former principal of the law college, Inamur Rehman, Farhat Khan,  another professor  at the college, Mirza Moziz Beg, an assistant professor at the college, and the publisher of the book.

Justice Gavai who presided over the case heard in the apex court on May 14th, called it a case of “persecution”. In January 2023, the Supreme Court had even called the case ‘absurd’ and said such books could be even found in the Supreme Court library.

On May 14, the bench at the Supreme Court further stated that the FIR does not even “disclose the ingredients” of the offences committed and is an ‘absurdity.’

Tasleem, a Muslim bangle seller, who was mercilessly beaten up publicly for his religious identity in Indore recently, has now been denied bail in connection with a case of alleged molestation.

He was arrested on the complaint of the Class VI student who stated that the man introduced himself as Golu son of Mohar Singh (instead of Tasleem Ali) and molested her while her mother had gone inside the house to get money to pay for the bangles purchased.

A case was registered against him under sections 354 (Assault or criminal force to woman with intent to outrage her modesty), 354A (Sexual harassment and punishment for sexual harassment), 467 (Forgery of a valuable security), 468 (forgery for purpose of cheating), 471 (Using as genuine a forged), 420 (cheating) and 506 (criminal intimidation) of IPC as well as under Protection of Children from Sexual Offences (POCSO) Act.

The counsel for the applicant submitted that the charges against Tasleem were false and that he was beaten up by the complainant’s father and others from the crowd. He also stated that when Tasleem went to lodge his complaint at first instance, no FIR was lodged and thereafter this case of molestation was lodged against him as an afterthought.

The court denied him bail keeping in mind the grave allegations against the applicant and that investigation is still going on. Moreover, the applicant resides outside of Indore.

Background

The video clip of Tasleem being beaten up by a mob was widely circulated on social media. In the video, it can be seen that someone is tugging at the victim’s shirt and other men are emptying his bag full of bangles he meant to sell to find out what he is carrying in his bag. After discovering that the bags only contained multiple packs of bangles, the man calls out to women in the market and asks them to come and pick up as many bangles as they want.

He also warned the victim not come back to the area, or be seen in any Hindu locality hence forth.

Throughout the video, other men continue to hit him and assault him. The youth is constantly joining his hands and begging them to let him go as the mob continues to threaten him and his religious identity. The men then started encouraging more and more people from the crowd gathered to hit the youth and people even come up and beat him black and blue, kicking him, slapping him. The men are then seen pulling his pants looking for money and his ID card. One of the men can even be heard saying that don’t hit in a manner that would leave a mark or visible injury.

Tasleem’s complaint was finally lodged after a crowd gathered outside the police station that a case be registered.

A horrific incident was reported on Sunday, August 22 where a Muslim bangle seller was beaten up by a mob, Govind Nagar area of Indore, Madhya Pradesh. The video clip of the mob beating up the 25-year old youth identified as Taslim has gone viral on social media, causing an uproar on social media platforms, prompted political mud-slinging, gave a chance to news channels to incite hatred, culminating in the victim of the attack becoming an accused for eve-teasing.

In a rather shocking turn of events, state Home Minister Narottam Mishra told reporters that the man was selling bangles to women by posing as a Hindu and eventually a case was registered against the young man, who was a victim of the mob assault.

In the video it can be seen that someone is tugging at the victim’s shirt and other men are emptying his bag full of bangles he meant to sell to find out what he is carrying in his bag. After finding out just multiple packs of bangles the man calls out to women in the market and asks them to come and pick up as many bangles as they want.

To say the least, the video is a shameful reflection of what a person from the Muslim community has to face for merely trying to make an honest living of selling bangles.

An FIR was finally registered but against unidentified accused under sections 141 , 142, 143, 147, 148, 149, 153A, 298, 323, 294, 506, 395, 120B and 34 of the IPC. In the FIR, the youth, Taslim, aka Baddu Singh, states that 5-6 people came up to him while he was selling bangles in the market and asked his name, and after revealing his name, they started beating him up. He states that 10,000 cash and bangles worth 25,000 were stolen from him by the men, who also stole his Aadhaar card and other ID documents. He said that the men abused him based on his religious identity and stones were also pelted at him.

There is also a video of him after the incident where he is seen answering questions about the incident. He states that he was merely selling bangles and suddenly a few men came and grabbed him and asked him his name after which the whole incident took place.

The video may be viewed here:

A case of molestation and forgery/fraud was registered against the victim and he was also booked under Protection of Children from Sexual Offences Act on the complaint of the Class VI student girl who stated that the man introduced himself as Golu son of Mohar Singh (instead of Tasleem Ali) and molested her while her mother had gone inside the house to get money to pay for the bangles purchased.

Home Minister Narottam Mishra told the press that the victim had two Aadhaar cards with different names and he was presenting himself as a Hindu. “He was using a Hindu name, though he belonged to a different community. He also had two different Aadhaar cards… he was selling bangles which our daughters wear and apply henna during sawan (monsoon)… that’s how the altercation started,” he told the press.

Several opposition politicians, including UP Congress leader Imran Pratapgarhi and ex-MP CM Digvijaya Singh condemned the attack.

This incident prompted the regular hate factory news channels to come with taglines like:

Indore’s District Collector, meanwhile, said that some banned organisations have been found to be disturbing the communal harmony in Indore after the incident. “We are keeping a close watch on them. They are under surveillance. It has also been found that activists of Popular Front of India (PFI) and Social Democratic Party of India (SDPI) had come to Indore and instigated the youths for such incidents, a case had been registered against the people who led the protest outside the Central Kotwali police station. Police have been investigating the matter. Some names of PFI and SDPI workers have come fore, a case will be registered against them, too,” he told NDTV.

The Madhya Pradesh administration has invoked the National Security Act (NSA) against four people after they stone pelted health care workers who had come for Covid-19 testing in the area on Wednesday.

The current number of Covid-19 positive cases in the state now stand at 164. The state’s newly appointed Chief Minister Shivraj Singh Chouhan made the announcement in his address yesterday saying that those who attacked the healthcare workers were the “enemies of humanity” and that there would be strict action taken against them.

Speaking to The Hindu, Vivek Sharma, Inspector General of Police, Indore Zone, confirmed the news and said, “We have arrested 13 of the accused. The Act has been invoked against four of them.”

A group of health workers, anganwadi workers, revenue officials, municipal officials and police personnel had visited the Tatpatti Bakhal area in Indore to trace the contact history of a Covid-19 patient when they were pelted with stones, a notice issued by the Collectorate said.

“By instigating residents of the locality to obstruct administrative work, some mischievous elements not only tried to play with their lives but with those residing in the whole city,” the note read.

The official Twitter handle of the Collector of Indore mentioned that the four accused had been sent to the Central Jail in Rewa. Media reports said that Section 3 (2) of the NSA had been invoked against them.

According to  Section 3 (2) of the NSA, “The Central Government or the State Government may, if satisfied with respect to any person that with a view to preventing him from acting in any manner prejudicial to the security of the State or from acting in any manner prejudicial to the maintenance of public order or from acting in any manner prejudicial to the maintenance of supplies and services essential to the community it is necessary so to do, make an order directing that such person be detained.”

On Wednesday, a case against unidentified persons was registered under Sections 353 [Assault or criminal force to deter public servant from discharge of his duty], 336 [Act endangering life or personal safety of others], 145 [Joining or continuing in unlawful assembly, knowing it has been commanded to disperse] and 269 [Negligent act likely to spread infection of disease dangerous to life] of the Indian Penal Code.

The police are now identifying the accused based on videos they have received said IG Sharma.

In Uttar Pradesh, CM Yogi Adityanath also directed the Ghaziabad administration to book six quarantined members who had earlier attended the religious congregation at Delhi’s Nizamuddin West after nurses and medical staff accused them of misbehavior and not following norms of social distancing, The Indian Express reported.

“These people will not follow the law, neither will they listen to the administration. They are enemies of humanity. What they did with the female medical staff in the hospital, it is a criminal act. National Security Act is being imposed and the guilty will not be spared,” Adityanath said, a day after the Ghaziabad hospital’s chief medical superintendent forwarded the staff’s complaint to police.

The protests against the Citizenship Amendment Act (CAA)-National Population Register (NPR)-National Register of Citizens (NRC) in the country have refused to abate. With the clarion call of “Hum Kaagaz Nahi Dikhaenge”, Indians throughout the country continue to gather in large numbers, despite the threat to their lives, to call out and condemn the fascist ruling government.

At one such rally in Indore, thousands came together to protest against the CAA-NPR-NRC amid vehement opposition from the right-wing. Actress Swara Bhaskar who has been very vocal in her criticism against the government addressed the humongous crowd on Sunday, February 2, 2020 at the Mahalakshmi Maidan in the city, DB Post reported.

The crowd reverberated with the chant “Hum Kaagaz Nahi Dikhaenge” as Swara called upon them to reject the lies of the government.

Taking a dig at the Rashtriya Swayamsevak Sangh (RSS) an affiliate of the ruling Bharatiya Janata Party (BJP) she said that the government, sitting in Nagpur (RSS Headquarters) was spreading the intoxicant of hatred through the country. She said, “Those sitting in Nagpur will not decide our citizenship.”

Asking for the citizens to be loyal to the Constitution and the country’s soil she said that the people shouldn’t be loyal to any government, as governments come and go. “We have unity in diversity and this is our specialty,” she said.

She also said that the government had a “one-sided love affair” with Pakistan. Saying that the government wanted to bring the CAA-NPR-NRC to drive out intruders from the country, she said, “Intruders are in government’s mind. They are obsessed with Pakistan and see its hand everywhere. It appears to be a one-sided love affair with Pakistan. There was already a law to give citizenship in the country and under that government gave Indian citizenship to Adnan Sami of Pakistan and now gave Padma Shri to him.”

Social Activist Medha Patkar who was also at the rally, held the Constitution of India in her hands and said, “The Constitution has given rights to the people of the country, and who tries to trample the Constitution, will be crushed by the people.”

For Madhya Pradesh CM Digvijaya Singh who was a part of the rally said that the ideology of Gandhi and Ambedkar would run in the country and not Godse’s or Golwalkar’s.

Over the decade to 2016, there has been a 20-percentage-point reduction in the number of girls married off before 18 years of age in India–from 47% in 2006 to 27% in 2016, as per Unicef. But this still leaves 1.5 million girls more vulnerable to domestic violence than those marrying later in life, concluded the study which was jointly conducted by the Indian Institute of Management, Indore and the Shiv Nadar University.
Incidents of “less severe physical violence”–such as pushing, arm twisting, hair pulling or slapping–could fall from being inflicted on 25% of all women to 18% with just a one-year delay in marriage. More severe forms of physical violence–such as kicking, beating, choking, burning, threatening or attacking with a weapon–could decrease from 6% prevalence to 2%, the 2018 study found.

If applied to the national female population (586 million as per the 2011 Census, 50% of whom are married), this means the number of women exposed to less severe violence could decrease by 20 million–from 73 million to 53 million, as per the study. Those exposed to severe physical violence is likely to fall from 18 million to 6 million.

Why are younger women more likely to face violence in a marriage? Women who marry early are more likely to have their studies interrupted, tend to be less assertive and less resistive to domestic violence, and hence, “safer to be victimized”, according to the study. Also, women who are forced to replace formal education with family responsibilities have fewer social and economic resources and reduced opportunities of empowerment within marriage available to them, the study added.

Violence against women is a significant global public health problem, with those exposed to physical or sexual abuse by partners 16% more likely to have a low-birthweight baby, more than twice as likely to have an abortion and almost twice as likely to experience depression. In India, 52% of women feel it is reasonable for husbands to beat their wives as a form of punishment, according to the National Family Health Survey-4 (2015-2016).

A causal link between early marriage and exposure to domestic violence underlines the importance of policies to tackle child marriage by incentivising families to continue girls’ education and delay their marriage. In India, both state (Kanyashree Prakalpa in West Bengal and Apni Beti Apni Dhan in Haryana, for example) and central (Sukanya Samriddhi Yojana) government schemes use economic, social and awareness-building methods to sensitise communities on the benefits of delayed marriage.

Parents, particularly in lower socio-economic and conservative groups, often begin thinking about a girl’s marriage prospects soon after she attains puberty. This anxiety is driven by various factors–the need to be freed of the responsibility and expense of caring for a child, a smaller dowry and the fear of an unwanted pregnancy.

“Puberty is associated with a child ‘becoming a woman’,” said Suparna Gupta, founder director, Aangan Trust, an NGO working to strengthen India’s child protection system. “Making sure a child is married off is (ironically) seen as a protective strategy, rather than a risk. There is a fear that adolescent girls are unsafe and will be targets of unwanted sexual advances and even attacks.”

To push an adolescent girl into marriage is much like pushing an adolescent boy into work and out of education–a coping strategy for poor families, Gupta added.

Gender inequality is seen as the primary cause of violence against women, driven by social norms and practices that attach less value to a women and normalise, excuse and tolerate domestic violence.

28% respondents experienced one or more forms of domestic violence

Using data from the National Family Health Survey 4 (2015-2016), researchers were able to establish the prevalence of different kinds of domestic violence among 9,343 survey respondents.

This is the first time a causal relationship has been established between age at marriage and exposure to domestic violence, which is categorised into four distinct types: Severe physical violence, less severe physical violence, sexual violence and emotional violence.

Of the survey respondents, 28% had experienced one or more forms of domestic violence mentioned above, said the study. This corresponds with World Health Organization figures, which say that globally one in three women have experienced partner violence.

A quarter of the new survey respondents had faced “less severe” physical violence (25%), 6% had faced “severe” physical violence, 6% sexual violence, and 11% emotional violence.

In every category of domestic violence, women married before they were 19 were found to experience higher levels of violence than those married later.

The largest difference between the age-groups were found amongst the “severe” and “less severe” categories of physical violence. Sexual and emotional violence was not found to have any statistically relevant correlation to the age of marriage.

Earlier menstruation increases chances of early marriage

Girls who start to menstruate earlier–before 14 years of age–are also more likely (0.75%) to get married at 15 years of age than those who had a later menarche (0.49%), the study found.

If social norms that support marriage at the onset of menstruation could be changed, more women could be protected from domestic violence, the results suggested.

“Things are changing though–other than social protection schemes, there is also political will. In Bihar, the chief minister has prioritised reduction in child marriage and declared this goal publicly in 2017. Police are engaged with the issue,” said Gupta.

Educated women too deal with domestic violence

The relationship between age and exposure to partner violence is not always negative, the study found.

Women who marry later may have more education, greater bargaining power within marriage and the ability to be more assertive but they might also face a “stronger backlash” from their partner, the study suggested.

“More education is undoubtedly good because it gives the women more opportunities, more resources, but at the same time, despite having these resources there are many other determinants that keep women in that (violent) relationship,” said Nayreen Daruwalla, director, programme on prevention of violence against women and children at SNEHA, a non-profit focussed on public health. “We have dealt with over 13,000 women in the last 18 years and we see even very educated women suffering severe forms of violence–unfortunately it [violence] is something which is very inbuilt in the family structure in India.”
The stigma attached to divorce or singlehood may further negate the empowering effects of increased education in the case of women, according to the study.
