Dehradun: Young girls from Rautgara village in Pithoragarh tehsil are forced to skip school for at least five days every month. When they are menstruating, they are told to avoid school lest they anger the local deity, whose temple falls on the path to their school.
 
“Locals believe that the temple would be desecrated if women on their periods were to pass the area which has led parents to confine menstruating girls to their homes. In fact, the taboo has forced a few of the girls determined to get a good education to move to nearby cities and towns where they are staying with relatives. A team of the local administration will now be sent to counsel parents to allow girls to attend classes,” a report by Times of India said.
 
A team from the NGO Uttarakhand Mahila Manch was visiting the area when this revelation by girls shocked them. Uma Bhatt who led the team told TOI that girls from the village who attend Sail Government Intercollege have been skipping school for up to five days during their period because a temple dedicated to local deity Chamu Devta falls on the route.
 
“Teachers have been trying to encourage girls to attend classes but parents fear the backlash from the community and thus don’t allow the girls to go to school,” Bhatt said in the report. “A former teacher at the school requesting anonymity said, “People here are very conservative. We tried several times to create awareness among parents and persuade them to let their daughters attend school but most of them did not want to defy traditional norms,” the report added.

A 14-year-old girl from a coastal Tamil Nadu village died in cyclone Gaja after being forced to sleep separately because she was menstruating. Her family said that she was trapped in the hut on November 16 when the cyclone hit.
 
“Only in seven of India’s 36 states and union territories did 90% or more women in the 15-24 age group use hygienic protection during menstruation, according to the latest national health data. Not even 50% women used clean methods of dealing with menstrual hygiene in eight states and union territories. The mean for these eight states was 43.5%, with Bihar the worst at 31%, according to the National Family Health Survey-4 (NFHS), released in 2015-16,’ a report said.
 
Only 55% of young girls in India consider it a natural and normal physical process, according to the study conducted jointly by Water Aid, PATH, Zariya, Development Solutions and Water Supply and Sanitation Collaborative Council.
 
“Only 48% girls were aware of menstruation before they attained puberty and no more than 23% knew that the uterus is the source of the bleeding, according to research conducted by the menstrual hygiene management study,” the report said.

Menstruation is still a taboo subject in India. Even now, women are considered “impure” during their period, subjected to social, religious and cultural restrictions, according to a study on menstrual health management.

दलित समुदाय ने मंदिर समिति से जुड़े हुए कुछ लोगों के खिलाफ कार्रवाई करने के लिए एक आवेदन टीआई को सौंपा। इस आवेदन में बताया गया कि दलित समाज के लोगों द्वारा 31 जनवरी से गांव में श्रीमद् भागवत कथा का आयोजन किया जा रहा था। इसका समापन सोमवार को शोभायात्रा और भंडारे के साथ रखा गया था। दोपहर में लोग शोभायात्रा के साथ ग्राम भ्रमण के बाद हनुमान मंदिर पर पूजा-पाठ करने के लिए पहुंचे तो गेट पर ताला लगा हुआ था।
 
आवेदन में कहा गया कि इस प्रकार दलित समाज के लोगों के साथ भेदभाव और छुआछूत का व्यवहार किया गया। टीआई ने आवेदन के आधार पर कार्रवाई करने का आश्वासन देकर आक्रोशित लोगों से गांव लौटने की बात कही। इस बात से नाराज होकर आक्रोशित लोगों ने शासन-प्रशासन के खिलाफ थाना परिसर में नारेबाजी शुरू कर दी। 
 
जानकारी के मुताबिक थाना परिसर में नारेबाजी करने पर पुलिसवालों ने दलितों को मारपीट कर थाना परिसर से बाहर खदेड़ दिया। इससे नाराज होकर दलित समुदाय के लोगों ने एसडीएम कार्यालय पहुंच नायब तहसीलदार को एक ज्ञापन सौंपा। ज्ञापन में कहा गया है कि टीआई आरके चतुर्वेदी ने उनके साथ मारपीट व गाली-गलौज कर जाति सूचक शब्दों से अपमानित किया है। इस संबंध में टीआई को निलंबित करने और दोषियों पर तुरंत प्रकरण दर्ज कर गिरफ्तार करने की मांग की।
 
कन्नौद की एसडीएम रंजना पाटने ने कहा कि 'बहिरावद के मामले में ज्ञापन प्राप्त हुआ है। जांच के बाद दोषियों पर कड़ी कार्रवाई की जाएगी। पुलिस द्वारा मारपीट करने के मामले में भी जांच करवाई जाएगी।'

बेंच ने कहा, ”यहां तक कि सुप्रीम कोर्ट ने हाल ही में कहा कि महिलाओं को पूजा के स्‍थान में प्रवेश करने से रोका नहीं जा सकता।” इसके बाद बेंच ने पुजारी से पूछा, ”हम ऐसा क्‍यों करना चाहिए?” अदालत ने यह टिप्‍पणी तब की जब पुजारी के वकील ने मामले की तत्‍काल सुनवाई की दरख्‍वास्‍त की क्‍योंकि ट्रायल कोर्ट ने पहले ही उसकी बहनों को कालकाजी मंदिर में ‘पूजा और सेवा’ करने तथा प्रसाद लेने की भी अनुमति दी है। पुजारी के वकील ने कहा कि चूंकि दोनों विवाहित बहनें विभिन्‍न परिवारों और गोत्र से ताल्‍लुक रखती हैं, उनका मंगलवार से शुरू हुई ‘पूजा सेवा’ करने का अधिकार नहीं बनता। पुजारी ने दिल्‍ली के मशहूर कालकाजी मंदिर में अपनी दो बहनों को ऐसा करने से रोकने के लिए न्‍यायिक आदेश मांगा था।
 
इस मामले पर पुजारी के वकील ने कहा कि 4 फरवरी को दिए गए ट्रायल कोर्ट के आदेश पर रोक लगाई जाए और उसकी बहनों को पूजा करने से रोका जाए। बेंच ने मंगलवार को उपयुक्‍त बेंच के सामने मामला सूचीबद्ध करने की इजाजत दे दी। जब जस्टिस जेआर मीधा के सामने मामला आया तो उन्‍होंने कहा कि प्रतिवादी को नोटिस दिए जाएंगे क्‍योंकि ट्रायल कोर्ट ने दोनों पक्षों को सुनने के बाद फैसला सुनाया था। अदालत ने कहा, ‘इसे कल के लिए लिस्‍ट कीजिए।’ हाई कोर्ट ने कहा कि वह ट्रायल कोर्ट के आदेश पर रोक नहीं लगा सकते।
 
दूसरी तरफ, याचिकाकर्ता के वकील ने कहा कि प्राचीन समय से परिवार के पुरुष सदस्‍य ही पूजा करने के अधिकारी हैं क्‍योंकि वही मंदिर में पूजा और अन्‍य रस्‍में निभाते आए हैं। पुजारी ने अपनी बहनों को ‘सेवा बारी’ के जरिए मिलने वाले प्रसाद के हिस्‍से पर दावा करने से रोकने की भी अपील की है। याचिकाकर्ता ने कहा कि कालकाजी मंदिर के इतिहास में कभी किसी महिला ने पूजा नहीं की है।

बुंदेलखंड के हमीरपुर जिले में बुधवार शाम मंदिर जा रहे एक दलित बुजुर्ग को अगड़ी जाति के शख्स ने वहां जाने से रोका। बताया जाता है कि रोके जाने के बावजूद न मानने पर पहले उसके सिर पर कुल्हाड़ी मारी, फिर मौके पर ही जिंदा जला दिया।
 
प्राप्त जानकारी के अनुसार 90 वर्षीय छिम्मा अपने बेटे, भाई और पत्नी के साथ अपने बुजुर्गों को पिण्डदान करने गांव जा रहे थे। परंपरा के अनुसार गांव के बाहर बने मैदानी बाबा के मंदिर पहुंचे जहां पर संजय तिवारी मिला जिसने उन्हें मंदिर में जाने से रोका। छिम्मा उसकी बातों को नजरअंदाज कर आगे बढ़े तो संजय ने उनके सिर पर कुल्हाड़ी से कई वार कर घायल कर दिया और बाद में कैरोसिन डाल कर जला दिया।
 
आरोपी संजय तिवारी छिम्मा को जलाने के बाद वहां से भाग गया जिसे आसपास के लोगों ने काफी देर बाद पकड़ा और पुलिस को सूचना दी। जलालपुर थाने के एसओ रामाश्रय यादव के अनुसार, आरोपी को हत्या की धाराओं में गिरफ्तार कर लिया गया है।

आरोप है कि मंदिर पहुंचने पर विपिन, सागर और अमन नाम के तीन भाइयों ने उन्हें धमकाते हुए मंदिर में पूजा करने से रोक दिया और राजकुमार की बेटी के हाथ से पूजा की थाली छीनकर फेंक दी। तीनों भाइयों ने उन्हें जाति सूचक गालियां दीं। लड़की रोने लगी। उसका भाई भागकर अपने पिता के पास पहुंचा और घटना की जानकारी दी। राजकुमार भी मौके पर पहुंचे। तीनों भाइयों ने उन्हें भी गालियां दीं और जान से मारने की धमकी दी।
 
इसके बाद जब हंगामा हुआ तो गांव के अन्य लोग भी वहां पहुंच गए। राजकुमार ने पुलिस को सूचना दी। पुलिस पहुंची तो उन्हें देख तीनों आरोपी फरार हो गए। एसीपी विष्णु दयाल ने बताया कि राजकुमार की शिकायत पर आरोपियों के खिलाफ आपराधिक धाराओं सहित एससी-एसटी एक्ट में केस दर्ज किया गया है। उन्हें बहुत जल्द अरेस्ट किया जाएगा। गांव में पूरी तरह शांति है।

The Madras High Court on Saturday issued an order directing the Perambalur district administration and the temple authorities to ensure that Dalits are not prevented from entering the Sri Maha Mariyamman temple at Pasumbalur village in Perambalur district and taking part in the temple festival, according to a PTI report.

Justice M Sathyanarayanan’s order addressed to the Hindu Religious and Charitable Endowments department, Perambalur district collector and the temple authorities was in response to a plea by K Subramani.

“In the light of the rival submissions made and the facts and circumstances, this court directs the authorities concerned to ensure that the people belonging to the Scheduled Caste community are allowed to enter the temple and worship the presiding deity during the festival to be held till September 16,” the judge said.

Subramani, a Vanniar community leader, had alleged that the temple authorities were not allowing members of the Parayar (SC) community to take part in the festival which commenced on September 1. He approached the high court after authorities did not respond to the demand of the Dalits.

Dalits seeking entry into the temple in the past were attacked by members from the upper castes. One Katta Arumugam was brutally murdered and another Rajkumar received serious injuries on two occasions during the clashes in the past, he had said.

The judge made it clear that “people belonging to the upper caste as well as the Scheduled Caste shall realise the solemness of the occasion and shall extend maximum co-operation to the revenue as well as the police administration for the smooth conduct of the temple festival”.
