Far away from Syria, in the air-conditioned offices of think tanks and war rooms sit the intellectuals of our current order. They gaze at maps of Syria – a country to which they have no emotional ties or on whose land they might not have walked. They are not the first men driven by the fantasy of seizing resources and solving problems by drawing new borders. They follow in the 1916 tradition of the British diplomat Mark Sykes and his French counterpart François Georges-Picot, who carved up Ottoman Syria into zones of influence for their respective countries. A hundred years later, the men who follow Sykes and Picot couch their imperial ambitions in humanitarian rhetoric. Their lines begin with ‘safe zones’ and then move to a confederation and finally to a dismembered Syria. Partition, guaranteed by American airpower and troops, they argue, is the solution to the Syrian crisis.

Deeply battered by the civil war, with half its population displaced and over half a million dead, Syria is weakened to the point of virtual collapse. The fall of the government of Bashar al-Assad in Damascus would not be – as many of these intellectuals of the American Empire agree – the best possible outcome. ‘Realistically,’ as Michael O’Hanlon of the Brookings Institute put it in 2015, ‘the replacement of Assad’ does not ‘appear within reach’ given the lack of palatable alternatives. Moderate forces – as far as the US determines – are simply not available. Therefore, the ouster of Assad in a precipitous way is considered foolhardy.

Instead of removing Assad, then, the United States should – argues O’Hanlon – push for the establishment of ‘one or two safe zones in relatively promising locations,’ backed by ‘perhaps 1,000 American military personnel.’ In these ‘safe zones, local forces – moderates, it is hoped – could be trained to put pressure on Assad’s government. ‘Ultimately, and ideally,’ O’Hanlon argues, ‘some of the safe zones might merge together as key elements in a future con-federal arrangement.’ This dynamic could very well lead to the ‘outright partition of the country if necessary.’ The partition is envisaged along the lines of sect and ethnicity – a Sunni zone, an Alawite zone, and a Kurdish zone. O’Hanlon calls this ‘deconstructing Syria.’

In a recent column, New York Times’ Thomas Friedman muses over the possible futures for Syria. ‘The least bad solution is a partition of Syria,’ Friedman suggests, ‘and the creation of a primarily Sunni protected area – protected by an international force, including, if necessary, some US troops.’ The gap between O’Hanlon and Friedman is merely in that the former recognizes that in the large mixed cities of Damascus and Aleppo, Hama and Homs, a partition would not be easy. ‘Prudence would have to be the watchword,’ writes O’Hanlon.

Neither O’Hanlon nor Friedman – both influential voices in Washington, DC – seem bothered by their imperial gestures. They are quite happy to speak for Syrians, to offer tutelage to Syria which cannot seem to define its own destiny. These are men who will speak of democracy and human rights when it suits them, but then transform just as easily into imperial bureaucrats with their crayons ready to draw lines on someone else’s map.

The influence of these men can be felt quite palpably in the corridors of power. Late last year, CIA Director John Brennan said quite casually, ‘I don’t know whether or not Syria and Iraq can be put back together again. There’s been so much bloodletting, so much destruction, so many continued, seething tensions and sectarian divisions.’ The outcome of this, he suggested, is the partition of Syria. Former US Ambassador to Syria Robert Ford has said that there is already an ‘emerging partition’ of Syria into six zones leading to the ‘Somalization of Syria.’ Amos Gilad, the Strategic Advisor to the Israeli Defense Ministry and well-regarded in US intelligence circles, said, ‘Syria has reached its end.’ They – quite cavalierly – call for the dismemberment of the country.

Last month, before the US strikes on a government airfield, US Secretary of State Rex Tillerson suggested that once ISIS is removed from the northern Syrian city of Raqqa, it would be ‘governed by local forces’ with US backing. What is being considered is that the US would create – in northern Syria – an analogous development to the Kurdistan Regional Government, which is autonomous of the Iraqi government. This statement was made in Turkey, where there is fear of a Syrian Kurdish state on its border. Turkey is not bothered by the break-up of Syria. What it fears is the concrete reality that this fracturing shall produce a Syrian Kurdish autonomous region with US support long the length of its southern border. Even here Turkish sentiments are over-read. Last November, US General Joseph Dunford and Turkish General Hulusi Akar agreed that ‘the coalition and Turkey will work together on the long-term plan for seizing, holding and governing Raqqa.’ This means that the US and the Turks would adopt this region, with the Turks eager to make the Kurds marginal to their occupied zone.

In sum, all the major players who speak the syrupy language of democracy are quite willing to undemocratically plan for the dismemberment of Syria.

Weaken Syria To Weaken Iran.
Iran, since 1979, has confounded the West and its West Asian allies – Israel and Saudi Arabia. The point for these powers has been to find a mechanism to weaken Iran. Saudi Arabia and the West backed Iraq’s long war against Iran precisely to hem in the Islamic Republic.

In 1979, right after Iran’s Revolution, US embassy official Talcott Seelye wrote from Damascus that his government should exaggerate the Alawite hold on the Syrian state so as to break the legitimacy of Hafez al-Assad, the father of the current president. It was important to get rid of Assad, Seelye wrote, to dent Iran’s role in the region. ‘We are inclined to the view that his days are numbered,’ Seelye wrote, even if by ‘the assassination of Assad.’ Although there is not really an Alawite control over the government, Seelye noted, ‘perception is more important than reality.’

During the Iran-Iraq war (1980-88), the United States wished to hit Syria as a way to weaken Iran. In a revealing cable from 1983, CIA chief Graham Fuller urged his paymasters to bring ‘real muscle to bear against Syria.’ Fuller suggested that ‘the US should consider sharply escalating military threats against Syria from three border states hostile to Syria: Iraq, Israel and Turkey.’ He hoped that if these countries simultaneously attacked Syria, it would weaken its position and its prestige. If Syria’s position was dented, Fuller argued, Iran would be forced ‘to reconsider bringing the war to an end.’ What is important is that the regional countries – such as Iraq – ‘still need to remain on guard against Iranian influence and power throughout the Gulf.’ Hitting Syria would weaken Iran. That was the posture in 1983 as it was in 1979 and as it is today.

Twenty years later, in 2006, the US political officer in Damascus, William Roebuck, wrote that his country should join with Saudi Arabian intelligence to stoke fears of sectarianism in the country. Their stick would be to suggest to the Sunni community that Iran was promoting a Shiite agenda in Syria. Roebuck’s cable reveals the continuation of fear mongering around Iran to increase sectarian feeling to weaken Syrian society and the state. ‘There are fears in Syria,’ Roebuck wrote, ‘that the Iranians are active in both Shia proselytizing and conversion of, mostly poor, Sunnis.’ What is startling is that Roebuck then conceded that this is ‘often exaggerated.’ The Americans, Roebuck said, against all evidence, should join with the Saudis to ‘better publicize and focus regional attention to this issue.’

The evidence actually showed that Saudi preachers had entered Syria in large numbers and they had established themselves in the slums. It was in these mosques that they preached virulently sectarian rhetoric and prepared society for the outbreak of sectarian violence. This is precisely what overran Syria in 2011. Roebuck advised his paymasters to encourage splits in the military, advised the Gulf Arabs to stop investing in Syria and encouraged any mischief that would deprive the regime of any support. In other words, Roebuck insisted on preparing the terrain for regime change which would harm – as US intelligence openly said a decade ago – both the Lebanese political-military group Hezbollah and Iran.

Two years ago, the US State Department noted in a memorandum, ‘The best way to help Israel deal with Iran’s growing nuclear capability is to help the people of Syria overthrow the regime of Bashar Assad.’ Fear of Iran saturates this document. The basic argument is that Iran has its grip on West Asia through Syria and into Hezbollah. These have to be brought to heel. If Assad’s government falls, then Iran’s conduit to Hezbollah would break. It was – therefore – essential to overthrow Assad. This has nothing to do with the Syrian people or their needs, but everything to do with the Washington and Tel Aviv’s hallucinations about Iranian power. The fall of Assad, the US diplomats calculated, would mean that ‘Iran would no longer have a foothold in the Middle East from which to threaten Israel and undermine stability in the region.’

If Assad falls and a new – perhaps radical Islamist – regime comes to power in Damascus, how would this help Israel? A US intelligence official told me this week that the word of this period is ‘Yugoslavia.’ The break-up of Yugoslavia, he said, left behind minor states with no regional power. Balkanization, he said with a smile, would be the appropriate solution for Syria. Break it up and Iran would lose its foothold and no powerful state would remain on Israel’s border to pose a threat. Israel could permanently claim the Golan Heights, a US-backed state would emerge on the Syrian border, Jordan could help itself to the totality of the Hawran plateau, an Alawite state would take the coastal plain, leaving a series of Sunni states from the al-Ghab valley to the Hamad desert. A weak Syria would be easy to dominate.

Mischief surrounds Syria. Partition is seen as a way to destroy that state and offer Israel relief on its borders with Syria and Lebanon. The rights and ambitions of the Syrian people are irrelevant to these plots and schemes.

Turkey's leader will apparently stop at nothing to centralize power — and every move that backfires makes him even more desperate.

At first glance, Turkey’s Recep Tayyip Erdogan’s drive to create an executive presidency with almost unlimited power through a nationwide referendum looks like a slam-dunk.

The man hasn’t lost an election since 1994, and he’s loaded the dice and stacked the deck for the April 15 vote. Using last summer’s failed coup as a shield, he’s declared a state of emergency, fired 130,000 government employees, jailed 45,000 people — including opposition members of parliament — and closed down 176 media outlets. The opposition Republican People’s Party says it’s been harassed by death threats from referendum supporters and arrests by the police.

Meanwhile he’s deliberately picked fights with Germany, Austria, and the Netherlands to help whip up a storm of nationalism, and he charges that his opponents are “acting in concert with terrorists.” Selahattin Demirtas, a member of parliament and co-chair of the Kurdish-dominated People’s Democratic Party, the third largest political formation in Turkey, is under arrest and faces 143 years in prison. Over 70 Kurdish mayors are behind bars.

So why is Erdogan so nervous? Because he has reason to be.

A Wobbly Juggernaut
The juggernaut that Erdogan and his Justice and Development Party (AKP) put together to dismantle Turkey’s current political system and replace it with a highly centralized executive with the power to dismiss parliament, control the judiciary, and rule by decree has developed a bit of a wobble.
First, Turkey’s nationalists — in particular the right-wing Nationalist Movement Party (MHP) — are deeply split. The leadership of the MHP supports a “yes” vote on the referendum, but as much as 65 percent of the rank and file are preparing to vote “no.”

Second, there is increasing concern over the economy, formerly the AKP’s strong suit. Erdogan won the 2002 election on a pledge to raise living standards — especially for small businesses and among Turks who live in the country’s interior — and he largely delivered on those promises. Under the AKP’s stewardship, the Turkish economy grew, but with a built-in flaw.

The 2000s were a period of rapid growth for emerging economies like China, Russia, and Turkey. China did it by building a high-power manufacturing base and exporting its goods to the global market. Russia raised its economy through commodities sales, particularly oil and gas. Turkey’s huge spurt, however, was built around domestic consumption, in particular real estate and construction. Indeed, Turkey’s historical strength in manufacturing has languished.

Much of the construction boom was financed through foreign loans, and as long as investors were comfortable with the internal situation in Turkey — and money was cheap — real estate was Erdogan’s Anatolian tiger. But when the U.S. tightened up its monetary policies in 2013, those loans either dried up or got more expensive.

Turkey wasn’t the only victim of U.S. tight money policies. Washington’s monetary shift also badly damaged the economies of Brazil, South Africa, India, and Indonesia. But the effect on Ankara has been to increase the debt burden and fuel a growing trade imbalance. Growth fell from 6.1 percent in 2015 to 1.5 percent in 2016.

The fall of the Turkish lira means imports cost more at a time when Turkey’s private sector has accrued a foreign exchange deficit of $210 billion. Consumer inflation will almost certainly reach 11 or 12 percent this year and the jobless rate is over 12 percent. Among young Turks, age 15-24, that figure is over 25 percent. Almost 4 million people are out of work, and many Turks now spend 50 percent of their income on food, housing and rent.

To add to these woes, the credit agencies Moody’s, Standard and Poor, and Fitch recently designated Turkey’s status as “non-investment” and downgraded its economic outlook from “stable” to “negative.” Part of the downgrade was based on politics, not the economy. Fitch pointed out that if Erdogan’s referendum passed, it “would entrench a system in which checks and balances have been eroded.”

Businesses are generally not bothered by authoritarian regimes, but they are uncomfortable with instability and a cavalier approach to the rule of law. Erdogan’s erratic foreign policies and the government’s seizures of private businesses whose owners choose to oppose him do not create an atmosphere conducive to investor confidence.

There is also growing nervousness about Erdogan’s internal and external policies. Turkey once had a policy of “no trouble with neighbors,” but Ankara is suddenly fighting with everyone. Erdogan strongly supported efforts to overthrow the Syrian government of Bashar al-Assad. He backed the Muslim Brotherhood in Egypt. He put troops in northern Iraq aimed at keeping the Kurds down. He started a war with his own Kurds and bullies and intimidates any domestic opposition.

A case in point is the lucrative tourist industry that normally contributes about 5 percent of Turkey’s GNP. Turkey is the sixth most visited country in the world, but the industry was down 36 percent in 2016, a loss of $10 billion.

Formerly, large numbers of tourists visited from Russia and Iran. But Erdogan alienated the Russians when he shot down one of their bombers in 2015 and angered Iran when he went to Saudi Arabia and denounced the Iranians for trying to spread their Shiite ideology and “Persian nationalism” throughout the Middle East. As a result, tourism from both countries largely dried up, hitting Istanbul and coastal cities like Antalya particularly hard.

Iranians and Russians aren’t the only ones looking elsewhere for fun and relaxation. Erdogan’s sturm und drang rhetoric directed at European countries that refused to let him campaign for his referendum among their Turkish populations — “Nazis” and “fascists” were his favored epithets to describe Germany, the Netherlands, and Austria — has tourists from the West looking to vacation in Greece, Spain, and Italy instead.

Trouble in the Neighborhood
To label Erdogan’s foreign policy “schizophrenic” is an understatement.

On one hand, he’s backed off from his earlier demand that Syrian President Assad must go, and he’s working with the Russians and Iranians — and Egyptians — to find a negotiated settlement to the horrendous civil war.

On the other, he is wooing Saudi Arabia, the major backer of al-Qaeda-associated groups in Syria who’ve made it clear that they aren’t interested in negotiations or a political settlement. He’s also clashing with Russia and the U.S. over their support for Kurdish forces battling the Islamic State and al-Qaeda.

In one rather bizarre example of schizoid foreign policy, Turkey sponsored a March 14 meeting of 50 Syrian tribal leaders to form an “Army of the Jezeera and Euphrates Tribes” to fight Russia, Iran, Hezbollah, and the Kurdish Democratic Union Party in Syria. Beating up on the Kurds is standard Erdogan politics, but how he squares attacking Russia and Iran while professing to support a diplomatic solution to the Syrian civil war isn’t clear.

His political calculations keep backfiring. For instance, when Iran signed its international nuclear agreement and sanctions were lifted, Turkish businesses were eager to ramp up trade with Tehran. Erdogan’s searing attack on Iran largely scotched that, however, and the Turkish president has very little to show for it. Erdogan calculated that embracing Saudi Arabia and the Gulf monarchies would more than offset alienating Iran, but that hasn’t happened.

The United Arab Emirates, Saudi Arabia, Kuwait, and Qatar have a combined overseas investment portfolio of $262 billion, but only $8.7 billion of that went to Turkey. Europe makes up the great bulk of foreign investments in Turkey, distantly followed by the U.S. and Russia.

In part this is because the Gulf monarchies have their own financial difficulties, given low oil prices and the grinding war they are fighting in Yemen. But one suspects that Saudi Arabia is wary of Erdogan’s AKP, which is a cousin of the Muslim Brotherhood. The Saudis consider the Brotherhood their main enemy after Iran, and they strongly supported the 2013 military coup against the Egyptian Brotherhood government. The recent thaw in relations between Turkey and Egypt has resulted in a chilling of ties between Riyadh and Cairo.

Meanwhile the Islamic State has recently targeted Turkey, in large part as blowback from the Syrian civil war. Ankara formerly turned a blind eye to the Islamic State’s supply lines into Syria because Erdogan wanted to overthrow the Assad government and replace it with a Muslim Brotherhood-friendly regime. Now that policy has backfired on Turkey, much as U.S. support for the Mujahideen against the Soviet Union in Afghanistan led to the formation of al-Qaeda and the 2001 attacks on the World Trade Center and the Pentagon.

The Kurds have also engaged in a bombing campaign, but that is a response to Erdogan’s attacks on Kurdish cities in southeastern Turkey.

Getting to Yes — Or Else
It’s not clear how widespread the “no” vote sentiment is, although it supposedly includes up to 100 AKP parliament members worried about concentrating too much power in the president’s hands.

Pollsters say a significant number of voters are unwilling to say how they will vote. In the current atmosphere of intimidation, it could mean those “refuse to say” will turn to “no.” Certainly Erdogan’s prediction of a 60 percent approval has gone a glimmering.

What happens if people do vote no? And would Erdogan accept any outcome that wasn’t yes?

One disturbing development is the formation of a paramilitary group called “Stay as Brothers, Turkey.” Organized by Orhan Uzuner, whose daughter is married to Erdogan’s son Bital, the group claims up to 500 members. The opposition newspaper Cumhuriyet calls the group “Erdogan’s militia,” and some members of the Nationalist Movement Party say the Brothers are sponsoring weapons training and encouraging members to arm themselves. With the military firmly under control following last year’s attempted coup, even a small group like the Brothers could play a major role if Erdogan decides he’s finished with the democratic process.

Certainly the president is in a bind. He needs foreign investments and tourism to get the economy back on track, but he’s alienating one ally after another.

He could tighten Turkey’s monetary policies to staunch the outflow of capital, but that would slow the economy and increase unemployment. He could lower interest rates to stimulate the economy, but that would further weaken the lira.

His strategy at this point is to double down on getting a yes vote. If he fails, things could get dangerous.

On 23 March 2017, Khalid Masood ploughed his car into pedestrians on Westminster Bridge in London, stabbed a police officer with a knife, and then was shot dead. He killed four people in the rampage, which injured an additional forty people and disturbed the equanimity of a major Western city. Masood, who was born in Dartford (Kent, United Kingdom), had run afoul of the law for many years—mainly because of acts of violence and possession of weapons. The gap between the act of Masood and a common criminal is narrow.

Two months ago, the head of the Metropolitan Police said that “warning lights are flashing” over the rise of violent crime across England and Wales. The preferred weapon, said Sir Bernard Hogan-Howe, was the common knife. Violent crime had risen by twenty-two percent, with the last quarter of 2016 registering 30,838 crimes committed with knives. Masood’s crime could well have been read alongside this data, as a serious problem of an increase in violence with knives as the weapon of choice.

Instead, the media and the British political class offered a sanctimonious lesson in civics. This was, said UK Foreign Secretary Boris Johnson, “an attack on our democracy, the heart of our democracy.” UK Prime Minister Theresa May told the House of Commons that despite this attack, “we will move forward together, never giving in to terror. And never allowing the voices of hate and evil to drive us apart.” One newspaper suggested that Boris Johnson’s statement was “Churchillian.”

ISIS, which has been under serious threat in Iraq and Syria, has called upon people around the world to conduct acts of criminal violence in its name. There is no evidence yet that Masood acted on the instructions of ISIS or that he was following the ISIS edict to attack people in public areas in the West. What is known is that right after the attack, ISIS took credit for it, calling Masood its “soldier.” ISIS social media celebrated the attack. There is a form of delirium at work here—a group weakened now seeks to glorify itself by a pathetic attack by a man with a criminal record, using an old car and a knife.

Attribution bias is a familiar theme in the literature of modern psychology. It refers to the problem that occurs when people evaluate the actions of themselves or others based not on the facts but on attributions transferred from inherent biases. Fritz Heider, who first developed this theory in The Psychology of Interpersonal Relations(1958), suggested that attributions are made mostly to preserve one’s self-concept—namely one’s sense of self. Rather than evaluate one’s own behavior in a bad situation, one tends to blame others and to disregard the constraints that others operate under. This is typically considered to be a “self-serving bias”—the winner of an election says, “I won because the people voted for me,” whereas the loser says, “I lost because of voter fraud.”

Masood’s act has already been pinned on ISIS, and ISIS has already adopted him as one of its combatants. Both decisions are self-serving—the one to deny any native role for the production of Masood and the other to uplift a flagging insurgency. Masood’s own convulsions with racism, his own desire to seek glory above his miserable situation: these are not taken seriously. “Home-grown” terrorists have ‘home-grown’ problems. But the term ‘terrorist’ allows the “home-grown” person to be exported—as it were—to other countries, to defer blame to them—to ISIS, in this case.

Al-Mansoura
Three thousand miles southeast of London sits the town of al-Mansoura, near the city of Raqqa (Syria). Aerial bombardment by the United States in the area around Raqqa had pushed about fifty families to take shelter in the al-Badia school in the town. The US bombings had come to soften up ISIS positions in the towns around Raqqa as hundreds of US forces take their positions in its periphery. The US forces—and their allies, the Syrian Democratic Forces—have sought to seize a major dam on the Euphrates River at the town of Tabqah. This dam is essential to the water supply for Raqqa. The battle over Tabqah, one of the last remaining conduits into and out of Raqqa, will be essential before the US and its allies turns its firepower against ISIS’s “capital.”

On 22 March 2017, hours before Khalid Masood conducted his terror attack in London, US aircraft bombed the school. The Syrian Observatory for Human Rights, based in London, says that thirty-three civilians died in this bombing run. Hamoud Almousa of Raqqa is Being Slaughtered Silently says that the number might be as high as 101 civilians. The day before, on 21 March, US aircraft bombed the town of Tabqah, hitting the Maysaloon school, a field hospital and homes on al-Synaa street—killing twenty civilians. A week before, US aircraft bombed the town of al-Jineh (near Aleppo), hitting a mosque and killing forty-six civilians. Col. John Thomas of the US Central Command said that the US aircraft did not hit a mosque. “We are going to look into any allegations of civilian casualties in relation to this strike,” he said. This statement always suggests that the Central Command knows that it hit civilians, but does not want to make a direct statement one way or another.

AirWars, a non-profit group that maintains a record of casualties from aerial bombardment, says that in March alone there have been over a thousand civilian non-combatant deaths in Iraq and Syria as a result of what it calls “Coalition actions”—with the US aircraft inflicting the bulk of the casualties. This considerable spike has led AirWars to suspend its investigation of Russian-inflicted casualties (fifty in March) and to divert its staff to look at those inflicted by the Coalition aircraft alone.

The Western media focused on the actions of Khalid Masood and remained silent on these deaths. Brief notes of this or that massacre appeared, but without the focus and intensity of the kind of coverage given to the attack by Masood. No front page story with a large picture, no “Breaking News” coverage on television with correspondents insisting that spokesperson for US Central Command give them more than pabulum. It is as if we live in two alternative universes—one, where terror confounds the population with moral indignation and two, where large deaths from jet fighters are treated as the necessary side-effects of war. One is terrorism; the other is an accident.

It does not feel accidental to the people of al-Mansoura or al-Jineh.

Binaries
I have spent decades thinking about the asymmetry of reactions to these sorts of incidents in places such as Iraq and Afghanistan. I have written about them, indignation as the mood of these essays. But this is spitting into the wind. It is futile on Facebook, for instance, to make the suggestion that the 2016 Karrada bombings in Baghdad (Iraq), which killed over 300 people, should have driven people to turn their profile pictures into Iraqi flags (as the world had done after the 2015 Paris attacks, when 137 people were killed). “Je Suis Charlie” is easy to write, but not #AmiAvijit. Eyes roll when these gestures are urged, whether through bewilderment at their meaning or exhaustion at their sanctimoniousness. After all, the eye-roll suggests, how could one compare a satirical French magazine with obscure Bangladeshi bloggers who have been hacked to death? It takes an immense act of will to push editors to run stories on tragedies that seem distant even from the places where they occur. All eyes focus on the latest attack in Molenbeek, but few turn with the same intensity to look at the tragedies in Beirut or in Cairo.

Over the years I have settled on some binaries that operate to blind thinking about violence in the world. Our days have become hallucinations, with violence always at the edge of consciousness. But violence is understood through these binaries in ways that befuddle those who believe in a universal humanity, those who believe—in concrete terms—that people in Kabul deserve empathy and sympathy as much as people in Berlin. In fact, the scale of the violence in Kabul is so much greater than in Berlin that you would imagine greater sympathy for those in far more distress. But actually the logic of these binaries moves consciousness in the opposite direction.

Eastern Malevolence / Western Benevolence
There is standard belief amongst reporters—for example—that Western actions are motivated by the highest values and are therefore benevolent. The loftiest values of our time—democracy and human rights—are sequestered inside the concept of the West. The East—bedraggled—is treated as a place without these values. It is bereft, a bad student. There is what Aimé Césaire calls “shy racism,” for it suggests that Easterners cannot be given the benefit of doubt when they act, or that Westerners could not also be malevolent in their objectives. The way this logic runs it is the Eastern bombing of Syria’s Aleppo, conducted by the Oriental despot Bashar al-Asad, that is inhumane, while it is the Western bombing of Iraq’s Mosul (250 to 370 civilians killed in the first week of March) that is humane. It would pierce the armor of Western self-regard to admit that its armed forces could—without sentiment of care—bomb mosques and schoolhouses.

What about Hitler? Is he not the epitome of Western malevolence? Hitler is the madman, much as white terrorists in the West are madmen. They do not define the society or the culture. No one asks after their attacks for Christianity to answer for their crimes or for Western Civilization to stand condemned. They are not compared to Hitler. The modern analogues of Hitler are always to be found in the East—Saddam, Bashar, Kim Jong-un—but not in the West.

It took some guts for the Indian politician Shashi Tharoor to remark that “Churchill was no better than Hitler” —a statement that has led to the routine objections from the British political class. US President Donald Trump insisted on returning his bust to the Oval Office, where he showed it with great aplomb to the UK Prime Minister Theresa May (she gave him a copy of a Churchill speech during her visit). It does not bother either Trump or May that Churchill was a racist, who believed that the “Aryan stock is bound to triumph.” Cliches are mobilized to defend him: he was a man of his time, when such ideas were commonplace. But such ideas were being vigorously challenged from the colonies and from within Britain. Hitler’s Endlösung was not of a different quality from Churchill’s Bengal Famine of 1943. Tharoor’s comparison of Churchill to Hitler will not stick. It will eventually be swept away. Far easier to see Hitler in Bashar al-Assad or in Kim Jong-un than in Churchill or George W. Bush. Hitler was Europe’s aberration, not—as Césaire pointed out—the logical culmination of colonial brutality.

State Legality / Non-State Illegality
States do not normally act outside the confines of international law. If they do, then it is in error. Or there are some states that are not proper states, but “rogue states” that do not behave according to the principles of civilization. Normal states, not rogue states, the logic of shy racism goes, never intentionally violate the laws of war and behave in a barbaric way. Their acts of murder are always unintentional because it would be too costly for them to intentionally murder civilians.

When the United Nations Human Rights Council wanted to investigate NATO’s 2011 bombing of Libya, based on UN Security Council resolution 1973, its Brussels headquarters stalled. NATO’s legal adviser, Peter Olson, wrote to the United Nations saying that NATO deserved immunity. “We would be concerned if NATO incidents were included in the commission’s report as on par with those which the commission may ultimately conclude did violate law or constitute crimes,” Olson wrote. What NATO would like, he concluded, was for the UN commission to “clearly state that NATO did not deliberately target civilians and did not commit war crimes in Libya.” In other words, without any investigation, the UN Human Rights Council should give NATO a certificate of high moral character.

If civilians are killed, then it is either entirely accidental or it is because the enemy has used them as human shields. Strange illogical statements emerge from the power centers of the West to befuddle criticism. US President Obama’s drone strike policy allowed his operators to strike at crowds of people who looked like enemies (the “signature strike”). If, later, the intelligence services determined that some of them were not indeed enemies then those civilians would be ‘posthumously exonerated’. But they would—of course—be dead, murdered by a state actor that is not seen to be rogue and that sees itself as abiding by international law. 

Rogue states and rogue non-state actors do not abide by the protocols of the laws of war, and therefore they are the only ones who violate them intentionally. The violence of the rogue state and the rogue non-state actor is always worse than that of those who are deemed to be legitimate states and legitimate non-state actors. The nuclear weapons of India, Israel and Pakistan are acceptable, but Iran’s nuclear energy program is a grave threat to humanity. A ‘knife attack’ by a Palestinian child is horrendous and it is taken to define not only the Palestinian liberation movement, but Palestinian culture in general. The bombing of four young Palestinian boys on a Gaza beach is accidental and not definitive of either Israeli state action or of Israeli culture. This asymmetry of evaluation is fundamental to the ruling ideas of our time.

Violence to Heal / Violence to Hurt
When the US military conducted its massive bombing run against Iraq in March 2003 under the name “Shock and Awe,” it was considered to be in the service of human rights and security. But the language used by its architects was genocidal. Harlan K. Uliman, who developed the theory of “Shock and Awe,” said in 2003, “You take the city down. You get rid of their power, water. In two, three, four, five days, they are physically, emotionally and psychologically exhausted.” A Pentagon official said of the actual bombing runs, “There will not be a safe place in Baghdad. The sheer size of this has never been seen before, never been contemplated before.” Hundreds of cruise missiles rained on Baghdad. Eventually, after a decade of war and occupation, the violence of the war would claim at least a million Iraqi lives.

But yet, the language to define the war is muted. UN Secretary General Kofi Annan said of the war that “from the [UN] charter point of view, it was illegal.” This should mean that US President George W. Bush and his coterie are war criminals. But his successor, US President Barack Obama refused to open an investigation and the world followed suit. Bush’s language about bringing democracy and freedom to Iraq became the anthem. If a million people died, so be it. It was all to heal Iraq, to free Iraq.

The violence of the Iraqi insurgency, on the other hand, was immediately considered to be violence intended to hurt, to create problems not only for the United States, but for Iraq itself. The violence of the West is prophylactic, while the violence of the East is destructive.

Precious Life / Disposable Life
When news broke of the failed US raid on the village of al-Jineh (Yemen), the Western media concentrated on the death of Ryan Owens who was a Seal Team 6 member. There was a great deal of discussion on his death and little mention of the civilians who were killed by Owens’ comrades in that raid. If they were mentioned it was as a number: twenty-eight or thirty. There were no names in the stories, no way to make these people into human beings. Nothing about Mohammad Khaled Orabi (age 14), Hasan Omar Orabi (age 10), Ahmad Nouri Issa (age 23), Mustapha Nashat Said al-Sheikh (age 23), Ali Mustapha (age 17), Abd al Rahman Hasim (age 17), and not even Nawar al-Awlaki (age 8) whose father and brother had been killed in earlier raids. No mention of the names of the forty-two Somali refugees gunned down by a Saudi helicopter gunship, a weapons system provided by the United States. To offer these names would be to give these people humanity.

When twenty thousand or more people died because an US-owned factory exploded in Bhopal, Michael Utidjian, medical director of American Cyanamid said in 1984, it is sad but needs to be seen in context. What is that context? Indians do not have the “North American philosophy of the importance of human life.” They do not mind when people die, it seems. They have a different standard of humanity. Their lives are disposable. They are not precious. Thirty-three dead here, forty-two dead there. Sad yes, but not tragic. Tragedy is only possible if one has the “North American philosophy of the importance of human life.”

Legible Narrative / Illegible Narrative
It would be an illogical narrative to suggest that Western generals want to raze cities. That is not their motivation. When the US flattened Fallujah (Iraq) in 2004, under the command of then Major General James Mattis of the 1st Marine Division, this was not the intent. That the use of Depleted Uranium led to cancer rates fourteen times higher than in Hiroshima (Japan) after the atom bomb was dropped there was incidental, not deliberative. It is impossible to imagine an American, for instance, being cruel in military strategy. On the other hand, it is easy to imagine a Syrian general, such as General Issam Zahreddine, being systematically vicious. It is not possible to see both as ferocious. It would be an illegible narrative if these two stories were set side by side. One is so obviously a better man (Mattis) than the other (Zahreddine). The character of the man of the West always surmounts the character of the man of the East.

Violent Shock
Who needs censorship when you have ideology? When anything outside the governing ideology tries to make an appearance it is dismissed as the rants of a conspiracy theorist or as “alt-facts.” Terrorism is terrorism and counter-terrorism is counter-terrorism. To break down the distinctions between them is a scandal against civilization itself. Of course al-Qa‘ida is bad and the US military is good! That is ipso facto, the essence of reality.

None of this is the blame of individual reporters or editors or indeed of individual readers of the press reportage. It is not something restricted to the West, for these attitudes are shared widely around the world. This is not a consequence of the impact of CNN or of BBC, but of much earlier, much deeper attitudes with deep roots from colonial times. It was an old colonial view that the violence of the imperial armies must have some Enlightenment logic behind them, whereas those of the darker world came motivated by messianism, tribalism, millenarianism or other illogical views of older times.

When in the 1950s the British violently crushed the aspirations of the Kenyans, sending thousands to concentration camps and killing—as the historian Caroline Elkins argues – a hundred thousand people, this was done for rational reasons. The Empire had to be protected. The uprising of the Mau Mau, which they were countering in Kenya, could not be allowed to succeed. Indeed, it could not succeed—the British suggested—because it was merely the eruption of older African instincts. Even the name of the group powerfully allowed the British to paint their insurgency in diabolical colors. The rebels called their outfit the Kenya Land and Freedom Army. The use of the words ‘land’ and ‘freedom’ suggested a link to the national liberation movements of that decolonization era. They also suggested a rational political platform, to distribute land to the colonized population in a free Kenya. The British insisted on calling them the Mau Mau—the name carrying for a British audience the full flavor of traditional Africa in its sound, the rhythm of a drum, the call from deep in the forest, the sly racism of the denial of the more traditional national liberation force. In the name Mau Mau appeared the forest and in it would dissolve the accusations of concentration camps and mass killings. It was not the British that did those killings, but the Mau Mau. Always the Mau Mau, never Lord Evelyn Baring who wrote that the British had to inflict “violent shock” against the Kenyans or else the British Empire would be defeated in Kenya.

From Lord Baring’s Violent Shock to George W. Bush’s Shock and Awe: this cannot be terrorism. It is the business of rational states. Terrorism is what the others do. Always.
