Former Prime Minister and renowned economist Dr Manmohan Singh has, with his trademark brevity, offered what is being seen as sage advice to the current Prime Minister Narendra Modi on the handling of the India-China border situation. The former PM’s statement was issued without fanfare by the Congress party and comes in the wake of a weekend of controversy after the Prime Minister’s Office issued a clarification on Modi’s statement on the alleged intrusions by China into Indian territory across the Line Of Actual Control (LAC) in Ladakh. 

In his address to the All Party meeting on June 19, to talk about the India-China border situation, PM Modi had said that no one was inside Indian territory nor was any Indian post captured. He had said, “Those who tried to transgress our land were taught a befitting lesson by our brave sons of soil.”  As a national controversy erupted over those words the PMO issued a quick clarification on Saturday, and said that “Attempts are being made in some quarters to give a mischievous interpretation to remarks by the Prime Minister at the All-Party Meeting (APM) yesterday.” The controversy raged on all weekend as various interpretations of PM Modi’s words, and how China was going to use them as validation of its stand that there was no intrusion by its soldiers. 

On Monday, former PM Singh reminded the current PM Modi that the “Prime Minister must always be mindful of implications of his words and declarations on our Nation’s security, as also strategic and territorial interests.”

He said China was “brazenly and illegally seeking to claim parts of Indian territory such as the Galwan Valley and the Pangong Tso Lake by committing multiple incursions between April 2020 till date. We cannot and will not be cowed down by threats and intimidation nor permit a compromise with our territorial integrity. The Prime Minister cannot allow them to use his words as a vindication of their position and must ensure that all organs of the Government work together to tackle this crisis and prevent it from escalating further.” 

The former Prime Minister reminded PM Modi that the latter should be careful of the implications of his words and that “the Prime Minister cannot allow them to use his words as a vindication of their position, and must ensure that all organs of the government work together to tackle this crisis and prevent it from escalating further.”

“At this moment, we stand at historic cross-roads. Our Government’s decisions and actions will have serious bearings on how the future generations perceive us. Those who lead us bear the weight of a solemn duty. And in our democracy that responsibility rests with the office of the Prime Minister. The Prime Minister must always be mindful of the implications of his words and declarations on our Nation’s security as also strategic and territorial interests,” the former PM stated.

Dr Singh also reminded the Government that “disinformation is no substitute for diplomacy or decisive leadership. The truth cannot be suppressed by having pliant allies spout comforting but false statements.“

The APM had been also informed that this time, Chinese forces have come in much larger strength to the LAC and that the Indian response is commensurate. As regards transgression of LAC, it was clearly stated that the violence in Galwan on  June 15 arose because Chinese side was seeking to erect structures just across the LAC.

Dr Singh also called upon the Prime Minister and the Government to “rise to the occasion to ensure justice for Col B. Santosh Babu and our jawans who have made the ultimate sacrifice and resolutely defended our territorial integrity.”

“To do any less would be a historic betrayal of the people’s faith,” he added.

Former Prime Minister Manmohan Singh set the cat among the pigeons when he claimed that the 1984 anti-Sikh pogrom could have been avoided had then Home Minister PV Narshimha Rao paid heed to IK Gujral’s words.

Singh was speaking at an event to mark the 100th birth anniversary of former Prime Minister IK Gujral. He said, “When the sad event of 1984 took place, Gujral ji on that very sad evening went to the then Home Minister PV Narasimha Rao and said to him that the situation is so grave that it is necessary for the government to call the army at the earliest. If that advice would have been heeded perhaps the massacre that took place in 1984 could have been avoided.”

Anti-Sikh riots broke out in 1984 following the assassination of then Prime Minister Indira Gandhi who had been gunned down by her Sikh body guards. Over 3000 Sikhs were killed in the pogrom. The massacre represents some of the worst human rights excesses committed during perhaps darkest days of the Congress government. When he was Prime Minister, Singh had apologized for the riots himself. Speaking on the floor of the house Singh had said, “I have no hesitation in apologising to not only the Sikh community but also to the nation. I bow my head in shame that such a thing happened.”

But Singh’s statement that virtually throws PV Narasimha Rao under the bus while being silent on Rajiv Gandhi’s role,  has not gone down well with many people, especially the family of PV Narasimha Rao. Rao’s grandson NV Subhash has now demanded an unconditional apology from Singh. Speaking to ANI, he said, “As a family member, I am feeling saddened by this statement by Dr Manmohan Singh. It is unacceptable.” It is noteworthy, that Subhash is a BJP leader. He joined the BJP ahead of the 2014 general elections.

IK Gujaral was the Indian Prime Minister in 1997-98. But more interesting is the fact that he was the Information and Braodcasting Minister when Indira Gandhi imposed emergency in 1975. Recalling his relationship with Gujaral, Singh said, “He was the minister of Information and Broadcasting and he had problems with some aspects of the management of emergency and then he was removed to the planning commission as minister of state. I was then an economic advisor with the ministry of finance… Thereafter our relationship grew.”    

Once again the ghosts of 1984 resurface as the pogrom against Sikhs in 1984 is one of the worst India has seen. Like Nellie (1983) and Gujarat (2002) these upheavals continue to re-surface in public discourse even if substantive justice has been a pipe dream.

Anupam Kher’s film, ‘Accidental Prime Minister’ has targeted Dr. Manmohan Singh who served for two terms and may accept the job again if his party regains power. But his tormentor Narendra Modi seems to be out of breath even before his first term is over. Disillusionment with him is so widespread and deep, that people of India may not bear him for another term. As the general elections approach, the difference between the two needs to be examined again.
 
Manmohan Singh’s government gave this country the Right to Information, Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), National Food Security, Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights), Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement, Criminal Law (Amendment) also known as Nirbhaya, Right of Children to Free and Compulsory Education, Street Vendors (Protection of Livelihood and Regulation of Street Vending), Prohibition of Employment as Manual Scavengers and Their Rehabilitation Acts and more. The earlier mentioned policies benefited the masses to some extent while the latter ones are yet to yield any results.
 
However, the Narendra Modi government has hardly done anything that benefits common people. His Jan Dhan Yojna and Ujjwala schemes have come to a cropper. While during Manmohan Singh’s government you could hear people talking spiritedly about RTI, MGNREGA, Forest Rights Act, etc., in Narendra Modi’s government one doesn’t hear anybody talking about Jan Dhan or Ujjwala with the same enthusiasm, except in government-sponsored advertisements. Demonetisation was really ‘remonetisation’ as the government brought back bigger denomination notes. The move attained different meanings, right from being an action against black money to encouraging digital transactions. Besides that, the implementation of Goods and Services Tax shocked the economy, from which it is still recovering. A common perception now is that Narendra Modi-Arun Jaitley have little understanding of the economy and the government has been manipulating data to show better results. The duo was unable to retain competent experts like Raghuram Rajan and Urjit Patel within the government.
 
Narendra Modi government’s biggest failure has been on the law and order front. Hardline elements of the Hindutva brigade appear to have had a free run in perpetrating criminal actions which have terrorised the society at large. While Member of Parliament of Bhartiya Janata Party Raghav Lakhanpal Sharma attacked the residence of Senior Superintendent of Police of Saharanpur in April 2017, various fringe elements attacked Muslim citizens on the suspicion of having consumed beef or simply when they were carrying cattle. Some of these perpetrators were garlanded by central minister Jayant Sinha in Jharkhand. The Yogi Adityanath government has indulged in the encounter killing of more than fifty people and when the police are not killing citizens, the mob is killing policemen in Uttar Pradesh. Legislators threaten people who feel insecure under the present dispensation with bombing, something for which a person associated with left-wing ideology could be labelled as urban-naxal and put behind bars.
 
Narendra Modi has probably travelled abroad more frequently and widely than any other PM. However, his foreign sojourns did not do any good to India’s relationship with most countries, especially, its neighbours. Pakistan’s PM Imran Khan extended a surprising hand and rare goodwill gesture by opening the Kartarpur corridor for Sikh pilgrims from India to Darbar Sahib Gurudwara in Pakistan without passport-visa requirements. Narendra Modi appears to be caught in anti-Muslim and anti-Pakistan politics that his party is traditionally used to. He is not able to grow out of his 56-inch chest size syndrome, declared publicly during last elections, to respond to the friendly overtures from a neighbour. On the other hand, it is unclear what the most bravado action of surgical strike achieved for India as cross border terrorist incidents continue unabated. Relationship with Pakistan during Manmohan Singh’s regime had improved relatively. In spite of the terrorist attack on Mumbai, that government did not take an intransigent position of not engaging with Pakistan.
 
Narendra Modi is constrained to use icons of freedom movement led by Indian National Congress like Mahatma Gandhi, Sardar Patel and Subhas Chandra Bose to counter the Nehru-Gandhi dynasty of Congress as he knows that ideologues of his parent organisation Rashtriya Swayamsewak Sangh like Hedgewar, Savarkar and Golwalkar will not go down well with masses as they were not faithful to the freedom movement of this country. Having formed the government with just 31% of the votes, incidentally the lowest vote share of any party to have won a majority of Lok Sabha seats, Narendra Modi has also deserted some RSS agendas like anti-reservation in any attempt to gain wider acceptability.
 
As the next Lok Sabha election is approaching, the Ram temple issue has started dominating the political narrative as if this is an important demand of all Hindus. Without having solved any of the major problems facing the country like farmer suicides, child malnourishment, unemployment or sub-standard education and health care system, the Narendra Modi government is clearly fanning the temple issue.
 
People in Kashmir and Assam are more disenchanted with the government after BJP came to power. BJP projects itself to be a champion of women’s rights when arguing for banning the practice of triple talaq among Muslims but is against the right of Hindu women of menstruating age to enter Sabarimala temple in Kerala. Narendra Modi’s estranged wife Jasodaben has been denied a passport lest she causes embarrassment for him abroad.
 
As if India didn’t have enough problems to cope with, the BJP government has added a totally unexpected problem to this list because of its love for cows. Stray cattle, which were once domestic but now have no buyers, are roaming aimlessly destroying standing crops in fields. This one issue alone may be enough to decisively turn the tide against BJP in the next elections.
 
All the above-mentioned things point to the fact that Narendra Modi has mismanaged governance more compared to the Manmohan Singh government. Narendra Modi consolidated his position after the 2002 Gujarat communal violence by polarising Hindu votes, first in Gujarat and then in the whole country. He used false promises to lure some other sections of society. Ambani and Adani provided him with the definite financial advantage over other parties and leaders within BJP. He sailed through in the 2014 elections based on these factors, but now it appears that he is an accident for the people of the country. Never before have the people ridiculed any PM like this nor has any PM lowered the dignity of office with actions such as putting on an expensive coat with his name inscribed in it.

The propaganda machinery of the Sangh Parivar is in full swing. You are now being forced to consume loads of information about the ‘Accidental Prime Minister’ and both the government and BJP’s social media cell has gone into an overdrive to promote it.
 
Before readers assume that this is in defence of Dr. Manmohan Singh, Sonia Gandhi or Narendra Modi, a few things should be made clear about the accountability and responsibilities of elected representatives. As a person, Dr. Singh was far superior to Modi both in terms of knowledge and dignity that he brought to his post. Our humility shouldn’t be seen as a weakness. History will be kinder to Dr. Singh than his successor.
 
There is another issue of this overhyped Bollywood actor. Yes, I am talking about Anupam Kher, who has taken it upon himself to be the ‘champion’ defender of this government and perhaps competing with his wife for a seat in the Parliament. BJP is definitely looking for more stars from cricket and cinema to rescue them in 2019. Many of these failures and opportunists are looking for greener pastures and protect their business interests. They will happily contest the Lok Sabha polls. Anupam Kher nurtures, along with many others, a hope to be an ‘elected’ representative because they could not achieve much through their art except defending the Brahmanical disorder and rigid customs. He may be hailed as a great actor by many but he remains much inferior to both Om Puri and Naseeruddin Shah, both as actors as well as people who have taken a stand on important public issues. For me, except his initial ‘Saraansh’, there are not enough movies of him worth remembering.
 
Now, we come to the issue of the ‘Accidental Prime Minister’ and the questions being raised about it. The major theme of the film is that Congress President Sonia Gandhi was ‘advising’ the Prime Minister of what to do and what not to do. Now, these are laughing issues to say the least. In democracies, the party is bigger than the government and the party guides the government because ultimately it is the party which has to go to polls. Sonia Gandhi as a UPA chairperson was definitely entitled to write or guide to the government but it is up to the government to agree or not agree to her viewpoint.
 
Can the Prime Minister or BJP leaders ignore the advice of the RSS? If not, then what is the locus-standi of Ram Madhav on J&K. Was he an ‘expert’ on J&K?
 
In democracies, you cannot hand over the council of ministers to a few selected bureaucrats. Even those in the current dispensations hail from the Sangh Parivar background. The system is called political because it is politics which guides it. The Council of Ministers is actually accountable to the Parliament where questions are raised and answered. And it is the party which defends the government and its actions both in the parliament and on the street.
 
The argument that Dr. Manmohan Singh should not have listened or surrendered his position is absurd. A system cannot surrender. Yes, political leaders call the shots and this is a reality.
 
The problem of bureaucracy or corporate media in India was that it wanted to control Dr. Manmohan Singh like it is doing with Narendra Modi. Sanjay Baru kind of people could never have been appointed if Sonia was calling the shots on everyday affairs. Baru is a highly over-rated person and his book was a dishonest attempt to curry favour from Narendra Modi.
 
When Anna Hazare launched his Lok Pal movement, we opposed the entire premise because we still feel that the supremacy of the Parliament and assemblies must be restored. You cannot make Lok Pal a boss of parliament and everything. So, the issue is not merely whether Sonia was dictating or not. The clever media is making it seem so because they never want the parties to dictate the agenda for the governments. Governments can’t be delinked from parties. Today, BJP party is dictating the agenda to the government along with the business and corporate structure. Since the agenda is suiting the corporate hence they are silent otherwise they would have made noises.
 
You cannot suggest that once a person becomes a prime minister or minister, he or she should leave the party or forget about them. Party is not here to make you CMs or PMs and then allow you to do what you wish to do. Party cadres can’t be allowed to be just war horses during the campaign to defend the government. A government that does not listen to the party always loses. In our societies, if we allow the government and council of ministers to be just surrounded by the corporates and bureaucrats then one can never think of any pro-people policies. One must not forget that Dr. Singh, Chidambaram, Montek Singh Ahluwalia were the favourite people of media and corporates and Sonia Gandhi was being seen as too ‘socialist’ guided by the ‘jhollawallah’ economists and social activists and hence an obstacle.
 
These corporatized castes now enjoy immunity in the current dispensation but they also realise that an administration that has nothing to show to the people will ultimately boomerang hence attempts are being made to change the narrative. 2019 will be the ‘hisab-kitab’ year of Narendra Modi and BJP and not of what Manmohan Singh and Sonia Gandhi did in 2009 as they have already been punished by the people. The government of the day cannot hide its failures by such diversion tactics as the ‘Janta’ knows well and will respond in time.

Because real economics – and facts – tell a different story.

The term “voodoo economics” entered popular lexicon when George HW Bush derisively used it to describe his presidential opponent Ronald Reagan’s economic policies for the United States of America in 198o. It is also best suited to describe what the Rashtriya Swayamsevak Sangh’s principal economic theorist, S Gurumurthy, has been saying recently in defence of his fellow RSS pracharak Prime Minister Narendra Modi’s demonetisation policy.

But before I elaborate on that, given that any criticism of the party in power, or its supporters, is deemed as an expression of support for the Congress regime, particularly the United Progressive Alliance’s 2004-2014 tenure, it is perhaps best to start with where I stand with respect to it.
 

The golden decade

I have never been an admirer of Dr Manmohan Singh for many reasons.

Most of all, because he never articulated a vision for a truly liberalised society, where the jackboot imprint of the state would become smaller, with the state relying more on compensation and conditioning and less on coercion to govern and build this nation.

Instead, he assumed that by just dismantling the industrial licensing regime, of which he was a strong votary long after the evidence against it had piled up, he was liberalising India.

He also did not distinguish between a regime that ensured the free ingress and exit of foreign capital into capital markets and a freer regime for foreign long-term investment to cater to India’s rapidly expanding demands.

Singh followed the code of Omerta, ignoring all the wrongdoings around him, and showed inertia when his ministers quite openly flouted his directions. But, most of all, I detested his excessive deference to the Congress president, whose sense of right and wrong was largely shaped by her family’s immediate interests.

Despite this, I recognise that from 2004 to 2114, the Indian economy grew by an average of over 7.8% each year. Included in this decade were two years at over 10%, two years at over 9%, two at almost 8% and even during the years, when the national mood turned sour, India grew at 4.0%% and 5.9% respectively. If there ever was a golden decade of India’s economic growth, it was this. By contrast the first two Modi years saw Gross Domestic Product grow by less than those last two Congress years if the 2.2% tweaking of national income accounting is factored in.

In these last two years there has been zero job growth, though the prime minister claims to have created 31 million new jobs.
 

Fantasy figures

Modi derives this extraordinary conclusion by directly linking it to his claim of having disbursed 3.1 crore Mudra loans. What makes this patently bogus is the fact that the average Mudra loan is about Rs 1000 each. If a loan of Rs 1,000 can create one new job, as Modi assumes, then the country will largely rid itself of unemployment by spending just Rs 1 lakh crore to create 100 million new jobs.

These are the kind of fantasy economic figures only pracharaks – literally, propagandists – can cook up. That is not all – they don’t only cook up what doesn’t exist, they also ignore the reality pertaining to their main political adversary.

In his recent column, Gurumurthy blandly writes that the National Democratic Alliance I government of Atal Behari Vajpayee created 600 lakh jobs during its five years, while the UPA I and II just resulted in 27 lakh jobs. The reality is quite the opposite.

According to the Economic Census, “new jobs grew at an annually at 3.2% between 2005 and 2013 (UPA period), faster than the annual pace of job growth of 2.78% between 1998 and 2005 (NDA period).”

Employment generation and economic activities grew at their fastest pace in nearly two decades with over 13 crore people employed and 1.92 crore new establishments set up in the country in the eight years leading to 2014.

Most of non-agricultural employment is in the “informal sector”. The sub-sectors that account for a dominant share of informal sector employment are manufacturing, construction and trade. It is these sectors that grew fastest in the UPA years when economic growth was the fastest.
The growth rate in employment since 2005 was 38.13% and manufacturing was the largest employer followed by retail trade. But I will leave it to the UPA to put forward its case. It has quite a few people in the Rajya Sabha who are qualified to speak on such issues and are yet to earn their pay and repay the trust reposed in them by the Congress.

According to Gurumurthy’s voodoo economics, “the well-kept secret” of the Manmohan Singh period’s high economic growth was “huge asset price inflation, not production.”

Now, economists track economic growth by measuring the change in the GDP and then adjusting for inflation. Asset-price inflation refers to the nominal rise in the prices of stocks, bonds, derivatives, real estate and other assets. All standard measurements of inflation, such as the consumer price index, do not account for rising asset prices. GDP does not factor asset price inflation. Real GDP is just a plain and simple sum of all the goods and services produced adjusted for comparison. Paradoxically, it is nominal GDP, not adjusted for inflation, that is the real GDP. These are basic economic principles that Gurumurthy seems to be ignoring.

Gurumurthy ascribes high GDP growth to increased money supply. The reality is that a growing economy needs more cash, and India is a cash-driven economy where almost 40% of wages are paid daily by cash. The demonetisation exercise, which has rendered large swathes of the economy sterile leaving behind in its wake huge number of unemployed people, should tell him that now.

It’s unfortunate that this realisation must come after shooting oneself in the foot.

Gurumurthy would do well to start with reading and digesting Economics, an introductory textbook by the great Paul Samuelson. It is the best selling economics textbook of all time, described as “the canonical textbook of mainstream economic thought.” My advice to him is that what is not in it on economics does not exist – as yet, anyway.
 

Old technique

In early 1999 I had an intellectual encounter with Gurumurthy at an event held at the Administrative Staff College of India, Hyderabad, about how to stimulate investment and hence growth.

I argued that foreign investment is a key driver of rapid industrial growth, as it was in China, because it invariably brings with it the latest technologies and opens up great export markets. Like Ford, Suzuki and Hyundai now do in India.

Gurumurthy argued that ancient India had all of the technologies needed and we need to just draw from them. He said all the capital investment could be achieved by retrieving the gold held in Indian households which, according to him, was worth several trillion dollars.

He kept repeating that all those who advocate foreign direct investment and the import of technologies must be foreign agents.

I see the same technique of simply maligning the opponents, being employed in defence of demonetisation, not only by Gurumurthy but also by his great friend and fellow conspirator, Finance Minister Arun Jaitely.

After taking repeated digs at the Centre over demonetisation, Shiv Sena chief Uddhav Thackeray today dubbed the move as “extortion of common man” and asked the BJP to take former Prime Minister Manmohan Singh’s words on the issue seriously as it came from a “renowned economist”.

“I will not hesitate in taking a critical stand on the process in which demonetisation was implemented,” Thackeray told reporters in Mumbai.

“The way in which a referendum was sought in Britain before its withdrawal from the European Union, a survey is being done here. But seeing people’s response, their (UK) Prime Minister chose to step down. Will something similar happen here?” he said.

 

Thackeray was apparently referring to the Prime Minister seeking people’s feedback over demonetisation on the Narendra Modi App, where a number of questions have been posed with regard to scrapping of old Rs 500 and Rs 1,000 currency notes.

He said there was no point in Modi becoming emotional at a time when people have tears in their eyes.

“One person cannot take a decision for 125 crore people. Before taking the decision to demonetise the currency, people should have been taken into confidence,” he said.

“Former Prime Minister Manmohan Singh is a renowned economist. Thus, his words and opinions should be taken seriously. The way in which money is being collected, seems that money is being extorted from common man. You have brought tears in the eyes of people who made you come to power with a lot of aspirations,” Thackeray said.

Coming down heavily on the government over the issue, Singh castigated the government and the Prime Minister over demonetisation during Rajya Sabha debate today, saying its implementation was a “monumental management failure” and a case of “organised loot and legalised plunder”.

Referring to the Reserve Bank’s decision not to allow district central co-operative (DCC) banks to exchange the old currency, the Sena chief asked if liquor baron Vijay Mallya had taken loans from these banks.

“Did Vijay Mallya take loans from any of the DCC banks? Banks from which he did take loans, how have they been allowed to exchange the old currency?” he questioned.

He said that the government should extend the dates up to December 31, until which defunct Rs 500 and Rs 1,000 notes are accepted at petrol pumps and hospitals.

  • सपा सांसद नरेश अग्रवाल ने कहा कि यह फैसला यूपी चुनावों को ध्यान में रखकर लिया गया. आपके पास जितनी करेंसी उसका 10 प्रतिशत ही दे पाए. वित्तमंत्री को भी भरोसे में न लेना कितना सही है. यही नहीं काली स्याही लगाने का निर्णय भी पूरी तरह गलत है.
  • पीएम मोदी के भावुक होने को लेकर भी निशाना साधा और कहा कि भावुक प्रधानमंत्री हमारे देश की रक्षा कैसे करेंगे. अगर हमारे प्रधानमंत्री को जान का खतरा हो सकता है तो पाकिस्तान से हमारे देश की रक्षा कौन करेगा?
  • उधर, नोटबंदी को लेकर लोकसभा में भी हंगामा हुआ. संसद में जारी गतिरोध के बीच विपक्षी समाजवादी पार्टी के सांसद अक्षय यादव ने लोकसभा अध्यक्ष सुमित्रा महाजन पर कागज के टुकड़े फेंक दिए. इससे गुस्साई लोकसभा स्पीकर ने सदन की कार्यवाही स्थगित कर दी और माना जा रहा है कि यादव के खिलाफ कार्रवाई हो सकती है.

    Conceding to a united Opposition’s demand after a week of sharp criticisms, prime minister Narendra Modi had to present himself to the upper house of parliament today. He was present in the Rajya Sabha –the house of elders—when his scheme to abolish 500 and 1,000-rupee notes was labelled "a monumental management failure" by his predecessor, Dr Manmohan Singh.

    "I do not disagree with these objectives, but there is monumental mismanagement of which there are no two opinions in the country as a whole," said Dr Singh, whose government was decisively defeated by PM Modi two years ago.

    Dr Singh, a reputed economist, opened the debate in the Rajya Sabha on demonetisation on behalf of his party, the Congress. He said that while he cannot presume to know "the final outcome," agricultural and economic growth will be dented by the PM's sudden cancellation on November 8 of the high-denomination currency. It is here, in rural India where people have been hit especially hard. With limited or no access to banks and at a time when farmers are sowing their winter crop, the shortage of cash has the potential to turn into a crisis. The government has announced urgent measures to help farmers, like allocating 21,000 cores to state-lender NABARD to dispense as loans. The government has also indicated that while it expects a contraction of growth for a quarter, it is prepping a big investment push as compensation.

    Since the winter session of parliament began last week, the opposition has attacked the government for failing to anticipate the shortage of cash that has eclipsed the country since the notes were cancelled with just a few hours of notice. Opposition leaders have been demanding a statement from the PM, while the government, till today, said Finance Minister Arun Jaitley would present the government's explanation.

    Dr Singh's speech was preceded by sparring between opposition leaders and the Finance Minister, who said that the former PM's comments should be made once the debate was formally initiated.
    There have also been serious questions raised on whether or not this drastic move will in anyway reduce either black money or corruption.

    पिछले दिनों केंद्र सरकार ने फ़रमान जारी किया कि सरकार की नीतियों का विरोध करने वाले कर्मचारियों के ख़़िलाफ़ कड़ी कार्रवाई होगी। पता नहीं सरकारी कर्मचारी विरोध करने के अपने अधिकार कितनी आसानी से छोड़ेंगे, लेकिन सरकारी कर्मचारियों के दर्जे और दायरे से बाहर समझे जाने वाला मीडिया बिलकुल राइट टाइम  हो गया है। जेएनयू में मोदी के पुतला दहन को लेकर जिस तरह से न्यूज़ चैनलों में हैरानी जताते होते कार्रवाई की माँग की जा रही है,वह बताता है कि मोदीप्रेम में वे अपनी याददाश्त गँवा बैठे हैं।

    उनके हाहाकार को देखकर ऐसा लगता है कि देश में पहली बार पीएम का पुतला फूँका गया है। सबसे दिलचस्प तौर-तरीका तो इन दिनों ज़ी न्यूज़ बनने को आतुतर दिख रहे एबीपी का नज़र आया। वह लगातार ''जेएनयू नहीं सुधरेगा'' जैसी हेडलाइन चला रहा था जो प्रोड्यूसर से लेकर संपादक तक की समझ का पता दे रही थी। गोया एबीपी को पक्का यक़ीन है कि जेएनयू कोई बिगड़ी हुई जगह है। देश के शीर्ष विश्वविद्यालयों में एक कहे जाने इस विश्वविद्यालय की प्रतिभा और मेधा का उसे ज़रा भी अंदाज़ा नहीं है। वैसे, लिखने वालों ने यह भी नहीं सोचा कि पुतला कांग्रेसी छात्रों ने फूँका है जबकि उसके ''सुधार'' का निशाना वामपंथी हैं।

    सच्चाई यह है कि भारत शुरू से ही ''पुतला फूँक'' लोकतंत्र है। यहाँ तो गाँधी को भी रावण बताकर उनका वध करने वाले कार्टून छापे गये और ऐसा किसी और ने नहीं ख़ुद बीजेपी के वैचारिक पुरखों ने किया। ज़रा इस कार्टून को देखिये जिसमें सावरकर और श्याप्रसाद मुखर्जी दस सिर वाले गाँधी का वध करने को तैयार हैं। दस सिरों में पटेल, नेहरू और आज़ाद सब हैं।

    आखिर, देश में कौन सा पीएम और सीएम हुआ है जिसका पुतला न फूँका गया हो। बीजेपी ने अतीत में प्रधानमंत्री का पुतला ही नहीं फूँका, मनमोहन सिंह को चोर तक कहा था। ख़ैर, वह राजनीतिक दल है, आपत्ति करे तो समझ में आता है, लेकिन जब चैनलों स्मृतिभंग क शिकार होकर रोना रो रहे हैं तो फिर ये तस्वीरें उन्हें होश में ला सकती हैं..हालाँकि वे होश में आना चाहते हैं, इसमें शक है..!

    1. जब देश जान चुका है कि भारत पाकिस्तान से डरता नहीं है। सर्जिकल स्ट्राइक से अभी मुँहतोड़ जवाब दिया गया है और पहले भी। जब मनमोहन सिंह प्रधानमंत्री थे, तब भी अकधिक बार ऐसे ही धावा बोला गया था। 
    लेकिन सवाल मन में यह आता है कि तब मनमोहन सिंह आख़िर चुप क्यों रहे?

    2. उस वक़्त भी जब-जब ऐसी सर्जिकल स्ट्राइक हुई, तत्कालीन विपक्ष यानी भाजपा से सरकार ने जानकारी साझा की थी। इस जानकारी के बावजूद भाजपा नेता मनमोहन सिंह पर लगातार वार करते रहे, उन्हें कायर तक कहा।

    3. सवाल फिर वही है – कि पाकिस्तान को सबक़ सिखाने के बावजूद मनमोहन सिंह चुपचाप भाजपा के हाथों अपमान क्यों सहते रहे?

    4. क्या यह सिर्फ़ संचार कौशल न होने का मामला था या जनता से संवाद स्थापित करने की नाकामी थी? या फिर सोच-विचार कर चुप रहने का सायास फ़ैसला था?

    5. हम लोग, जो उस वक़्त की सरकार की अंदरूनी जानकारी रखते हैं, जानते हैं कि ये मनमोहन सिंह का दो-टूक फ़ैसला था कि देशहित में हमें चुप रहना चाहिए।

    6. दरअसल, देशभक्ति चिल्लाने, ललकारने और सफलता मिलने पर अपनी पीठ ख़ुद ठोकने का नाम नहीं होती। 

    7. देश की ख़ातिर अक्सर चुपचाप क़ुरबानी देनी पड़ती है और उफ़्फ़ तक न करते हुए बहुत कुछ सह जाना पड़ता है।

    8. ऐसे बहुत लोग हैं जो ज़िम्मेदारी के पदों पर रहे हैं, ज़ाहिर है वे वे बहुत कुछ जानते हैं, लेकिन देशहित में चुप हैं, चुप रहेंगे।

    9. मनमोहन सिंह की समझ यह थी कि युद्धोन्माद पैदा होने से भारत विकास के रास्ते से भटक जाएगा, हमारी तरक़्क़ी रुक जाएगी ।

    10. इसीलिए उन्होंने पाकिस्तान को सर्जिकल स्ट्राइक कर सबक़ दिया, लेकिन इसकी चर्चा नहीं की ।

    11. इस नीति के चलते पाकिस्तान को यक़ीनन सबक़ मिला। 2010 के बाद कोई बड़ी आतंकवादी घटना नहीं हुई। कश्मीर में माहौल इस तरह सामान्य हुआ कि घाटी में पर्यटकों की बहार आ गयी । लेकिन ढोल न पीटकर युद्धोन्माद से बचा गया, आपसी तनाव भी नहीं बढ़ा और विकास की यात्रा में कोई रुकावट नहीं आने पाई। ख़ुद कुछ नुक़सान उठाया, लेकिन देश को बचाते रहे।

    12. मोदीजी को इसे समझना होगा। वे इस देश का नेतृत्व हैं। पाकिस्तान को एक सबक़ वे सिखा चुके। ज़रूरत हुई तो और भी सिखाएँ। लेकिन भारत की प्रगति को बरक़रार रखना भी उनकी ही ज़िम्मेदारी है। 

    13. जुनून भी कभी ज़रूरी हो सकता है, लेकिन पाकिस्तान को यह सुकून नहीं मिलना चाहिए कि उसने भारत के विकास-रथ को रोक दिया। ऐसा हुआ तो अंततः वह अपने मक़सद में कामयाब माना जाएगा ।

    14. यह हमेशा याद रखें की भारत पिछले सत्तर साल में न टूटा है, न डरा है, न विफल हुआ है। 

    15. भय की भाषा बोलना और भय जगाना कमज़ोरी की निशानी है। मज़बूत राष्ट्र चुपचाप जवाब देते हैं और अपने रास्ते पर आगे बढ़ते हैं।

    'मजाज़' का शे'र है – 
    दफ़्न कर सकता हूँ सीने में राज़ को
    और चाहूँ तो अफ़साना बना सकता हूँ  ।
