On July 22, a joint letter was sent by National women’s organisation to the National Commission of Women (NCW) to condemn their inaction over a complaint of sexual violence being committed against 3 Kuki women. Through the said letter, the organisations have heighted the gross negligence shown by the NCW, which has the obligatory duty of protecting women in the country and upholding their rights irrespective of class, caste, religion, language, or ethnic origin. The letter has been signed by All India Democratic Women’s Association (AIDWA), National Federation of Indian Women (NFIW), All India Progressive Women’s Association (AIPWA), All India Coordination of POW PMS IJM, All India Mahila Sanskritik Sanghatan and All India Agragami Mahila Samiti. 

The incident took place on May 4, 2023, and involved women being paraded naked, sexually assaulted and gang-raped by a mob in Manipur. The video of this incident surfaced on social media on May 19. 

On July 20, it was reported that the NCW had been sent a complaint on the matter on June 12, but the complainants never received a response or an acknowledgement. As per media reports, the complaint had been filed by two Manipuri women and a Manipur tribal association headquartered abroad. Reportedly, the complainants had spoken to the survivors and then emailed NCW chairperson Rekha Sharma.

Notably, after the video of the heinous crime had gone viral and invited outrage from across the country, the NCW had tweeted stating that it is taking suo moto cognizance of the matter and that the DGP Manipur has been asked to promptly take appropriate action.

What did the letter entail?

The letter made an urgent appeal to the NCW to “urgently assess the disproportionate victimization of Kuki-Zomi indigenous tribal women through brutal and inhumane acts of sexual violence, including rape, kidnapping, public lynching, immolation and murder”. 

“Witness accounts reveal the most harrowing and distressing details, including the incrimination of Meitei women vigilantes as enablers and perpetrators of gender-based violence. Victims and survivors allege that Meitei women vigilantes have actively participated in the attacks and assaults on Kuki-Zomi women and children,” the complaint alleged.

“Several Kuki-Zomi women have been forced to flee for their lives during advanced stages of pregnancy or while recuperating from C-section surgeries. Some have given birth in ad hoc refugee camps…” it added.

Newslaundry reported that the complaint alleged that a 15-year-old girl had been kidnapped and a medical examination report “confirmed assault and rape”.

The complaint said these examples underlined the “serious gravity of gender-based violence, appalling levels of women’s’ rights violations, and continued threats to the physical safety and psychological well-being of Kuki-Zomi women”.

Response of the NCW to the reports

Defending the ‘inaction’ of the NCW, Rekha Sharma said that it had approached the Manipur government thrice after receiving the complaint on June 12.

“There were many complaints and that too from people outside India and outside Manipur,” NCW chief Rekha Sharma said. She further said: “Firstly, it had to be clarified whether whatever was written is true. Manipur government must clarify and if it is true then they must work on it. So, accordingly, we wrote to them. We reached out to authorities but no response was received from them but then we took suo moto cognizance when the video (of women being paraded naked) went viral.”

Dear Ms. Rekha Sharma,

We, the undersigned women’s organizations, are deeply shocked and appalled to learn that a complaint had been made to the NCW on 12 June 2023, regarding the heinous incident in Manipur of three women being publicly stripped and raped by a mob and that the NCW far from responding to the call of distress and taking immediate action, wrote letters to the Manipur government and kept waiting for a response. Hence, the NCW remained entirely inactive for more than a month. It is reported that there are other cases of sexual violence in Manipur. Only a couple of days back when a video clip of the brutal torture became public and there was widespread outrage all over the country, did the NCW wake from its sleep and take ‘suo moto cognizance’ of the crime. 

It is disturbing that no action was taken, except for the filing of a more a mere zero FIR in the incident that had happened on May 4, right after the ethnic violence began on 3 May 2023. This made the police apathy with the victims and collusion with the perpetrators of the crime abundantly clear. 

And the deafening silence of the CM and PM was highly condemnable. You are aware that the incidents of violence against women in the country have been on the rise. Did you not realize that women have become the direct victims of the ongoing ethnic violence in the state? 

We are strongly of the opinion that the NCW has betrayed its mandate and deliberately sought to cover up this incident. At the very least this is evidence of gross negligence on the part of a respected public institution like NCW which has the obligatory duty of protecting women in the country and upholding their rights irrespective of class, caste, religion, language, or ethnic origin. 

Our organizations have given leadership in the struggle to bring into existence a National Commission for Women which would maintain its autonomy and dignity in serving its high purpose and not act as an arm of the ruling party. We have often raised our voices to ensure that NCW does not falter from its lofty objective. NCW has a history of proactive interventions in the myriad issues concerning women. But under your stewardship, we have seen this institution degenerating into partisanship with the ruling dispensation. Your claims of having communicated to the officials in Manipur are too little too late.  Never have we seen the institution so shamefully undermining its own mandate. We feel the NCW – in deliberately ignoring and suppressing this atrocious attack upon two tribal women – has misused its office, besmirched its own position, and betrayed the trust the women’s movement in the country had reposed upon it. As chairperson of NCW, we hold you responsible for this shameful situation and we demand that you should forthwith submit your resignation from the post which you have proved yourself unworthy of.

Since the video of two Kuki women being paraded naked by a mob of men surfaced on social media, there has been an outcry against the grave violations of the basic human rights taking place in Manipur since May 3. The gruesome incidents of gendered violence had taken place on May 4, (reported by The Print) but the video surfaced only onJuly 19, after internet ban imposed on the state was lifted. With the surfacing of the disturbing video, and the allegations of gang-rape on the two Kuki women(parading of two women naked, killing of the father and son of one of them who tried to protect her) — once again, brought out a sense of national outrage. Citizens, the political opposition and the Supreme Court expressed condemnation at the inhumane acts being committed in Manipur.

The video had showed two Kuki women being paraded naked by a mob, with several men, apparently Meiteis, walking alongside the two women as they are led into some fields, appeared on social media earlier this week. The video shows at least some of the men groping the women.

Thursday morning, July 20, witness the Chief Justice of India (CJI) DY Chandrachud too suo motu notice of the horrific video showing two women in Manipur being paraded naked and being subjected to sexual violence. The opening day of the monsoon session of Parliament was also scheduled to have discussions on the continued, ongoing violence in the state. It was only then, for the first time that the prime minister, narendra Modi and one of his ministers broke their long silence on the issue. The state government is also ruled by the Bharatiya Janata Party (BJP).

Taking suo motu cognisance of videos of two women allegedly being paraded naked in ethnic-violence-hit Manipur, the Supreme Court on Thursday asked the Centre and the state government to inform it about the action taken against the perpetrators. The matter had now been posted on July 29, next Friday. “We are very deeply disturbed about the videos distributed yesterday. We are expressing our deep concern. It is time that the government steps in and takes action. This is completely unacceptable…Using women as an instrument in an area of communal strife to perpetuate gender violence is unacceptable,” a Bench led by CJI DY Chandrachud had said.

Protests erupt

Over the past two days, several protests have been organised, and statements have been released, to demand action against the perpetrators involved in committing the heinous crimes against the three women, as shown in the video, and the police inaction over it. Political parties, human rights organisations, college students, and the common people of India have come together to demand resignations, concrete actions, and accountability on the brutal murders and sexual violence taking place in Manipur.

The collective consciousness of the young and the old have been shaken, as is evident from these pictures of a protest that took place in Bengaluru. A big group of people, comprising majorly of women, can be seen holding placards demanding justice for the women can be seen.

Two protestswere organised by the All India Students’ Association (AISA) on July 21, one in Bengaluru and the other one in New Delhi. Through these protests, AISA showed their solidarity, questioned the silence of PM Modi on his two month long silence on the violence in Manipur, highlighted the inaction of the police and demanded action against the attackers.

On July 21, as reported by the Siasat Daily, Osmania University PhD scholars also organized a protest against the Manipur violence. During the protest, they burned the effigy of PM Narendra Modi and raised slogans against the government, holding it responsible for the violence in Manipur. Speaking to the media, one of the protestors stated the follwoing, “Since this government has come to power, attacks in the name of caste, assault on women, anti-farmer laws have gone up. Back then, they denied responsibility for killings in Gujarat and then Kashmir. Now they say the same about Manipur. They keep talking about Bharat Mata all the time. Now, Bharat Mata has been stripped naked and was paraded in Manipur. The pseudo intellectuals of the BJP and the RSS today have stripped Bharat Mata in Manipur. One of the victims is a wife of an Indian soldier. The Hindutva goons did this to Adivasi women in Manipur. The PM keeps talking about getting India to a better place. Is this what it means?”

A video of protest by National Student Union of India (NSUI) has also surfaced on the social media. At the said protect, organised at the Jawaharlal National University (JNU), demands for justice were raised and effigies were burnt.

Another protest had been organised in the national capital of India, wherein various women’s organisations in Delhi staged a protest together, demanding the resignation of Manipur Chief Minister N Biren Singh. They raised the question of why the BJP government, which gave the slogan of ‘Beti Bachao’, is silent on the violence in Manipur. The protesters demanded that the central and state governments provide justice to the victims, as reported by the NewsClick. The organisations that were involved in the said protest were AIDWA, AIMSS, CSW, NEFIS, NFIW, Pragatisheel MS, Zimmedari SWO.

On July 20, the aforementioned organisations had also released a joint statement raising the following demands:

“immediate arrest of the accused and fast-tracking of the case, action against the policemen responsible for dereliction of duty, resignation of Biren Singh, immediate steps to restore peace in Manipur.”

As reported by the Times of India, on July 20, the All India Mahila Congress held a massive protest in the national capital Delhi over the incidents of violence in Manipur. As per the report, Congress MP Ranjeet Ranjan and Mahila Congress chief Netta D’Souza had even held a press conference at the party headquarters earlier in the day, expressing shock at the video of two women being paraded naked in Manipur by a mob.

Another protest was organised in Bengaluru, through which solidarity was shown with the survivors of violence in Manipur.

Legal Fraternity demands action, passes resolution

On July 21, the Supreme Court Advocates on Record Association (SCAORA) passed resolution regarding Manipur sexual violence video. In the said resolution, the SCAORA condemned the incident, and stated that the said incident reflected the failure of the state machinery in protecting the basic human rights of the citizens and controlling the riots in the state.

SCAORA also resolved to provide any and all assistance that the Supreme Court may require to bring the perpetrators to justice, including offering Pro Bono legal help.

The All India Lawyer’s Association for Justice (AILAJ) also called for lawyers, law students and legal professionals to join the citizen protest to be held at Bengaluru and Delhi. They raised demands for ending violence in Manipur.

Words expressing anguish, heads hanging in shame

Words, as a medium to express one’s anguish and helplessness, have also been powerfully  used to express the collective outrage.

“Hang your heads in shame, dear citizens. Hang your heads in shame. Hundreds of your fellow citizens in Manipur have been murdered in the past few months; they are still being butchered. Their homes have been set alight and torched; the people of Manipur have been forced to choose between being burnt alive and fleeing from their homes.

Women of this country – sisters, mothers, daughters, your fellow citizens – are being paraded naked, raped and humiliated. Yes, you read it correctly – they are being paraded naked and raped. The Manipur police, who picked them up from their home, gave them away to the mob. Hang your heads in shame, dear citizens. Hang your heads in shame.

Is this what we are as a nation? Is this who we are as a civilisation? Is this who we are as a people? Inhuman, beastly, ghastly, uncivilised savages? Hang your heads in shame.” These were the words written in an article in the Madras Courier.

On July 20, the Supreme Court took suo-moto cognizance after a video of two Kuki women being paraded naked by a mob of men, allegedly from the Meitei community, in the state of Manipur surfaced on social media. The incident, which took place on May 4, has now shockingly made its way to the social media, 76 days after it happened.

The Supreme Court said that it is “deeply disturbed” by the video. Terming it “simply unacceptable”, a bench headed by Chief Justice D Y Chandrachud and comprising of Justices P S Narasimha and Manoj Misra directed the Centre and the state government to take immediate steps and apprise the apex court on what action has been taken.

“We are very deeply disturbed about the videos distributed yesterday. We are expressing our deep concern. It is time that the government steps and takes action. This is unacceptable,” Chandrachud said, adding that they are “aware that the video is from May 4th or 5th.”

In addition to directing the government to inform about the steps being taken and to ensure the accused are booked, the apex court also asserted that it will be forced to initiate action if the government does not.

“We will give a little time to the government to act otherwise we will take action if nothing is happening on the ground,” the bench issued a warning, condemning the video as a gross constitutional failure.

“Visuals that have appeared in the media indicate gross constitutional violation and infraction of human rights,” remarked the court, adding that “use of women as instruments of violence in a charged atmosphere is unacceptable in a constitutional democracy.” Demanding a report from the Centre and the N Biren Singh-led state government, the Supreme Court said it will take up the matter on July 28.

Notably, the Attorney-General for India and the Solicitor General of India were both present in the courtroom for the hearing. The CJI noted that the two senior most law officers of the government had been called to the court for this matter as the Supreme Court “as a whole was deeply disturbed”.

Solicitor General Tushar Mehta also commented that the incident was disturbing. “We agree that it is unacceptable. Steps are being taken,” the SG informed the bench, as reported by India Today. It is essential to note that the Solicitor General of India, Tushar Mehta, has affirmed the Supreme Court on previous occasions that the “situation in Manipur was getting better”.

In other news, the Indigenous Tribal Leaders’ Forum (ITLF) planned a protest march following the surfacing of the video to draw attention to their plight.

“The horrifying ordeal suffered by these innocent women is amplified by the perpetrators’ decision to share the video, which shows the identity of the victims, on social media,” according to a spokesperson of ITLF.

A video of two Kuki women being paraded naked by a mob has emerged from Manipur and is being widely circulated on social media. In the horrifying video, scores of young men, allegedly belonging to the Meitei tribe, can be seen walking alongside the two women, as other men drag the distressed-looking women into the fields. The video shows some of the men groping the women.

It is important to note that while the video surfaced only yesterday, the said inhumane incident had taken place on May 4, a day after the ongoing clashes in Manipur had begun, as confirmed by The Wire. As per the information provided, the incident occurred in B Phainom village in Kangpokpi district on May 4. As per the report in the Wire, a zero first information report (FIR) had been filed by the Saikul police, in Kangpokpi district, on May 18. One of the women was gang-raped, the FIR filed in connection with the incident says.

Details of the FIR

As per the Wire report, the zero FIR has charges of rape and murder against “unknown miscreants” numbering “800-1,000”. The complaint filed against the incident claims that these men are suspected to be “members of Meitei Youth Organisations, Meetei Leepun, Kangleipak Kanba Lup, Arambai Tenggol and World Meitei Council, Schedule Tribe Demand Committee”.

The said mob of men has been accused of burning down houses in the B Phainom village, and accosting a group of five people who were fleeing. There were two men and three women in the group. According to the complaint, the group was “snatched away from the custody” of a police team from the Nongpok Sekmai police station near Toubul (Sekmai khunou) “about 2 km from Nongpok Sekmai PS and about 3 km from 33 AR Somrei Post”.

One of the men, father of the gang raped girl, was killed immediately by the mob. He was 56 years old, as reported by the Quint. The mob then forced all the three women to strip. It is purported that the younger woman, aged 21, was gang-raped while the other two women escaped. When the brother of the woman who was being raped tried to stop the assault, he was also murdered. He was 19 years old.

As per a report in The Print, the men screamed, “We will do to you what your men did to our women.” Revisiting the ordeal, one of the survivors, who is in her 40s, told that they wanted to take “revenge for the Churachandpur case.”

She was referring to a false claim that a Meitei nurse working in Churachandpur was raped by a tribal mob on 3 May, which led to ‘revenge rapes’ by Meitei groups. The claim, however, was debunked when the victim’s father clarified on a news channel that nothing had happened to her.

Another survivor told Scroll.in that she was told to “lie down” after the mob dragged her to the paddy field. “I did as they told me, and three men surrounded me… One of them told the other, ‘let’s rape her’, but ultimately they did not,” she told the publication.

Response from the Manipur Police:

In an official response to the alleged video, the Superintendent of Police (SP), K Meghachandra Singh issued a press note stating that the Manipur police is making “all-out effort” to arrest the culprits who were involved in the incident. The police provided that a case of abduction, gang-rape and murder was registered in relation to the incident.

The press note stated, “As regards the video of 2 women paraded naked by unknown armed miscreants on 4th May 2023, a case of abduction, gang rape and murder was registered at Nongpok Sekmai Police Station (Thoubal district) against unknown armed miscreants. An outrage- too little, too late

The surfacing of the said video, 77 days after the incident, has caused a public outrage, enough to make all the silent spectators turn their attention to the atrocities taking place in Manipur. According to sources, the Centre asked Twitter and other social media platforms to pull down the video as the matter is under investigation.

Union Minister for Women and Child Welfare Smriti Irani also responded to the alleged video after speaking to the state chief minister. Irani posted on Twitter saying, ‘The horrific video of sexual assault of 2 women emanating from Manipur is condemnable and downright inhuman. Spoke to CM N Biren Singh ji who has informed me that investigation is currently underway and assured that no effort will be spared to bring perpetrators to justice.’

The opposition leaders and commentators  immediately questioned why there had been a two-month gap, 76 days to be apt, in the Union minister’s knowledge of the incident in response to Smriti Irani’s statement. Several other Opposition leaders called for Singh’s resignation.  Priyanka Chaturvedi, MP Shiv Sena (Uddhav Balasaheb Thackeray), said that Irani’s response came two months too late. “Stop it Mantriji, your obnoxious silence on the women wrestlers too makes it clear your intent is to only save a seat in the cabinet,” she said.

Prime Minister Narendra Modi, who had maintained silence over the atrocities and violence taking place in Manipur, made his first statement over this incident outside the Parliament, just ahead of the start of the Monsoon session.

“I assure the people that the guilty will not be spared and the law will act with its full might. What has happened to the daughters of Manipur can’t be forgiven. It is a shameful incident for any country, this is an insult of the country. The 140-crore people of this countries are being shamed,” Modi said adding that he has urged Chief Ministers to strength law and order especially to protect women.

He further said “I want to assure my countrymen nobody will be spared. The law will take its course. The incident will not be pardoned ever.”

The statement of PM Modi came out after Congress leaders Rahul Gandhi and Priyanka Vadra condemned the horrific crime, and AAP issued a statement seeking PM Modi’s intervention.

Congress leader Rahul Gandhi said on Twitter that Modi’s silence and inaction has led Manipur into anarchy.

“INDIA will not stay silent while the idea of India is being attacked in Manipur,” he said, referring to the recently-formed alliance of 26 Opposition parties. “We stand with the people of Manipur. Peace is the only way forward.”

The above-mentioned statement made by PM Modi is the first one of its kind. Notably, till now, the ethnic clashes between the Meitei and Kuki communities have spiraled into a civil war since May 3. Over 140 people have been killed while more than 60,000 have been displaced and hundreds of relief camps have been established.

It is further essential to point out that when the European Parliament adopted a motion on the Manipur violence, on July 12, and stated that it “denounces in the strongest terms nationalistic rhetoric deployed by leading members of the BJP party”, the Indian government had responded to the said motion by claiming that the issue of Manipur is an “internal matter.”

Blind eye to the protest of the Kuki women in Delhi, all efforts to meet the PM before this were unsuccessful.

The video of women being paraded naked was successful in getting the attention of the Union government, something which multiple organised protests and delegations have been unsuccessful in doing. It is essential to highlight here on June 10, a group of women from Manipur’s Kuki community had staged a candlelight vigil at Jantar Mantar to pay tribute to those who lost their lives in Manipur violence. Scores of women from the Kuki community had gathered with candles.

In addition to this, through a memorandum addressed to Prime Minister Narendra Modi, they sought his intervention to bring back normalcy in the state. They also demanded to include immediate imposition of President’s rule in Manipur, permanent solution through separate administration, more deployment of central forces and neutral officers at conflict zones, security at mortuary and hospitals.

Before this, on June 7, people from the Kuki community had held a protest outside Union Home Minister Amit Shah‘s residence here against the ongoing violence in the northeastern state. As per reports, the protesters had held placards with messages such as ‘Save Kuki Lives’ and raising slogans.

Even before this, on May 30, around 500 Manipuri Kuki-Zo women had staged a demonstration at Jantar Mantar, demanding that President’s Rule, under Article 356 of the Constitution, be imposed in the State of Manipur as an immediate measure to control the violence.  The women, most of whom still have family and friends in different parts of Manipur, had decided to demonstrate at Jantar Mantar as a desperate call for the Union government to strongly intervene and end the violence, which, they alleged, was being perpetrated with assistance from State government law enforcement officials.
