Karnataka farmers have been agitating for Minimum Support Price (MSP) for years but the government is bent on ending the mandi system rather than ensuring proper prices, said Jai Kisan Andolan Founder Yogendra Yadav on April 2, 2021.

According to the MSP Loot Calculator, state farmers incurred a loss of Rs 27.99 crore in March due to being forced to sell various crops at prices less than the MSP. Kusum farmers incurred the most loss by receiving an average market price of Rs. 4,175 per quintal as opposed to its MSP of Rs. 5327 per quintal. They suffered a “loot” of Rs. 1,152 per quintal.

Similarly, maize farmers in Karnataka suffered the most in terms of total loot. In these 31 days, farmers lost Rs. 8.11 crore, while gram farmers lost Rs. 6.95 crore and ragi farmers lost Rs. 4.97 crore.

MSP rates in other states

The Calculator also showed that other states also face similar issues in availing MSP. Particularly, for gram crops, farmers receive an average market price of Rs. 4,668 per quintal instead of MSP of Rs. 5,100 per quintal – a difference of around Rs. 432 per quintal. In March, farmers incurred a loss of Rs 273 crore due to selling gram below MSP.

In main gram producing regions such as Gujarat, the situation farmers reported a loss of Rs. 639 per quintal due to an average market price of Rs. 4,461 per quintal. Last month, Gujarat gram farmers lost a total of Rs. 72 crores while their Madhya Pradesh and Maharashtra counterparts were robbed of Rs. 76 crores and Rs. 55 crores respectively.

The Minimum Support Price (MSP) Loot Calculator of farmers has highlighted the worsening conditions of Madhya Pradesh (MP) farmers during March , 2021. According to the Jai Kisan Andolan’s latest initiative, state farmers incurred a loss of around Rs. 226.55 crore due to the sale of various crops below MSP.

MP’s jowar farmers received the lowest average market price of Rs. 1,292 per quintal instead of MSP Rs. 2,620 per quintal. This resulted in a loss of Rs. 1,328 per quintal. Similarly, wheat farmers suffered the most in terms of total loss. By the end of March, they suffered a loss of Rs. 79.18 crore. Gram farmers were robbed of Rs. 77.07 crore.

Farmer leader Yogendra Yadav said, “The shameless lies of the central government can be traced to any nearby mandi. It is not able to get MSP on any crop, but tells everyone ‘MSP is, was and will remain.’”

Regarding maize, the MSP for the crop is Rs. 1850 per quintal. Yet, all mandis across India bought the crop from farmers at an average of Rs. 1,514 per quintal. Thus, farmers suffered a loss of Rs. 336 per quintal due to selling at a price less than MSP. Overall farmers incurred a loss of Rs. 105.58 crore in March for maize crop alone.

Madhya Pradesh maize farmers received the lowest average price of Rs. 1,283 per quintal, resulting in a loss of Rs. 567 per quintal. Again, the state’s maize farmers witnessed the highest ‘MSP loot’ of around Rs. 45 crore, while Rajasthan and Maharashtra farmers were robbed of around Rs. 14 crore and Rs. 10 crore respectively.

Farmers incurred a loss of Rs. 2 crores due to selling jowar below Minimum Support Price (MSP) Between March 1, 2021 and March 24, 2021, as per the Jai Kisan Andolan’s (JKA) MSP Loot Calculator.

In a bid to test the central government’s assurances of MSP for  all farmers, the JKA used its unique calculator to compare the loss incurred by farmers in the month of March. The data sourced from government website Agmark Net also shows that farmers were looted by over Rs. 21 crores on the scale of the crop during the entire Kharif season. 

The MSP for the drought-withstanding crop is Rs. 2,620 per quintal. However, across India, farmers received an average market price of Rs. 2,519 per quintal. Farmers suffered a loss of Rs. 101 per quintal due to this.

Moreover, Karnataka farmers suffered the most with an average price of Rs. 2,065 per quintal costing them Rs. 555 per quintal. This means that in the last 24 days, the state’s jowar-producing farmers were robbed of more than Rs. 1 crore while farmers of Uttar Pradesh and Maharashtra were robbed of Rs. 42 lakh and Rs. 20 lakh.

“The MSP was only on paper and will remain there if things stay the same. So #MSPLootCalculator is busting Prime Minister’s claims about MSP,” said farmer leaders.

Jowar, also known as sorghum, is one of the most important cereal crops in the world, and ranks among India’s four major food grains. Besides being a major source of staple food for humans, jowar also acts as an important source of fodder, animal feed and industrial raw material.

The Minimum Support Price (MSP) Loot Calculator focused on Karnataka, the state where the ‘MSP Dilao Abhiyan’ officially started, to discover that farmers of five crops had lost Rs. 54 lakhs in a single day.

Assessment of the state sale on March 24, 2021 showed that maize, gram and jowar farmers lost over-Rs. 21 lakh, Rs. 10 lakh and Rs. 11 lakhs on Wednesday. The other two crops considered were ragi and safflower.

“Karnataka farmers lost more than Rs. 54 lakhs in one day. Most of the spoils occurred in maize crop,” said the Jai Kisan Andolan (JKA).

On March 23, a total of 5,640 quintal maize was sold in state mandis of which no percentage of crop was sold at MSP. Despite an MSP of Rs. 1,850 per quintal all markets bought the crop at an average of Rs. 1,475 per quintal. Earlier, the farmers’ Calculator stated that Madhya Pradesh fared the worst in terms of maize crop sales over the first half of March.

Similarly, all crops taken into account on the day were sold lower than MSP.  Farmers condemned the central government for their false assurances regarding government procurement and asserted their demand for a legal guarantee of MSP.

After showcasing losses incurred during the sale of chana, farmers’ Minimum Support Price (MSP) Loot Calculator now shows that they were robbed of Rs 71 crore during the sale of maize crop in the first 15 days of March 2021, said the Jai Kisan Andolan.

On March 19, while MSP for maize was declared to be Rs. 1,850 per quintal, farmers received an average of Rs. 1,465 per quintal. The biggest loss was for Madhya Pradesh farmers who lost Rs. 30 crore by March 15.

Among the main maize producing states, a Madhya Pradesh farmer could only sell his crop for Rs. 1,285 per quintal on an average. This means that the maize farmer endured a loss of Rs. 566 per quintal. Other than Madhya Pradesh, Telangana maize farmers suffered a loss of Rs. 8 crore and Rajasthan farmers suffered a loss of Rs. 10 crore.

“Farmer suffered a loss of Rs. 385 per quintal due to selling less than the minimum price set by the government. Between March 1 and March 15, farmers lost Rs. 71 crore. If this market price continues and the government does not intervene, maize crop alone will cost farmers Rs. 498 crore this year,” said the farmers’ organisation in a press release.

Farmers were looted Rs. 140 crore in the gram crop sale within the first 15 days of March, 2021, said the Jai Kisan Andolan during a virtual conference that launched the MSP Loot Calculator on March 18.

In response to Prime Minister Narendra Modi’s repeated assurances that “MSP was, is and will remain” leaders introduced the Loot Calculator that predicted farmers are likely to lose Rs. 870 crores till the sale of gram. As of Thursday, Gujarat has been allegedly ‘looted’ the most.

“According to data of daily procurement and its value in every mandi by the government website Agmark Net, between March 1 and March 15, farmers lost Rs. 140 crore only in gram crop due to selling crops below MSP,” said farmer leader Yogendra Yadav.

Describing it as the loot of the farmer, he said that on an average, two crore quintal of gram has come to the market in recent years. Of that, only 32 lakh quintals i.e., only 16 percent arrived in the market in March fortnight.

MSP for gram crop is Rs. 5,100 per quintal. However, in all mandis across India, farmers received an average of Rs. 4,663 per quintal. This means that they suffered a loss of Rs. 437 by selling less than MSP. Gujarat was the worst-affected state with an average price of Rs. 4,462. Gram farmers in the state were looted of Rs. 638 per quintal.

Overall, Gujarat’s gram-producing farmers lost Rs. 46 crores, while Maharashtra and Madhya Pradesh farmers lost Rs. 38 crores and Rs. 35 crores in March.

According to Yadav, this loot is not new considering farmers suffered a loss of Rs. 884 crores in 2020-21. At the time peasants received Rs. 800 less than MSP on an average. Earlier in 2019-20, farmers were robbed of Rs. 957 crores. He stated that the government has not made any arrangement to stop this trend.

Leaders said that they would continue to announce such data every day to showcase the plunder of farmers in any state, any market or any crop. The purpose is to expose the “false propaganda” that farmers are receiving MSP.

Haryana General Secretary Deepak Lamba said that like the last 4 years, this year also his organisation will roam state mandis to check whether farmers receive the right price for their crops. Similarly, Samyukt Kisan Morcha (SKM) Media Coordinator Paramjit Singh said the calculator will strengthen the “MSP Dilao Abhiyan”.
