In a flashback to the Karnataka state poll campaign, here in Madhya Pradesh, posters feature a QR code and a picture of Chouhan with the message “50% Lao, Kam Karao” (bring 50 per cent and get the work done) along with leading online payment app PhonePe. Reported by PTI and Deccan Herald, this was followed by a tweet from the official Twitter handle of the state Congress. The tweet said the CM’s pictures were spotted in Indore’s Nanda Nagar, the home ground of rabblerouser and BJP general secretary Kailash Vijayvargiya.

“Posters of Shivraj’s corruption pasted in BJP national general secretary Kailash Vijayvargiya’s home turf. Bring 50%, get the work done on the phone. The people of Madhya Pradesh know and recognise those who take 50% commission,” the Congress said in a tweet. The main Opposition party in the state also shared a video showing similar posters outside a park named after Chouhan’s son Kartikeya in Budhni town.

“There was a 40% government in Karnataka. Shivraj defeated the BJP government of Karnataka in matter of corruption,” said the Congress while sharing pictures showing the posters in Bhopal. Asked about the CM’s posters, state Congress president Kamal Nath told reporters in Bhopal that this campaign was started first by the BJP. On June 23, the posters of Chouhan and Nath containing corruption charges had also come up in the state capital.

The Congress leader’s posters had surfaced in the Shahpura area of Bhopal dubbing him as “corrupt Nath”, listing him as “wanted”, and linking him to a number of “scams”. These posters also featured a QR code with the message “Scam se bachne ke liye scan kare” (scan to prevent scams).

On the same day, two posters with Chouhan’s pictures and captioned, “Not Shivraj, But Scam Rule” and “Shivraj’s 18 years of rampant scams and frauds” with a mention of the Vyapam scam — an admission and recruitment racket — came up alongside a busy link road just a stone’s throw away from the state Congress office. State BJP spokesman Narendra Saluja termed the poster campaign as the “dirty politics” of the Congress.

Meanwhile, the ruling Bharatiya Janata Party (BJP) alleged that the Congress had put up these posters, a charge denied by the Opposition party which said “people” aggrieved with corruption had pasted them as the two national outfits traded charges ahead of the year-end Assembly polls. The PM is scheduled to visit Bhopal on Tuesday.

The Madhya Pradesh (MP) Congress, on its Twitter handle, shared videos of these posters that emerged in Bhopal, Indore, Gwalior, Sehore, Rewa, Mandsaur, Ujjain, Bhind, Balaghat, Budhni and some other cities. Of these, Budhni is the Assembly seat represented by Chouhan.

“Kamal Nath ji was talking very idealistically about the posters, calling them bad politics, while members of NSUI (Congress student wing) were caught red-handed in Chhindwara putting up the posters. It is being said these people were putting up the posters on Nath’s instructions,” Saluja said in a tweet and shared a video of some young men putting up posters. Piyush Babele, Nath’s media advisor, said the posters were put up by people who are fed up with corruption.

Bhopal: A year before the election, the Bharatiya Janata Party (BJP) which has been in power in Madhya Pradesh for almost two decades, enacted Panchayats Extension to Scheduled Areas (PESA) Act 1996 on November 15 after losing half tribal seats in 2018 assembly elections.

Chief Minister Shivraj Singh Chouhan announced the rules of the Act at a Tribal Pride Day programme in Lalpur village of Shahdol district on Tuesday in presence of India’s first tribal President Droupadi Murmu. The act was enacted almost 15 months after the first announcement in Jabalpur in September 2021 by Home Minister Amit Shah and PM Narendra Modi on 15th November last year.

Passed by the Parliament in 1996 with an idea to empower and preserve the tribal population from exploitation, Madhya Pradesh became one of the eight states to enact the law. PESA gives special power to “gram sabhas” (Village committees) in scheduled areas for the management of natural resources. The new law will allow self-governance via Gram Sabhas in 89 tribal blocks of the state, covering 2,350 villages in 5,212 panchayats.

Accounting for 21% of the state’s population, Madhya Pradesh has the highest tribal population in the country. Out of the 230 seats, 47 are reserved for tribals in the state and have sway over the two dozen other seats. In the 2018 assembly elections, the saffron party had only won 16 seats, against 31 in 2013, while the Congress had won 30 in 2018, against 15 in 2013.

Speaking at the event, Chief minister Shivraj Singh Chouhan said, “Today is the day of social revolution.”

Highlighting the salient features of the Act, he said that it would give the self-governing rights of water, forest and land to the tribals and no room will be left for those persons who will try to grab the land of villagers by conversion, deceit or by any manipulations.

“Many times tribal sisters got deceived into marriage through allurement and sometimes conversion used to take her land. We will not allow such acts in Madhya Pradesh. Gram sabhas will intervene in such cases,” said Chouhan, while emphasising tribal conversions.

President Murmu, who visited Madhya Pradesh for the first time, said, “Looking at the challenges of climate change and global warming, one needs to learn from the lifestyle of tribals and their commitment to the conservation of forest and animals,” she said.

Talking about gender ratio, she pointed out, gender equality is a lesson that all must learn and imbibe from the tribal society. “Gender ratio in tribal society is better than the general population.”

Welcoming the implementation of PESA, tribal outfits pointed out that the gram sabha has given partial executive powers and all the financial powers have been kept out of their ambit.

Speaking to NewsClick, Congress MLA and convener of Tribal outfit, JAYS, Hiralal Alawa pointed out, “Madhya Pradesh tribals, who have the highest population in the country, have waited almost 26 years for this law. The BJP has been in power for almost 18 years and came to the senses after losing half of the tribal seats in the 2018 assembly elections.”

“While passing the law, the Parliament has urged the states to enact the law on the lines of the sixth schedule to empower tribes and prevent them from exploitations. Besides, the crux of this law is to empower gram sabha in tribal blocks. But how can anyone be empowered with partial executive powers and with no financial powers?” he asked.

Speaking to NewsClick about the newly passed PESA, Gulzar Singh Markam- National President of Gondwana Samagra Kranti Andolan, said, “The suggestions we have given to the government to frame rules have been ignored. Besides, financial powers have not been given to the gram sabha or the village government. We can understand it with an example; the Madhya Pradesh government would be given all executive powers to run the state. But the Union government would handle the finance.”

“With the implementation of PESA, the state is running away from implementing the fifth schedule in tribal blocks which we have been demanding for years,” he said. “Scheduled areas should be governed by tribal blocks according to the law. But many tribal blocks have been declared or added in Nagar Panchayat or Nagar Palika which is unconstitutional,” he pointed out.

Yet, addressing a PESA awareness rally at tribal block Kesla in Narmadapuram on Thursday, CM Chouhan said, “Tribals have rights over water, forests and land and the state government is ensuring that they get them. In order to empower the indigenous groups and provide prosperity to their lives, the state has established the PESA Act.”

Lashing out at the BJP for the delay and laxity in enacting the law, Congress State Media Vice President Bhupendra Gupta said, “Shivaraj Singh Chouhan is taking credit for the work that our government has already done 27 years ago. Yet, he failed to address the main objectives of the law.”

He pointed out, “On the recommendations of the Dilip Singh Bhuria Committee, the Congress government had already implemented the PESA Act. The short-lived Kamal Nath government, Congress, was working on PESA rules.”

He said that Congress has already implemented the PESA Act in spirit. “The major rights vested in it have already been protected by making rules. According to Section 165 (6) of the Land Revenue Code, a provision has already been made to ban the purchase and sale of tribal lands. Second major right: If the land of a tribal has been bought and sold on the basis of the wrong intention, then Congress has already ensured the right to take it back under section 170. Irregular moneylending has been completely banned in the scheduled areas under the Three-Moneylending Act. And under the Excise Act, our previous governments have already given legal permission to produce liquor in a traditional way to some extent under the local traditions,” Gupta added.

After losing considerable seats in the 2018 assembly polls, the BJP launched a tribal outreach programme when it returned to power after toppling the 15-month-long Kamal Nath government with the support of Jyotiraditya Scindia.

The BJP has announced making forest dwellers the ‘owners’ of forests, converting 827 out of the 925 forest villages into ‘revenue’ villages. Implementation of PESA, setting up memorials and museums highlighting the participation of tribal leaders in the freedom struggle and legalising Mahua- a staple drink of the tribals, which will be sold as heritage liquor. Renaming railway stations, colleges and areas after tribal icons.

CM Chouhan also announced to drop of petty cases registered against tribals most of which are related to the production and sale of Mahua, besides home delivery of PDS ration in all the 89 tribal blocks of the state.

Salient features of the Act

Every gram sabha will have a president, who will be elected either unanimously or by a majority vote for a year.

– The secretary of the gram panchayat will be the ex-officio secretary of all “gram sabhas” constituted under that gram panchayat.

– A gram sabha can also decide whether to give contracts for sand mines, ballast and stones or not.

– The gram sabha will give consent for the management of the ponds, fisheries, and cultivation of water chestnuts that falls under their panchayat.

– Only licensed loan vendors can operate and provide loans to villagers. They will have to provide details of interests charged to the gram sabhas and if they are charged higher interest action would be taken against them.

– In the case of beneficiary schemes the gram sabha will decide who will get the benefit first.

– Without approval of the gram sabha no new liquor shop can be opened.

– In the event of an FIR against any villager, gram sabha will be informed.

– The village committee will also have the authority to carry out inspections of schools, health centres, Anganwadi centres and ashram schools.

– A gram sabha should have at least 1/4th of its total members or 100, whichever is less to meet, 1/3rd of them would be women. – In the event of considering the issues of land acquisition, rehabilitation, return of land or an issue concerning community assets, the presence of 50% members of the gram sabha members would be necessary.

– The panchayat funds will be provided as per the provisions of section 66 of the MP Panchayat Raj & Gram Swaraj Act 1993.

– The proposal brought before the gram sabha will be passed unanimously to the extent possible or by majority voice if unanimity is not possible. In case of objection to a proposal, villagers can raise the objection before the “gram sabha” within 15 days after the proposal is passed.

Students of state-run schools in Madhya Pradesh must answer the attendance call by saying “Jai Hind”, mandates an order issued by the Shivraj Singh Chouhan-led BJP government on 15 May.

“It has now been made compulsory for all 1.22 lakh government schools in the state to answer attendance roll calls by saying Jai Hind instead of Yes Sir/Ma’am,” reads the order signed by Deputy Secretary of School Education Department Pramod Singh,” reported The Times of India.

In a bizarre realisation, Madhya Pradesh Education Minister Vijay Shah had claimed in November 2017 that answering roll-calls with “Yes, Sir” or “Yes, Ma’am” did not cultivate patriotism.

In a state where farmers are letting animals into their farms because of the losses incurred due to the crashing of prices, the government’s priority is to instill patriotism among school students. Thus, last October, the idea to rob students of their volition to choose how they answer their roll call was introduced on an experimental basis in Satna district.

Madhya Pradesh needs education, not patriotism
While no data is available to assess the state’s performance in fostering patriotism, what we do have are reports that draw the attention to the condition of the education department of Madhya Pradesh.

According to the National Family Health Survey (NFHS) 2015-16, the school attendance in Madhya Pradesh schools is 90% at 6-14 years of age, but then drops sharply to 65% at 15-17 years of age. This decline points towards the deplorable condition of education in the state, where students are dropping out of higher studies. Further, 34% of women and 14% of men in the age bracket of 15-49 years have never been to school, according to the same report.

‘Nation-builders’ in the state of Madhya Pradesh
A look at the environment that is encouraged by the state for teachers is significant to understand the lamentable condition of Madhya Pradesh’s schooling system. The teachers are appointed by the state government as a Samvida Shala Shikshak (SSS), or a contract teacher, and upon successful completion of three years of tenure are promoted to Adhyapak Samvarg (AS), which is the permanent teachers’ cadre.

According to a report by National University of Educational Planning and Administration (NUEPA), which evaluates the working condition of teachers in Madhya Pradesh, the salary of a Grade I contract teacher is a mere Rs 9,000. A comparison of this amount with the salary of a yoga teacher at Kendriya Vidyalaya, whose salary as prescribed by the seventh pay commission is Rs 21,250, will be helpful in understanding how poorly the Madhya Pradesh government treats its school teachers.

Interestingly, the same NUEPA report includes excerpts from Bertrand Russell’s essay, “(Since) something called education is (now) given to everybody, usually by the State… The teacher has become… A civil servant obliged to carry out the behests of men who have not his learning, who have no experience of dealing with the young… It is not very easy to see how, in these circumstances, teachers can perform the functions for which they are specially fitted…” When the government is trying to control even the process of taking attendance in schools, this statement indeed holds true.

Moreover, the recent celebration on social media by the BJP-led NDA government for achieving 100% electricity had eclipsed the fact that as few as 29% of schools in Madhya Pradesh had an electricity connection, according to the 2015-16 District Information System for Education (DISE) report.

Failed attempts to foster patriotism
As per a 2016 report in The Tribune, a trust run by Bharatiya Janata Party (BJP) leader Dilip Sanghani in Gujarat’s Amreli has made it mandatory for students seeking admission to its educational institutions to write ‘Bharat Mata Ki Jai’ in their application forms.

In an another incident that created controversy, in September 2017, the Madhya Pradesh government had ordered the schools and madrasas to sing the national anthem and hoist the tricolor daily.

While endorsing the idea, Chief Minister Shivraj Singh Chouhan had said, “How to love one’s country and help it march ahead should be part of school curriculum,” reported The Indian Express.

Clearly, the Chief Minister and his party are not in agreement with Jesse Ventura, the American Politician who once remarked, “Patriotism is voluntary… A patriot shows their patriotism through their actions, by their choice”.

Instead, the BJP government is busy finding ever-newer ways of imposing restrictions on the actions of individuals under the facade of ‘nurturing love for nation’.

Every fifth employee of the Madhya Pradesh state government is fighting a case against the government, according to sources in the state law department. The state is itself involved in fighting over 2.5 lakh cases in various courts. And, all this litigation is coming to nothing because, state govt. officials say, the govt. is losing most of the cases.

Faced with this mountain of cases and worried over constantly losing them in the High Court and the Supreme Court, and also to ease the growing financial burden, the Madhya Pradesh government has decided to amend State Litigation Policy 2011.

According to the proposed amendment, if the state government loses any case in any court, the responsible or the guilty officer will have to face the music. And if the State Government loses any case in High court or Supreme Court, the state government will neither appeal to higher court nor file a review petition.
In the last Cabinet meeting, chief minister Shivraj Singh Chouhan, referring to a case connected to the transport department, had asked why the state has been losing cases in the court and who is to be blamed for the same. He then ordered withdrawal of the transport department case. This has reportedly led to the decision to revise the State Litigation Policy.

Apart from cases of promotion related to reservation, every fifth officer or employee goes to court against the MP government over service matters. According to sources, there are 84,000 pending cases in the smaller courts of Madhya Pradesh while the total number of state govt. employees is 4.25 lakh. Those knocking the doors of courts include officers of All India Service. The state government spends around Rs 10 crore every year for fighting these cases, but it faces defeat in most of the matters. The number of cases has risen by 10,000 in the past five years.

According to sources in the law department about 2,48,879 cases are pending before 37 judges in the three benches of Madhya Pradesh High Court – 65,000 cases before Indore High Court; 58,879 cases before Gwalior High Court; and 1,25,000 cases before the principal bench at Jabalpur High Court.

Some high profile and high cost cases that the MP govt. lost show that the state’s short-sighted policies and obstinacy, as well as sheer mismanagement have cost enormous amounts. The state exchequer was poorer by Rs 2500 crore following contempt of the Supreme Court on four occasions in the case of giving wages to 15,000 teachers of aided schools on par with government teachers. Although it is specified in Service Recruitment Rules of officers and employees working with Madhya Pradesh Public Service Commission that they will be given allowances at par with officers of the secretariat but the same was denied to them. The case reached the High Court that ruled in favour of the employees.

Another case that is likely to cause a big loss to the govt. is of daily wage workers. On April 10, 2006, the Supreme Court had, in the case of Umadevi versus Government of Karnataka, ruled that daily wagers who have completed 10 years should be regularised according to seniority. But nothing has happened till date in MP. If this order is implemented and 44,000 daily wagers are regularised, government will have to bear a financial burden of Rs 17,500 crore.

Waking up to this mess, the law department has prepared the proposal to mend the litigation policy. This will be tabled before Cabinet soon. If the proposal turns into law, steps will be taken to speed up pending cases of the government. Moreover, the government will not appeal lost cases in the Supreme Court or file a review petition. In addition to that, the government will file the reply on time, so, it can win cases because other party will not get an opportunity.

Major amendment proposed in the Litigation Policy include: check whether advocates are properly presenting their cases in the court or not and examine advocate’s track record; matters in which there is room for a settlement, the same will be done through government agencies; pending cases (including criminal cases) will be reviewed and useless or trivial matters will be done away with; cases based on false pleas and technicalities will be discouraged; and right facts and all necessary documents to be presented before the court.

Over Rs.1000 crore in bribes, 1087 fraudulent appointments, and several dozen deaths. But investigation seems to be floundering.

“We will not allow the number of deaths to go up from 36 to 37 or 38. Not one more will die,” Chief Justice of India H.L. Dattu was quoted saying in July 2015 when the Supreme Court directed that all cases linked to the Vyapam scam be transferred to the Central Bureau of Investigation (CBI).

Investigations have been dragging on with since then. On October 31, one result of the investigation was revealed: the CBI gave a clean chit to Madhya Pradesh Chief Minister Shivraj Singh Chouhan, who was earlier accused of being “directly involved” in it. Earlier, on October 15, the CBI had ruled out any conspiracy in the 24 deaths linked to the scam. Reportedly , the CBI said that the deaths took place either from natural causes, accidents or suicides before the scam surfaced, or they were because of genuine reasons after the scam. Thus, the probe into all these mysterious deaths stands closed except the one in to medical student Namrata Damor’s death. 

With these preliminary reports submitted by the CBI, certain questions essential to the Vyapam scam seem to be left unanswered by the investigative agency.

Charges of irregularities in the official examinations conducted by the state-owned Madhya Pradesh Professional Examination Board (Vyavsayik Pariksha Mandal – Vyapam) date back to 1995, when initial cases were filed in various police stations in Madhya Pradesh. State govt. officials used to take bribes to get applicants to clear the Vyapam exams and secure govt. appointments. It was estimated that more than Rs 1000 crore was transferred as bribes between 2009 and 2013. A Special Investigative Team lodged a number of cases in 2013 for corrupt admissions and recruitments related to Vyapam. It was also alleged that over the years, various people – students, doctors, journalists and civil servants had died suspiciously because they were either involved or associated with the Vyapam cases while many whistleblowers and investigating officials were threatened. Although the Madhya Pradesh Police put the number of deaths to be 24, Congress party in the state claims that the deaths due to the scam were 46.

Shivraj Singh Chouhan has been the Chief Minister of Madhya Pradesh since November 30, 2005. He also held the Medical Education portfolio from December 2008 to March 2012. In 2012, whistle-blower Ashish Chaturvedi, accused Chouhan of direct involvement in Vyapam. With his Right To Information applications, he found that Chief Minister Chouhan had misled the Vidhan Sabha about issuing orders on sending certain documents for the forensic test in relation to Vyapam which he actually did not.
The main accusation against Chouhan was that he was part of the scam, and involved in fixing recruitments. The crucial evidence for this arose from a hard drive belonging to Nitin Mohindra, a Vyapam official (one of the main accused) which was alleged to contain Chouhan’s name and other details. However, it was later alleged that the hard drive had been tampered with by police officials and details of CM had been removed from it.

Whistle-blower Prashant Pandey, a cyber-security expert, who had earlier helped the Madhya Pradesh Police in Vyapam scam investigation during 2014, reportedly had a copy of Nitin Mohindra’s hard drive in which CM Chouhan’s role in the scam is evident. Although, in its charge sheet before a special CBI court, the CBI denied the allegations of “tampering” with the hard drive.

Another pending issue is the unsolved murder of Namrata Damor. Bafflingly, the police insisted that she had flung herself from a moving train. However it soon emerged that the Madhya Pradesh police had ended their investigation into Namrata Damor’s death on the basis of a second postmortem report, prepared by a doctor who later admitted that he had not examined the body and had based his findings solely on photographs provided by the police. 

Earlier this year, a Comptroller and Auditor General (CAG) report had accused the Madhya Pradesh state government of allowing the Vyapam board to function in a “nebulous atmosphere” with irregular appointments and violation of many rules between 2005- 2015.

Though the CBI has chargesheeted 490 people in the scam including Nitin Mohindra, events unfolding slowly seem to indicate that the truth is yet to emerge from behind the veil cast over it by the powerful accused. Is the freeing of Chouhan from involvement the beginning of the end?

Indore/Barwani | 23rd August, 2017:  Medha Patkar got bail from the Indore High Court today after she was was denied bail from the Sessions Court. Narmada Bachao Andolan (NBA) has hailed it as a victory against the repressive Madhya Pradesh government which came down heavily on the peaceful protest against forceful eviction and illegal unjust submergence.

Three other oustees, Vijay, Santu and Dhurji, who were jailed along with MedhaPatkar are facing serious charges of 307 and 308. The hearing on their bail application before Indore HC is scheduled for tomorrow. In a significant development that could have further political consequences, outraged with the callousness of the Shivraj Singh Chouhan run BJP government in Madhya Pradesh towards the Narmada oustees, the chief of village Bajrikheda along with other members resigned from the ruling BJP in large numbers. 

 MedhaPatkaris expected to be released tomorrow from Dhar jail where she has spent 15 days. Peaceful protestors along with MedhaPatkar are facing serious criminal charges which arehave been levelled in an arbitrary manner. This was alcearattempt of the government to divert the focus of the movement from the legitimate demands of complete and just rehabilitation of evacuees (as per the NWDT Award and MP Rehabilitation Policy) before the submergence.

The Badwani administration, it is alleged, has also been targeting key activists of NBA by filing cases with false charges against them. 

There is much speculation that the crude anti-people policy of the state of Madhya Pradesh has seriously alienated large villages. This realisation has significantly begun to shake the local support base of BJP which is in power in the state. After the village ofKhapadkheda, the chief of village Bajrikheda BJP along with other villagers resigned in large number from BJP’s membership. Both these village falls in Dhar district.

Hundreds of villagers of Kukshi, Badwani, Sondul Patti, and Villages of Manavar (Avalda, Pichhodi, Nisarpur, Gaangli, Ekalvaara, Perkhad, Bagud), one of the affected villages of SSP, gathered for public protest meetings in their villages and havewritten letter to Prime Minister and Chief Minister of Madhya Pradesh demanding permanent rehabilitation and opposed temporary rehabilitation arrangements. These villagers had earlier also written missives demanding the elease of MedhaPatkar, Durji, Santu and Vijay bhai.

Mohan Guruswamy, head Centre for Policy Alternatives, has posted on his Facebook a video story which the top BJP leadership, former and current, including Prime Minister Narendra Modi, would rather not be reminded of.

In August 2013, Gujarat’s self-styled godman Asaram Bapu was sent to jail on charges of sexually assaulting a 16-year-old school girl.

On January 30 this year, the Supreme Court rejected the kul guru’s seventh application for bail.

What’s more, the apex court ordered that a fresh FIR be registered against the 74-year-old Asaram for attaching a false medical certificate in support of his bail plea on medical grounds. In addition, he was fined Rs 1 lakh for filing a “frivolous petition”.

There used to be a time however when the high and the mighty supplicated before the man now in prison.

A good example of this is the video posted by Mohan Guruswamy where former prime minister Atal Behari Vajpayee, former home minister and BJP president, Lal Krishna Advani, former Minister for Human Resources Development, Murli Manohar Joshi, Prime Minister, Narendra Modi, MP Chief Minister Shivraj Singh Chauhan and Chhattisgarh Chief Minister, Raman Singh may be seen paying their “humble tributes” to Asaram.  

While the godman's numerous followers continue to feel aggrieved, there are several reasons why getting a bail will not be easy for Asaram.

To being with, the new enactment following the 'Nirbhaya' case has stringent provisions for sexual offences. Besides, the clout that he enjoys leaves open the possibility of his being able to manipulate the case. Even with him in jail, nine witnesses were attacked while three have died. Since then other witnesses have been provided police protection.

Leader of Opposition in Madhya Pradesh Assembly Ajay Singh today urged Prime Minister Narendra Modi to remove Shivraj Singh Chouhan from the post of chief minister in the wake of CAG observations in Vyapam scam.

The recently released Comptroller and Auditor General (CAG) report has rapped the state government over Vyapam scam.

"I have written a letter to PM and urged that Shivraj Singh Chouhan should be removed from the post of chief minister as Vyapam scam took shape during his tenure. The CAG too has rapped the state government over it," Singh told reporters here today.

The CAG has passed strictures against the Madhya Pradesh government for "systematic subversion of rules" in appointment of director and controller of the scam-tainted Professional Examination Board (also known by its Hindi name -Vyapam).

Singh alleged that 53 persons died and 55 FIRs were registered in connection with the scam. Nearly 2,500 persons were facing investigation by various agencies including the CBI. Now, CAG has highlighted irregularities in it.

Besides, 2,100 persons were arrested in connection of this massive admission and recruitment racket, he said.

"All this (Vyapam scam) transpired during the tenure of Chouhan as CM. He was incharge of the states medical education department when this scam occurred. The CM himself has admitted to the irregularities in 1,378 appointments made through Vyapam," he said. Leader of Opposition said, "Surprisingly, none of the investigating agency summoned the chief minister to get details about the scam.

"When former Prime Minister Manmohan Singh can be summoned on ground of being incharge of coal ministry, why a chief minister cant be examined."

Singh said, earlier, two chief ministers of Madhya Pradesh — Uma Bharti and Babulal Gaur were removed from their post by the top BJP leadership when charges were not even related to corruption.

"Why BJPs top leadership is going soft on Chouhan?" he wanted to know.

Every citizen of Madhya Pradesh bore a `debt’ of Rs 13,853 as the state government had a liability of Rs 1.11 lakh crore at the beginning of current fiscal (2016-17), the state government said today.

“The debt of the state government increased to Rs 1,11,101.10 crore in March last year from Rs 77,413 crore in March 2014. So the average debt of every citizen of Madhya Pradesh was Rs 13,853 as of March 31, 2016,” Finance Minister Jayant Malaiya told the Assembly today.

Malaiya gave the information in a written reply to a question asked by the senior Congress MLA Ram Niwas Rawat.

The estimate was based on the state’s projected population of 8.02 crore in March 2016, he said.

As per the 2011 census, the state’s population was 7.26 crore.

 

The current debt figure can be determined only after receiving details from the Accountant General (AG) of the state, the minister said.

“The state government has not yet received the accounting details from the AG. The status of debt during the current financial year would only be known after receiving the details from AG,” he added.

देवास। मध्य प्रदेश के देवास इलाके के बहिरावद गांव में दलित समाज के लोगों को मंदिर जाने से रोकने के लिए मंदिर के गेट पर ताला लगाने का मामला सामने आया है। मंदिर के गेट पर ताला लगा देखकर दलित समाज के लोग आक्रोशित हो गए और दोषियों के खिलाफ कारवाई करने की मांग को लेकर सिर पर भागवत पुराण रखकर पैदल पुलिस थाना पहुंचे। मामले की जानकारी मिलने पर नायब तहसीलदार और टीआई मौके पर पहुंचे और ताले को तुड़वाकर मंदिर का गेट खुलवाया।

दलित समुदाय ने मंदिर समिति से जुड़े हुए कुछ लोगों के खिलाफ कार्रवाई करने के लिए एक आवेदन टीआई को सौंपा। इस आवेदन में बताया गया कि दलित समाज के लोगों द्वारा 31 जनवरी से गांव में श्रीमद् भागवत कथा का आयोजन किया जा रहा था। इसका समापन सोमवार को शोभायात्रा और भंडारे के साथ रखा गया था। दोपहर में लोग शोभायात्रा के साथ ग्राम भ्रमण के बाद हनुमान मंदिर पर पूजा-पाठ करने के लिए पहुंचे तो गेट पर ताला लगा हुआ था।
 
आवेदन में कहा गया कि इस प्रकार दलित समाज के लोगों के साथ भेदभाव और छुआछूत का व्यवहार किया गया। टीआई ने आवेदन के आधार पर कार्रवाई करने का आश्वासन देकर आक्रोशित लोगों से गांव लौटने की बात कही। इस बात से नाराज होकर आक्रोशित लोगों ने शासन-प्रशासन के खिलाफ थाना परिसर में नारेबाजी शुरू कर दी। 
 
जानकारी के मुताबिक थाना परिसर में नारेबाजी करने पर पुलिसवालों ने दलितों को मारपीट कर थाना परिसर से बाहर खदेड़ दिया। इससे नाराज होकर दलित समुदाय के लोगों ने एसडीएम कार्यालय पहुंच नायब तहसीलदार को एक ज्ञापन सौंपा। ज्ञापन में कहा गया है कि टीआई आरके चतुर्वेदी ने उनके साथ मारपीट व गाली-गलौज कर जाति सूचक शब्दों से अपमानित किया है। इस संबंध में टीआई को निलंबित करने और दोषियों पर तुरंत प्रकरण दर्ज कर गिरफ्तार करने की मांग की।
 
कन्नौद की एसडीएम रंजना पाटने ने कहा कि 'बहिरावद के मामले में ज्ञापन प्राप्त हुआ है। जांच के बाद दोषियों पर कड़ी कार्रवाई की जाएगी। पुलिस द्वारा मारपीट करने के मामले में भी जांच करवाई जाएगी।'
