Why does the Indian Police use communal language while inflicting violence?

Teesta Setalvad talks about the deep rooted communal bias in our Indian Police forces referring to the horrific attacks on Jamia Millia Islamia and Aligarh Muslim University. While the entire nation is staging protests in different corners against the unconstitutional and divisive Citizenship Amendment Act, the powers that be, that are clearly threatened by these protests, are trying every possible method to shun people's rights to question and oppose.
