Citizens of Kasganj, Uttar Pradesh are seething at the negligence of local politicians during the severe Covid-crisis in the state, reported the Indian Express on May 10, 2021. Political posters of the Bharatiya Janata Party (BJP), the Samajwadi Party (SP) and other parties are pasted all across the state’s entrances.

However, for residents of the 2008-established Kasganj district, these posters and photographs only mock the working-class struggling to survive the virus. This smallest district of Uttar Pradesh reported 271 new Covid-cases on April 29 along with an active caseload of 706 and 16 deaths.

On May 8, the data read 149 new cases, an active caseload of 723 and recorded 33 deaths, indicating the sharp rise of cases between the first and second wave of the virus. On October 25, 2020 the district recorded a single-day peak of 77 and an active load of 198. Similarly, until January 1, 2021 Kasganj had reported only six deaths.

However, instead of focusing on these numbers, political representatives continue to focus on local panchayat elections, said residents. The report also stated a complete lack of on-ground aid, refusal to step outside homes out of fear and denial of any need to help.

Specifically, regarding Etah BJP MP Rajveer Singh, the report noted that the representative lived in Delhi or Aligarh and only visited his constituency during election season. While his Facebook page shows a letter written to Kasganj District Magistrate requesting Rs. 10 lakh for construction of an oxygen plant, the local office lies barren without a guard at the place.

Similarly, Amapur MLA Devendra Singh Rajput leaves the local BJP office empty until 4 PM. Regarding Covid-19, Singh claimed that only those villagers with comorbidities are affected. Otherwise, it is just a cough and fever that people will recover from. “But yes, without Modiji or Yogiji, this would have been much worse,” he told Indian Express.

Claiming that the BJP leadership asked personnel to help in whatever way they can, Singh said that he did not receive a single distress call in the past two months. He said that people are fighting Covid-19 themselves, not even asking for oxygen or a hospital bed.

There are 96-available Covid beds at the district hospital Deputy CMO Kasganj Dr Avinash Kumar told the media. However, the district hospital only admits asymptomatic and symptomatic cases that do not require ventilators or ICU support. Technically, this means that serious cases requiring such help must be referred to L2 and L3 facilities but such hospitals are “not functioning” in Kasganj. Kumar reasons this is because the L2 hospital does not have an anaesthetist or a specialist. Therefore, serious cases are referred to Aligarh that is at least 60 kilometres away.

Former two-term MLA and two-term SP MP Kunwar Devendra Singh Yadav on the other hand has at least 50 people at the ‘Urmila Palace’ that doubles as the SP office. However, none of these party-members work as Covid-volunteers or even wears masks. The SP claims its supported candidates won 14 of the 23 seats.

Unlike BJP representatives, Yadav acknowledged and criticised the lack of planning and execution in the second wave of coronavirus. Then when asked about relief work officials said Yadav has enquired about contributions towards an oxygen plant. He also voiced future plans to get cylinders in Kasganj and “are looking at how to do that.” As a present tense initiative, members said they refrained from carrying out victory marches on orders from Akhilesh Yadav. Devendra Yadav’s election affidavit saw him declare a net worth of Rs 204 crore.

UP Congress Committee District member Tarun Sharma condemned “all these leaders” for abandoning the ground. He pointed out that the MP never visited despite the infection spreading to villages. But when asked about his own initiative said, he “stays in touch” with district officials such as the DM and the CMO.

As for BJP District President Raj Kumar, he too has left Kasganj like Rajveer and is unsure about when he will return. Kumar went a step ahead of other representatives, claiming that the situation is “now out of control and nobody can help. Even people we know, even politicians are dying. Nothing can be done.”

Meanwhile, the Uttar Pradesh Primary Teachers Association is working on its second list of martyred members who died during election duty. Last time, the group reported 706 deaths across the state due to negligence of the State Election Commission (SEC) and similar authorities. The pandemic also affected the election as candidates contesting in the panchayat elections also succumbed to Covid-19, hours before being declared winners.

In an exclusive report, SabrangIndia spoke to residents of the state voicing considerable grief at the uncertain situation all around them. Families have been unable to visit kin for last rites while priests performing the rites balk at the number of deaths witnessed every day.

Nonetheless, the administration continues work as usual talking about by-elections in face of recent death of candidates. According to Covid19India, a community sourced website, Uttar Pradesh reported 2,33,981 active Covid cases and 15,464 deaths on May 9, 2021.

On the back of the Kasganj Republic Day Violence, attempts were made to incite violence between Dalits and Muslims through Hate on Social Media (Amroha)

 

On February 2018, fake news of forced conversion of Dalits in Amroha district of Uttar Pradesh began to circulate on social media. It emerged that this was a willful campaign on misinformation, designed to pit Dalits against Muslims. CJP complained to the National Human Rights Commission (NHRC). The UP State Human Rights Commission (SHRC) has now directed the District Magistrate to investigate and act on the complaint.
 

The rumours were worded in an inflammatory manner with the unambiguous objective to spark conflict between Dalits and Muslims who have hitherto coexisted in harmony.
 

First there were rumours that street signs were being changed as Gautam Nagar was being renamed Islam Nagar. A tweet by one Prashant P Umrao openly alleged that 1500 Dalits lived in fear of conversion in Amroha. Interestingly Umrao was exposed as a ‘one man hate factory’ by Alt News. Fake news about forced conversion of Dalits and the possibility of changing the name of the Gautam Nagar neighbourhood began spreading like wildfire at a time when UP was already on the boil in wake of the clashes in Kasganj. Gautam Nagar is a Dalit neighbourhood that has a 42 per cent concentration of Muslim population and the objective of this hate filled campaign was clearly to foment violence between the two marginalised groups.

Communal violence has been the bane of our society. There had been a perception that this violence is a spontaneous clash between two communities. Over a period of time, it is becoming clear that it is not a spontaneous phenomenon, nor is it a clash between two communities, it is planned violence. Scholars, basing themselves on analysis of the inquiry commission reports and the pattern of riots, show that violence is generally a planned event to polarize the communities for electoral benefits. Surely apart from communal parties other parties also have to be blamed for various slips of mainly omission and partly occasionally for active commission of the violence. The main source of this curse of our society is communal politics, which aims to rule in the name of religious identity. If there was any doubt about it, that got cleared in the Kasganj violence in UP on the Republic day 2018.

Kasganj Riots

The story so far is that in Kasganj in Shahid Abdul Hamid chowk a program was organized by minority community to celebrate the day, chairs were laid etc. The motorbike rider youths nearly 90 or so belonging to RSS affiliates ABVP came, carrying tricolor and the saffron flags. They also had clubs and other armaments as per some reports, videos. They insisted at the Chowk to remove the chairs as they had to pass from there. The local Muslims asked them to join the program rather than disturb it. The clash ensued. The tricolor-saffron flag wielding youth shouted the slogans, ‘Pakistan Murdabad’ (Death to Pakistan), Hindi Hindu Hindustan, Katve Bhago Pakistan, (Muslims go to Pakistan) ‘Is Desh Mein Rahna hai to Vande Matram kahna Hoga’ (If you want to live in this country, you will have to say Vande Matram). In the clash and bullet firing that followed, two men received bullet injuries of which Chandan Gupta, who was also a participant of the bike rally died and other Muslim labourer Naushad is being treated in hospital, having been severely injured.

A section of TV and other media presented it as if Muslims were resisting the tricolor hoisting so they opposed the bikers and forced them to shout pro Pakistan slogans, something which is far from truth. The role of a section of media is very negative in communal violence. Police as usual did not stop or control the inciting mob. On the following day Rajveer Singh, BJP MP, at the cremation of Chandan Gupta further added to the fury after which the mobs resorted to selectively burning vehicles and shops in the Muslim locality. Yogi Adityanath Government has by now announced a compensation of 20 Lakhs for Chandan Gupta, hopefully compensation for other injuries and damages will be forthcoming.

An interesting sidelight took place this time around. Raghvendra Vikram Singh the DM of Bareilly in his Hindi Facebook post criticized the event saying that “by now it has become a trend to take out procession in Muslim localities and shout anti Pakistan slogans. Are these people Pakistanis?” The post was taken down after intimidating trolling and the state administration expressing displeasure over the post, he wrote, “I apologize if some sentiments were hurt by what I said, but there is no denying that our secular ethos is at stake; there are things which need to be protected at all cost.” Another officer, Rashmi Varun (Deputy Director, Statistics, Saharanpur) in another post said that Chandan has been killed by saffron politics. The tragic violence has led to loss of one innocent life; injuries to few and loss of social property. The compensation so far has been selective. The whole incident and the Facebook post of DM reveals the deeper dynamics of how the violence gets orchestrated. The mechanisms of these do keep changing over a period of time, but what is constant is an evil innovation of techniques to target the vulnerable minorities. Earlier it had been taking the procession with loud music in front of the mosque and putting beef in temple. With time one saw that in Mumbai violence of 92-93 Maha Artis (Invocation Prayer) were devised to mobilize Hindus, the dispersing mass after the prayer would indulge in anti-minority violence. One has also seen the issue of love jihad being used in Muzaffarnagar violence. The girl who is supposed has been victim denied being harassed by the Muslim boy, but the mobilization of Jats-Hindus continued nevertheless. One can see the changing pattern of issues which are used to incite the violence.

What strikes one in Kasganj is that anatomy of violence is very clear. Seems this may be a preparation for the elections which are in the offing a year later. The tiranga (tricolor) issue is quite paradoxical for Muslims. They hurl it or abstain from it, both ways they are damned. What is more interesting is that tricolor, which was opposed by RSS at the time of independence on the ground that number three is evil as per Hindu ethos and that the real flag of Hindus is saffron alone, today stands to use the same tricolor to browbeat and to make it a vehicle for polarization, through its affiliates like ABVP and VHP.  It seems as a follow-up to what happened in Kasganj, RSS is now organizing rallies in different cities and towns across the state. The rallies at this juncture look to be a “show of strength” in which uniformed cadres of the RSS and its affiliates in the Sangh Parivar will be marching with sticks.

To cover the whole thing BJP leadership wants to project that minorities opposed the tricolor and shouted pro Pakistan slogans! One knows that all through BJP electoral strength has been going up courtesy violence and consequent polarization. The society needs to protect itself against such aggressive abuse of tricolor for inciting violence, and be careful not to fall in the traps of provocation on any ground whatsoever.

Opposition leader Ram Govind Chowdhury alleged that the violence in Western U.P. town was a “pre-planned” conspiracy during Uttar Pradesh Assmebly proceedings. The proceedings were marred by repeated adjournments and walkout by the Opposition, demanding a probe into the Kasganj communal violence by a sitting High Court Judge.

The matter was raised during the Zero Hour and demand was supported by Congress and the BSP members.
 
Compensation demanded for Victim
Mr. Chowdhury also said, “I am talking with proof that shops were burnt and a particular community was targeted and the police were involved in it. The VHP, Bajrang Dal and similar organisations deliberately attacked Muslims due to which violence erupted and one person died in the firing.”

 Demanding Rs. 50 lakh compensation for victim’s family and said that those affected should be compensated by the government without any discrimination.
 
However, his claims were refuted by Parliamentary Affairs Minister Suresh Kumar Khanna who claimed that the incident of January 26 in Kasganj was an unfortunate incident which took place because of the blocking of the way of a “TirangaYatra”
 
“The yatra was being taken out according to the tradition of 25 years. The way of the yatra was blocked by some persons by putting chairs… When those taking out the yatra insisted on following the same route, an argument took place leading to clashes in which Abhishek alias Chandan Gupta died. Had they been given way for the yatra, the incident would not have happened. There was no communal tension earlier. It was a government order that no new tradition is started but old practices are permitted,” he said.
 
Opposition Dissatisfied with Prohibitory orders
Mr. Khanna also said that it was wrong to say that police encouraged and that FIR was lodged against the accused. “The Opposition is trying to vitiate the atmosphere. We ensured that there is no reaction to this incident,” he added. He said that prohibitory orders have been enforced in Kasganj till March 10 and alleged that the “Samajwadi Party did not want peace in the State”.
 
This elicited a drastic reaction from the Samajwadi Party members, who rushed into the Well of the House and sat there leading to disruption. They prompted Speaker HridayNarain Dixit to adjourn the House for 10 minutes initially and later extend it. When the House met again, Mr. Khanna assured that the entire matter was being probed by SIT and no guilty would be spared. But the Opposition was not satisfied with this and staged a walk out in which SP, BSP and the Congress participated.

Judicial Probe, Stopping Harassment of Innocents and Arrest of Abandoned Bike Owners: Fact Finding by AIPF demands

A fact finding study conducted byAll India People’s Forum (AIPF)has demanded a judicial inquiry and close monitoring of the investigation of the violence that erupted at Kasganj, Uttar Pradesh. A report released by United Against Hate in Delhi on Monday showed that Muslims in Kasganj protected temples and property and alleges that the police investigation so far appears biased
 
A new fact-finding report into the sectarian violence in Kasganj has accused the local police of being biased against members of the Muslim community during the ongoing investigation into the sectarian clashes which ended up in the death of Chandan Gupta on January 26.

“The way the police investigation is going on also reflects clear bias and prejudice and that is acting as a deterrent for people to come forward and lodge individual cases of assault and damage,” the report, Trail of Engineered Hate and Violence: Findings from a visit to Kasganj, released on Monday, says.

The investigation further notes that the first FIR (59/2018) in the wake of the clashes on Jan 26 names all Muslims—Nasiruddin, Akram, Akshat Khan and Taufiq. “But not a single Hindu was named in the FIR, although the report mentions both communities were involved in the clash,” it adds.

The fact-finding team, under the banner of United Against Hate, from Lucknow and Delhi visited Kasganj on February 2. Former Uttar Pradesh Police IG SR Darapuri, social activist Rakhi Sehgal, former Jawaharlal Nehru University Students’ Union (JNUSU) President Mohit Pandey and United Against Hate members were part of the team among others.
Besides two mosques, the report highlighted that all 27 business establishments that were set on fire belonged to Muslims. “No temple or Hindu property has been damaged,” it says.

“In fact, the Chamunda Temple, located in a Muslim-dominated area, was protected by Muslims of the area. There is an HP gas agency located behind the Chamunda Temple, and the Muslims protected that too,” the nine-page document adds.

“Despite Muslim-owned establishments being in the line of fire of rampaging mobs, there was no police presence in predominantly Hindu localities. On the other hand, cops are manning Muslim neighbourhoods day in, day out,” the report says.
 
The fact finding team comprised of comprising senior journalists and activists John Dayal and Kiran Shaheen, activist Leena Dabiru, AIPWA Secretary Kavita Krishnan, Kisan Mahasabha Vice-President Prem Singh Gehlawat (all of whom are members of the Central Campaign Team of the AIPF) as well as student activists from AISA, JNU – Vijay Kumar and Tabrez Ahmad.
Though it started on February 6, it was interrupted on February 7 around noon after police waylaid the team near the Kasganj District Jail, accused it of violating Section 144, detained it in a Mahila Police Thana for about an hour and then escorted it out of the district. After this, the team also visited Aligarh and met Akram, who lost an eye in the mob attack, and Chhotan, who lies unconscious since January 28, 2018 in JN Medical College Hospital Aligarh.        
 
Questions around Chandan Gupta’s murder
The report by the fact finding team has highlighted several questions that surrounded Chandan Gupta’s death. The report mentions that as per eye witness accounts there was no blood around the spot where his body was found. The eyewitnesses said that on January 26, as ABVP’s Sankalp mob was passing through the tehsil, wielding guns and weapons, parents of girl students of the GGIC school, fearing their children’s safety started pelting stones. It highlighted that the parents were from different communities. About the arrests of the accused, the report said, “Salim and two of his brothers, owners of the Barki Cloth Shop are accused of Chandan Gupta’s murder – only Salim has yet been arrested. But many questions surround this allegation also.”

Noting some discrepancies in the police version of the incident, the report added, “Police claim that the bullets that killed Chandan were fired from Salim’s balcony or rooftop – but the distance from Salim’s house and the spot where Chandan’s body was found makes that difficult to believe. Moreover, the manner in which the bullets reportedly entered Chandan’s body also make it unlikely that the bullets were fired from a rooftop so far away.”

The fact finding team also reported that the eye-witnesses said that the police picked up and brandished something in Salim’s house claiming it was a ‘US made gun’ that was used to shoot Chandan Gupta. The supposed gun turned out to be a toy lighter. This happened in the presence of journalists. It added that though the two licenced guns belonging to Salim were also taken from his house, but the bullets found in Chandan reportedly may not match these guns, which are 12-bore guns. Since then, the police has also reportedly claimed that Chandan was killed with a desi charra/kata. However, the team believed that such a gun would lack the power top shoot from a distance and also questioned, “Why would a man who owned two licenced guns choose to use a less powerful desi katta instead?”

The case of Chhotan
It mentions the case of Chhotan, a 45 year old labourer battling death in Aligarh Hospital. He had left his home in GanjDundwara near Kasganj on January 28, 2018 on his cycle for his daily work of selling chicken. He has suffered head injury and had to be admitted to JN Medical College.
Though an FIR has been filed, the fact finding team asked, “What efforts and progress have the police made to find the perpetrators of this murderous attack on Chhotan – a defenseless labourer who was not part of any procession or riot, and whose only fault that he is a poor Muslim who needed to earn a living? What has the District Administration and Government of Uttar Pradesh done to compensate Chhotan and his family, for whom survival as well as medical care has been dependant on charity since the sole earning member lies unconscious and, even if he survives, is unlikely to be fit for work for several months?
 
Harassment of Innocent
The report draws attention to the harassment of innocent people including juveniles who have been picked up in the aftermath of the incident. It visited the Kasganj District Jail and reported that both the jailer and district administration refused for a meeting with prisoners.
The team met several Hindu and Muslim families whose relatives appear to have been jailed in spite of being completely innocent and uninvolved in the violence. Here is a brief record of the team’s interaction with these families:

  • Anuj Tomar: Alok Timar, Anuj Tomar’s brother said that his brother Anuj was picked up from near his home in Canara Bank lane, Luvkush Nagar, Kasganj, in the afternoon of January 27 2018, when he had stepped out to buy medicine for their ailing father. He was told by cops stationed there that all shops were closed so he should return. As he turned back, some police cars drove up and picked him up. He was taken away without informing his family. The FIR where the SHO Ripudaman Singh is the complainant, claims that Anuj was identified and arrested on 27 January at 11.40 am where he along with a mob had indulged in arson and vandalism of a furniture shop at AmapurAdda.
  • Raj Singh Yadav: Rajvir Singh, father of Raj Singh told the team that his son Raj is a compounder at Dr Naveen Gaur’s clinic. On January 27 he and another compounder there were closing the shutters of the clinic after being warned that it would not be safe to keep it open, when the police came and arrested both.

But Raj’s colleague who belongs to the LodaRajpur (LR) caste – the same caste to which the sitting BJP MP Rajbir Singh and the VHP State President PramodJaju belong – was booked under Section 151 and released on bail, while Raj was booked under Sections 147, 148, 149, 336, 436, 427, 34 IPC and Section 7 of the UAPA. The same FIR by SHO Ripudaman Singh claims that Raj was identified and arrested at noon at Ghantaghar where he along with a mob had been involved in arson and vandalism at a shoe shop. Rajvir Singh points out that while the FIR claims Raj was ‘identified’, it does not mention his father’s name or full address, simply saying ‘Raj, Paisoi, Soron, Kanshiram Nagar).         

  • Imran Khan: Firoz, father of Imran Khan, who runs a meat shop and hotel at BilramGate,told the team that he was picked up by police on the street. Firoz is a labourer in Gujarat, and has rushed home because of this calamity. Firoz says Imran neither participated in the flag hoisting event at Abdul Hamid Chowk nor in any violence whatsoever.
  • Nasiruddin ‘Chawal Vale’: Mahiru and Mehak, two young girls told the team that their 65 year old father Nasiruddin ‘Chawal vale’ was at his rice shop when he was picked up by the police on January 28 2018. Their 16-year-old brother who had been having a bath, was made to dress and was also taken away on the pretext of questioning. Both have been booked under Sections 302 and 307 among others, and jailed. It appears that the 16-year-old has also been kept in the adult jail in violation of the JJ Act, since we noted at the District Jail that the enclosure for Juveniles was locked and reportedly had no occupants. Their mother has been paralysed for the past 4 months and since the arrest, has been unconscious.
  • One rickshaw puller Shamshad has also been falsely accused – eyewitnesses aver that if the CCTV cameras outside St Joseph’s School for 26 January are checked, he can be seen dropping kids off at the school for the Republic Day celebrations.   
  • One youth – tempo driver Mohsin – picked up from a mosque was reportedly beaten up by some prisoners in the jail.    

 
A case of Abandoned Bikes:
The report quotes Rajvir Singh, father of Raj Singh who is languishing in jail, “The ABVP-Sankalp men rode motorbikes in the ‘TirangaYatra’ and came and demanded that the Muslims hoisting the tricolour at Abdul Hamid Chowk must also hoist the saffron flag. The Muslims refused and there was a clash, in which the ABVP mob (which at that point did not have guns) was forced to beat a retreat: several of whom abandoned dozens of motorbikes (reportedly around 60) which are now at the police station. The same people later met BJP leaders and regrouped, armed themselves with guns and sticks, and rode to the tehsil where Chandan’s body was found”

The report questioned, “Why has the police not yet arrested even one of the men who own those abandoned motorbikes? Those men were surely part of the violent mob who have destroyed our Kasganj and its peace, and if these men are caught they can identify their other companions also. Instead, the police is just picking up innocents.”         
The team said that finding the riders of the abandoned bikes may be key to find the actual perpetrators of the crime.

Police Bias alleged in Arrests:
The team reported that there were clear instances of caste and communal bias on part of the police, youth were being indiscriminately arrested by the police, and the religious and caste identity of the youth determined which sections they would be booked under. ‘LRs’ (LodaRajputs) and other upper caste Hindus would generally be booked under Section 151 and released on bail; OBCs and Dalits would be booked under Sections 147, 148, 149, 336, 436, 427, 34 IPC and Section 7 of the UAPA; and Muslims would, in addition to the above sections, also have Sections 307 (attempt to murder) and in some cases 302 (murder) booked against them.

The team asked, “When there is no evidence whatsoever of any pre-planned murderous intent and organized violence on part of Muslims why are they being booked for the murder of Chandan Gupta and attempted murder of others? Akram lost an eye, Naushad got a bullet in his thigh, Chhotan survived a murderous attack – yet no one has been booked on attempt to murder charges for these attacks – why?

The team was given a partial list of 30 properties (shops, homes, mosques) that were subjected to arson, vandalism, and loot; there are reportedly at least 15 more. We were told that in most of these cases, the police is refusing to file FIRs. Note that Hindus and Muslims alike told us that NOT A SINGLE HINDU SHOP OR TEMPLE was subjected to any arson or any violence whatsoever. 

At least three mosques have been burned and looted. On the morning of 6 February also, a mosque at GanjDundwara was burnt down – the incident is reported in local papers of 7 February 2018.       

Police Bias- And a Heart-Warming Friendship 
The team witnessed a startling case of police bias about two friends Khalid and Pradeep, both from Badayun. Their advocate Hasin Ahmad told the team that Khalid (son of Munnan Khan) and Pradeep (son of Chaturi), both from Shahbazpur, thana Sahawasan, district Badayun, were riding through Kasganj on a scooter, going to see Khalid’s grandmother at BilramKasba. They were stopped by the police. Khalid (FIR number 59/2018) was booked under sections 307, as well as 147, 148, 149, 336, 436, 427, 34 IPC and Section 7 of the UAPA; while Pradeep was booked under 151 CrPC only and offered to be released on bail. Pradeep, however, refused to accept the release and opted to go to jail with his friend Khalid.
The team highlighted many cases of Hindu Muslim solidarity despite the communal tension

Demands:
Apart from the demand for judicial enquiry, the team has objected to the arrests of innocents on a mass scale without any credible evidence. It has asked for compensation for families of injured. It also demanded that the owners of the bikes stationed at Abdul Hamid Chowk as well as ABVP Sankalp men who were visibly brandishing weapons in video footage, must be arrested and booked for masterminding the violence. BJP leaders including the MP of Kasganj who made inflammatory speeches must also be arrested and booked without delay. It said that a team of juvenile justice board members as well as social activists and lawyers must be allowed to meet all those jailed without delay, so that it can be verified whether any juvenile is in the adult jail; and whether any prisoner has been attacked by any other prisoner.

The leader of the Samajwadi Party (SP) MP in the Rajya Sabha, professor Ram Gopal created quite a stir in the Upper House of parliament on Friday, raising the issue of violence in Kasganj and accusing the BJP government in UP of stoking the communal flame. The shouting match that followed resulted in the adjournment of the Rajya Sabha.

Addressing the media after stepping out of the parliament hall, the SP leader asserted: “In Kasganj a Hindu has killed a Hindu but Muslims are being targeted. The police are forcibly entering Muslim homes beating them up and slapping false cases against them”. He also alleged that Muslim homes and business premises were being torched in the presence of the police who stood as mute witness.

Gopal slammed the police for accusing Muslims of private firing when it is plain from the video clips accessed by the media as to who was responsible for the private firing in which a Hindu, Chandan Gupta, was killed on Republic Day. He demanded the immediate release of the Muslims, including three brothers from a business family, and action against the actual culprits. Gopal said this was the same demand which he had raised inside the House and exposed the BJP’s game-plan which is why the latter raised a din to hide their shame.

When Gopal raised the issue in the Rajya Sabha, the deputy chairperson, PJ Kurian, asked him to issue a notice and seek a reply instead of directly demanding a statement from the government. Given the heated exchanges that followed, the chair decided to adjourn the House.

According to a report in the Times of India on January 31, “UP police are studying a video that has surfaced, which purportedly shows a group of young men marching towards a Muslim-dominated area in Kasganj on the morning of January 26, with guns. Some of them then fire several rounds. The video, shot from the roof of the local tehsil office, also shows many in the group holding clubs and sticks… In the violence that followed, one man was shot dead and two seriously injured.” The newspaper claimed to have accessed a copy of the video.

Whatever the merit of the allegations made by Gopal against the perpetrators of communal violence in Kasganj and the role of the police and the ruling party, the fact is that are of a very serious nature. While the allegations have made it to lead news report on the front page of Urdu papers, the rest of the national media appears to have totally ignored it.
