Figures placed in the ongoing special Budget of the Parliament, reveal a high level of complaints received by the NCM on incidents reported by Muslims, Sikhs and Christians on both attacks and grievances that overall depict a worrisome state. NCM provides data of complaints received over five years, consistently high numbers of complaints from Uttar Pradesh observed. Responding to a question put forth by Ravikumar D (DMK), the minister of Minority Affairs, Smriti Irani, provided these answers:
I. Data for 2022-2023
From the State-wise details provide above for the year 2022-23, till January 31, 2023, it can be deduced that the highest number of complaints received by the NCM were from the Muslim community, which were 1279 in number. The highest number of incidents were reported from Uttar Pradesh (662), which was followed by Delhi (120) and Telangana (65). In comparison to the previous year, a decrease can be observed in the total number of incidents reported.
II. Data for 2021-2022
From the State-wise details above, for the year 2021-22, it can be deduced that the highest number of complaints received by the NCM were from the Muslim community, which were 1420 in number. The highest number of incidents were reported from Uttar Pradesh (659), which was followed by Delhi (127) and Maharashtra (79). In comparison to the previous year, an increase can be observed in the total number of incidents reported, with an increase in the complaints received from Uttar Pradesh and Delhi.
With regards to the Christian community, a total of 137 complaints were registered during the same period, increasing from the 103 incidents reported in the previous year. The state of Tamil Nadu reported the highest complaints (26), followed by Delhi (21) and Kerala (16). In comparison to the previous year, an increase can be seen in the total number of incidents reported. The capital of India, Delhi showed a significant rise with 21 incidents reported in the year 2021-22, which rose from just 5 incidents in 2020-21 and 7 reported incidents in the year 2019-20.
A serious rise can also be seen in the number of complaints received by the NCM from the Sikh community. From 99 complaints sent during the period of 2020-21 and 106 in 2019-20, a rise to 222 complaints during the year 2022-21 was noted. The maximum number of complaints were sent from Delhi (46) and Punjab (44), and then Uttar Pradesh (26).
In totality, 2076 complaints were received by the NCM during the period of 2021-22, a significant increase from the 1,463 complaints reported in the previous year. The maximum of these complaints were reported from Uttar Pradesh (745), while 227 reports were received from Delhi and 140 from Maharashtra. The least number of cases were reported from the states of Arunachal Pradesh (1), Nagaland (1), Mizoram (2), Meghalaya (2), Tripura (6), Sikkim (1), while Assam reported 43 cases.
III. Data for 2020-21
From the State-wise details above, for the year 2020-21, it can be deduced that the highest number of complaints received by the NCM were from the Muslim community, which were 1105 in number. The highest number of incidents were reported from Uttar Pradesh (646), which was followed by Delhi (65) and Telangana (65). In comparison to the previous year, a further decrease can be seen in the total number of incidents reported, with a decrease in the complaints received from Uttar Pradesh too. The State of Telangana showed a significant rise with 65 incidents reported in the year 2020-21, which rose from just 29 incident in 2019-20 and 16 reported incidents in the year 2018-19.
With regards to the Christian community, a total of 103 complaints were registered during the same period. The state of Tamil Nadu reported the highest complaints (23), followed by Uttar Pradesh (15) and Kerala (15). In comparison to the previous year, a decrease can be seen in the total number of incidents reported.
In totality, 1463 complaints were received by the NCM during the period of 2020-21, a decrease from the 1,670 complaints reported in the previous year. The maximum of these complaints were reported from Uttar Pradesh (732), while 187 reports were received from Delhi and 88 from Haryana. A decrease could also be seen in the incidents reported from the north-eastern regions.
IV. Data for 2019-20
From the table providing the State-wise details for the year 2019-20, it can be deduced that the highest number of complaints received by the NCM were from the Muslim community, which were 1232 in number. The highest number of incidents were reported from Uttar Pradesh (728), which was followed by Delhi (101) and Maharashtra (53). In comparison to the previous year, a decrease can be seen in the total number of incidents reported, with a decrease in the complaints received from Uttar Pradesh and Delhi.
In regards to the Christian community, a total of 129 complaints were registered during the same period. The state of Kerala reported the highest complaints (35), followed by Tamil Nadu (24) and Kerala (19). Here too, in comparison to the previous year, a decrease can be seen in the total number of incidents reported, with the state of Kerala depicting a significant rise in the number of cases reported, going from 8 to 35.
In totality, 1,670 complaints were filed in the NCM during the year 2019-20. The maximum of these complaints were reported from Uttar Pradesh (816), while 146 reports were received from Delhi and 89 from Maharashtra. A rise in the number of complaints from the North-eastern region of India could also be seen, with Arunachal Pradesh reporting 20 incident, most of them against the Muslim community, and Assam reporting 24 cases, most of them against the Buddhist community.
V. Data for 2018-19
From the table providing the State-wise details for the year 2018-19, it can be deduced that the highest number of complaints received by the NCM were from the Muslim community, which were 1344 in number. The highest number of incidents were reported from Uttar Pradesh (810), which was followed by Delhi (111) and Maharashtra (34). In comparison to the previous year, an increase can be seen in the total number of incidents reported, with a significant rise in the complaints received from Uttar Pradesh.
With regards to the Christian community, a total of 136 complaints were registered during the same period. The state of Uttar Pradesh reported the highest complaints (28), followed by Tamil Nadu (23) and Kerala (23). Here too, in comparison to the previous year, an increase can be seen in the total number of incidents reported, with the state of Uttar Pradesh positioning at number one for being unsafe for Christians.
A serious rise can also be seen in the number of complaints received by the NCM from the Sikh community. From 83 complaints sent during the period of 2017-18, a rise to 161 complaints during the year 2018-19 was noted. The maximum number of complaints were sent from Delhi (45), which was closely followed by Punjab (44), and then Uttar Pradesh (28).
In totality, 1,871 complaints were filed in the NCM during the year 2018-19. The maximum of these complaints were reported from Uttar Pradesh (922), while 187 reports were received from Delhi and 88 from Haryana. In contrast to this, the least number of complaints were reported from the North-Eastern region of India: Arunachal Pradesh (1), Nagaland (1), Mizoram (2), Meghalaya (2), Tripura (2), Sikkim (1). Only Assam reported 9 cases from that region.
VI. Data for 2017-18
From the table providing the State-wise date of complaints received for the year 2017-18, it can be deduced that the highest number of complaints received by the NCM were from the Muslim community, which were 1128 in number. The highest number of incidents were reported from Uttar Pradesh (529), which was followed by Delhi (98) and Maharashtra (64).
With regards to the Christian community, a total of 100 complaints were registered during the same period. The state of Kerala reported the highest complaints (20), followed by Tamil Nadu (15) and Madhya Pradesh (14).
In total, 1,498 complaints were filed in the NCM during the year 2017-18. The maximum of these complaints were reported from Uttar Pradesh (578), while 160 reports were received from Delhi and 113 from Maharashtra. In contrast to this, the least complaints were reported from the North-Eastern region of India- Sikkim (1), Mizoram (1) and Meghalaya (2).
